The affair was discovered during an FBI investigation, according to ofcials briefed on the developments. The agreement was signed during the bilateral meeting between President Aquino and visiting Canadian Prime Minister Stephen Harper, who arrived in the country Friday night for a three-day visit. The President did not specify what equipment would be acquired or how much they would cost, but he told journalists in a brieng that the country only had two operational transport plans and 132 World War II-vintage sea vessels. The fundamental issue is that we have a lot of outdated equipment, Mr. Aquino said, noting that the countrys 132 sea vessels need to patrol 36,000 kilometers of coastline, excluding the area covered by

US Navy contractor wont shirk from duty

A RANKING ofcial of a US Navy contractor which owns the ship that allegedly dumped toxic wastes into Subic Bay assured the Filipino people and the United States government that they did not commit any violation pertaining to environmental degradation, and at the same time expressed willingness to face a congressional inquiry. Retired Vice Admiral Mateo Mayuga, Chief Operating Ofcer of Glenn Defense Marine, said the company recognizes that they have a legal and moral obligation to protect the seas and will not do anything to harm it in any way. The Glenn Defense Marine owns the M/T Glenn Guardian, which allegedly dumped toxic wastes from US ships into the waters of Subic Bay. We in Glenn Defense Marine Asia Philippines love the environment, too. We will not shirk from our moral and personal obligations to keep it from destruction, much more the waters that give us life, particularly our business that thrives on seas, Mayuga said in a statement. The toxic wastes, according to a previous report, came from the USS Emory S. Land, which participated in a joint military exercise with the Philippines armed forces last October. We welcome full-dressed investigations into the allegations that our ship dumped into the Subic Bay the wastes we collected from US naval ship USS Emory S. Land during the recent Visiting Forces Agreement exercise in the Philippines, Mayuga said. We are very much condent we will come out clean even in the most assiduous investigation. And if ever it will prove that toxic waste were indeed dumped, it cannot come from us, Mayuga added. He explained that the accusation against Glenn has no proof since the issue is still being investigated, and added that the report was premature and malicious. ACPC president Jovita Corpuz said that the additional credit fund will benet an estimated 97,676 new small farmer and sherfolk who have no access to banks and other sources of formal credit. Under the Agriculture and Fisheries Modernization Act, the program should be given P2 billion on its rst year and P1.7 billion in the next six years. With higher budget allocated to the Agriculture Department, the

program will have an additional P1 billion budget in 2013 on top of the funds pooled from collections from terminated farm credit programs. ACPC, which is the government agency mandated to oversee the implementation of the umbrella credit program, plans to utilize the additional funding for the benet of farmers and shers who are engaged in the production of priority commodities, Corpuz said. Romeo Acop, a former police deputy director, said that the police force and other authorities should be able to double check if the high-prole fugitives have already ed the country to enable them to make the right and better move leading to their arrest. Clearly, the PNP is not exerting enough effort to run after these high-prole names (fugitives) and they lack focus. Cebu sh-booms once more

REPEATING the economic performance that earned it the name Ceboom in the 1990s, Cebu led other provinces in the Central Visayas region and posted impressive performance during the rst half of this year, according to documents obtained from the National Economic Development Authority.
The data showed that indicators in all major industries were above average, except for agriculture which was unable to sustain growth because of a decline in production The positive development paves the way for the development of more infrastructure that will spur continued growth, like a new passenger terminal for the Mactan-Cebu International Airport and the Cebu bus rapid transit system. Export sales of the region in the rst half of 2012 was more than double the level in the same period in 2011. Export receipts reached $1.9 billion during the period under review, or 102.8 percent higher than last years $957.02 million. The regions imports went up by 67.5 percent, reaching $1.3 billion in the rst semester from $834.9 million during the same period last year and indicating continued positive performance of the export sector in the next month as industries stock up to produce more. The balance of trade surplus grew to $ 543.1 million from January to June this year, compared to $122.1 million in the same period last year. Tourism arrivals in the region also grew faster this year, going up 12.2 percent, recording some 1.4 million arrivals. Foreign arrivals to the region grew by 13.9 percent while domestic tourists went up by 11.2 percent. Except for Bohol, all provinces in the region posted double-digit rates of increase in visitor arrivals. Negros Oriental registered the highest growth rate with visitor arrivals up by 29.7 percent, followed by Siquijor at 17.7 percent. Cebu grew by 13 percent. Bohol, meanwhile, remained the second most visited province in the region, accounting for 12 percent of total arrivals. The rosy economic gures brings to the fore infrastructure projects that are expected to encourage more growth in the region. One of the big projects in the pipeline is the new passenger terminal which will be undertaken through the public-private partnership. However, the project still needs the approval of the Regional Development Council before it can be presented to the NEDA Board for approval. The project is currently being reviewed by the Lapu-Lapu City Council. On the other hand, the Cebu BRT system is proposed for funding by the Cebu City Government and the Department of Transportation and Communications. The transport program needs the go-signal of the NEDA investment coordination committee (ICC) before it can push through. Another project in Central Visayas is the construction of an airport in Panglao, Bohol, which is for PPP funding. The Panglao airport is scheduled for reevaluation by a Japanese team.

