the candidates that would have a direct impact on you. It is important to learn more about a candidates political platform and if already in office, have they acted on the said platform in previous campaigns, while in office. Like most of us in todays world, measureable outcomes are a requirement and politicians are no different. Another question to ask is what are some of their initiatives, what do they support or believe in? When looking at the candidate you are considering voting for, think-how does their success or lack of, directly affect you and your beliefs? Why is this individual running for a particular seat; is being a politician in their blood or are there other reasons and are they the right reasons? Regardless of the political party you choose, the most important thing a citizen can do is VOTE! It is difficult to complain about something, if you were not a part of the process (VOTING). There are several resources in our community that can assist individuals that are new to the world of politics and voting. It is important to remember that action we take today can have lasting effects on our businesses, families, and ourselves. The Chamber of Commerce wishes all candidates, opposed or unopposed, the best and encourages all citizens to vote in what you believe in. We all have voices- how we use it is key! Warmest Regards,

What is Small Business Saturday? Small Business Saturday is a day for everyone from the business owners who create jobs to the customers who buy locally to support small businesses that invigorate the economy and keep communities thriving. It began in 2010 when American Express founded Small Business Saturday to help small businesses get more exposure during one of the biggest shopping weekends of the year. Last year, over 100 million people came out to shop at independently-owned small businesses on the day. Now, in its third year, Small Business Saturday will be even bigger. American Express is offering free and easy-to-use tools to help small businesses get the most out of the day and tools for consumers to show their support. When is Small Business Saturday? Small Business Saturday is the Saturday after Thanksgiving and it sits between Black Friday and Cyber Monday. This year, it falls on November 24th. Why should I be a part of Small Business Saturday? As a consumer, you are a key part in helping small businesses thrive. By shopping or dining at a small business this November 24th, youre showing

YSUNY Jefferson Community Colleges Continuing Education Division has partnered with the Foreign Policy Association (FPA) over the past four decades in order to offer Great Decisions discussion and seminars for North Country residents. SUNY Jeffersons Great Decisions, course is one of the many chapters of the FPA program that exist nationwide to help create the worlds largest discussion program concerning international affairs. The course explores and questions current events and dilemmas in Foreign Policy. This years topics include: The Arab Spring Democracy as US Foreign Policy US-Mexican Relations Cybersecurity Exiting Iraq and Afghanistan Environmental Policy Indonesia Energy and Geopolitics The New Global Economy

variety of perspectives borne from personal and professional experiences that bring the debates to life and lead to invigorating lessons. Informed by an FPA published compendium of articles about each topic, as well as, an award winning educational video that provides background context, contemporary analysis and policy options- members of the Great Decisions course are able to live up to the expectations of democratic participation. Guest speakers during the 2012 session, who enhanced the discussion of topics, include Dr. Bruce Erickson who is a professor of Latin American history from LeMoyne College in Syracuse, Ms. Aubrey Clark, who is a hydrofracking activist from Western NY and SUNY Jeffersons own Dr. Raymond Petersen from the Social Science Department and Center for Community Studies. As future planning begins, any persons who might be interested in sharing professional or academic expertise about foreign policy issues are encouraged to contact Molly Reilly, through SUNY Jeffersons Continuing Education office. 2013 topics include: Future of the Euro Egypt NATO Myanmar and Southeast Asia Humanitarian intervention Iran China in Africa Threat Assessment Great Decisions meets on Monday from 7pm-9pm at SUNY Jefferson. The class enrollment has met capacity at twenty-eight students. The class is limited to registered participants and is a wonderful community of civically minded people. Dr. John Deans introduced the program to the North Country in the 1960s and has been its sole instructor until this year. Molly Reilly, adjunct instructor for Social Science at SUNY Jefferson and Alexandria Central Secondary Social Studies teacher, is instructing the course this fall. Mrs. Reilly holds a Master of Arts in Political Science from the Nelson A. Rockefeller College of Public Affairs and Policy at SUNY Albany. Having worked with the Republic of the Marshall Islands at their Washington, DC embassy to conduct US Department of Energy qualitative research about the US Department of Defense Nuclear Arms testing in the RMI, Mrs. Reilly brings to bear during class her expertise and interest about US foreign affairs through military intervention in the Pacific. Reflecting on her experiences this semester Mrs. Reilly says, The conversation generated in this seminar and discussion class is intelligent, insightful, creative and very important. The community of longtime students who are participating in this class are able to share a

