TheOCADUniversityDistinction:CreativityandInnovation OCAD University the university of the imagination is a global leader in excellent art, design and media education. We cultivateexceptionaltalent,undertakerelevantresearch,actasahotbedofcreativeproductionandpractices,areproactive and external facing, and stimulate a myriad of design, media and art enterprises. Our specialized programming, unique learning environment and smart and sustainable growth plan will continue to ensure that OCAD University and our immediate precinct in the heart of downtown Toronto rises and shines as a cultural centre and driver of the creative economyforOntario,Canadaandtheworld. OCAD University is a signature institution that capitalizes on our remarkable achievements in teaching, learning and specializedresearch;werecognizeourplaceasaleaderindrivingchangeinPSEnotjustinOntariobutbeyondconventional disciplinary and national borders, and that gives us the flexibility and support to reach our goals. Although a small and specialized institution, our approaches to experiential and technologyenabled learning, diversity, graduate education and buildingacreativecitycanbegeneralized.Wehaveastrongsense,basedinevidence,ofourownplacewithinthehigher educationsector,withintheheartsandmindsofOntariansandwithintheglobaleconomy. Designthinkingandtheexperimentalapproachesofartarefundamentaltoolsneededtoresolvethegrandchallengesofthe twentyfirstcenturyandrepresentintrinsicvalueintheirownright.Artanddesignarecentralanddrivingcomponentsofall formsofinnovation,includingdomainssuchasadvancedcomputerapplicationsthattraditionallyhavebeenconsideredthe exclusivepreserveofscientistsandengineers.Artanddesignarenotmerelydisciplinesorfieldsofstudy;theyrepresentan approach,awayofenhancingeverydaylifebasedonexpandingourcapacitytoimagine,toconsiderchallengesfromevery angle,andtoproducetangibleresults. OCADUniversityleadsthefieldinOntarioforhighlyqualifiedpersonnelinindustriesfromentertainment,cultureandnew media,tohealthcaredelivery,physics,andfurnituredesign.Thisneedwillonlyintensifyintheyearstocome.Art,designand mediaplayanenablingtechnologyroleinmoderneconomiesandarelargelyresponsibleforthephenomenalsuccessof companieslikeAppleandIKEAorCanadianexampleslikeAlias/WavefrontandNienkmper. Buildingonourrecentlyreleasedstrategicplan,AdvancingExcellenceatOCADUniversityfortheAgeofImagination,2012 2017,weprioritizethefollowingobjectives: Priority#1:AnEnrichedandRelevantStudentExperienceOCADUniversitywillleadsectorinitiativesthatenrichthelearner journeytorespondtotodaysdiverseandmobilestudents,equipthemtomakecreativecontributionstoOntariosfutureand preparethemforgloballeadershipandcitizenship. Priority#2:SmartandStrategicGrowthOCADUniversitywillgrowanddiversifyundergraduate,graduateandcontinuing studiesenrolmentandfacultytobuildOntarioseconomicandculturalprosperity. Priority#3:LeadershipinCityandCommunityBuildingOCADUniversitywillleadinourareasofstrengthtobeacreative cityandglobalpartnerwithotherinstitutionsanddiversecommunities,andexpandpublicandprivatepartnerships. OCADUniversitywillcontinuetobeaninnovative,efficientandeffectiveinstitution,deliveringincreasedproductivityandthe bestpossibleuseofourresourceswhileprovidingacompellingandsupportiveenvironmentforstaff,facultyandstudents. Tosecurefutureproductivitygains,wewill: Undertake a major Innovation and Efficiency Task Force that will challenge existing practices and structures and implementnewones,withaviewtofinding15%inefficiencygainsoverthenextdecade. ImplementanewEnterpriseResourcePlanningsystemtoeliminateinefficiencies,fuelselfserve,24/7,mobileaccess forstudents,andprovidetimelyqualityinformationtodrivedecisions. Expeditedevelopmentofonlinecoursestoreducetherelianceonourphysicalspaces. Aggressively develop experiential learning outside of OCAD U to create permeability between our campus and the broadercommunity,andreducetheburdenonoversubscribedlabsandstudios. Exploretheexpansionofcostsharingarrangementsofnoncoreservices(e.g.copying,IT,facilitiesmanagement)with nearbyinstitutions. Engage with the local development community to redevelop existing sites into their highest and best use, creating purposebuiltsquarefootagewithlowrelianceongovernmentfunding.

