HOUSE leaders on Thursday urged President Benigno Aquino III to order his Liberal Party allies to pass the reproductive health bill, which has been stymied by resistance from within his own party.
We hope we not only get marching orders. We hope he will get mad, said House Majority Leader Neptali Gonzales III, who said Mr. Aquino should take the lead as he did during the impeachment of Supreme Court Justice Renato Corona. We are really divided and we really need somebody who will arbitrate, Gonzales told a news conference. Gonzales described as intense the debate during the all-majority caucus called by Speaker Feliciano Belmonte Jr. on Wednesday to discuss a possible compromise that would win over the Catholic Church and its allies in Congress. self made the request that their apartment be secured. According to a report by ABS-CBNs Anthony Taberna on TV Patrol Thursday, Leni Robredo asked for heightened security after she was notied that Puno had attempted to enter the condominium unit. Based on the logbook of the security guard at the Robredos condominium on 20 Lansbergh Place, Puno was reportedly accompanied by police general Joel Pagdilao and policemen Oliver Tanseco and Apollo Reuben Tugaluk, the report says. Tanseco was allegedly able to enter the building but was prevented from entering Robredos condominium unit by the househelp, according to ABS-CBN. Tanseco then called Robredos lawyer and asked for permission, but he was still not allowed in the absence of a search warrant, the report said. The ABS-CBN report said Social Welfare and Development Secretary Dinky Soliman was with Leni when Leni received a call from someone who had notied her about Punos attempted entry. Two weeks before Robredo died, he was reportedly able to tell President Aquino about the pending investigation, the ABS-CBN report said. Puno has been the subject of various complaints that eventually reached the President. Christine F. Herrera
VLADIVOSTOKWhenP resident Benigno Aquino III and the leaders from other countries arrive here for the 20th Asia-Pacic Economic Cooperation meeting, they will experience Filipino hospitality in a Russian Far East setting, ofcials said Thursday.
They said 72 of about 150 Fil- and Spa, who had been importipino hotel workers here were ed by the Russian governments from Cebus Movenpick Resort Apec organizing committee to
serve as receptionists, bellboys and chambermaids. We are well known for our hospitality services, said Foreign Affairs Undersecretary for International Economic Relations Laura del Rosario. This is a good opportunity for us to showcase our abilities as a people. These are people who will be attending to the heads of state as well as other high-level ofcials. At least 21 leaders from the Pacic Rim countries were expected to attend the summit. About
50 venues and facilities have been built from scratch, including a four-lane bridge linking the city to the nearby Russky Island. Organizers expect about 10,000 guests to attend the meetings on the island, which used to be an isolated military base. The Russian government has deployed warships, warplanes and ground-based air defense systems to protect the delegations. In addition to the Filipinos, the organizers also recruited workers from South Korea and more than 900 trained volun-
teers from various regions of Russia, according to Apec Business Summits deputy head Zamir Shukhov. He said the volunteers went through various tests on foreign languages including English, Japanese, Chinese and Korean. But some Filipinos told reporters many of them had picked up a few Russian phrases and the Russians had tried to master some Cebuano words. They expect President Aquino, a Pampango, to feel at home with the Cebuanos.

Abaya added that the funds were temporarily parked in the Special Purpose Fund item, but would eventually be released to the various departments. He acknowledged that the funds were supposed to be allocated to the different departments. You cannot lodge it just anywhere so it was placed in a temporary housing and an errata would be issued later on once the details and breakdowns are ready, Abaya said. Kabataan Rep. Raymond Palatino, who was critical of the budget, dismissed Abayas explanation as a imsy excuse. Palusot lang yan. The P317 billion is meant for a lump sum appropriation that the President and the Liberal Party could use wherever they want it. But then again, the Liberal Party in the previous administration was vocal against lump sum appropriations that do not give out details as to where the money goes, and so they renamed it [the] Special Purpose Fund, Palatino said. The Special Purpose Fund has the same function as lump sum appropriations, Palatino added. But Abaya said time constraints prevented the departments from giving a detailed breakdown. (Budget) Secretary (Florencio) Abad said these are funds supposed to be lodged in the departments. Clearly, the intention of the 2013 budget is to go itemized, as much as possible, and do away with lump sum funds, Abaya said. So the departments were given a month to submit [a detailed breakdown] to the DBM.

