SECTION A
Section A consists of 4 questions. Answer any 3 (THREE) questions. Question 1 The Ministry of Agriculture operates three farms of comparable productivity. The output of each farm is limited both by the cultivable area and the amount of water available for irrigation. The Ministry is considering three crops for planting, which differ primarily in their expected profit per hectare and in their consumption of water. Furthermore, the total area than can be devoted to each of the crops is limited by the amount of appropriate harvesting equipment available. In order to maintain a uniform workload among the farm, it is the policy of the Ministry that the percentage of the cultivable area planted must be the same at each farm. However, any combination of the crops may be grown on any of the farms. The Ministry of Agriculture wishes to know how much of each crop should be planted at the respective farms in order to maximise expected profit. Formulate the equations/inequalities which have to be solved to obtain the answer. Explain which method might be used to solve this set of equations. [25 marks]

Question 2 Explain to your boss the term value as applied in value engineering. Explain, using examples, the various steps you would carry out to enhance the value of an infrastructure project. [25 marks] Question 3

Question 4 The Government of Mauritius is planning a new town at Highlands. List the most important steps, in sequence, of an Integrated Infrastructure Planning exercise. Using the steps you have listed, comment on the potential sustainability of this new town. [25 marks]

Section B consists of 4 questions. Answer any 3 (THREE) questions. Question 5 A local authority wants to create a new town in its jurisdiction. You have been recruited as a planning consultant to work on the design of the town. (a) What are the three most important reasons for introducing zoning? For each reason, state in two sentences the reason for its importance. [8 marks] Land is considered to be an important issue during the planning process. State the four reasons for its importance. [6 marks] You have also been asked to prepare an Outline Scheme for the locality. (c) (i) What is an Outline Scheme? [5 marks] (ii) List the main stages in the implementation of an Outline Scheme, in the Mauritian context. [6 marks]