Call centers to create 500,000 new jobs

THE growing business process outsourcing in the country is expected to create more than 500,000 new jobs in more than 800 companies between 2013 and 2016, according to Pasig City Rep. Roman Romulo. Their economies of scale will enable them to quickly draw in more business that will necessitate the recruitment of thousands of additional staff, Romulo said. The larger BPO rms have cost advantages. Owing to their size, they can easily offer both existing and new clients all kinds of back ofce and business support services at highly competitive prices, he said. Romulo said the industry released revenue reports for 2011 and Accenture Inc., Convergys Philippines Services Corp. and TeleTech Customer Care Management Philippines Inc. have emerged as the countrys largest BPO entities by gross revenues and full-time staff. With over 25,000 employees in 13 locations in the Philippines, Accenture reported P22.256 billion in revenues in 2011, up 27.7 percent from 2010. Convergys and TeleTech posted P14.400 billion (up 21 percent) and P11.250 billion (up 19.5 percent) in revenues, respectively. Convergys has some 30,000 personnel in 19 sites all over the Philippines, while TeleTech has a staff of around 20,000 in 14 facilities. Bill wants new state counsels


AN administration ally in the House of Representatives on Saturday underscored the need for the state to upgrade the legal staff of the Department of Justice, recognizing its pivotal role in the countrys international commitments and economic development. The current Legal Staff of the DOJ are our indispensable silent workers, Rep. Jerry Treas, chairman of the House committee on public accountability, as he pushed for the passage of his HB 6632. The bill, otherwise known as the the State Counsel Act of 2012, seeks to create the Ofce of the State Counsel to be headed by a Chief State Counsel, under the supervision of the Secretary of Justice. Republic Act 2705, enacted on June 18, 1960, saw the creation of the Legal Staff headed by the Chief Legal Counsel with the assistance of 30 attorneys. It was mandated to assist the DOJ Secretary in the performance of her duties as attorney general of the Philippines, and as ex-ofcio legal adviser of government corporations or enterprises. Treas noted that the legal staff then was mainly responsible for the issuance by the Secretary of Justice of various written legal opinions requested by government entities, instrumentalities and ofces. However, he pointed out that over the years the Legal Staff has evolved and been involved in more undertakings of different elds. It adjudicates and arbitrates conicts or controversies between or among government ofces and agencies. The staff resolves the legality of tax ordinances or measures, reviews citizenship and immigration cases, implements the anti-dummy law, negotiates and executes executive agreements and treaties, and determines the status of refugees in compliance with the countrys commitment to the 1951 United Nations Convention Relating to the Status of Refugees and the 1954 UN Convention Relating to the Status of Stateless Persons. BAYAN Muna Rep. Teddy Casio on Saturday urged consumers to buy Filipino-made products to help spur the local economy and provide much needed income to our local producers, especially the micro, small and medium enterprises. It is during Christmas that we encounter a lot of imported products - from fruits to Christmas lights and other retail products. I hope we do not forget our compatriots who also produce quality products, said Casio, chairman of the House committee on small business and entrepreneurship development. Casio authored House Bill 5573 declaring November as the Buy Pinoy, Build Pinoy Month. The campaign will be on the minds of the consumers, just in time for Christmas shopping, Casio said. Casio also called on returning Filipinos from overseas to shun duty-free shops and avoid the hassle of transporting boxes of imported goods. Let us show our relatives and friends that a real balikbayan is the one who returns to patronize Philippine products. It would be better if our presents, although bought with foreign money, is made by Filipino hearts, Casio said. He said the local enterprises benets the most if Christmas shoppers buy Philippine-made products. The sector is comprised of more than 750,000 rms, or 99.6 percent of total establishments in the country, contributing 61.2 percent of total employment, Casio said, adding that most MSMEs are mostly into food and retail services. Masbate folk celebrate citys gains


MASBATE City, the capital city of Masbate Province in the Bicol Region, has just wrapped up its two-month celebration of its cityhood with beauty and talent searches, dance competitions, and sports festivals, showcasing Masbateos unity at the citys 12th anniversary celebration. Just one of the 21 municipalities of Masbate Province in the 90s, Masbate was converted into a component city on August 16, 2000 under Republic Act 8807. It was ofcially proclaimed by the Commission on Elections as a component city on September 30, 2000 after Masbateos voted in favor of cityhood in a plebiscite held later that year. The city entered its 12th year with more reasons to celebrate. For one, the city saw its efforts to protect its marine ecosystem bear fruits with the coastal city successfully eliminating illegal shing and has been recognized 100 percent dynamite-free in all its shing areas. Its Bugsayon and Buntod Marine Sanctuaries have also been recently ranked by the Department of Environment and Natural Resources as rst and second most climate change resistant coral reefs in the whole of Central Philippines, respectively. A variety of marine life forms inhabit the sanctuaries including green sea turtles, hard and soft corals and target species like coral breams, parrotsh, surgeonsh, snappers and goat sh, among others. Protected and maintained by the local government, the two coral reefs have shown excellent chances to withstand both manmade and natural disturbances. Natural traits of Bugsayon and Buntod make them highly resilient to the impacts of the prevailing climate change phenomenon as these bring down temperature stress to allow faster recovery of the coral cover and sh biomass. It also helps that local shermen police their ranks to help protect the marine sanctuaries. Groups are also assigned to supervise tourists and make sure they follow regulations on maintaining cleanliness as well as the ban on collecting live corals, explained Tito Velsa, head of the City Coastal Resources Management Ofce. Another testament to how the city has high regard for its marine ecosystems is having its own Coastal Resource Management Interpretative Center, the rst of its kind in the Philippines. The city is also active in reforestation activities as well. Trade of copra, cattle and other livestock, as well as aquamarine resources in Luzon and Visayas have also remained brisk and continued to serve as main sources of revenues for the communities. Meanwhile, the citys pride and a major highlight of the cityhood anniversary celebrations, the Lapay Bantigue Dance Festival, founded only three years ago, won the Championship in the Gayon Bikol 2012 Festival of Festivals held last February in Iriga City, Albay. The Masbate City contingent also bagged the Best in Moving Choreography special award. The city has previously acknowledged the Lapay Bantigue Festival, its protected marine sanctuaries, as well as its Rodeo Festival, as the top reasons why more tourists have been ocking to the coastal community. Aside from the Lapay Bantigue Festival, other highlights of the 12th Masbate cityhood celebrations include the 1st Beach Volleyball Tournament and 1st Mayors Cup Street Volleyball Tournament, Interschool Basketball Tournament and Cheer Dance Competition, Civil Service Night Fun Run, Launching of Adopt-a-Park project, Talent contests, Womens Wellness Day, Cosmetologie 2012, Handuman Display, Search for Ms. Masbate Colleges, Medical and Dental Mission, Rakrakan sa Magallanes Coliseum, and the Civic parade.

