1.0

Site Description

The development site is located to the south west of Stockton on Tees, north of the A67. The site is bound by the A67 to the south, and Urlay Nook Road on the north and east boundary and greenfield land on the western boundary, separating the site from the Police Tactical Training Centre. The National Grid Reference for the site is NZ408143. The area of the site is approximately 6.57ha and the boundary of the development is shown in Appendix A. At present, the site is undeveloped greenfield land. It is proposed that the development will consist of residential properties with associated access roads, a community building and open green space.

2.0

Surface Water Drainage

The development site is currently Greenfield land. The development could therefore lead to an increase in surface water runoff from the site through the creation of hard standing areas, such as roads, paths and roofs. The existing greenfield runoff rate for the area has been calculated using the Institute of Hydrology Report 124 (IH124) method (refer to Fairhurst Flood Risk Assessment, report ref: D/I/D/91483/01 for further information). On this basis the Greenfield runoff rate for the site has been calculated to be 3.66 l/s/ha which produces a total runoff from the site of 25.3l/s. The Building Regulations Part H sets out a hierarchy for the choice of discharge point for a rainwater system. In order of priority, the possibilities are given as: 1. an adequate soakaway or some other adequate infiltration system; or where that is not reasonably practicable, 2. a watercourse; or where that is not reasonably practicable, 3. a sewer. In line with the Building Regulations, the first choice of discharge for surface water runoff should be infiltration. A Geo-Environmental Desk Study has been undertaken at this site and found the site to be underlain by low permeability glacial tills, precluding the use of infiltration drainage. Surface water will, therefore, discharge to either a watercourse or a sewer at the existing greenfield runoff rate. The greenfield runoff rate has been calculated in accordance with the EA/DERFA R&D Technical Report W5-074 Preliminary Rainfall Runoff Management for Developments. The calculations can be seen in Fairhurst Flood Risk Assessment, report ref: D/I/D/91483/01. It is anticipated that the development will create an impermeable area of 3.33ha; approximately 50% of the total site area. Table 2 summarises the allowable discharge rates based on this area:

Table 2 Allowable discharge rates. To ensure that the proposed discharge rates can be achieved, it will be necessary to provide surface water attenuation within the development. The Quick Storage element of the industry standard software Micro Drainage Source Control has been used to provide an initial indication of the storage volumes which might be required. The Environment Agency generally advises that a lifespan of 100 years should be used for residential developments. The Technical Guidance to the NPPF states that for the time period 2085 to 2115, peak rainfall intensity should be increased by 30% to account for the possible impacts of climate change.

On the basis that the development will result in the creation of 3.33ha of impermeable surfaces, approximately 1650m3 of storage will be required for events up to the 1 in 100 year return period with 30% increase in rainfall due to climate change. As infiltration drainage is unsuitable at this site and following the hierarchy outlined in The Building Regulations Part H, surface water could outfall to Nelly Burdons Beck, south of the site, at the existing greenfield runoff rates. In order to provide the necessary volume of attenuation, storage will be provided within the main development and also within the land south of the A67 (locally known as Eliffs Mill) which is also within the ownership of the client. Attenuation within the main development site could be provided through a combination of green roofs, pervious pavements, geocellular tanks, ponds, swales or oversize pipes. At Eliffs Mill, it proposed to construct a detention basin which could provide at least half of the required attenuation subject to resolution of all ecological issues. The remainder will be provided within the housing estate. Discharge to Nelly Burdons Beck will be subject to consent from the relevant parties including the Environment Agency. Should discharge to the nearest watercourse prove unsuitable, surface water could be discharged to the NWL surface water sewer south east of the site at the junction of Urlay Nook Road and Lartington Way (refer to Appendix C). Attenuation of surface water would be provided entirely within the proposed housing development. Attenuation could be provided through a combination of green roofs, pervious pavements, geocellular tanks, ponds, swales or oversize pipes. The sewer would be laid within the highway verge, to the north of the A67 and Urlay Nook Road, subject to Highway Authority approval. This will allow a connection by gravity to the adopted sewer at NWL manhole 1001. The section of the sewer from the site boundary to the existing sewer will constructed in accordance with Sewers for Adoption 6th Edition and will be put forward for adoption. This option would be subject to consent from the Environment Agency as the sewer downstream of NWL manhole 0001 outfalls to Nelly Burdons Beck. Similarly, approval from NWL will be required to confirm whether this sewer has the capacity to accept the calculated flows from the site.

