This is highly responsible work involving planning, coordinating, directing, supervising and providing resources for the activities of the Commission on Disabilities. Work requires a considerable degree of independent judgment, initiative, rational and logical thinking and planning. An employee in this class functions as a chief staff person for the Commission on Disabilities to promote the economic, social and political status of individuals with disabilities in Harford County. Administration and operational supervision come from the Deputy Director of Community Services.
EXAMPLES OF DUTIES:
(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require duties not listed, if necessary, to accomplish the work of the department.) 1. Attends meetings and acts as the Commissions representative to organizations, agencies and providers of services to people with disabilities; serves as a member on various boards and advisory councils. 2. Coordinates, plans and schedules various projects relating to Commission activities. 3. Acts as the county point of contact for citizens on programs, services, legislation, and accessible services in adjacent counties. Responds to citizen inquiries for programs and

assistance. 4. Monitors compliance of Americans with Disabilities Act 1990 (ADA), and refers complaints to appropriate authorities. 5. Interprets and advises on policy; may draft new policy. 6. Draft grants for the purpose of securing funding for programs for the disabled. 7. Advocates on issues concerning people with disabilities and arranges for community education programs. 8. Prepares reports for Commission and Director, as required.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of management, principles and techniques; of programs, services, and resources for people with disabilities; of ADA. Working knowledge of principles, practices, methods and equipment involved in disability programs. Proficiency using PowerPoint, Outlook, Excel and Word. General knowledge of federal, state and local laws, regulations, orders and ordinances pertaining to disability issues. Effective communication skills. Ability to address public gatherings; to deal effectively with the public; to plan for short and long range goals; to administer programs. EDUCATION: Possession of a Bachelors Degree in Business or Public Administration, a behavioral science, health, liberal arts, or a related field. EXPERIENCE: Two (2) years experience with increasing responsibility working with programs directly related to services for people with disabilities. LICENSE: Possession of a valid Class C non-commercial drivers license with no more than three (3) points. SAFETY: Must comply with Harford County Safety Manual.
NOTES:
1. Additional experience as described above, may be substituted for the education requirement on a year-for-year basis. 2. Applicant must submit a copy of administrative or managerial writing sample with employment application for position in this class.