Priority#1:AnEnrichedandRelevantStudentExperienceOCADUniversitywillleadsectorinitiativesthatenrichthelearner journeytorespondtotodaysdiverseandmobilestudents,equipthemtomakecreativecontributionstoOntariosfutureand preparethemforgloballeadershipandcitizenship. The strength of our student experience is based in studiobased learning a unique model of active, collaborative, experientiallearning.Weaugmentthestudioexperiencewithintellectuallychallengingcoursesinthetraditionalliberalarts andsciencesthatensureweproducewellroundedgraduates. OCAD University will continue to reinvigorate the traditions of studiobased experiential learning; we are flexible,critically informedandintimatelyengagedwiththeworldaroundus.Wearetheleadinginstitutionintheintegrationofdigitaland traditionaltechnology,handsonpractice,andhybridlearningsystems,criticalcognitiveknowledgeandbothundergraduate and graduate research experience. A.TechnologyEnabledLearning OCAD University has established leadership in technologyenabled learning. Through the investment provided through the Digital Futures Initiative, we have enhanced and modernized OCAD University's curriculum with undergraduate minors, a majorandasuiteofgraduateprograms,andcapacitybuiltthroughhiringnewfacultywhoareinnovativeandcuttingedge digitalleaders.Wehaverolledoutdigitalinfrastructureacrossthecampusandintegrateddigitaltoolsandteachingmethods

into all aspects of curriculum, acquired digital resources for teaching and learning and developed leading edge, fully accessible,onlinelearningdelivery. Overthenextfiveyears,theinstitutionwillcreateavarietyoffullyonlineandblendedlearningcourseofferings.Tosupport theseefforts,OCADUniversitywillenhanceitseducationaltechnologyinfrastructureaswellascontentexperts,instructional designers,trainingandstafftosupportstudentsandfaculty.Theuniversitywillinvent,developandimplementbestpractices and continue to plan and upgrade the technology base, including the continued rolling out of our industryleading laptop programme. We will lead in technologyenabled learning by implementing the Mobile Test Bed M+eLearning at OCAD University. We proposetobecomeOntariostestbedandleaddeveloperofmobileenabledelearninginOntariothroughitsuseofmobile networks to integrate mobile devices (phones, tablets and laptops); mobile methods of learning that include location and contextawareexperiences;blendedexperiences;mobilecollaboration,andthedeliveryofefficientservicesthroughmobile means;overlaidontopofapowerfulelearningenvironment.Researchindicatesthatmobilitycanhelptoacceleratetimeto completionforstudentsandretentionthrough24/7accesstolearning,mentorshipandcollaboration.Ourstudentsdemand thecapacitytomoveseamlesslythroughwork,leisureandpersonallife.Excellentdesignanduserexperienceisofcritical importanceifmobileandelearningexperiencesthatmeetandexceedqualitystandardsaretobeadopted.Mobilecourses alsoallowstudentswithdisabilitiestobetteraccessthelearningenvironment.OCADUwillbetheleadinthePSEsector,will serveasabestpracticemodelandworkwithothersinOntariotomakethisprovincealeadingmobilelearningjurisdiction asmappedinour2012studyTakingOntarioMobile. B.ExperientialandEntrepreneurialLearning With a rich immersion in multidisciplinaryprograms, research and innovation activities and international networks, OCAD Universitysdiversestudentshavetremendousentrepreneurialandwealthcreationpotential.Theyrequireanecosystemof supportthatprovidesthebusinessskills,mentorshipandresourcestotaketheirideas,artanddesignstomarketandbuild successfulnewventures. OCADUniversityfacultydifferentiatethemselvesbytheirengagementinentrepreneurialactivity:manyofourfacultyown theirownbusinessesorconsultandcollaboratewithindustry.ThisperspectivetranslatestoOCADUniversitystudentswho arehighlyentrepreneurial.Infact,OCADUniversityalumniaresignificantlymorelikelytobeselfemployedthanalumnifrom theOntariosystemoverall. OCADUniversityhasbeen,andis,expandingacademiccoursesthatfocusonbusinessandcommunicationskills,andsituate