Looking for magic


ARE WE THERE YET?
I THINK there is wisdom in having co-production ventures between and among movie producers and artists in the Southeast Asian region. Our theater and music artists already enjoy loyal following in Singapore, Hong Kong, Indonesia and even Thailand. I understand Lea Salonga and Menchu Lauchengco Yulo are currently in Singapore performing in a play there while the likes of Christian Bautista are considered superstars in Indonesia. We comprise a sizable percentage of the audience that laps up Korean and Taiwanese telenovellas. It makes perfect sense for Southeast Asian artists to collaborate and do co-production ventures. For this and other reasons (which I will explain towards the end of this piece), I rounded up the usual willing victims composed of friends and relatives to watch Suddenly Its Magic, Star Cinemas latest commercial lm offering. The idea behind the venture is admirable: Bring Thailands reigning heartthrob Mario Maurer to the country to star in a movie opposite one of the studios young perky actresses, in this particular case, Erich Gonzales. Maurers presence in the movie was already expected to attract droves of teenage girls into moviehouses, he may be Thai but his fan base has spread across Asia. In fact, he has been in the country several times recently for product endorsements. There was a respectable crowd inside the theater when we walked in but it couldnt be said that that people were lining up to get in. Maurer and Gonzales looked good together in the movie. Suddenly Its Magic reminded me of those Snooky Serna-Albert Martinez potboilers that Regal lms churned out when I was younger (if my memory serves me right, one such movieI think Bata Pa Si Sabel was actually shot in the same location used by Suddenly Its Magic). The plot was fairly simple, the complications involving personal emotional crises were magnied into earthshaking proportions, and most of the screen time was focused on the glowing visage of the two leads. Did I mention already that the Maurer and Gonzales look good individually and together in this movie? Sadly, theres a limit to everything in this world. Too

much of anything, even of the handsome mug of Maurer and the pretty face of Gonzales, can be cloying after a while particularly if these actors are not allowed to do anything else other than look cute onscreen. I must admit that I had great expectations from the movie because it was directed by Rory Quintos, the same director who directed Anak, Dubai and Kailangan Kitarelatively good examples of exemplary moviemaking. But Suddenly Its Magic is not up there among Quintos best works. It is too formulaic, hobbled by really bad casting, and is too concerned with being cute that it comes across as having no depth at all. The whole movie could have been reduced into a ve-minute MTV and nothing would have been lost in the process. But theres something in the movie that makes it worth watching until the very end its breathtaking location! Suddenly Its Magic was shot in Ilocos Norte. The character that Gonzales plays in the movie operates a caf right across the magnicent Paoay Church. The movie likewise features the various sights of the provincefrom the Patapat Viaduct in the town of Pagudpud, to Fort Ilocandia, to the rock formations and idyllic beaches of the province. I recently took a break to do a road trip to the Ilocos province with a friend who was traveling from Canada and it was an experience that I would highly recommend to anyone. Taking a road trip in this country is not exactly advisable given the state of our road networks, but the roads in Ilocos are really superior. Either the local governments in the area are less corrupt or the people just really go out of their way to take care of public properties. The centuries-old churches and the natural attractions are very well maintained. I almost burst into tears when I rst saw the faade of Paoay Churchits just so amazing that something so beautiful has been preserved for centuries in this country! Its not the Taj Majal, thats for sure, but its just as spectacular. The road trip took us to Vigan and the other places in Ilocos Sur, as well. Wherever we went in Ilocos we were met by the same sightslush vegetation, fairly clean surroundings, paved roads, and generally friendly people. Theres something that we can all learn from the Ilokanos. To my mind, if there was magic in that Star Cinema movie, it was simply the location.

