A combined meeting of the National Office Bearers and Constitution Amendment Committee of Indian Union Muslim League was held today at the Board Room, Constitution Club, New Delhi. The National President of IUML Honble E. Ahamed Minister of State for External Affairs and HRD presided over the meeting. Inaugural Address: National President E. Ahamed addressed the members of the two committees. He stressed the need to strengthen the party organisation in every state of the country. He informed the members regarding the communication from the Election Commission of India post merger/ amalgamation of MLKSC and IUML. General Secretary Prof. K.M. Kader Mohideen presented the draft constitution and the amendments made to the existing constitution of IUML. Advocate Jeevagiridharan initiated the discussion on various amendments proposed. THE AGONY OF ASSAM REFUGEES


The Assam Riot started in the Bodoland in the middle of July continued for one week. The riot was incited by the Bodos against the Bengali speaking muslims in the Kokrajhar District. The riot swiftly spread like a wild fire to Bongaign, Chirang, Paksa and Dhubri districts. Hundreds of Muslims were massacred, their properties were set on fire, they were mad refugees in their own country and were shelted in 270 refugee camps. According to the Government report 3,92,000 muslims were affected by the riot. The Central and State Government have taken initiative to provide some relief to the refugees. The IUML National President E. Ahmed has appealed to the Prime Minister and the Chief Minister of Assam to continue the relief work to the affected people. In the Holy month of Ramadan lakhs of muslims - men, women, children lost all their belongings and had to run out of their houses only with their wearing apparel to escape from death. Now they are experiencing untold sufferings in the refugee camps. What are the reason for the riot? Who are the culprits? What are the short comings on the part of the Central and the State Government? This is not the time to contact enquiry or make comment over such riddles. The important task being the relief works undertaken by the Central and State Governments. We are very much concerned with the relief work and try to do our best to help and co-operate to expedite the relief operation. The IUML National office bearers meeting held in New Delhi on August 1, 2012 was seized of the matter and discussed it in detail. It was pointed out in the meeting, that the urgent need of the time was to raise national level relief fund and provide relief to the suffering muslims in Assam. In Kerala as well as other state IUML Assam relief fund raising work has commenced. They are sending DDs and Cheques to the IUML National Headquarter at Quaid-e-Millath Manzil, 36, Maraikayar Lebbai Street, Chennai - 600 001. It is incumbened upon the Tamil Nadu IUML Members to commenced fund raising work in full swing. The primary League should start Assam Relief Fund Collecting work in the Mosques after Tharavi and Jumma Prayers. Nellore Train Accident:

This meeting expresses its deep grief and sorrow at the sad demise of the innocent victims in the tragic train accident at Nellore, Andhra Pradesh and expresses its heartfelt sympathies to the bereaved families.

This meeting appreciates the gesture on the part of the Honble Prime Minister for his visit to the affected area, however urges him to take immediate action to provide protection and sense of security to the affected people. IUML has been demanding this from time to time since the riots took place in 2008. Unfortunately this has not been provided so far. At least, at this juncture, this meeting urges the Government of India as well as the State Government of Assam to take affective measures to provide a sense of security to the lives and properties of the minority community living in the state.

This meeting expresses grave concern on the tragic incidents of the communal riots that took place in various parts of Assam resulting in very heavy loss of lives, destruction of properties belonging to Muslim Community and also displacement of lakhs of persons from their homes. This meeting resolves to request the Government of India and the State Government of Assam to continue the relief measures undertaken, effectively for rehabilitation of the Muslim Community who have been driven away from their homes and also to provide basic facilities like food, drinking water, shelter etc. which have been deprived to them due to nefarious designs and acts of violence by the anti social elements. This meeting resolves that the Government of India should provide adequate compensation to those who have lost their properties and belongings. State Government should also give adequate compensation to the injured and to the next of kin of those who have been killed in the riots.

achievement by a presidential candidate and thus Kerala broke all its previous records in the presidential elections. In 1997 presedential election the former President K.R.Narayan secured the maximum valid votes of 95620(94.97%) against its rival candidate the former Chief Election Commissioner T.N.Sehsan. The outgoing President Pratipa Patel

secured 65.82% of the total valid votes against Bhairan Singh Shehawat who polled 33.18% votes. At the same time cracks appeared in the Kernataka BJP where there was cross voting by the BJP MLAs in favour of Mukherjee. Mr.Mukhrjee got 117 votes against the BJP supported candidate Sangma who secured 103 votes in the 224