3.0

Foul Water Drainage

There is one adopted foul sewer shown on the NWL records to be within the site, located on the southern boundary, adjacent to the A67 (refer to Appendix C). The records show the 450mm diameter sewer crossing beneath the A67 in a general south easterly direction. It is understood that this adopted foul sewer conveys flows from a 450mm diameter private foul drain serving the chromium works to the north west of the site on Long Newton Lane. The sewer is thought to run parallel to the western boundary of the site, approximately 200m to the west, from Urlay Nook Lane to the A67. Referring to the topographical survey (Appendix J), there are a series of manholes north and south of the A67 in approximately the same alignment as those on the NWL sewer records. However, the survey shows the sewer to be further south and west. It is to be confirmed through further drainage investigations whether the manholes shown on the survey are the same as those shown on the NWL records and therefore within or outside the development boundary. An assessment of the likely proposed foul flow rates has been made which indicates a total of 7.36l/s is likely to be produced by the development. The flow rate was derived from 159 residential units producing 4000 litres per day, (Based on Sewers for Adoption 6th Edition). A pre-development enquiry has been submitted to Northumbrian Water Limited (NWL) to determine the most appropriate point of discharge to their network and whether the network can accommodate the calculated flows. They have confirmed that the proposed flows from the development can be discharged to manhole 7201 without restriction (refer to Appendix C). All private drainage works will conform to Part H of the current Building Regulations and BS EN 752. Development drainage, where appropriate, will be submitted for adoption by NWL through a Section 104 Agreement. This will conform to Sewers for Adoption 6th Edition.

4.0

Utilities Assessment

Other utility providers and transmitters have been contacted and their responses are summarised below and in appendix A. 4.1 Electric

NEDL has confirmed the location of the apparatus within and surrounding the site. On the northern and eastern boundaries there are 11kv underground cables which are situated beneath the footway alongside Urlay Nook Road. The records do not show any underground or overhead cables within the site boundary. NEDL have been contacted with regards to providing a suitable connection for the proposed development and have confirmed that the existing underground distribution system can be extended within the site with additional substations as necessary. The routing of the cabling and the position of the substations would be in mutually acceptable locations to suit the development layout. NEDL have estimated that the cost of providing a connection to the site would be approximately 230,000 (refer to Appendix D). 4.2 Gas

The plans received from Northern Gas Networks (NGN) show a low pressure gas main located within the footway of Urlay Nook Road to the north and east of the site (refer to Appendix E). They do not have any gas mains within the site boundary. An enquiry has been submitted to NGN to determine whether this network can accommodate the proposals and they have confirmed that the low pressure main would require reinforcement in order to provide a supply. Confirmation of the requirement for reinforcement, together with any associated costs will be provided upon receipt of calculated gas loads and preferred connection point which are to be confirmed following detailed design. 4.3 Telephone

BT does not have any apparatus within the site boundary (refer to Appendix F). The nearest apparatus is located within the footway adjacent to the Urlay Nook Road and the A67. It is anticipated that this underground network can be utilised to serve the development. The costs of the connection are to be confirmed by BT upon completion of the detailed design of the site layout. 4.4 Water Supply

There is an adopted trunk main within the site boundary, located to the north and traversing the site in an east west direction. This 15 main will have an easement of 4.5m either side of the pipe. A distribution main is located within the footway adjacent to Urlay Nook Road to the east of the site. (refer to Appendix G). A pre-development enquiry has been submitted to NWL who have confirmed the water network has sufficient capacity to supply the 9l/s required without abnormal costs.

4.5

National Grid

There is no National Grid apparatus within the vicinity of the site. This has been confirmed through a Linesearch enquiry (refer to Appendix H). 4.6 Other Utilities