art and design within community and industry contexts. We will expand credit and noncredit experiential learning opportunities,includingfieldwork,internshipsandstudyabroadandwewillengageinaformalpartnershipwithaleading businessschool.Wearetakingthestudiointothecityandtheworld,givingmeaningandrelevancetoartanddesignpractice innewandexcitingwaysforourstudents. TheImaginationCatalyst,currentlyinitslaunchstage,istheuniversitysbrandedapproachtogettinggreatideasoutinto the world. It builds on the success of the OCAD University initiated Mobile Experience Innovation Centrea nonprofit groupingofmobileindustriesandPSEandtheclientfacingactivitiesofourStrategicInnovationLab(sLab)acentrefor researchanddevelopmentindesign,innovationandstrategicforesight.TheImaginationCatalystprovidesaframeworkfor coordinating OCAD Universitys entrepreneurial and innovation activities and, more specifically, broaden and deepen integrationwithfaculty,students,alumni,entrepreneursandindustrytoenhancestudentsbusinessskills.Workinginclose collaboration with MaRS Innovation, Ryersons DMZ, Canadian Film Centre and commercial accelerators, the Imagination Catalysthelpsstudents withthe resourcesand advice required to launch andgrowbusinesses through acreative industry focusedstartupincubatorthatfostersexperientiallearningopportunitiesandacceleratesthecommercializationofideasfor productsandservices. Our work in this area is guided by the experience and connections of a highprofile external advisory board and we are developingsupportsforthecreativeentrepreneur,includingcollaborativeteamworkspaces,projectofficesanddigitalstudio spaceswithaccesstohighspeedinfrastructure,production,testingandprototypingfacilities.OurIPpolicysupportscreator ownershipofIP(orchoiceofopensource),whichincentivizescommercialization. Impactonenrolment:Ourplanstodevelopourcapacityfortechnologyenabledandexperientiallearningopportunitiesare intrinsically connected to our growth strategy (Priority 2) in two ways. First, developing flexible learning options and reimaginingthedigitalsphere,cityandworldasourstudiowilleasepressuresonourcurrentphysicalfacilities.Second,these

efforts are intended to provide a more effective transition to the contemporary world of work, which, for artists and designers, is increasingly reliant on business acumen, networks and collaboration, and on resiliency and adaptability to changingconditions.Wewilldemonstrate,throughourgraduates,thatartanddesigneducationleadstoinnovativecareer opportunities.Insodoing,wewillopenupnewmarketsforpotentialstudentsfromestablishedprofessionalsinrelated fieldslookingtoadvancetheircreativecapacities,tothechildrenofnewimmigrantswithlimitedexposuretothesefields,to talentedindividualsfromallovertheworldwhowillbedrawntoOCADUniversityandToronto. Timeframeandmetrics: By201617,wewill: Have a minimum of 35 fully online courses; an online option for the undergraduate and graduate Digital Futures programs with a potential to substantially increase that impact via funding for and successful implementation of the MobileTestBed. AchieveaminimumoftenactivecommercializationprojectsintheImaginationCatalystperyear,startingin201314. Build into all degree programs a work or communityintegrated placement course by 2017.Productivity factors: We have beenabletomaintainourrelativelylowfacultystudentratiosandresistthetemptationtodramaticallyincreaseclasssizeby makingsomeverytoughchoices.Wehaveinvestedinhiresinnewfieldsandinenhancingthestudentexperience. On average, OCAD University faculty teach more courses compared to their Ontario university counterparts. Our MemorandumofUnderstandingprovidesDeanswiththeflexibilitytoassigndifferentiatedloadsbetweenindividualfaculty membersbasedontheirstrengthsinteaching,learningandservice.Overthenextyears,whileallfacultymemberswillteach, itisourintentiontorefinethissystemtomoreeffectivelyencouragesomefacultytoconcentrateonbuildingourexperiential