The Presidents pleasure


PHILIPPINE National Police Director General Nicanor Bartolome will turn 56 in March 2013. This is also when he is supposed to retire from active service. President Benigno Aquino III, however, may have other plans and Bartolome may as well be the last to get it straight from him. The move of Department of Interior and Local Government Secretary Manuel Roxas II to designate PNP Deputy Director General Alan Purisima to head the task force that will oversee the conduct of elections in May is an indication. A clearer sign, however, is Mr. Aquinos own pronouncement during his trip to Laos that he plans to place Bartolome on non-duty status. If the PNP chief agrees, he will still retire on his birthdayalbeit being a lame duckand reap the full benets due him. Bartolome says he understands. He, too, wants a peaceful, orderly and credible elections. The last thing he wants is to get in the way. After all, he serves at the pleasure of the President. He would wish, however, that the President who appointed him, who should have known about his retirement coinciding with the 2013 polls, and who should know that ensuring an orderly turnover is part of his job, were more forthright about his plans. No such luck. Instead, Presidential spokesman Edwin Lacierda says the Palace welcomes the positive reaction of Bartolome and says no meeting between the two has been scheduled. Bartolome has reacted positively all righthe showed how a person of character must act despite a lack of confidence from his superior. It may be a bad coincidence that his birthday falls on a crucial month. But perhaps the greater misfortune is to head the police force with a leader like Mr. Aquino. At the Presidents pleasure is an expression that presupposes that the decision maker bases his actions on sound, logical and fair premises. In the Presidents case, however, pleasure seems closer to whim the actuations of a child doing whatever he wants just because he feels like it. Just because.

The warden system

MANY foreigners living in the Philippines know little about their local embassies especially what they can and cannot do for them. Indeed, there are some foreigners who dont want their embassy to know they are here. They believe their whereabouts will be reported back home to the tax authorities or similar entities. This is not correct. Embassies are not here to spy on their nationals. As part of the services offered by some embassies, there is an army of foreign residents dotted around the Philippines known as embassy wardensnot to be confused with prison wardens. In the UK a warden is a person charged with the care or custody of persons, animals, or things. As for UK prisons, we have wardens in charge of prisoners. As far as I know, the United States, the UK and Canada all operate a warden system. Im told by German friends that no such system exists for nationals of that country. And I really dont know about other countries. So, if you are not British, American or Canadian, you might like to nd out from your embassy if there is such a system operated for nationals of your country. So, what does an embassy warden do? Im speaking as the British Embassy Warden for Negros Occidental, but essentially, we all perform the same tasks. We basically act as a link between an embassy and the nationals of that countryin my case the Brits who live in the province. We provide information about important areas such as passport renewals and visa requirements. I must emphasize that wardens have no influence when it comes to visa applications. We are also available to help British nationals, who have problems like ill health. We can inform family and friends in the UK. And we are also here to assist British nationals who might be affected by a crisis like a civil disturbance or a natural disaster. When theres a crisis, we will: Pass information from the Embassy to the British community; Report on local conditions to the Embassy; Offer practical assistance and advice to Embassy staff; and Identify affected British nationals and pass their details to the Embassy. The British Wardens report to the Her Majestys Consul and his staff at the British Embassy in Manila. If a British national is arrested or detained, the wardens can assist immediately by informing the Embassy of the situation and, as necessary, putting the national in touch with Embassy staff. The consul in turn can put the detained person in touch with family members and can forward money from family, ensure that any medical problems are brought to the attention of the prison doctor and take up any complaints with the authorities. But the consul cannot get a national out of prison, pay bail, legal fees or fines. The consul also cannot get special treatment or demand you have better treatment than local prisoners. It does of course help in all respects if British nationals register with the Embassy. I should stress that no information about the whereabouts of British nationals is passed by the Embassy to any authorities such as tax offices. Asian stocks sink on US fiscal cliff fears
HONG KONGMost Asian stock markets sank Friday, weighed down by fears over the so-called US scal cliff thats seen as a big threat to the economic recovery. Chinese stocks edged higher as investors awaited economic data they hoped would show a pickup in growth. Japans Nikkei 225 index fell 0.8 percent to 8,768.43 and Hong Kongs Hang Seng shed 0.4 percent to 21,472.65. South Koreas Kospi retreated 0.5 percent to 1,905.33. Australias S&P ASX 200 dropped 0.5 percent to 4,461.30 after the central bank released a downbeat assessment of the countrys economy. The slump in major Asian stock markets mirrored the trend in markets worldwide as investors have refocused on challenges to the world economy following President Barack Obamas re-election. Many worry that gridlock in Washington will prevent the president and Congress from reaching a deal before the package of tax increases and government spending cuts kicks in on Jan. 1. Investors also have renewed fears about Europes lingering debt crisis. European Central Bank President Mario Draghi warned that the economy of the 17 nation grouping that uses the euro remains weak and will struggle to grow even with visibly improved condence among the currency unions nancial markets. Asian stocks are going to be very much driven by the US and Europe, said Peter Esho, chief market analyst at City Index Asia Pacic in Sydney. But I think things will change in the rst quarter of 2013 with a coordinated Chinese response to the countrys painful slowdown, he said. AP

BEIJINGAsset disclosure for Chinese ofcials is likely to be slowly phased in over time, a senior Communist Party leader said Friday, as the government grapples with the fraught task of rooting out the corruption that has fed widespread public anger.
The comments from Wang Yang, a member of the decisionmaking Politburo with a reputation as a reformer, came a day after the party opened a weeklong congress to install a new leadership with a call to ght corruption. Speaking to reporters, Wang said that the province he runs, Guangdong, is exploring methods for ofcials to declare their wealth and that in the future public disclosure of assets will be required of all ofcials. I believe Chinese ofcials, in accordance with central rules, will gradually make public their assets, Wang said after a meeting with congress delegates from Guangdong. He did not give a time frame. Wangs comments highlight the handwringing at many levels of the party over its inability to tamp down on the corruption by ofcials and their family members that has deepened public disgust and fed many of the tens of thousands of protests that hit China yearly.