He said the caucus agreed that three bishops including Lipa Archbishop Ramon Arguelles and Dagupan Archbishop Socrates Villegas -- would sit down with House and Senate leaders to arrive at a compromise, but said the House would not give up the main thrust of the RH bill. Arguelles had earlier gifted pro-RH lawmakers with an image of the Virgin Mary and asked them to reverse their stand on the bill. Incoming Transportation Secretary and Cavite Rep. Jospeh Emilio Abaya, who is also secretary general of Mr. Aquinos Liberal Party, opposes the bill. In the same news conference, Abaya said he was hoping that the two opposing camps would be able to reach a middle ground. He said he also believed that the President was being careful so as not to completely antagonize the Catholic bishops. Gonzales said, however, that pro-RH lawmakers would not
give up state funding to give the poor acess to contraceptives. He said even if the poor could make an informed choice in family planning, this would be meaningless without access to those choices. Gonzales said House leaders want to subsidize access to contraceptives only to the 5.2 million people who are considered the poorest of the poor, because middle-income and rich couples could afford to buy them. Highlighting the split among the Presidents own allies, Gonzales said three of the six deputy speakers were against the RH bill: Maria Isabelle Climaco of Zamboanga City, Pablo Garcia of Cebu and Raul Daza of Northern Samar. Climaco and Daza are members of the Liberal Party while Garcia is with the National Unity Party, which belongs to the majority. Gonzales said the situation was such that the opposition have become amused spectators because the majority was itself divided. On the oor, the ones ghting are members of the majority torial line-up of the administrations Liberal Party. A source from the Liberal Party said Legardas commitment to join the UNA had political setbacks, and that she might end up running under UNA with fellow NPC party-mate Cagayan Rep. Jack Enrile. The source said the Liberal Partys leaders were turned off by Legardas political opportunism. House Majority Leader and Mandaluyong Rep. Neptali Gonzales II said the NPC would not allow Legarda and Enrile to take the stage with UNAs can-
coalition, Gonzales said. Our opponents are also members of the Liberal Party, so its really difcult. Even the leaders are divided. Belmonte said the bill might be put on the backburner if no compromise is reached as the House must give priority to the 2013 national budget. He added that the chances of an early vote appeared slim, because Congress goes on a two-week break on Sept. 21. Senate President Juan Ponce Enrile, a staunch opponent of the RH bill, said the senators were divided as well, with nine being in favor of the bill, eight opposing it, and six still undecided. Senate president pro tempore Jinggoy Estrada, on the other hand, said he saw pro-RH and anti-RH senators tied at 10 each, with three undecided. Estrada said he belongs to the undecided camp, and added that the two other senators are seeking reelection. Senator Panlo Lacson, who supports the RH bill, earlier said it would pass with 14 senators voting for it. didates during their campaign sorties should they decide to be adopted candidates of that coalition. But he said that whether or not Legarda and Enrile would be running under UNA has not been formally conveyed by the NPC. Cavite Rep. Joseph Emilio Aguinaldo Abaya Jr., the LPs secretary general, denied that Legarda would run under the UNA. That has not been formally conveyed by the NPC, he aid. That is why our lists remain 15 to 16. As to the credibility of this information, we will validate. lapping claims on the islands. Earlier reports said the countries involved in the conict were hoping to iron out their differences during the Apec summit. But Justin Logan of the Washington Cato Institute said that the issue might further divide those countries if it was discussed during the summit. He cited as an example the sour outcome of the 45th Association of Southeast Asian Nation Ministers Meeting where foreign ministry leaders failed to issue a joint communique. Lacierda, however, said there was no basis for the apprehensions of some people since the 21 world leaders would mostly talk about the economy and how they could help each other. I dont think so. This is primarily an economic summit so I dont believe that it should be a hindrance to a discussion among the members of the Apec, Lacierda said. But he said President Aquino was expected to advance the countrys interests, including its sovereignty over its islands. Law of the Sea (Unclos), and its existence does not depend solely on the will or assurance of one or any individual State, the statement said. It added that no State can arrogate unto itself the unilateral right to determine or assure the existence or nonexistence of the freedom of navigation in the West Philippine Sea. Senator Pia Cayetano, author of the Senate version of the RH bill, said she was willing to introduce an amendment to clearly state that abortion is a crime to squelch Church-led criticism that the measure was pro-abortion. She also proposed other amendments in response to criticism by those opposed to the RH bill. To address opposition from Enrile and Majority Leader Vicente Sotto III, she deleted a phrase that referred to contraceptives as essential medicine. Cayetano introduced the amendments after Sottos fourpart speech opposing the RH bill. At the Senate Thursday, Cayetano got an earful from Enrile, who castigated her for insinuating that he was trying to derail voting on the bill by prolonging the debates. Ive been in the Senate for a long, long time... and Ive never been asked to say the purpose of my interpellation. I never used any dilatory tactics against the passage of any bill. highlighted by the Apec leaders meeting on Sept. 8-9 on Russky Island. Last week, Foreign Affairs Undersecretary Laura del Rosario conrmed that Chinese president Hu Jintao had requested a bilateral meeting with President Aquino at the Apec meeting. But Lacierda said the Chinese foreign ministry and Foreign Affairs had yet to conrm the meeting between the two Asian leaders. You must remember that it is the Chinese side who asked for the bilateral talks. So we will conrm the meeting as soon as it has been ironed out by both the DFA and the Chinese Foreign Ministry. The Philippines, Vietnam and recently Japan clashed with China over Beijings aggressive territorial claims on both the South China Sea and the East China Sea, which faces Japan. VLADIVOSTOK (via PLDT)The Philippines is seeking wider cooperation and fresh investments with Russia in the areas of mining and oil exploration as well as a possible direct ight between Manila and this port city.
