To The Chief Minister Govt. of Uttar Pradesh Uttar Pradesh. Respected Sir, We NEFOWA (Noida Extension Flat Owners Welfare Association) represent around two Lacs flat buyers who have booked their flats in Greater Noida,West . Majority of us are middle class family who have opted for this township due to the affordable prices of the projects and seems to be a world class housing project. As you are aware that since last eighteen months, clouds of uncertainties have been hovering over this entire project due to one reason or the other. Recently NCRPB finally approved the project. This approval has given us a ray of hope for our dream houses, whereas builders have started sending demand letter to the buyers. Now in the given scenario, where banks are not disbursing any loan to the buyers, builders have not started any construction work on the sites and farmers are agitating. In this situation, is it ethical for builders to ask for money? Some of the builders like Earth Infra, Palm Olympia, Devika, Supertech, KBNOWS etc. are harassing the flat buyers by sending the cancellation letters, demand to pay their installments including interest on pending demands for the non-construction period with a threatening to cancel the flat if not paid in totality or within a stipulated time of one/two weeks. The builders are even trying to cancel the flats of the old buyers for any simple reason just because can sell the flats on increased rate. These activities show the greediness of the builders. In this regard we have also written letters to CREDAI and GNIDA (UP) but no action has been taken so far. Also we would like to draw your attention towards one more point. Since banks are not sanctioning loans to the buyers, buyers are unable to pay to builders and in turn builders may not be able to pay back the same to authority creating a deadlock and huge cash crunch for the project. It would be noted that , to obtain NOC from HC, the authority has to pay compensation to the farmers. In this scenario if the UP govt. can allocate some fund to the authority for disbursing the compensation to the farmers, it would boost our hopes of getting our dream homes. We therefore request you to please look into the criticality of the problem and ascertain us to resolve the issue for getting our dream home on time.

We also request you to take stern action against those greedy builders who are doing cancellation and harassing buyers and instruct them not to send any cancellation letters to old buyers . We also like to have a written commitment from both builders as well as GNIDA that the flats of buyers shall not be cancelled at any cost. We therefore request you to kindly intervene in this matter and instruct the authority to ask the builders for a written commitment to the buyers.