Member Assembly. This indicates clearly that Sangma failed to get all the 119 BJP MLAs votes. Even in the BJP citadel Gujarat ,there was cross voting by the BJP MLAs in favour of Mukhrjee. The political pandits predict that the crack in the BJP will widen in the next Parliament Election.It is believed that the Communal Condom of BJP would not help it to produce any fertility in the future elections.

IUML - NSS issues, not beyond solution : Kunhalikutty


Kerala Minister for Industries P.K. Kunhalikutty on Tuesday sought to downplay the recent issues between the Indian Union Muslim League (IUML) and the Nair Service Society (NSS), stating that there was no issue beyond solution or discussion. At a meet-the-press programme organised by the Kesari Memorial Journalists Trust here, Mr. Kunhalikutty said while none of the controversies that cropped up were enduring, the issues raised by the NSS would be discussed across the table. The IUML stood for cordial relations with all, he said. Stating that the fifth ministerial berth to the IUML was a closed chapter now, Mr. Kunhalikutty, however, said he hoped that the media would understand whether the IUML had more than what it deserved when the Rajya Sabha seats were considered. Earlier, the Minister said the State was on the back foot when it came to offering infrastructure, including roads and land, to new projects. However, with campaigns like Emerging Kerala on, efforts were on to address the shortcomings. Though there was no boom time for the IT sector now, the State was still attracting investors, including expansion projects and second campus initiatives of major IT firms, including Infosys. Decrying controversies that marred each and every developmental project, including those over environmental concerns, Mr. Kunhalikutty said there had to be some compromises on some aspects if development was to be achieved. Continuing to block progress with controversies would end up with the State remaining in the dark, he said, pointing out that the SmartCity project was an outcome of the Global Investor Meet (GIM) of the previous UDF government, but held up due to political controversies. The government, on its part, had launched various programmes to meet the global recession. Propping up of public sector units through efforts to instil professionalism, transparency, and accountability was already on. Steps were taken to ensure the total adoption of e-tendering in all PSUs within a year, while focus was being given to taking the State to the top slot as far as e-governance was concerned. On allegations that the previous LDF government had falsely claimed profits for PSUs, Mr. Kunhalikutty said there were cases of arrears of many companies not being considered, which was why some could be said to be running in profits. The LDF had claimed that 30 PSUs were turned into profit-making ventures, while as per the same accounts now, only 17 were.

Homeowners and property dealers contacted by reporters often firmed up deals, only to be disqualified as soon as they revealed their religion. Housing apartheid was at its worst in New Delhis most affluent and educated neighbourhoods: New Friends Colony, Vasant Kunj, Jangpura and Rohini. By contrast, in areas such as Mukherjee Nagar, Karol Bagh, Janakpuri and Ashok Vihar the responses were mixed. In one case, a property agent representing a homeowner in New Friends Colony flatly told The Hindus reporters, The landlords want only Indians, not Muslims. Told that the applicant was an Indian, the reporter was told not to push matters further. Another Muslim, said Radha of Gulshan properties in New Friends Colony, wanted to take the flat on rent but he was also refused by the owners. Even though it suits your budget and needs, there is no point in showing you the flat. The flat has been vacant for a long time but they will not give it to a Muslim. For single women, things are even worse. When a reporter posed as a single mother looking for a house in West Delhis Janakpuri, an agent of Sharma properties was initially sympathetic. You dont have a husband? said a property dealer, adding in a conciliatory tone Ok, come tomorrow and I will find you a house. This changed as soon as she revealed that she is a Muslim who eats non-vegetarian food. It could get a little difficult then, he said, I will call you back after speaking to the owner. By contrast, there were considerable options for a female student looking for accommodation in Delhis North Campus with brokers even looking out for the safety of their clients. There is an option for a one-bedroom apartment but it wont suit a girl since the entry is from the back of the house, property dealer Varun Kumar said. Men looking for accommodation in the area say that single girls are preferred as tenants since they can be reined in