Philippine Ambassador to Russia Alejandro Mosquera said a reputable tour operator is now in Manila, trying to arrange a ight direct to Manila. The tour operator is now in Boracay looking for hotels to make arrangements for more Russians who will be coming to the Philippines, he said. Russian tourists are big spenders and their number has grown signicantly over the last ve years, from about 4,000 to 21,000, according to Mosquera. The Aquino administration will also invite Russian businessmen to participate in the Public-Private Partnership projects being rolled out by the Aquino administration.
Areas of possible cooperation are in the energy and extractive industries. Russia has a very extensive experience in the extractive industry and they also have the technology in mining and in the extraction of oil and gas, Mosquera said. We would like them also to come and look for opportunities in our PPP projects, he added. President Benigno Aquino III has recently signed Executive Order No. 79 that harmonizes mining policies of the national and local governments in a bid to make the extractive industry more attractive to investors while raising revenues for the state. The government has also been offering service contracts for oil and gas blocks within its 200 nautical mile

When the graduation gowns and caps are turned in, whats left is a burning desire for fresh graduates to prove themselves in the corporate world. Sometimes though, the drive to succeed is replaced by frustration in the workplace. Kraft Foods Philippines (KFP) prides itself in making today delicious. As the Companys mission, it translates to everything Kraft Foods does. From the delicious brands it makes, to its community and sustainability programs. More importantly, it translates to creating a delicious workplace for its people. Kraft Foods creates an open and inclusive environment where people love to come to work. It stands for I Take A Step Towards Excellence and is a gathering of the most promising graduating students in the Philippines for an intensive work experience. iTaste is Kraft Foods way of helping college students understand the corporate world before they finish their studies, to have a better grasp of what they need to succeed. Recent iTaste participant Patricia Cruz shares, The iTaste program was the most fun, colourful,
and delicious competition I have ever joined. Though filled with challenges, Kraft Foods made sure that every one of us learned from the experience. Fellow iTaster Magoo Rustia agrees, saying, The iTaste program made a huge difference in my college life. It changed the way I looked at problems. iTaste made me realize that I can do and accomplish more than I thought I could. Those selected for the iTaste program gain experience in tackling relevant business cases involving Kraft Foods Philippines brands. To win, they must develop the best business strategies, which are presented to Kraft Foods senior managers. iTaster Genesis Rapallo explains, iTaste made me experience the real world through the business cases given for us to solve. Kraft Foods prides itself in listening to consumers. Immersion activities under iTaste give the opportunity to gather consumer information relevant to the assigned business challenges. I learned to value consumers and see how important their opinions and experiences are in growing a business, adds iTaster Venice Alolod. Perhaps the most enticing part of iTaste aside from
the learning experiences is that the top students like Patricia, Magoo, Genesis and Venice, who emerge from the competition are offered positions as Graduate Trainees of Kraft Foods. Second Offer: The Graduate Trainee Program. The main objective of the Graduate Trainee (GT) program is to provide accelerated career growth. GTs are spared from the confusion that comes with first jobs. They are given a support system by Kraft Foods through constant feedback and reporting. early on they learn to balance their daily tasks with real goals and business projects. Right off the bat, GTs are trained and honed to become capable employees. Aside from being assigned specific roles, they are rotated around different functions within Kraft Foods for 18 months. This gives them a faster way to understand the business and find where their competencies lie. Richard estrella, former iTaster, is soon to finish his GT assignment and find out his official position as a Kraft Foods employee. Looking back, he says, ...I appreciate the GT program because it allowed me to have an indepth understanding of the different Functions of Kraft Foods.
Colleague Ian Medalla adds, Being assigned to a different area and having to work remotely was challenging but educational. I had to adapt fast. Thankfully the GT program has a strong support system which made it easier to learn my job. As experience is the best teacher, the best testimonial about the GT program can only come from those who have taken the plunge and come up winning. GT Crystal Balili says ...I got to meet a lot of people, work with them, for them and be with them in all manner of work and life situations. This opportunity to meet people taught me to be humble and have a positive outlook. GT Mariel Aliwalas sums up the experience best, saying ...I learned the importance of hands-on experience and learning on the job. This enabled me to test myself as I learned onthe-go. nothing can replace firsthand experience. Final Offer: Long-term careers. FILIPINOS seem to be preoccupied with psychological tests. During the 2010 presidential campaign, the critics and rivals of then-candidate Benigno Aquino III tried to raise the issue of his mental and psychological tness to hold ofce. This was later on dismissed as a malicious ploy to dampen Aquinos popularity. Filipinos voted for him, anyway. Two years hence, and psychological tness is again an issue with the appointment of Aquinos schoolmate, Maria Lourdes Sereno, as Chief Justice of the Supreme Court. Sereno, 52, is the youngest member of

the court. She will be heading the Judiciary for the next 18 years. Coinciding with her apointment is the leak of the alleged results of the psychological test to which all nominees to the top judicial post were subjected. Sereno gained a score of 4 in a range where 1 was the highest and 5 the lowest. She was also described as dramatic and emotional and religiously preoccupied in all aspects of her life. She possesses depressive markers and a tendency to make decisions based on current mood. Sereno elicited more doubts when, during her rst speech at the high courts ag ceremony Monday, she claimed it was of the documents. The state of mind and the psychological tendencies of those who will shape our nations jurisprudence is of paramount importance. The demand for transparency is justied. Werent the interviews of candidates made public, as well? What makes the evaluation results any different? Unfortunately, Sereno herself is not too keen on getting this issue out of the way as she deferred the voting on Brions request until the next en banc session. Her actions have been interpreted as a refusal to be transparent. This is one test the new Chief Justice must not fail.

