PRELIMINARY SITE CONCEPT NARRATIVE


Existing Site Features and Surrounding Buildings This new building is for Kennesaw State University in Cobb County. The on campus site chosen is located NW of the intersection of Cartersville Drive and Bartow Avenue. This area is along the NW outer border of the campus just East of Frey Lake Road. Existing campus buildings are located across both Cartersville Drive and Bartow Avenue from this site. A private residence is located between a large portion of the site and Frey Lake Road. Campus sources indicate that negotiations to purchase this property for the school are underway, however that fact will not alter the design direction at this stage of development. Existing gang style parking is located along Cartersville Drive fronting the site. Topography and Drainage Patterns The site is a very hilly wooded area with rising elevations to the Northeast and Southwest. The highpoint elevation is in the NE portion of the site and is approximately 1,098 feet above sea level. The low point is approximately 1,034 feet above sea level in the southern portion of the site. This gives a height variance of 54 feet across the site. Natural surface drainage pattern flows from the NE highpoint along a significant draw in a Southwesterly direction to meet the campus border with the private residence. It flows along this border/property line approximately 220 feet and then turns directly South across the planned site and is picked up by a headwall at the intersection of Cartersville Drive and Bartow Avenue. Stormwater management is provided along the frontage roads in a series of underground storm drainage pipes with catch basins along the curbed streets. Existing Erosion Conditions The site is located in an undeveloped wooded area. Minor existing erosion conditions exist in the lower portion of the site just before the storm flows enter the headwall at the intersection of Cartersville Drive and Bartow Avenue. Wetlands and Floodplain There are no wetlands on the site or in the areas directly adjacent to the site. The site contains no floodplain according to the Flood Insurance Rate Map (FIRM) for Cobb County, Georgia, Panel 30 of 95, number 130052 0030 F, map number 13067C0030 F, revised August 18, 1992. Subsurface Conditions and Geotechnical Investigation Soils in the area are unknown at this time. A new Geotechnical Report is probably needed for building structural design considerations. Circulation Patterns around the Site Traffic is projected to be light to heavy in the streets around the site, largely depending on the Universitys schedule. Frey Lake Road is a nearby North/South street located outside the Western boundary of the campus and should be classified as a secondary arterial due to it leading to several neighborhood areas. Road is a rear entrance and reduced traffic due to changes to its intersection with the areas major cross street, Chastain Road. Site Access Site access can be provided along any of the surrounding streets. Sidewalks are across the street from the site on both Cartersville Drive and Bartow Avenue. Most users reaching the site by car will need to park off-site if the gang parking along Cartersville Drive and Bartow Avenue are filled. At this location and throughout the campus, parking can be hard to find early in each quarter. However, a three storied parking garage in planned nearby. Noise/Visual Considerations The planned uses for this building at the site indicate some noises may be generated that would disturb residents in the surrounding area, particularly the adjacent residence if it is not purchased as hoped. Visual considerations for the site development will also be a key concern of this same residence. This issue is should be addressed in great detail as part of the Landscape Architectural design portion of this project. Perhaps plantings that will absorb sound and screen the area can be used to offset the impact. Zoning The campus site is exempt from zoning restrictions according to Mr. Jason Campbell of the Cobb County zoning department. However, he said the exemption does not cover county development regulations. Therefore, the proposed building is an allowable use in this area. Typically, various development requirements often work in conjunction with particular zoning requirements. Of possible concern is the requirement concerning storm water detention. There is apparently plenty of storage capacity downstream of the site at Frey Lake. This lake also has a flood retarding structure (#15 on FIRM map) just below it. At this point, there seems to be no need for detention. If the county ends up requiring it, then it can be easily added to this site. Survey A Site Survey was completed recently (Dec. 98) by Larry Mote and serves at the basis for the design. Topographic, Boundary, and utility information is indicated on the drawings and have been provided in a digital format in AutoCad version 14. Utilities Numerous utilities exist within and around the project site. Based on Rosser Civil Engineerings initial discussions with various campus Facility Planning & Design personnel and review of the base survey information, no problems with providing service to the proposed building are apparent, and adequate service capacity is anticipated. After service loadings have been calculated and the site drawings have been developed, information will then be forwarded to each individual utility company for verification of the utility location, size, capacities, design, construction requirements, permitting and connection fees.