Senior lawyer Ashok Agarwal said a solution to the problem does not lie in the legal sphere. First of all, practically it is very difficult to prove the existence of this malaise, he said, adding, the government cannot regulate private housing. Elsewhere in the region, countries have taken concerted action to end similar housing apartheid. Singapore, for example, introduced a system of mandatory quotas in public housing to better integrate its once-polarised ethnic-Malay, Chinese and Indian communities. Interestingly, one property dealer said, Dalits sometimes faced similar problems but managed to avoid them since their names often did not immediately disclose their caste. Dalits face some problems when the owner is typically a practicing upper caste Hindu or Jain, the dealer said. Not every neighbourhood is exclusionary perhaps a sign of hope that change is possible in the city. There are those who are honest about not caring where in the world one comes from.

Assam riots planned ethnic cleansing of Indian Muslims

The social and educational NGO leaders have strongly condemned the Assam violence in which Muslims have been subject to a planned ethnic cleansing. They urged the central government to immediately take strong and decisive action to control the burning of Muslim villages and killing of members of the community as the Gogoi-led state government is virtually failed to protect its innocent citizens. The community leaders have termed tagging Indian citizens who have been living in Assam for centuries as illegal immigrants or Bangladeshi settlers most unfortunate. Maulana Mahmood Ahmad

Khan Daryabadi, general secretary All India Ulama Council, Maulana Burhanuddin Qasmi, director Markazul Maarif Education and Research Centre, Mr. Farid Shaikh, president Mumbai Aman Committee, Dr Azimuddin, president Movement for Human Welfare, Mr. Haroon Muzawala, Trustee Khair-e Ummat Trust and Maulana Ejaz Khashmiri have also said that the growing incidents of violence against Muslims in Bareilly, UP, Rajasthan and in other parts of the country are a cause of great concern for the minority community. They along with all present NGOs members unanimously expressed their deep sense of distress at the growing incidents of communal violence against Muslims and urged the government to take urgent steps

to prevent such cases and book the culprits under the law. The NGO heads have also decried the unbalanced reporting by some media houses in the Kokrajhar Dhubri violence which are deliberately trying to show the Muslim victim as illegal settlers. They said some media reporting are far from the truth and biased. When Muslims were attacked, killed and driven away from their homes by the same Bodo tribal in 1993-94 Kokrajhar riots, they got to settle in other places with government permission by the time they have built their villages. But later following the declaration of Bodo Territorial (Autonomous) Council (BTC) an outcry is raised that these Muslims are newcomers on the land and thus afresh ethniccleansing is launched to

avail maximum area for BTC. The speakers pointed out that these riots are a recurrence of those that happened in 1982-83 at Nelli and 1993-94 in Kokrajhar. They urged the central and the state governments to take urgent steps to halt such communal flare ups which cause untold suffering to the local Assamese Muslims. Muslim NGOs have strongly demanded that the riot victims who have been ousted from their villages be rehabilitated in their original villages. It is time to find out a permanent amicable solution to the Assams citizenship problem sooner than later, argued the Muslim leader in their press statement. mosque for the past three weeks and they planned to conduct congregational Magrib prayer on the first day of Ramzan in the mosque. But they were prevented from performing the prayer and this angered the local Muslims. The affected Muslims demonstrated in Subash Park protesting against the unwarranted police action. There was a tussle between the police and the demonstrators .The Additional police Commissioner of Central Delhi reported that the situation was brought under control. Realising the seriousness of the incident the IUML TN President and the National General Secretary Prof.K.M.Khader Mohideen rushed to the spot accompanied by the National Secretary Qurram Anees Ummer and the TN.Secretary V.Jivagiridharan and he inspected the mosque and the surrounding places. He stated the Akbarabad mosque was built by Bibi Akbarabadi oneof the wives of Mughal emperor Shah Jahan. He further stated that the mosque was destroyed by the British Army during the Sepoy Mutiny in the year 1885. The mosque was excavated under a depth of 20 feet while the Metro train project was underway in Delhi. He said the local Muslims wanted to renovate the historical mosque and were performing five times prayer in the mosque. He further stated that Delhi High Court, Delhi State Government and the Delhi Corporation should respect the religious sentiments of Muslims and do justice to the affected people.