It can get really confusing if one accepts that Sereno was appointed by God.
God giveth, after all, and God (or the God who is elected after the previous God) taketh away. Also, a servant-leader is dened in religious circles as someone who leads by doing even the most menial jobs and is not, as the heathen have suggested, the head waiter at Aquinos favorite Grilla Restaurant in Greenhills or the mayordoma at Hacienda Luisita. Joker was right. It can get really confusing. *** A day after snubbing Sereno, the protesting Supreme Court justices decided theyve had enough of dignied silence. In a noisy en banc session, they demanded to know the results of the psychiatric tests conducted upon the behest of the Judicial and Bar Counciltests where Sereno, even if she was Gods anointed, scored the lowest. The story about the raucous Tuesday session (as well as Serenos scoring a failing 4 in the JBCs psychiatric tests) was broken by the Manila Times Jomar Canlas. Canlas reported that the justices invoked public interest [in calling for] the disclosure of the condential [test] records as well as a justiable personal interest, in the case of one senior justice who applied for the chief justiceship but failed to get it. Associate Justice Antonio Brion had earlier asked JBC to give him a copy of his test scores; since the vetting council has refused, Brion is now asking the Court to compel it to do so. Everybody knows the result of my psychiatric test, except me, Canlas source quoted Brion as saying during the heated deliberations. Sereno, according to Canlas, was mostly quiet during the deliberations, perhaps because she was still maintaining her version of a dignied silence. It could also be that Sereno was wondering how long her legitimacy would be questioned and what new basis would be used to make it difcult for her to do the Presidents excuse me, Godsbidding. But the results of the psychiatric tests conducted by JBC are important, according to my own sources, because they could be prima facie evidence of the illegality of Serenos inclusion in the councils short list. After all, Justice Secretary Leila de Lima, who was widely believed to be Gods (sorry, Aquinos) bet, was excluded on the grounds that she had pending disbarment casescases that, as De Lima correctly pointed out, were still not clearly identied as administrative (which would not disqualify her) or criminal (which would) at the time of JBCs consideration of her application. Serenos reported test results, on the other hand, were conclusive and should have prevented her from being included in the short list submitted by JBC to God (pardon me, Aquino). At the very least, the disclosure of the test results would certainly make Brion a happier man. Of course, even if JBC allows the release of the test results, that does not guarantee that Sereno will be removed from ofce. Only God (and, yes, Aquino) can do that, it seems.

even more than President Obama, who wants to export abortion and same-sex marriage around the world, needs to. He has to hear it from the leader of a once-populous country that has suffered the worst effects of population control. If he learns the truth from Mr. Putin within Mr. Obamas hearing, then he could kill the RH bill when he comes home, without having to worry about a coup being arranged or instigated by Washington. At the Demographic Summit in Moscow in June-July, 2011, I was the herald of good news, and the Philippines everyones envy when I said we still had a robust population, growing at 1.9 percent per annum, with a total fertility rate of 2.3. That birth rate has since come down to 1.34 percent, and the TFR to 2.0. At the sidelines of the Second Nuclear Security Summit in Seoul last March, then-president, nowPrime Minister Dmitry Medvedev expressed his appreciation for the Philippine participation in the Moscow conference. I could not tell him I was there on my own, purely as a concerned humanitarian worker, and that the government meanwhile was working in the opposite direction. Despite all the science, law and logic against the RH bill, the high-handed pressure to have it enacted continues to intensify, and the debate has become a debate of the deaf and blind. The proRH advocates hear nothing except the mantra of population control, and they see nothing except the eugenicist idea that has made them blind. After some Ateneo professors had fouled up in their reading of the bill and the Constitution, comes now a group of De La Salle professors with their academic humbug proclaiming the anti-life bill as a pro-life bill. George Orwell, who invented Newspeak, would

have been woefully entertained. To cut short the process and save the RH funders some dollars, I suggest the following: If anyone can show that Filipino women and men are prohibited from practicing contraception or sterilization right now, then let us pass the RH bill. If anyone can show that the Constitution does not provide that the State shall equally protect the life of the mother and the life of the unborn from conception, then let us pass the RH bill. If anyone can show that the States constitutional duty to protect the life of the unborn from conception extend only to the unborn who will survive the States own program of contraception, then let us pass the RH bill. If anyone can show that the Constitution allows the State to tell any religious group what to believe and what not to believe with respect to any moral or religious question, then let us pass the RH bill. If anyone can show that the State provides free medical care to poor women and men who are sick of cancer, heart, kidney, liver, stomach, tuberculosis, diabetes, or any other disease, then let us pass the RH bill for the same poor men and women. If anyone can show that the Constitution says the State, rather than parents, is the primary educator of children, then let us pass the RH bill. If anyone can show that the family is a creation of the State and that the Constitution gives the State the right or duty to run the intimate affairs of married couples and families, then let us pass the RH bill. But if the RH proponents are unable to do any of the above, let us simply archive the stupid bill, focus on our real problems and move on. fstatad@gmail.com