At the congresss opening Thursday, President Hu Jintao warned that unrestrained graft threatened to topple the partys continued rule. He called on the partys 82 million members to be ethical and to stop their family members from trading on their connections to amass fortunes. The congress itself had no public agenda on Friday. Delegations met separately to discuss the lengthy report Hu delivered. But in fact, most of the delegates have little say over the main agenda. The selection of younger leaders to replace Hu and his colleagues is done behind the scenes by the departing leadership, retired party elders and other power brokers. Wangs views matter. An ally of Hus from their days 30 years ago in the Communist Youth League, Wang has gone on to forge creden-

tials as a reformer. In Guangdong, he has tried to guide the economy away from labor-intensive assembly-line processing and enacted more tolerant rules for environmental and other local activist groups that the party has mostly tried to suppress. Wang has been considered a candidate for the new leadership, the Politburo Standing Committee, though party-connected scholars say his policies and popularity have brought a pushback from conservatives, diminishing his chances. All party members are reformers, Wang told reporters Friday, brushing off a question about his prospects. WARSAW, PolandWho doesnt want a picture of Marilyn Monroe? Hundreds of photographs of the blonde bombshell and other celebrities, including famous ones of Monroe in bed and as a ballerina, were sold for some $750,000 Thursday evening at an auction house in Poland. Bidders and spectators packed the Desa Unicum house in Warsaw, where 238 pictures by the late American fashion and celebrity photographer Milton H. Greene were up for sale. Only one remained unsold, among some 500 bidders. The auction house said in a statement that the 2.4 million zlotys obtained made it the nations biggest photo auction to date. Most of these pictures of Monroe were taken from 1953 to 1957 when Greene was her advisor and business partner. He made many of the prints during Monroes lifetime and they are highly valued by collectors. They include series of rened black-and-white studio photos and shots taken in natural surroundings, sometime in provocative poses, some in color. As the bidding began, a black-and-white photo of a reclining Monroe in black stockings sold for 50,000 zlotys ($16,000), and another of her in a ballerinas dress sold for almost $20,000. A picture of her in bed sold for $8,500. The auction also offered Greenes pictures of other stars, like Audrey Hepburn, Grace Kelly, Marlene Dietrich and Liza Minnelli. A picture of Nelly Nyad in white veil was among the bestsellers, at some $14,000, the auction house said. Other greats in the vast portrait collection, which had been estimated at $680,000, included Cary Grant, Frank Sinatra, Paul Newman, Alfred Hitchcock and Marlon Brando. The photos come from a collection of some 4,000 Greene pictures that Poland obtained from Chicago businessman Dino Matingas in the mid-1990s as the result of a complex communist-era embezzlement scandal linked to the buy-out of Polands state debt. Proceeds from the auction will go to the Polish government. They, and almost 400 hundred Filipinos, studied at Cornell University in Ithaca, New York. Cornells campus is set above the hills of Cayuga Lake in upstate New York. The Cornell Club of the Philippines, one of over 130 Cornell Clubs in the world, is celebrating its centennial year with three days of festivities planned in November. In 1987, the Cornell Alumni of the Philippines Foundation, Inc. was established and registered with the Securities and Exchange Commission as a non-profit, non-stock organization. The Cornell Club of the Philippines is a celebration of the relationship between Filipino students who graduated at Cornell and the institution but setting the stage the next 100 years and how we build on the legacy by sharing experiences and acknowledging the achievements of the graduates from the university that excel in their respective fields and profession, says Romualdez, who is the president of the Cornell Club of the Philippines. Leyte Representative Martin Romualdez Origins of the club The Cornell Club of the Philippines was established in 1912 to foster friendship and cordiality among those who graduated from Cornell University in Ithaca, New York. The club started with 30 to 40 members. During the early years of its existence, the clubs members included James Rockwell of the Manila Electric Co. (Meralco); Victor Buencamino of the Department of Agriculture; Francisco Ycasiano, who supervised the construction of the Manila Hotel; architect Tomas Mapua; and shipping magnate Ambrosio Magsaysay. We expect Cornell alumni will continue to contribute not just in agriculture, energy, public service, education and social welfare, says Romualdez, who has a Bachelor of Arts in Government from the university. Romualdez explains that one of the main goals of the Cornell Club of the Philippines is to encourage better interaction among the alumni in the Philippines. Young lawyer turns into hotelier