Five-member parliamentary board to oversee party affairs


In the parliamentary board, which is accountable to the party council, the IUML Legislature Party leader (Mr. Kunhalikutty) is given the charge of overall supervision and the responsibility of mediating with other political parties on various issues. Mr. Basheer would be responsible for handling media affairs and planning the partys innovative projects for social welfare and charitable activities. Speaking to the media after the meeting, Mr. Basheer said the IUML would strictly enforce the one man, one post policy. He said the ad hoc structure of having two general secretaries was amended as per the State councils decision and there were no personal reasons behind it. Referring to the partys stance on restructuring of the existing secretariat and working committee, Mr. Basheer said there would not be any immediate change. The 88-member working committee and 19member State secretariat would remain the same, he said. Explaining the positive approach of the party towards the ongoing criticisms and allegations, Mr. Basheer made it clear that the IUML would never show a cold face to constructive criticisms. We have already discussed the present political scenario in detail and we will certainly counter the unjust allegations, he said.

The Indian Union Muslim League (IUML) will henceforth have only one State unit general secretary. This was decided at the partys two-day State council meeting which concluded at the League House here on Sunday. The meeting also elected new State office-bearers of the party. K.P.A. Majeed will be the lone general secretary of the State unit. Panakkad Syed Hyderali Shihab Thangal has been retained as State unit president. P.K.K. Bava is the new treasurer. Party leaders who were selected to the post of vice-presidents included C.T. Ahamed Ali, M.I. Thangal, V.K. Abdul Khader Moulavi, P.H. Abdul Salam, and K.K. Ahamed Kutty. Those elected to the post of State secretaries included M.C. Mayin Haji, P.M.A. Salam, T.P.M. Sahir, P.V. Abdul Wahab, and T.M. Salim. The meeting has decided to make its parliamentary board a permanent mechanism with a five-member panel, including partys national and State leaders to control the entire party affairs. The elected members to the revived parliamentary board included IUML president E. Ahamed, Mr. Hyderali Shihab Thangal, legislature party leader P.K. Kunhalikutty, Mr. Basheer, and Mr. Majeed. IUML leader Syed Sadiqali Shihab Thangal was nominated as a permanent invitee to the board.

means to purify. It refers to the purification of a believers wealth and soul. Wealth purification denotes the mobilization of assets for the purpose of financial growth and justified distribution. Purification of the soul implies freedom from hatred, jealousy, selfishness, uneasiness and greed. Other Quranic connotations also include the purification of sin. Zakat is a fixed proportion collected from the surplus wealth and earnings of a believer. It is then distributed to prescribed beneficiaries and for the welfare as well as the infrastructure of a society in general. This contribution is made payable by a Muslim once every year. Zakat is paid on the net balance after a Muslim has spent on basic necessities, family expenses, due credits, donations and taxes. Every Muslim male or female who at the end of the Hijri year is in possession of the equivalent of 85 grams of gold or more in cash or articles of trade, must pay his or her zakat at the minimum rate of 2.5 percent. Zakat has a deep humanitarian and social-political value. This religious act prevents the hoarding of wealth and advocates solidarity with humanity because excessive wealth is distributed amongst the poor. The paying of zakat also helps purify ones soul and encourages a person to have gratitude towards Gods bounties. Zakat is mentioned along with Salat (prayer) in 30 verses of the Quran. It was first revealed in Surah 73:20; .... and establish regular prayers and give regular charity; and loan to Goda beautiful loan. And whatever good ye send forth for your souls, ye shall find it in Gods presence, Yea, better and greater in reward and seek ye the grace of God: for Godis oft-forgiving, Most Merciful. In another verse, God declares that those who pay zakat, are included within the Muslim society But (even so), if they repent, establish regular prayers, and practice regular charity, they are your brethren in Faith: (thus) do We explain the Signs in detail, for those who understand. Some examples of this type of assets are livestock or crops that are traded or sold, inventory of goods used for trading, and investments such as gold or securities that have potential for appreciation in value. However, zakat is not payable in the case of fixed assets such as buildings, if they are not subjected to capital circulation.