learningandincubationefforts(service),otherstofocusonresearchandothersonnewcurriculumdevelopment(teaching). We are developing mechanisms to more effectively incent faculty engagement with commercialization and wish to place ourselvesasaleadinginstitutioninthisareatofosterandenhanceinnovation. Public policy tools needed to succeed: To further facilitate OCAD Us leadership in student experience, the following assistancefromgovernmentisneeded: Workwithinstitutionalandemployerpartnerstoexpandthedefinitionofexperientialandentrepreneuriallearningtobe moreinclusiveofprogramsoutsideoftraditionalcoops,includingworkatnotforprofitsandinternshipopportunitiesof differentlengths.Thiswouldincludeanexpandeddefinitionforthetaxcreditandotherprovincialincentivesforsuch programs. The Ministry of Training, Colleges and Universities should work with the Ministry of Economic Development and Innovation, Ministry of Tourism, Culture and Sport and other Government of Ontario partners such as the Ontario CentresofExcellencetofacilitatepublicprivatepartnershipssimilartoOCADUniversitysImaginationCatalyst,MEICand MobileTestBed. Tocontinuetomoveforward,OntarioinstitutionsneedcoordinatedinvestmentsfromboththeFederalandProvincial governmentsandvehiclessuchasORIONtoexpandthevirtualinfrastructuretosupporttheonlineandmobilelearning environmentandtheresearchdatanetworks. Relationshiptogovernmentpriorities:ThisprioritysupportstheOntariogovernmentsvisionandthreeprinciplesforhigher education.ByadvancingthestudentexperienceOCADUniversityisputtingstudentsfirstwhilemeetingtheneedsofthe creativeeconomyandfocusingonproductivity,innovationandsustainability. Priority#2:SmartandStrategicGrowthOCADUniversitywillgrowanddiversifyundergraduate,graduateandcontinuing studiesenrolmentandfacultytobuildOntarioseconomicandculturalprosperity. Art, design and media thinking, methodologies, research and material skills are increasingly critical to solving global challengesandformapartofnewhybriddisciplinesandjobs.Tomeetthechallengeofsupplyingeducatedtalentandgiving opportunitytothosewhocanmakeOntarioavitalplacetolive,workandplay,OCADUniversitysundergraduateenrolment will grow by over 25% in the next five years, while graduate enrolment will grow to more than three times its size in marketdrivenprograms.Growthispredicatedontheintensificationofexperientialandonlinelearningandeffectiveuseof capitalresources. We have strong demand for our programs and ambitious objectives. While these objectives are achievable, they are temperedbypragmatismthatrecognizestheneedforclearstrategiesforimplementation,developmentandreview;realistic timelines and tasks; institutional agreements to build joint programs or for articulation; outreach and partnerships with diverse communities in the GTA and beyond; a broadened recruitment base; degree flexibility to attract diverse students;

partnershipswithreceptorindustries;relationshipswithinternationalinstitutions;thoughtfulreallocationandprioritization ofresources;andasharedcommitmenttoworkcollaborativelytowardrealizationofouraims. A.InnovativeandNicheUndergraduatePrograms OCAD University has developed futurefacing innovative new programs either as the basis of growth or as a means of updatingourcurrentofferings.Studioinstructiontheultimateexperientiallearningenvironmentprovidesastrongbasis foroutcomedrivenlearning.Undergraduatestudentshaveasignificantopportunitytoengageinresearch. Our new School of Interdisciplinary Studies leverages knowledge across all disciplinary areas and will house our newest programs.WehaverecentlybeengrantedtherighttodeliveraBachelorsofArtinVisualandCriticalStudieswithanArt HistorystreamandwillmoveforwardtobuildaBAinVisualCultureStudiesthatincludesdesignanddigitalmediastudies. The Digital Futures: Technology, Innovation, Design/Art is a hall mark Major program that will receive the bulk of OCAD Universitys growth over the next five years. This program, developed with deep industry consultation, combines