Water Adequate water capacity should be available from the Cobb Co. Water Department. In order to ensure adequate pressure for fire flows, it is sometimes necessary to provide a pump for multi-story buildings with sprinklers. A fire flow test should be performed to determine static and residual pressures as well as flow in gallons per minute. There are existing water lines along the roads surrounding the site. The line along the Western side of Cartersville Drive is an 8 pipe; while the line along the Northern side of Bartow Avenue is a 6 pipe. It is planned that the proposed new building water service lateral connect to the existing 8 water system pipeline along Cartersville Drive at the south end of the proposed building on the front side just north of the proposed sanitary sewer service lateral. Any required meter and/or backflow preventer could be placed in an underground vault in this location. If an above ground backflow preventer is required, then it could be placed at the North end of the building at the rear corner. This is adjacent to the planned location of the natural gas component service entrance. Sanitary Sewer Cobb County provides and maintains the sanitary sewer system. There should be adequate capacity for existing requirements and expected growth. The existing 8 sanitary sewer pipeline flows southward along the West side of Cartersville Drive and turns East at the intersection with Bartow Avenue. It is planned that the proposed new building sanitary sewer lateral connect to the existing sanitary system manhole at the intersection of Cartersville Drive and Bartow Avenue. However, it will have to flow under or over an existing GA Power Electrical ductbank in order to get to the manhole. It will flow over the ductbank at a 1% slope from below the lowest proposed building floor elevation as long as there is 5-6 of cover over the concrete ductbank where the proposed sewer lateral would cross. If this is the case, then the new line would connect with an outside manhole drop connection. If the GA Power ductbank top is less than 5 deep, then the sewer lateral will have to be excavated deeper to run under the ductbank. This assumes the ductbanks actual height depth does not exceed 3-4. Gas Existing gas lines are located along both Cartersville Drive and Bartow Avenue. The pipeling along Cartersville Drive is a metered and University owned 2 low pressure line that has 10lbs. of pressure. The pipeline along Frey Lake Rd. and Bartow Avenue is a high pressure Atlanta Gas Light main that feeds the entire campus. The 2 University pipeline serves the Jolly Lodge building and the Physical Plant building. A new medium small building is currently under construction between these two existing buildings that will also be served by this line. It is unclear at the moment if this 2 line will have the capacity for this proposed new building until the loading has been calculated by the HVAC engineers. If this 2 line does not have the needed capacity, then connection to the Atlanta Gas main should be no problem. However, it would be more expensive due to the needed metering and pressure reduction requirements. Demolition, Clearing and Grubbing

Curbs, gutters, drainage structures and any other structures may require removal if they are located within or too close to the construction area. The limits of construction will be shown as a line only 10 outside of the actual areas to be graded in order to keep as many of the trees as possible. All demolition and abatement operations including transporting of materials will be coordinated and will comply with all requirements of Cobb County ordinances and will meet the requirement of the Erosion and Sediment Control Guidelines for land clearing and earth disturbance. Site Preparation Site preparation will consist of demolition and grading the site for the proposed facility. The limits of construction will be specified to be identified clearly to avoid any confusion. The construction site may also require barricades and fences to prevent pedestrians from wandering into the construction area. The feasibility of transplanting existing trees and other landscape materials may also be considered. Rerouting or Removal of Existing Utilities Every effort has been made to avoid this situation. Currently, no utility relocation will be required if our proposed building placement is approved. The new buildings utility service lines will be connected to the existing utility lines around the site. If the placement of the new facility is modified, then it is possible that several existing utilities may require relocation. If complete removal is required, repair of some streets may be necessary. Any design for the rerouted and/or new utility lines would have to be in accordance with the utility companies and Cobb Countys standard requirements. Grading Preliminary grading of the site has been completed that gives a proposed finished first floor elevation of 1,080.5. The proposed placement of the building was critical in order to get several issues concerning grades to work properly. Many constraining factors are present on this hilly site such as maximum allowable slopes for ADA front door access and delivery driveways. Another heavily constraining factor was the underground utilities along Cartersville Drive. The proposed placement and grading eliminates the need for any retaining wall structures or relocated utilities. It also provides surface slopes that do not exceed design standards. Storm Drainage All surface water runoff will be directed away from the building and pavements by overland surface flow. There are no planned new curbs, gutters, drainage structures or pipelines except for a length of 18 pipeline needed to be extended due to the planned service drive entrance. Thus, all connections and changes to the existing storm water drainage system have been reduced to the minimum level needed in order to avoid any unnecessary outlay of funds. Storm water detention will probably be required if Cobb County is to permit the project. If this is the case, then a hydrology study will need to be generated and submitted to the county as well as a design of the detention structure. Any required structure can be added at any time in the Southern portion of the site. Such a structure should not influence any of the current design but would obviously increase net costs. If the County does not review the project, then there probably can be considered to

be adequate storage downstream at Frey Lake and thus allow the University to avoid adding new detention on site. Sediment and Erosion Control Sediment and erosion control will need to be provided in accordance with the Cobb County and the State of Georgia criteria and standards. This is important even if Cobb County requires no permit for the project due to possible adverse environmental impacts and liability concerns. During construction, erosion control will be required in cut areas to keep dirt off the streets and minimize the impact of siltation in the storm drainage system as well as the adjacent Frey Lake. Proposed Site Development The proposed site development design consists of all utility services, ramps, grading and all other typical site Civil Engineering improvements as required to support the functioning of the new facility. Not currently included are Landscape Architecture site design issues concerning bank stabilization, landscape plantings, irrigation, and visual/noise screening concerns. These design elements need to be added to the project to ensure a complete and appealing building for the University.