Assets that exceed a minimum value


Zakat need only be paid on those assets that exceed a minimum value. This minimum value is calculated based on the market price of 85 grams of gold or 595 grams of pure silver. This minimum value is termed Nisab. The Islamic Fiqh and Research Councils, as well as Jumhur (majority) of Ulama recommend that gold be used as the basis for the calculation of nisab.

Completion of Haul
Haul is defined as the completion period for a zakat asset. The length of time for haul is one Islamic or Hijri year (1 year Hijri = 354.5 days, 1 year Solar = 365.25 days). Zakat is only payable on assets that have been held for at least this period.

Beneficiaries of Zakat
The Holy Quran (9:60) classifies the due recipients of zakat under the following eight categories. Zakat is for the poor, and the needy and those who are employed to administer and collect it, and the new converts, and for those who are in bondage, and in debt and service of the cause of God, and for the wayfarers, a duty ordained by God, and Godis the All-Knowing, the Wise. Zakat can only be distributed to any of the eight eligible beneficiaries (asnaf) that are mentioned in the Quran in Surah Taubah:60. However, priority should be given to the poor and needy. Where there is no central authority to administer zakat, it can be paid directly to the needy. Alms are for the poor and the needy, and those employed to administer the (funds); for those whose hearts have been (recently) reconciled (to the truth); for those in bondage and in debt; in the cause of God; and for the wayfarer: (thus is it) ordained by God, and Godis full of knowledge and wisdom. (9:60)

If they respond to this, then teach them that God has imposed five Salats upon them in every day. If they respond to this, then teach them that God has imposed upon them a charity to be taken from the wealthy amongst them and given to their poor. If they respond to this, then beware of taking any more of their wealth! Beware also of the prayer of the oppressed, for there is no veil between such a prayer and God. Conditions for Zakat


Several conditions must be fulfilled before zakat can be paid. These conditions are necessary as zakat can only be applied on those who are of legal age and who own enough assets. These conditions are categorized into two broad categories, namely performer and asset.

The Prime Minister has asked the Chief Minister of Maharashtra and the Home Minister to look into the issues, said Indian Union Muslim League (IUML) in a statement today. IUML President E. Ahamed had sought the Prime Ministers intervention into the matter demanding a high-level inquiry following reports about alleged police bias against Muslim prisoners in Maharashtra based on a study prepared by Tata Institute of Social Sciences. Ahamed felt it was most alarming that a section of people who belong to a particular religion is subjected to untold difficulties, hardships and denial of justice. It is disgraceful that the law enforcing authority is prejudiced against the community denying them even elementary opportunity to be heard, Ahamed had said.
He noted that the welfare measures initiated by the UPA government for minorities will be wiped out if adequate measures are not taken.

Benefits of fasting for specific diabetic patients highlighted


Local experts are urging overweight Muslim patients with type 2 diabetes to fast during Ramadhan, citing a range of benefits to be had from the reduced caloric intake. Ruling out high risk patients such as those with type 1 (or insulindependent) diabetes, pregnant women, those that have poor glycaemic (blood sugar) control, and the elderly, Dr Abdul Razzaq al Madani said, many other patients with type 2 diabetes should fast to take advantage of the health benefits associated with fasting provided they adhere to prescribed medication regimens and do not over-indulge during non-fasting hours. Unfortunately many Muslim patients, and Muslims in general, tend to overeat upon breaking their fast, and usually the meal involves heavy, fatty foods that are high in calories, added Dr Al Madani, Head of Emirates Diabetes Society and CEO of Dubai Hospital. Overweight Muslims with diabetes should take advantage of Ramadhan, as excess weight and obesity are closely linked to this disease, and weight reduction leads to improved health especially in terms of reduced blood sugar levels as well as lower cholesterol levels and reduced blood pressure, continued Dr Al Madani.

We expect to recruit around 700 patients across the Middle East for this study, observing any hypoglycaemic events and weight gain over the Ramadhan period.