LUCAS Nicolo Cauton III knows how to
deal with people, legally speaking. As a litigation and corporate lawyer, he handled cases pertaining to business disputes and legal matters.
That was before he decided to go fulltime on a similar, yet different eld that also deals with peopletourism and accommodation. Cauton, only 34, chose to focus on the family-owned hotel and resort management company, which operates three resorts, including the luxurious Amorita Resort on Panglao Island, Bohol. Now, he deals with tourists to show them the beauty of Bohol and the warmth of the Filipino people. Amorita Resort, which consists of 36 rooms, including 14 tropical pool villas spread out on more than one-hectare garden landscape with astonishing hilltop view of the sea, is the top-ranked resort among 37 facilities on Panglao Island reviewed by guests at global hotel listing site TripAdvisor. Cauton says in an interview at the companys Bonifacio Global City ofce that he had left the legal profession to focus on a more personalized profession that is the hotel industry, after his 31year-old wife, Anna Katrina Hernandez, who used to manage the resorts, decided to run a bus company. The Hernandez family is the one behind the highly successful Victory Liner Inc. Cauton, the managing director and chief executive of Blue Starsh Management Co. Inc., leads a team of more than 100 individuals at Amorita Resort alone and expects to hire more in April next year, as the resort undergoes a substantial expansion to catch up with the growth of the tourism industry. Blue Starsh also manages the 16room Momo Beach House also in Panglao and the 20-room Sta. Monica Beach Resort in Dumaguete City. Amorita, which means my little darling in Spanish, attracts both foreign and domestic guests who are willing to spend P6,000 to P14,000 for overnight accommodation. We are expanding because we could not cater to big groups. Of course, there is a risk involved but we feel that Bohol as a destination is getting stronger, he says. Amorita expansion He discloses that Amorita Resort acquired ve hectares of adjacent properties. The expansion plan will be nanced partly through bank nancing. Amorita right now has 36 rooms. We are adding 50, hopefully by June 2013. We realized that when you are bigger, you attain economies of scale. But we also try to keep the hotel as small as possible because we dont want to lose our personalized touch. We know we are not a Shang-ri La, or a big hotel chain. Our thrust is to keep it as small as possible, says Cauton. Cauton takes pride of the resort for being the only establishment on the island with its own sewage treatment plant that enables them to recycle water. The resorts staff also conduct regular cleanup of the 1.5-kilometer Alona beach, the crown jewel of Panglao. The resort has created livelihood opportunities in Bohol, not only in terms of 120 direct employment, but also opportunities for suppliers, the transportation sector as well as stores in the area. Ateneo Law graduate Cauton was born and educated in Manila. He obtained his law degree from the Ateneo de Manila University in 2004 and passed the bar examinations in the same year. He worked for Ponce Enrile Reyes Manalastas Law ofce as a litigation lawyer from 2004 to 2007, before moving to Santiago and Santiago Law ofce, where he handled litigation cases, labor, taxation law and corporate rehabilitation. I started out as a lawyer by profession. I practiced litigation law, before moving to corporate law practices, he says. While I was practicing law in Manila, my wife talked to me and discussed if we could take this chance to manage this property. We agreed to give it a try. I took a leave from our law ofce for six months. Then after six months, I went back to the law practice. Then after eight or nine months, I talked to my boss and told him I needed to go back to Bohol to concentrate on the resort venture, he says. Management company The couple formed a management company called Blue Starsh Management Inc. and decided to relocate from Manila to Bohol in 2007, just after their marriage, to concentrate on running the business. They bought an old property called Crystal Coast Resort and transformed it into Amorita Resort. It was an existing property that we demolished. We decided to demolish the old structure because the design changes would be overwhelming. I remember that when we were trying to redesign the restaurant, almost none of the old structure was left standing, he says. Cauton says they came to Bohol just when the province was emerging as a major tourism destination. When the family decided to invest in Bohol, luckily the province as well as the national government promoted Bohol. We had no idea that Bohol would be the place for tourism. We were at the right place and at the right time, he says. Cauton says his wife used to manage the resort, while he was practicing law. But when she was put in charge of another business, he had to take her place in the family resort venture. The

couple now has two children. Previously, my wife was there and she was in charge of that before. Then the transition happened. All of a sudden, I found myself in the forefront of the business, and I took over as CEO. She moved to another business venture, a bus company, he says. Cauton describes his management style as very transparent and says discipline is something that he adheres to. We have regular meetings. When we set deadlines, we expect you to meet that, he says. Tourist market Half of the resorts guests are foreign tourists, who are a mix of Asians and Europeans. What I noticed is that Europeans prefer going to Bohol because of the environment and ambiance. It is quiet at Alona beach at night. You wont see people on the beach at night, he says. So committed is Cauton to his new endeavor that he took hotel courses abroad. He attended short courses on hotel planning and design program as well as the general managers program at the Cornell School of Hotel Administration at Nanyang University in Singapore. Its a two-and-a-half-week program. There, I met general managers of hotels from different countries. I wanted to learn the procedure on how to build a hotel from the ground up, he says. Cauton shares that during their classes in Singapore, his classmates including seasoned hoteliers and even regional directors were trying to discover the secret of Asian culture that could help them excel in the hospitality industry. What they dont know is that Asia, as a large continent, has different cultures.