New York has also identified several areas in which it will enrich benefits to comply with federal requirements, adding pediatric dental and vision coverage, habilitative services and mental health and substance abuse parity. Removing annual and lifetime dollar limits are still being studied. Long way to go. *************** New York has increased its efforts to establish and develop its Health Benefit Exchange in recent weeks. The state formally selected an Essential Health Benefits plan to serve as its benchmark in the exchange that begins in 2014. New York has submitted the essential benefits plan to the U.S. Department of Health and Human Services for approval. With key dates and deadlines quickly approaching, meetings among the state exchange staff have intensified. The state is planning to submit an exchange blueprint for certification by HHS prior to year end. The state will begin to submit rates and forms in April, 2013 and plan certifications in June. All of this is in preparation for the January 1, 2014 effective date. Choosing your options for Medicare can be confusing with all of the choices and changes from year to year. The new enrollment period for 2013 officially opened and continues until December 7th. The annual eight week window allows those who turned 65 this year and those who have been on a Medicare plan to sign up and / or reassess their plan options. Its very important to evaluate, and if necessary, discuss your medical / prescription needs with someone in the know. There are differences in the way certain drugs are covered by certain plans. There is a change in the doughnut hole again this year; that is a gap in coverage for prescriptions resulting in higher cost to the individual until enough is spent to qualify for catastrophic coverage. Expanded drug coverage, along with new screenings for a number of health related issues help to strengthen overall coverage. As confusing as this can be, seniors need to shop around. You might be able to save money out of pocket while preserving benefits. Be sure to check with your doctor to see if they will continue to participate with the plan you are enrolled in. Have a list of medications ready when comparing plans to see how costs will be affected. You and your spouse may have different medical needs. Two different plans may mean more affordable options. Made in New york Chamber Initiative


Earlier this year, The Business Council of New York State, Inc. launched MADEinNY.org, a website that promotes New York businesses, their products and services. The website was created to highlight and promote Business Council members and the many diverse products and services available through those businesses located within New York State. The intent of Made in New York is to increase awareness of the great companies that are the backbone of New Yorks economy. The Made in New York website is becoming a popular destination for people seeking to buy and invest in New York. Currently, only members of The Business Council may have a page on the site, at no cost to them. Several chamber members have expressed interest in creating a page on www.MADEinNY.org, in order to promote local businesses within their own membership. In an effort to better serve our chamber members and provide greater access to the Made in New York products and services, The Business Council has begun an initiative that allows members of chambers to create a page on the site for $199. Clearly, the economy can strengthen and jobs can be created when consumers purchase New York products and services. U.S. Department of Homeland Security Federal Emergency Management Agency communities - not from Washington, DC, said FEMA Administrator Craig Fugate. The goal of this program is to empower communities to collaborate and develop innovative ways to effectively respond to disasters. The opportunity is provided through the Rockefeller Foundation and FEMA and will be administered by the Los Angeles Emergency Preparedness Foundation who will act as a third-party intermediary to encourage local communities to engage in creative activities that enhance disaster resilience. Funding levels will range, with a maximum award of $35,000, and applications are open to most local, state, and tribal agencies and governments; business entities; associations; organizations and groups. Submissions will be accepted through October 26. Key assessment areas for the awards will be the applicants demonstration that their approach to community resilience is innovative, collaborative with community stakeholders, sustainable, repeatable-in that the approach enables other communities to replicate their successful outcomes-and beneficial to the community in measurable ways. FEMA recognizes that a government-centric approach to disaster management is insufficient to meet the challenges posed by a catastrophic incident. To meet our Nations preparedness goals, the Whole Community must be actively involved in all phases of the preparedness, response, and recovery cycle. These awards are designed to invest in and enhance the Whole Community effort. Application Period Open for Funding to Increase Local Resiliency through Whole Community Approach WASHINGTON-Today, the Federal Emergency Management Agency (FEMA) announced that the application period is open for a new funding opportunity to build local resilience, through a Whole Community approach, in communities across America: the Community Resilience Innovation Challenge. Though National Preparedness Month comes to a close at the end of September, FEMA and its partners know that preparedness must continue in communities yearround. This new monetary opportunity is designed to continue to move community preparedness forward and assist local areas in building and revitalizing communitybased partnerships to advance the nations resilience to disasters. The best resiliency ideas originate in our states and