It is important that we gain a deeper understanding of the disease and the side effects of fasting, especially in predominantly Muslim populations like the UAE where prevalence figures for diabetes are staggering, said Dr Mohamed Ibrahim, Regional Medical Manager for Novartis, Middle East cluster. A similar, recent study in the UK, published in the Current Medical Research and Opinion journal, investigated the effects of different treatments on diabetes control in 72 Muslims with type 2 diabetes, who were fasting for 11-20 hours per day during the holy month of Ramadhan. The study found that those taking metformin in combination with vildagliptin experienced no hypoglycaemic episodes during the 16 week study, compared with those who took metformin and sulphonylurea of which more than 40 per cent suffered such an event (4). Vildagliptin is a DPP-4 inhibitor that works by blocking the breakdown of incretin hormones in the body that stimulate the pancreas to produce insulin. Its mechanism of action targets the dysfunction in the pancreatic islet alpha and beta cells that cause high blood sugar levels in people with type 2 diabetes.

According to Dr Al Madani, patients should follow their medication regimens as prescribed by their doctors, and avoid indulging in fatty foods and sweets. Patients should also be testing their blood sugar levels at least twice daily before breaking fast, especially around four in the afternoon, and if below 70 mg/dL, they should immediately break their fast to avoid hypoglycaemia, he added. Symptoms of hypoglycaemia include nervousness, sweating, intense hunger, trembling, weakness, palpitations and sufferers often have trouble speaking. System of moon sighting needs change, say scholars

The unusual delay in announcing the arrival of Ramzan on Friday is another example of how the committee has bungled up yet again- first declaring that the first day of fasting would be Sunday and recanting later at night, creating confusion all across the state. This instance of confusion is the third in the past five years. In 2008, while Eid was declared on the intervening night of the 29th of Ramzan and the 1st of Shawwal (Hijri), the committee, on account of its archaic methods of spotting the moon, decided not to join the country in the celebrations leaving many fuming over the committees lack of coordination. Many scholars of Islam are of the opinion that if the moon is sighted at one place in the country, Ramzan or Eid can be declared.

E. Ahamed visits Shukkoors house


inister of State for External Affairs E. Ahamed visited the house of slain Indian Union Muslim League (IUML) worker Abdul Shukkoor at Ariyil near Taliparamba here on Monday. Shukkoor had been hacked to death at nearby Keezhara on February 20 by alleged Communist Party of India (Marxist) workers in retaliation for an attack on CPI(M) district secretary P. Jayarajan and Democratic Youth Federation of India State secretary T.V. Rajesh, MLA, during their visit to Ariyil that morning. The Ministers visit came in the wake of criticism from his own party that he was the only party leader who had not visited the bereaved family. The murder of the 21-year old party worker, now being investigated into by a special team, is viewed as unprecedented as his photograph taken on mobile phones had been circulated and verified before he was stabbed to death in a field at Keezhara. Mr. Ahamed told The Hindu that he was certain that the law would take its course and that the family would get justice. He said he did not want to make any comments on the probe and that he had been in touch with Shukkoors close relatives. The Minister added that no party leader or worker would do or say anything that would affect the States communal harmony. We are committed to the religious harmony and communal amity in the State, he said. Mr. Ahamed added that the party was also committed to protect the rights and privileges of the minority communities enshrined in the Constitution.

Ahamed voices concern over violence in Assam!


Muslim League E Ahamed today voiced serious concern over violence in Lower Assam but expressed confidence that the situation would be normalised with state and Centre taking effective steps. The happenings in Assam are unfortunate and a matter of serious concern. A large number of people have been displaced from areas like Kokrajhar and several innocent lives lost. But I expect that the state authorities would take firm steps to protect the lives and properties of the affected people, including those from the minority community, Ahamed told PTI. Ahamed said he was in touch with Home Minister P Chidamabaram and came to know that the Centre had been closely monitoring the situation and had been supporting efforts by the state authorities to bring normalcy in the affected districts. The minister, who is in now in Kozhikode in Kerala, said he came to know that there was already a let up in the situation and hoped that the state authorities would continue to make all efforts to bring normalcy. He, however, said it was matter of concern that the minority community had been under frequent attack in areas like Kokrajhar. Ahamed said he also contacted Assam Chief Minister Tarun Gogoi who assured him that all effective steps would be taken to bring back normalcy. Gogoi told him that camps had been set up to accommodate people from the violence-affected areas, Ahamed added.