ANALYSIS
By Peter Enav
TAIPEI They are mere specks on the map. Many are uninhabited, and others sparsely so by shermen and seasonal residents. Yet the disputed ownership of these tiny constellations of islands is inaming nationalist fervor from the cold North Pacic to the tropical South China Sea. In recent weeks, these longsimmering tensions have returned to a boil, with violent protests in Chinese cities, a provocative island junket by South Koreas lame-duck president, and Japans government reportedly planning to buy disputed islands from their private owners. The popular analysis is that the rising tensions are fueled by a regional power shift that has seen China become increasingly assertive with its neighbors in securing claims over potentially resource-rich waters to its south and east. But the growing acrimony may have at least as much to do with domestic political posturing. Wrapping yourself up in the national ag gives a very convenient exit for people with other agendas to justify their positions, says political scientist Koichi Nakano of Tokyos Sophia University. Nationalism has often been used by Chinas communist leaders to cover up domestic problems such as the economic slowdown the country is now facing, not to mention problems with a growing rich-poor divide and ofcial corruption. The same could be said, to an extent, in Japan and South Korea, where some politicians seem to be using the island disputes to further their agenda ahead of elections or to divert attention from thornier topics. Few believe the diverse Asian actors in this rapidly developing drama will actually come to blows, but manipulation of popular opinion in island disputants like China, South Korea and the Philippines is raising the chances of violence by either accident or miscalculation. Such an outcome would seriously threaten the fragile tranquility that has helped catapult tens of millions of Asians from poverty to prosperity. The disputed islands were on the agenda this week as U.S. Secretary of State Hillary Rodham Clinton traveled across the region. Meeting Monday with Indonesian President Susilo Bambang Yudhoyono, she urged members of the 10-nation

THE Philippines is no longer wanting of good news, something that the country has been deprived of for several years. First came the news that the gross domestic product grew by 5.9 percent in the second quarter. This is slightly lower than the 6.4-percent growth achieved in the rst quarter, but it still falls within the governments targets. Now we hear that for the rst time, the Philippines is in the top 50 percent in the world ranking for competitiveness. The gains are attributed to the performing government of President Aquino. In fact, the Philippines scored a double-digit improvement in its ranking. We are now at the 65th spot among 144 surveyed. This only conrms what Ruchir Sharma, head of emerging markets division at Morgan Stanley Investment Management, said about breakout nations. The Philippines is no longer a joke! However we continue to lag behind other Asian economies. Singapore ranked second, Taiwan 13th, South Korea 19th, Malaysia 25th, Thailand 38th, Indonesia 50th and India 59th. It was found that we still need to beef up infrastructure. This should follow if the Aquino administration gives priority to its public-private partnership program. Despite the gains, we could still do better. Imagine how much more competitive the Philippines would become if we eased the 40-percent foreign ownership cap on companies. President Aquinos anti-corruption drive should make us hopeful that we will do even better and become even more competitive in the next three years. *** The Judicial and Bar Council must release the results of the psychological tests undergone by those who were considered for the position of chief justice. THE appointment of two Liberal Party stalwarts to highly sensitive Cabinet posts signals the start of a three-year long campaign of President Aquinos party to hold on to Malacaang for six more years after Aquinos term expires in 2016. Last week, Aquino named LP president Mar Roxas, his running mate in the 2010 elections, as head of the powerful Department of the Interior and Local Government, replacing the late Secretary Jesse Robredo. Aquino also named leading LP member Cavite Rep. Joseph E. A. Abaya as secretary of the equally sensitive Department of Transportation and Communications, replacing Roxas. While very few question the capabilities of both Roxas and Abaya, many correctly pointed out that the appointments were tied to next years senatorial and local elections and the 2016 presidential elections. An LP member positioned in such a key government position as the DILG is crucial for their partys ambitions for 2013 and 2016, said San Juan Rep. JV Ejercito, who is expected to run as one of the senatorial candidates of the rival

LOOKS like rookie top pick June Mar Fajardo will be having a fruitful career in the Philippine Basketball Association. No less than Rain or Shine coach Yeng Guiao was all praises for the newest Petron slotman after their teams met in their rst tune-game this off-season, which the Painters won, 101-98. The other teams better be ready for him because he is going to get a lot of touches and he is going to get better. Hell be a big headache for other teams, said Guiao. Guiao said he has never seen a big man as agile as Fajardo in all the years that he has coached in the PBA. He runs fast going down on defense and reacts well in transition. Hes very mobile and has decent shooting touch. There is no comparison because we only have few big men like him, said Guiao. Guiao added Fajardo is more coordinated physically in comparing him to one of his former players Bonel Balingit. He will probably get to the point where his basketball IQ will develop like that of Marlou Aquino, added Guiao.