computational, entrepreneurial and creative skills through facetoface and online delivery, internships and research assignments. It will build a significant online and blended learning environment. The Aboriginal Visual Culture Programs newBFArepresentsauniqueapproachtoaboriginalknowledgeandissupportedbyanationalcouncilofCanadasleading Aboriginalarchitects,artists,curatorsandmediamakersaswellasitsnationalAboriginalorganizations. The Faculty of Art is building on studiobased excellence of its BFA programs and responding to the technological innovations, awareness of the social sphere and multidimensional manifestations of contemporary art practice, offering a greater cross disciplinary experience that engages digital technologies, multimodal ways of learning and opportunities for communityandindustryengagement,collaborationandresearch.TheFacultyofDesignhasrefocusedcurriculuminitssix BDes programs, each with Design and Humanity as a philosophical base, to require intensive community and industry engagement.By201617,Designstudentswillalsobeabletoselectfromareasofstudythatexploreemergingtheoretical andtechnologicalapproaches,businesspracticesandforesight,newdesignpracticesandmethodologies,andintersections with business/ manufacturing, health, and sociocultural issues. For all programs, the Faculty of Liberal Arts and Sciences providesbreadth,offeringundergraduatecurriculumthatcoversarangeofdisciplinesandcoursesthatexplorethetheories andideasinformingartanddesignpractice. B.ArtandDesignGraduateEducationinSupportofCreativeEconomies In order to meettheincreasingneedfor advanceddegrees,OCADUniversitys graduateenrolmentwill more thantriple by 201617. Growth will be fostered by expanding existing graduate programs that develop the specialized skills urgently neededbyOntariocreativeeconomiesandselectiveandsustainableexpansionintootherfieldssuchasHealthDesign.OCAD Universitywillcontinuetoprovideleadershipintheformandtimeframeofgraduatelearning,whetherintheuseofonline andblendeddelivery,accessibilityortheresearchonlyPhD. ExpandingOCADUniversitysprograms,suchasStrategicForesightandInnovation,willdevelopexpertiseindesignthinking, industry trend analysis, and modelling organizational change, all of which are strategically important to driving change in Ontarios shifting economic structure. The Inclusive Design Master is unique in the world in its concentration on tools to fosterinclusionandisofferedusingablendeddeliverymodelthatengagesstudentsascoconstructorsoftheirownlearning experience. All new graduate programs will leverage existing expertise and capacities of our partners, including healthcare and postsecondary institutions. Graduate programs will include a 25% international student base to ensure that domestic students benefit from a truly cosmopolitan mix of ideas and talent and that we are recruiting new talent to Ontario. Our graduateeducationstrategyisintegraltobuildingOCADUniversitysresearchcapacity. ThePhDhasbecometheterminaldegreeinourfieldsthroughoutEurope,theUK,AustraliaandBrazilwithalmost300 offeringsavailablein2009.OCADUniversityincludesawiderangeofscholarsandpractitionerswhohaveearnedtheir PhDs and already offers successful postdoctoral fellowship training. A PhD program will round out OCAD Universitys uniquemandateforgraduateeducationinartanddesignandresearchcapabilitiesandbuildsonourflourishingpostdoctoral research program. We propose to lead innovation in PhD provision in Ontario through reducing the length of time for completion of the PhD by offering EU/UK models of research only doctoral degrees and professional doctorates that are work/practice based. Partnering with SMARTLab at University College Dublin, OCAD University will seek to deliver componentsofapracticebasedPhDprogramby201415.FuturePhDprogramswillcomeonstreamasfurtherstepsfrom ourMastersofferings.WeproposeaninvestmentinthePhDoverthecourseofthisagreementandrevisionoftheOCAD UniversityActtoallowtheinstitutiontoawardPhDs.