They thought they could peg Asia to one culture, he says. The Philippines, he says, has its own culture and assets. I feel that our natural resources are very much intact. We have beautiful resources. Our beaches are more stunning than in Thailand or other countries, he says. Cauton says Bohol is like Bali, for having beautiful spots as well as preserved culture. Bohols culture is still intact. The Filipino culture remains alive in Bohol. Then, the architecture of the churches were preserved. The culture of the people is still there, he says. No. 1 in Panglao We have been ranked number 1 in Panglao since September 2011, he says. He reveals that they take the comments and suggestions of their guests seriously. Whatever the guests suggest, we really try to adjust to and adopt. On their comments, we respond directly to the guests via e-mail or via the Web site of TripAdvisor. If we can adopt it, we will use it, he says. When the guests arrive, we make sure everything is smooth. Then we make something extra for them, he says. Amorita Resort offers free Wi connection to guests. Panglao Island, he says, now attracts not only more tourists but also investors. The big players are coming, such as Blue Hotel, Maribago, Boracay Regency and Bellevue, he says. Cauton is condent that Amorita Resort will hold its own against the new bigger resorts. Amorita Resort received a certicate of excellence for 2012 from no less than TripAdvisor. I guess [competition] is getting stiff

right now, because there are several players coming. But we do have different styles. Those coming are building 200- or 300-room hotels. We see it as a challenge. We feel that we have to maintain the hotel as boutique and as professional as it is right now. We try to cater to the experience of our guests, hence our tagline innite experiences. We try to make it memorable for them, he says. Bohol Art Foundation In terms of giving back to the community, Cauton and his wife are among the founders of the Philippine Bohol Art Foundation Institute, a nonstock, non-prot, non-government organization that aims to highlight the provinces unique arts and cultural heritage. Amorita together with foundation started weekly reading programs with the Tawala Elementary School and weekly cleanup drives/events. Early this year, they worked together on an art exhibition at the Bishops Palace in Tagbilaran City. The PBAFI is currently working closely with the provincial government to protect and showcase the rich historical and cultural backdrop of the province of Bohol and thus provide a complete and unique Filipino experience for all visitors and local residents. Recently, Cauton was awarded by the provincial government with the Bohol Achievers Award for his outstanding contribution in environmental protection as well as tourism development in the province. While helping promote Bohol as a destination, Cauton says his company also looks at opportunities in other beautiful parts of the country, one of them Coron, Palawan. RTD

Cordillera power blowing in the wind

SAGADAA wind power plant in Mountain Province will add 15 megawatts of electricity in Cordillera highlands over the next three to ve years, making the region a major source of green energy. PhilCarbon Inc. chairman Runo Bomasang says his company is committed to help generate electricity without harming the environment and the host communities. We plan to build 25 wind turbines along the Pilao-Langsayan ridge, he tells Manila Standard, referring to the location across Sagada and Besao towns. Each turbine is designed to generate 600 kilowatts. Bomasang notes the increased economic activities in the highlands due to the inux of locators and visitors and as the transient population continue to ratchet up energy demand more than the present supply level can meet. PhilCarbon president Ruth Yu-Owen says the host community will be entitled to a royalty of one centavo per kilowatthour generated with the aggregate amount to be divided among the barangay, with 25-percent share; town, 40 percent; and province, 35 percent. Our company will be paying its business permit and real property taxes to the municipal governments, she says. We hope that with our operations, Sagada and Besao will be elevated from fth class to fourth class towns. PhilCarbon says the project is covered by service contract 2011-12048. The company, accredited by the Energy Department, undertakes concept, feasibility and nance packaging in renewable sources for power generation related to the trading of carbon credits under the Kyoto protocol. The countrys rst wind power plant of 20 turbines generating 33 MW was completed in August 2008 in Bangui, Ilocos Norte, facing the West Philippine Sea with a loan assistance from the Danish International Development Agency. A second wind farm is rising along the Verde Strait in Puerto Galera, Mindoro Oriental, designed for 48 MW with turbines supplied by Eolica S.L. Unipersonal of Italy.

SAMANTHA Richelle enters the restaurant quietly, carrying her sketchpad under one arm and her bag on the other. She is dressed in a grey sleeveless top and pants and is wearing heels but it is not only her clothes that you notice (she is, after all, a designer) but her beautiful face, which reminds one of a young Jessica Alba.
She has the condence of a person who is used to being looked at but she is also a bit reserved but very courteous and pleasant. She shakes my hand and tells me that she brought her sketchpad so I can look at some of her designs. One is tempted to ask so many questions. I wanted to ask her about her parents but I didn't because when I approached her about the interview, I promised that I wouldn't probe into her personal life. I also gured that Samantha would have shared any information on aspects of her life that she wanted me to know about like her boyfriend, football player Anton del Rosario, and her son Myles. She does talk about her family eventually without going into specics. "Family is important. I am very close to my family although we live away from each other," she said, adding that she, a sister and her only brother live in the Philippines. The rest are abroad. Samantha is a global nomad of sorts, having lived in Asia, Europe and the United States. It was in London where she really fell in love with design and took A levels in Fine Arts. She also studied art in New York and moved to Los Angeles, where she attended the Fashion Institute of Design & Merchandising. Ive always been sketching and design for me, she said. Samantha also worked for m the movement, an ecofriendly line of clothing for men and women, as a stylist and designer. "In LA, I did ready to wear stuff. Here, I'm more into couture but I love both," she said. Samanthas fashion inuences include Alexander McQueen (I was so sad when he died) and Karl Lagerfeld. She describes her personal style as varied, from cutting edge to whatever is comfortable. But most of the time, it is what she feels like wearing. In design school, Samantha learned not just to sketch and paint but also to literally put clothes together. In school, we spent so many hours learning how to sew, she said. Another thing that this young designer loves is tattoos, which she has 10 of. I got my rst one when I was 18. I didnt get any of my tattoos on impulse. I would consider each one for about four months before I go out and get them. Yes, I helped design each one, she said. Her style idol is Kate Moss because the British always looks effortless.