Alas carries Warriors surprise Eagles for 2nd straight win Knights By Jeric Lopez past Pirates
By Peter Atencio
KEVIN Alas came up with one of his best games of the season as he led the Letran Knights to a 76-60 Games Saturday drubbing (The Arena in San Juan) of the Ly12 nn UPHSD vs EAC (jrs) ceum Phil2 p.m. San Beda vs ippines JRU (jrs) 4 p.m. UPHSD vs University EAC (srs) Pirates in 6 p.m. San Beda vs JRU (srs) the 88th National Collegiate Athletic Association mens basketball tournament at The Arena in San Juan. Alas red 30 points, almost matching his highest output in 13 matches, as he carried the Knights to their seventh triumph against three losses. His efforts allowed the Knights to rm up their grip on fourth spot. Letran coach Louie Alas son exploded with 10 points as the Knights took charge with a 1710 advantage in the rst period. Alas joined hands with Raymund Almazan and Kevin Racal for 21 points in the second canto, and the Knights held the Pirates to just 10 points in the quarter. The trios domination of the shaded lanes enabled the Knights to race to a 38-20 advantage at halftime. Dexter Zamora had 16 points for the Pirates (2-11), who missed ailing coach Bonnie Tan and player John Azores in the second half. Tan, who nursed a fever, had to leave at halftime as his assistant coach Chris Brower took over. Azores was thrown out in the 7:33 of the third following a disqualifying foul. The 61 Alas, who tallied 31 points in Letrans rst-round encounters with San Sebastian College and Jose Rizal University, tallied eight points in the third period. Alas led Letran to a 10-0 blast in the last 1:08 of the third as the Knights posted their biggest lead, 58-30. Knights coach Louie Alas attributed their win to their excellent defensive efforts in the rst half. FOR the second straight time, Chris Javier played hero as he lifted University of the East to a stunning 79-77 squeaker against Ateneo de Manila in probably the biggest upset win in the 75th University Athletic Association of the Philippines yesterday at the Mall of Asia Arena. With the game tied at 77-all, Javier caught the ball in the left wing from a Roy Sumang pass and sank the game-winner with 0.4 tick left to give the Red Warriors the shocking win. Javier was the savior again, but Gene Belleza scored a game-high 28 points, 10 in the payoff period, with ve rebounds to pace UE. As a result of this stunner, the Blue Eagles, although they remained at the top, failed to become the rst team to reach the Final Four as they slipped to 9-2, while the Warriors moved up to sixth after improving to 3-8. UE coach Boyzie Zamar has won two of his rst three assignments since returning to the Warriors bench. Both wins came in similar fashion, with Javier sinking the game-winner. The rst win was sweet, but this second win is much sweeter since its against the defending champion Ateneo, said Zamar, who has been with the team for two weeks after taking over from Jerry Codinera before the start of the second round. In the second game, Almond Vosotros scored a game-high 21 points and four rebounds to lead La Salle to a 76-69 victory over University of the
Philippines. The Green Archers strengthened their hold on the no. 4 spot as they moved up to 7-4, a full game ahead of NU (6-5), while the Fighting Maroons remained at the bottom with 1-10 after losing their fourth straight. Just ve days ago, Javier also hit the game-winning triple against UP also from the left side of the oor. Its another magical shot by Chris (Javier). All our plays are situational and nagkataon na libre ulit si Chris, said Zamar.

Ray S. Eano, Editor extrastory2000@gmail.com Roderick T. dela Cruz, Assistant Editor component in the Meralco bill, reected a P1.34 per kWh reduction to P5.40 per kWh in September from Augusts P6.74 pe kW This is the lowest r h. generation cost since March. Meralco said charges from WESM, the trading oor of electricity, went down signicantly to P8.74 per kWh from P14.70 per kWh. The power distributor attributed the lower WESM charges to several factors including lower demand for electricity that can be attributed to the rainy weather brought about by typhoon Gener and the monsoon rains. Meralco said the long weekends in August also led to lower demand. It said the availability of hydroelectric power plants improved and helped bring down spot market prices. The distributor said charges from the independent power producers also decreased by P0.48 per kWh. Operations of the Malampaya pipeline went back to normal, allowing the Sta. Rita and San Lorenzo gas-red power plants of First Gas Power Corp. to resume operations on cheaper natural gas. The two major plants resorted to using more expensive liquid fuel during the Malampaya pipeline shutdown in July to ensure continuity of supply, while the Ilijan plant administered by South Premiere Power Corp. operated below optimal capacity. The National Power Corp., meanwhile, registered a P0.47 per kWh increase in generation cost to P5.45 per kWh from P4.99 per kWh. WESMs share to Meralcos power requirements for the supply month of August declined to 3.5 percent from 12.9 percent as the natural gas-red plants went back to normal operations. The share of IPPs and Napocor stood at 47.3 and 49.2 percent, respectively. The transmission charge also went down in September by P0.14 per kWh, mainly due to lower ancillary service charges from the National Grid Corp. of the Philippines. The system loss charge also dropped P0.16 per kWh, following the reductions in generation and transmission costs.

