Vacancy Notice No: EURO/12/FT264 Title: Programme Manager, Health Service Delivery Grade: P5 Contract type: Fixed-Term Appointment Duration of contract: Two years with possibility of renewal (1) See Additional Information below Date: 4 July 2012 Application Deadline: 15 August 2012 Duty Station: Copenhagen, Denmark Organization unit: EURO Europe Regional Office (EU/RGO), EU/DSP Health Systems and Public Health (EU/DSP) Health Service Delivery OBJECTIVES OF THE PROGRAMME : The programme aims to support Member States to design, establish and promote effective, efficient, and sustainable, safe and quality health service delivery, particularly integration and coordination of care and hospital care across the life course. The Programme enables countries to benefit from international experience in improving the health service delivery function of their health systems in line with the country's national health policy and strategies. Purpose of the post : To direct and supervise the implementation of country support and regional activities and strengthen strategic leadership and capacity of the Regional Office in the area of Health Service Delivery, particularly on integrated and coordination of care and hospital care. To advise European member states on a day to day basis with regard to strengthening national and sub-national capacities in developing and implementing policies, strategies, tools and capacities in relation to Integrated Health Service Delivery. These policies should aim to gain better health outcomes while decreasing inequalities in access to health services. Description of duties: Under the guidance of the Director of Division of Health Systems and Public Health the incumbent will assume the following responsibilities and achieve the following objectives: Core responsibilities in assisting Member States in relation to modern people-centred Health Service Delivery as part of country efforts to strengthen health systems include:

Provide technical advice to Member States in the implementation of modern people-centred and primary care based health service delivery, particularly integrated health care including hospital care. Develop innovative, comprehensive technical cooperation to support Member States in the re-orientation of healthcare services to more comprehensive and integrated care with emphasis on people-centred care, life course approach, health promotion and prevention and gender and culturally sensitive services, with due attention to the future role of hospitals. Promote the development of standards, guidance and tools for modern health service delivery integrating noncommunicable and communicable disease-specific programmes against the background of an ageing European population. Support countries in building partnerships and policy dialogue for strengthening health care services, also engaging relevant key stakeholders, in the context of their national health strategies. Core responsibilities in providing intellectual and technical leadership and guidance in directing the development of modern people-centred Health Service Delivery include:

Acting as the WHO EURO content expert and focal point for modern Health Service Delivery, particularly integrated and coordination of care including hospital care; Participate to the current development and implementation of the new approach for Health System strengthening in the Division and in close collaboration with other programmes in and outside the Division. This includes support to the development of the two divisional work programmes on NCDs and TB/MDR-TB. Managing and synthesizing related knowledge to build the evidence base for dissemination to Member States as required including brokering between relevant partners; Producing authoritative and relevant policy papers and briefs on the subject matter; Promote and support inter-programmatic synergies with priority Communicable and Non-communicable Diseases programmes to facilitate the development of integrated and comprehensive approaches to the delivery of health care services and the coordination of care across the continuum of care and life course; Promote and develop collaborative activities with alliances, networks, professional and academic organizations aimed at disseminating and advancing the development of comprehensive, integrated and continuing care; Promote the development of knowledge management and research initiatives related to health systems and services, with emphasis on integrated health care and hospital care; Perform other related duties as requested. Core responsibilities as a Programme Manager:

WHO JOBS to provide leadership and managerial oversight to the work of all programme/project staff; to mobilize resources to efficiently deliver services/products within country and intercountry workplans; to be responsible for the allocation of resources within country and intercountry workplans in coordination with the Strategic Objective Facilitator (ensure availability of funds and monitoring of dates and budget constraints); to perform the general management of the programme's professional and general service staff, as first level supervisor (to include monitoring of workload, funds availability, performance management, and to establish mechanisms which ensure proper coordination within the team regarding travel, holidays), including, in liaison with the Head of Country Office, technical programme staff based outside Copenhagen; To regularly monitor and assess the performance of the technical programme through evaluation and reporting. REQUIRED QUALIFICATIONS Education: Essential : Advanced University degree in one of the health sciences and a master's degree in public health, health systems/services administration, management or other field related to public health from an accredited institution. Desirable : Doctorate in any of the above-mentioned advanced degrees, postgraduate degree in health systems management. Post-graduate training in a medical or nursing specialty would be an important asset. Skills: Functional skills and knowledge : Essential : Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions and evaluations with emphasis on health care services. Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Desirable : In depth knowledge of political, social and health systems of countries of the European Region. Knowledge of the WHO and UN system. Other IT skills and knowledge of other software programs. Communicating in a credible and effective way : Excellent writing ability, as reflected in a history of high-quality and concise technical reports. Excellent presentation skills, as reflected in a history of high quality technical and policy related presentations in international fora. Experience: Essential : Minimum ten years of experience, including at least 5 years at international level, in areas related to health services management and delivery of integrated health care services and hospital services having attained senior managerial rank. Experience in advising Ministries of Health in lower, middle income and high income countries on integrating health service delivery with non-communicable and communicable disease specific programmes. Country experience in the direct provision of and technical assistance in the field of health services in hospital settings and/or primary health care settings. Experience in formulating project proposals for external financing. Desirable : Experience working with or in other multi- and bilateral development agencies active in the health sector. Experience in health care and clinical services operations research. Experience in planning of human resources for health, political and stakeholder analysis, clinical care performance evaluation. Experience in policy formulation, regulation, financing, purchasing of services, teaching and operations research in integrated health care delivery systems and hospital care. Experience in the WHO European Region. Languages: Essential : A very good command of the English language and knowledge of another WHO official language and/or EURO official language.