C.IncreasedStudentMobilityandInstitutionalCollaborations OCAD University understands that todays students are mobile, and that each institution does not have to offer every program of study. As such, we are working with institutional partners to overcome barriers and increase program collaborationtobeasefficientaspossible.Atthesametimeweareplanningparallelandjointprogramswithanumberof institutionsatthecollegeanduniversitylevels. OfspecificinterestisourpartnershipwithGeorgeBrownCollegewithwhomwearecreatingTheCentreforAppliedDesign, Innovation and Research (CADIR). CADIR will create a power house of design learning, research and commercialization capacityinOntario.Itwillofferstudentsamultitudeofpathwaysincludingcertificates,diplomasanddegreesthroughnew joint programs and laddered articulation agreements. It will build on current collaborative research to provide SMEs with incubation space and access to stateoftheart technology and research. Two Ontario industry associations, the Mobile ExperienceInnovationCentreandInteractiveOntario,willbeactivepartners.Therelationshipwillincludepublicoutreach andengagement.Thetwoinstitutionslookforwardtofutureconjoinedcapitaldevelopment. OCAD University has a number of college articulation agreements in place and, with support from MTCU, has four other diplomatodegree negotiations underway. OCAD University has achieved partnerships with other Ontario universities, including an MOU with Laurentian University for collaborative delivery of OCAD Us Aboriginal Visual Culture Program servingAboriginalstudentsfromnorthernOntario;weareinvariousstagesofprogramdevelopmentwithotherinstitutional partnersacrosstheprovince. Impactonenrolment:OCADUniversitysintendedstudentenrolmentgrowthtoover5000FTEsby201617respondstothe increaseddemandforpostsecondaryeducationduetogrowthinthepopulationandpostsecondaryparticipationratesin theGTA.With73%oftheOCADUniversitystudentpopulationcomingfromtheGTAin201112,thedemographicgrowthin thisgeographicareasupportsourgrowthtargets.OCADUniversityhasgrownbyover30%inthelastfiveyears. The 2011 Commission on the Reform of Ontario's Public Services stated The provinces economic growth and competitiveness will need to rely considerably on the ability of the post secondarysystemtocontinueofferinghighqualityeducation,whileaccommodatingsignificantenrolmentincreases. Priority#3:LeadershipinCityandCommunityBuildingOCADUniversitywillleadinourareasofstrengthtobeacreative cityandglobalpartnerwithotherinstitutionsanddiversecommunities,andexpandpublicandprivatepartnerships. Throughout its 135 years, our institution has been a city builder working in close alliance with our neighbours. Productivityfactors: OCAD University recently commissioned an independent space study to determine its ability to meet its 201217 strategicplan.ThestudyrevealedthatOCADUniversitysutilizationofclassroomandlaboratoryspaceiswellabovethe systemaveragewiththemajorityofclassroomsandlabspacesbookedover40hoursperweek.OCADUniversityisthe mostefficientspaceuser,accordingtothe201011COUInstitutionalSpaceRequirementsstudy,usingonly40.3%ofthe requiredspaceitneedsforitsstudents,facultyandstaffcomparedtoasystemwideaverageof72.8%. One of the limiting factors to OCAD Universitys continued growth is that it is one of a few universities currently not namedintheExpropriationsAct.OCADUniversitycouldbeaddedtotheExpropriationsActviaanOrderinCouncilor viaanamendmenttoourActtoallowusthosepowers.
