1. Our deepest outrage due to the latest acts of violence against the Maya Kiche people of Totonicapn,perpetratedbytheGuatemalanStateviaitsmilitaryandpoliceforces. OnThursdayOctober4th,2012,inhabitantsofthe48villagesofTotonicapn,(48Cantonesde Totonicapn),anancestralindigenouspeoplesorganization,makinguseoftheirconstitutional righttodemonstrate,werepeacefullyprotestingatKm.170ontheInterAmericanhighway. The villagers were protesting against Constitutional reforms, reforms to the education system (teaching degree), and the high increase in the already costly electricity service that the governmentledbyGeneralOttoPrezMolinaistryingtoimposebyanymeanspossible;andin supportoftheircommunityleadersthatweremeetingthegovernmentinthecapital. This protest was being held simultaneously as the meeting planned in the Presidential Palace betweentheleadersofthe48villagesandPresidentOttoPrezMolina,whodidnotattendbut wasrepresentedbyapresidentialadviser,MiguelngelBalcarcel. ThecentralgovernmentsresponsewastorepressthisactofpopulardiscontentontheInter AmericanhighwayusingtheGuatemalanarmy,thusresultingineight(8)peopleassassinated, morethenthirty(30)withbulletwoundsandothersintoxicatedbyteargas. Oursolidaritywiththefamiliesofthevictimsofthismassacre,withthe MayanKichepeople andthepeopleofGuatemalainviewofthislatestactofviolencethatdemonstratesoncemore scorn,indifferenceandinstitutionalizedracismtowardstheindigenouspopulation.

WEREQUEST:
1. The Guatemalan Attorney Generals Office thoroughly investigate these events and undertake criminalproceedingsagainstthematerialauthorsandthehighcommandoftheNationalCivilian Police and the Guatemalan Army for these Human Rights violations against the Guatemalan people. TheGuatemalanCongressabolishBill402000whichauthorizesjointpatrolsbetweenthepolice and the army, and to reinforce the legal character of the Peace Accords especially in relation with the Accord on Strengthening Civilian Power and the Role of the Army in a Democratic Society. ThegovernmentofGuatemalarespectandimplementnationallawsandinternationaltreaties, signedandratifiedbytheGuatemalanState,specificallyagreementstorespectHumanRights,

aswellastheRightsofIndigenousPeoplestobeheardandtheirancestralorganizationalways berespected(ILOsConvention169). 4. That the government of Guatemala, political and legislative authorities, corporate media and theprivatesector,stopsystemicracismandthecriminalizationofsocialprotest. The government of Guatemala, assume its responsibility in this latest attack against the populationandcompensatethevictimsfamilies,andcomplytothethreelegitimatedemands thatmotivatedtheOctober4thdemonstration. The diplomatic bodies in Guatemala and governments at the international level, speak out against this new wave of repression against the Maya Kiche population, the Guatemalan peopleandtheirorganizations. To international Human Rights organizations, the UNs organizations, the CICIG (International CommissionagainstImpunityinGuatemala)andUNHCHR,theirtimelyinvolvementtoshedlight onwhathappenedandtheirsupportoftheAttorneyGeneralsoffice.
