___________________________________________________________________ The International Centre for Migration Policy Development (ICMPD), an international organisation with headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position in the framework of the project Itineris: Protection of migrants rights from exploitation, from Brazil to the European Union. The National Project Officer in Brazil will work in close co-operation with the Vienna based project team and Itineris project partners. The Itineris project is funded by European Commission, the Brazilian National Secretariat of Justice, Ministry of Justice of Brazil; the Brazilian National Immigration Council, Ministry of Labour and Employment of Brazil; the Swiss Federal Office for Migration; the Galician General Secretariat for Equality and the Portuguese Commission for Citizenship and Gender Equality. The project officially started in June 2011 and is implemented in Brazil, Portugal and Spain. The overall objective of the project is to protect migrants' rights, especially against exploitation and trafficking, by providing them with information on legal migration opportunities and enhancing the capacity of Brazilian anti-trafficking actors dealing with assistance to victims. The specific objectives of the project are: To enhance the awareness of emigrants migrating from Brazil to Europe about their rights; To promote the capacity of national administrations to fight against trafficking in human beings;

To strengthen national and international co-operation in the field of counter trafficking in human beings.

Tasks and Responsibilities


Under the supervision of the ICMPD Anti-Trafficking Programme Manager and Itineris Project Officers stationed in ICMPD headquarters in Vienna (Project Team), the incumbent will be responsible for supporting the implementation of the Itineris project in Brazil. This includes providing logistic support for research activities, organisation of project related meetings, workshops, conferences, study visits, monitoring and reporting. The incumbent maintains contact with local stakeholders, including government and civil society representatives as well as relevant international organisations based in Brasilia. Furthermore, the incumbent will support ICMPD external consultants throughout the project and ensure efficient communication flows between the consultants and the local stakeholders. More specifically, under the guidance of the Vienna based Itineris project team the NPO shall perform the following tasks: Provide support to ICMPD staff, project partners/associates and external consultants in order to ensure the timely and proper implementation of the project; Identify, liaise and coordinate with relevant anti-trafficking stakeholders in Brazil in close coordination with the ICMPD Itineris project team based in Vienna; Support project co-funding donors to prepare administrative reports, according to ICMPD/EU rules and regulations; Assist the ICMPD Itineris project team, the Anti-Trafficking Programme Manager and the external consultants during field missions; Ensure efficient information flow through reporting to ICMPD project team according to agreed reporting guidelines and on ad-hoc basis as necessary; Provide translation/interpretation services as requested; Carry out administrative and logistic tasks as requested according to ICMPD rules, e.g. organisation of meetings, identification of service providers, requesting offers, preparation of missions, handling local petty cash expenditures, prepare draft budgets for the meetings, procurement requests and other financial documents; Keep the project team informed on general political events and events with direct impact on the project work; Ensure visibility of ICMPD and project donors; Perform according to the ICMPD code of conduct and represent the organisation in the best possible way to national and international partner organisations; Other tasks as assigned.

Qualification and Experience


Graduation degree in international relations, law, development studies, social or political science, migration studies or related field; Minimum 3 years of relevant work experience, previous work experience with an international organisation and/or national public administration in Brazil; General knowledge and understanding of migration and trafficking in human beings issues and principles; Working experience in the field of migration and/or anti-trafficking in Brazil would be an asset; Experience in project management (PCM- Project Cycle Management);

Previous experience in compiling financial reports for public administration or international organisation is required; Self-initiative and a proactive attitude; Excellent diplomatic, organisational and communication skills: - Ability to communicate effectively with high-level public officials (previous experience preferred); - Ability to write official correspondence both in English and in Portuguese. Ability to meet tight deadlines and work as a team member; Proficiency in Portuguese, both in speaking and writing; Proficiency in English, both in speaking and writing; Computer proficiency (especially Microsoft Word and Excel).