Jobs await Lexmark workers
THE Philippine Economic Zone Authority assured Thursday that new jobs at the Mactan Economic Zone will be made available to workers that will be displaced by the planned closure of Cebu-based printer maker Lexmark International Philippines in 2015. Peza will help them nd new employment within the ecozone, Peza director-general Lilia de Lima told reporters at the sidelines of a Toyota event in Santa Rosa, Laguna. Lexmark earlier said it would shut down its inkjet cartridge manufacturing facility in Mactan by the end of 2015, or around 16 years since it started operations there. The company said it would focus on the more protable imaging and software businesses. De Lima said affected Lexmark workers would surely nd new jobs unless they dont want to work anymore. The closure would affect 1,100 workers, or about a third of Lexmarks workforce in Cebu. Aside from the Mactan plant, Lexmark also established software, rmware development and test laboratories in two Lexmark Research and Development Corp. buildings at the Cebu Business Park. Its shared services center occupies a third building. More 3,000 employees at these facilities were already informed of the planned shutdown. Lexmark is among the biggest locators at the 63-hectare Mactan Economic Zone 2, where it currently occupies more than three hectares. Julito G. Rada
Meralco said Thursday the big reduction was due to the lower spot market prices at the wholesale electricity spot market, reduced generation costs charged by its suppliers, and smaller transmission and system loss charges. A leadership agenda
MAYA BALTAZAR HERRERA
THIS week, the World Economic Forum released the 2012-2013 Global Competitiveness Report. The USA, number one in rankings for many years, fell 2 slots to 7th. This is the fourth year of decline for the US which has been affected by the nancial crisis and continuing weakness in its macroeconomic stability, aggravated by political deadlock. Switzerland and Singapore maintained their rst and second position rankings. The Philippines rose 10 slots to 65. This follows a similar 10-slot jump the year before. Overall, the Philippines has jumped 22 slots in the rankings since its lowest point in 2009. Basis of competitiveness The 2012 report covers 144 economies. The economies are classied into 5 categories along a development continuum. At one end of the continuum are countries who have factor-driven economies (stage 1). The spectrum progresses through economies that are efciencydriven (stage 3) and to innovation-driven economies (stage 5) at the other end of the spectrum. In between the three categories are economies transitioning from one stage to another. At this point, it is important to understand that the countries are primarily classed on the basis of GDP per capita, which is used as a proxy for wages. A secondary factor is used for wealthy nations who rely primarily on the export of minerals. If at least 70 percent of total exports is mineral exports, these countries are classied as factor-driven. This is important to policy-makers because this means the competitive index is not just about business competitiveness, it is about the ability of the country to create wealth on a per capita basis and, is hence, a measure of the resultant ability of a country to care for its citizens. The rankings themselves are generated using a 12pillar method. The 12 pillars are themselves organized into three categories, which correspond to the key types of economies (factor-driven, efciency-driven and innovation-driven). The reason for this is that the basis of competition for these different types of economies tend to relate more closely to certain factors. Factor-driven economies are dependent on factor endowmentsprimarily natural resources and a labor force with at least basic education. Within th analytic frame of global competitiveness, the basis of competition for factor-driven economies are the basic requirements of: institutions, infrastructure, macroeconomic environment, and health and primary educationwhich is related to the quality of a basic labor force. As a country progresses and becomes more competitive, wages increase and productivity must increase in order for industries to be able to compete. In simple terms, in a global market, each country must compete using the global market price. In order to do this, countries with higher wages must compensate with more efcient processes and work forces or better quality. Within the competitiveness framework, efciencydriven countries have economies that are driven by efciency enhancers: higher education and training, goods market efciency, labor market efciency, nancial market development, technological readiness, and market size. Finally, at the upper end of the spectrum are countries
INTEGRATIONS
whose wages have risen so much that they can only be sustained by industries that compete on the basis of producing entirely differentiated products. For these countries, the drivers of the economy are innovation and sophistication factors: business sophistication, and innovation. Driving development The Philippines is categorized as a stage 2 economy, transitioning from factor-driven to efciency-driven. We are in the same category as Mongolia and Sri Lanka. Our neighbors, Indonesia and Thailand, are categorized as stage 3 economies: efciency-driven. Malaysia is categorized as an economy transitioning from efciencydriven to innovation-driven. Five Asian countries are categorized as innovationdriven: Hong Kong (China SAR), Japan, South Korea, Singapore and Taiwan. Of these, three (Singapore, HK and Japan) are in the top three. While it is interesting to look at how Asian countries, and especially our closest comparators, are categorized and it is a pleasure to learn that our rankings have increased, the true value of the competitiveness