WatertownDaily Times: The Watertown Daily Times recently launched its e-edition of the newspaper. Access to the e-edition can be found on the home page of the Timess website, www.watertowndailytimes.com. The e-edition will be available by subscription. Subscribers of the print version can receive the e-edition for an additional $10 a year. The price for the e-edition only is $69.95 for a year. There are also rates for one-month, three-month and six-month subscriptions. One-day and multiple-day subscriptions are also available. Sams Club in Watertown finished a six-month remodeling project that renovated the store at 1283 Arsenal St. and added 32 employees as a result of the expansion. It includes a 700-square-foot bakery, a revamped deli offering takeout dinners, a photo department and new paint. The Northern New York Rural Health Care Alliance soon may merge with the Fort Drum Regional Health Planning Organization. The idea is preliminary, both boards executive committees will explore that option and see if it fits in with the mission of health care being served effectively in the north country. A warehouse expansion project planned by Watertown manufacturer North American Tapes will be partly funded by a $200,000 loan approved by the Jefferson County Industrial Development Agencys board of directors. The warehouse, located on Fisher Road in the Jefferson County Industrial Park, plans to add 12 employees to its staff of 19 over three years at the retrofitted facility. The 19,200-squarefoot expansion will include a shipping area and converter room for manufacturing special tapes. The projects total cost is $1,488,000. Jefferson Community College and Stebbins Engineering & Manufacturing Co. have been designated goldlevel Fit-Friendly Worksites in 2012. by the American Heart Association. The gold status is achieved when an employer implements programs and activities to encourage physical activity, nutrition and culture enhancements, such as on-site walking routes, healthy food choices in cafeterias and vending machines, annual employee health risk assessments and online tracking tools. The United Way of Northern New York Board of Directors announced that its chief professional officer, Jayn M. Graves, will retire June 30. While she will end her career with the agency then, she hopes to continue working in the local nonprofit community throughout her retirement. The Watertown Local Development Corp. agreed to give local restaurateur Michael John Cavallario a $200,000 loan to buy Shortys Place on Coffeen Street. For the past eight years, Mr. Cavallario has run the diner, and now he is arranging to purchase it. The purchase price will be $1.1 million. Girl Scout troops in the Watertown area will mark their 100th anniversary by planting 100 trees at Thompson Park, the Alex T. Duffy Fairgrounds and Factory Square. The Girl Scouts are participating in a program called 100 Girls/100 Trees with help from a grant from the Northern New York Community Foundation. Dwight J. Doane has been appointed the Volunteers in Service to America veterans service coordinator at Jefferson Community College. Mr. Doane will collaborate with community organizations and veterans to address unmet needs, help enable veterans to reach their education and career goals and work to provide a veteran-friendly learning environment. Jefferson Community College announces the launch of a new associate of applied science (A.A.S.) degree program in Chemical Dependency. The program is designed to provide the education and training for graduates to enter the field of chemical dependency as an entry level counselor or service provider. New York Governor Andrew M. Cuomo has appointed David J. Clark, Watertown, to the Jefferson Community College (JCC) Board of Trustees. Retired-Colonel Clark, U.S. Army, currently serves as the site manager for General Dynamics Information Technology on Fort Drum where he leads a team of contractors providing training and technical support to soldiers via the Army Battle Command Training Center (BCTC) on post. A major donation for the Jefferson County SPCA sets up a permanent satellite shelter on Watertowns west side at the Petco store on outer Arsenal Street. The store is undergoing a complete remodel and when complete, it will include 1,200 square feet of space for the SPCA. Its a $180,000 project, half coming from Petco, the other half from the Petco Foundation.
