Resident Energy Conservation Program (RECP)

What is the Resident Energy Conservation gy (RECP) Program?


Office of the Secretary of Defense (OSD) memorandum dated September 8, 1998 sets forth a policy to aggressively pursue conservation initiatives and is consistent with MHPI (Military Housing Privatization Initiatives) This initiative attempts to reduce the amount of utilities consumed at Navy/Marine p y Corps Public Private Ventures (PPV) housing projects. PPV= Lend Lease + the Department of the Navy=Atlantic Marine Corps Communities. How Does th Program Work? H D the P W k?


Resident Energy Conservation Program (RECP) is designed to set every month a y y p reasonable utility allowance for normal utility consumption. The Utility Allowance is set by:
Homes area grouped in like type units based on

Location (CL/NR/CP/ST/Tri-Command)
Neighborhood Year Built

Size (square footage) Construction type, etc.

Per RECP, AMCC and the MHO partner can share which homes are g p in which groups

Setting the Utilit All S tti th Utility Allowance


Every month the electric utility consumption (meter read) for each house is collected and grouped into similar g p g Utility billing company collects g p groupings. y g p y meter reads through wireless technology. Baselines are created by taking the monthly average within those similar g p groups.
The highest 5% and lowest 5% consuming homes are removed from the baseline calculation in order to avoid skewing the data. Once the allowance is set, these homes will still receive a refund or consumption statement for charges but are not iincluded iin the calculation. l d d th l l ti AMCC Utilities Manager also investigates the highest consuming homes in each group on a monthly basis to confirm consumption.

Buffers have been established at 10 percent above and below the baseline baseline.
If resident consumes 10 percent more or less than the average consumer then the home will start accruing a positive or negative balance.

Refunds d Billi R f d and Billing


Residents that accrue a balance of $25.00 will receive a bill refund/credit.
Residents will receive a refund check mailed to them once the resident accrues $25.00 in credits or Residents can elect to carry forward credit amount to pay for future consumption. How Does th Mock Billing Period W k? H D the M k Billi P i d Work?


AMCC will conduct a mock billing period. This period will show mock billing period electric utility consumption compared to the allowance on the homes. The mock bills will be sent by the 3rd party billing contractor. Residents will NOT be responsible for any payments or qualify for any refunds during the mock billing period. The goal of mock billing is to make residents aware of their energy consumption, familiarize them with their utility bill and encourage them to better manage daily energy consumption through a new educational Green Team program.

How does Li Billi work? H d Live Billing k?


After a three month mock billing period, Residents will receive the first live bill. This bill will come from Third Party Billing Provider, third party billing Provider contractor by the second week of each month for the previous months utility usage. First time residents moving into an AMCC home, despite actual billing has commenced, will receive three full months of mock bills mock bills for their utility usage.

Wounded Warrior & Exceptional Family Member Program


Navy Exceptional Family Members/Wounded Warriors- Registered Exceptional Family Members (EFM) living in privatized housing units who consume significant amounts of electricity as a direct result of their unique circumstances may request a waiver from participation in RECP. If approved, the sponsor (lease signatory) must agree that he/she is not eligible for a credit payment from the Property Manager (PM) should their monthly electricity usage be less than the lower end of the monthly usage buffer. Waivers will be granted on a case-by-case basis (see process below). The Military Housing Director along with the PM have the authority to approve a waiver, but they do not have the authority to deny a request. If the Housing Director and PM cannot come to an agreement, the request will be forwarded to the Regional Housing Director and the Managing Member for resolution. The Regional Housing Director and the Managing Member may consult with CNIC HQ in arriving at its decision. Marine Corps Exceptional Family Members - Registered Exceptional Family Members (EFM) members living in privatized housing units who consume significant amounts of electricity as a direct result of their unique circumstances may request a waiver from participation in the RECP. If approved, the sponsor (lease signatory) must agree that he/she is not eligible for a credit payment from the PM should their monthly electricity usage be less than the lower end of the monthly usage buffer. Waivers will be granted on a case-by-case basis (see process below). The Military Housing Office (MHO) Director along with the PM have the authority to approve a waiver, but they do not have the authority to deny a request. If the MHO Director and PM cannot come to an agreement, the request will be forwarded to the Marine Corps Installation (East/West/Pacific) Regional Program Manager and the Managing Member for resolution.