analysis lies in understanding which factors need to be addressed in order to drive the development of the country. The Philippines actually ranks 80th in Basic Requirements, 61st in Efciency Enhancers and 64th in Innovation and Sophistication factors. Other than for Innovation (94) and Labor Market Efciency (103). Our lowest rankings among the 12 pillars are actually in four of the ve basic requirement factors: Infrastructure (98), Health and Primary Education (98), and Institutions (94). Our highest rankings are in: Market size (35), Macroeconomic environment (36), Business Sophistication (49), and Financial Market Development (58). Surprisingly, we rank higher in Higher Education and Training (64) than we do in Health and Primary Education. The report also identies the most problematic factors for doing business. In the Philippines, the top seven are: Corruption, Inefcient government bureaucracy, Inadequate supply of Infrastructure, Policy Instability, Tax Regulations, Tax Rates and Restrictive Labor Regulations. An agenda for leadership One of the most important precepts of good management is evidence-based decision-making, one driven by clearly measurable results. The Aquino government seems to have gotten at least one thing right: Corruption is a key item that needs to be addressed. However, that is only one thing. There are many other things that need to be addressed. For example, each of the 12 pillars are composed of subfactors. The subfactor in which the Philippines ranks lowest (137 of 144) is: Number of Procedures required to open a business. It seems clear that the job of government in the Philippines is not only to help build the basis for competitiveness (infrastructure, primary education, societal order), it is also to reduce the burden on business. The Global Competitiveness analysis provides a concise basis for prioritizing government action. It is an excellent starting point for building an agenda for leadership. As the Philippines gears up for another election, I urge voters across the country to keep this question in mind: Are our leaders focusing on the right things? WHAT better way is there to jump start your day than a cup of coffee with friends and a dose of Detroit muscle. Everyone was in high spirits as Ford Group Philippines threw caution to the wind and gathered enthusiasts and motoring journalists for a daylong VIP test drive of the iconic Ford Mustang.
Held at the countrys premier leisure hub Fort Global City in Taguig, the event required the participants to drive around a preplanned route around the Fort. The ground shook as a pair of Mustangs took to the streets, with some of the participants gamely shifting to high gear and burning some rubber to the delight of the onlookers. Trafc literally stopped as this writer drove the 5.0 liter V8 GT Premium Model aggressively around the corners and hearing the rumble of that American muscle denitely wet my appetite to push the car more in the straightaway. The Mustang is Fords most popular car and we are proud to nally offer it in the local market. We are condent that this car will carve a respectable niche in the country given its thrilling driving experience, states Prudz Castillo, Marketing Manager of FGP. After a few rounds with the 5.0 liter variant, this writer got behind the wheel of the more genteel 3.7 liter V6 version. Having a Mustang in our vehicle line up has been a trademark of mine when-
ever I get assigned to a country. I made this available in Japan, and I am doing it here in the Philippines after seeing for myself that the Mustang has a great following here, adds Randy Krieger, President of FGP. An added attraction to the muscle car weekend experience was the display of well preserved and customized Mustangs from the different generations. Aside from the Mustang V8 Premium, the display area had a collectors dream line up starting with a 1966 Mustang Convertible; a mint condition 1967 Shelby GT500, popularly known as Eleanor of the Gone in 60 seconds fame; and a mean looking 1974 Mustang Cobra II, which looks ready to take on any challenger at the next stop sign. The Ford Mustang debuted last July 18 and is the fourth vehicle launched by Ford this year. According to Castillo, Ford has received more than 60 bookings of the new Mustang. It goes on sale this month in Ford dealerships around the country.

Considering all these factors, car owners determined to keep their prized automobiles look as pristine as possible without having to spend tons of money detailing or worse repainting. people. Gone is the age where women were forced to wear figure altering clothes so they could look good in the latest fashion. However, ForMe, a local clothes brand, isnt just looking at the typical frame. ForMe has the modern woman in mind and understands that she is diverse, empowered, and chic. Recently, this same clothing brand has launched its new line Charme Francais and introduced their new brand ambassador, Patti Grandidge. WHEN we see cute clothes up in display, were more than eager to try them on. We do a little happy dance (inside or out) when they have the design in the right size and take the clothes to the changing room. Unfortunately, what usually happens is that clothes look better on the rack then on you.
But why does this happen, despite the clothes being our size? What most people dont know about clothes is that some clothes are meant for a specific figure or body type. Brands often focus on two or three body types, and no matter how cute or beautiful a piece of clothing might beif it doesnt fit your figure, it just wont look as good as youve imagined. Local brands often go for the typically Asian figure. Since majority of Filipinas have petite frames, these brands have tailored clothes designed for that figure. But what local brands seem to forget is the diversity of our country and its