Kate Moss is a woman who is completely chic without trying, she said. When she rst came to live here, Samantha was pleasantly surprised that the fashion scene was so vibrant. Everyone is really stepping up in the fashion industry here, she said. She also loves the street fashion here because most people dress for comfort, an idea that appeals to her immensely. Samantha has lived here for about two years and has just set up shop in her Makati residence with a seamstress and a patternmaker. In this short time, people have already noticed the formtting red gown that she created for model Sanya Smith, who wore it to the recent Esquire Ball. When it comes to her own designs, Samantha said she is a bit anal, especially when it comes to the clothes details. Samantha loves living in Makati City and calls herself a city girl through and through. "Honestly, I can't imagine living in the countryside or something like that. I love being here," she said, adding that it is useful to live within walking distance of the gym, shops, banks and other important institutions. One of the other things that she likes about living in the Philippines is being near her relatives. Her long-term plan, though, is to eventually move back to Los Angeles or London not only for her career but for her son's education. I would want him to study in London or Los Angeles. My family lives in the US so it would be great to live there and be near them. Of course, I also want to go international with my designs. I like to think big. So my plan is really to set up shop here and make a name for myself, then go international, said Samantha.

Mona, upon seeing that he was going to throw it away, asked for the pen and repaired it. I found it romantic to be writing with a fountain pen.

LIKE all martial arts, the ancient art of wushu demands absolute focus and discipline.
Wushu Federation of the Philippines president Tan She Ling, who was recently re-elected to a new four year term as president of the federation, embodies the kind of discipline that wushu demands from its practitioners. Although his staff at the WFP ofce at the PCSM Bldg. in Vito Cruz, Manila said that Tan is in his late seventies, the WFP president appears much younger than his age. He runs the federation with a tireless energy despite his many other concerns as a businessman and sportsman. Tan, an avid golfer who happens to be one of the directors of the Wack Wack Golf Club in Mandaluyong, climbed four ights of stairs of the PCSM Bldg. to the WFP ofce for the interview and didnt even show signs of fatigue when he reached his small, but well-appointed ofce. Outside his small ofce, which his staff Lilia said Tan visits once a month, is the WFP training headquarters, where members of the wushu national pool and national team train every day. The fighters should be here at 8 a.m. sharp during training. Thats part of their discipline. Nobody should be late, Tan said. To make sure the athletes come on time, the federation installed an electronic device where athletes and coaches sign in using their thumbs. Wushu, which had developed into a major international sport and is now embraced by several countries which had built their own federations, is being taught in its purest form in the WFP headquarters. There are two major disciplines for wushu: Taolu (form) and Sanda (sparring). Under taolu, the routines include changquan (long boxing), nanquan (Southern Style boxing), Combined Taijiquan, Daoshu (Broad Swordsplay), Jianshu (swordplay), Gunshu (cudgelplay) and Qiangshu (spearplay). The routines under Sanda are the barehand exercises of Changquan, Nanquan and Taijiquan and weapons-based jianshu (sword), daoshu (single-edged blade) and nandao (swords and buttery knives). Also located inside the headquarters are the dormitories, which were built for those athletes who came from the provinces. Our athletes have their own dormitories here. Like all other national sports associations, the wushu federation gets its funding from the Philippine Sports Commission, the lead government agency for the development of Philippine sports, although Tan admits that he oftentimes digs out of his own pocket when the need arises. Since it became a member of the POC family, the wushu federation, through its homegrown athletes and coaches, has given the country countless honors. To date, the WFP has won 89 medals, 87 of which were gold, including a record 11 gold medals in the 1991 Southeast Asian Games and 10 in the 2005 edition of the Games. Then there are the recent victories of reigning world champions Ilonggos Dembert Arcita and Jessie Aligaga, who won a pair of gold medals in the Wushu Sanda World Cup in Wyuishan China.

Arcita and Aligaga won their gold medals at the expense of top ghters from Vietnam. Another Pinoy wushu artist, Benjie Rivera, settled for a silver after losing to a Chinese bet. Wushu originated from China dating back from the Sung Dynasty (960-1279), and is now being practiced extensively by Chinese martial artists in the mainland and all over the world. Members of the federations national team and national pool are mostly homegrown Filipinos from as far north as the Cordilleras and down south in Davao and Cagayan de Oro City. Tan, a Chinese-Filipino, said it was a deliberate effort on his part to recruit true Filipinos when he rst became WFP president four years ago. I wanted to recruit true-blooded Filipinos, especially from the provinces in the South. That is the way to nd brave ghters, said Tan, saying that the sport is not for the faint of heart. The WFP currently has 43 national team members and

21 national pool members. Tan said they continue to look for new prospects from the countryside. We send our coaches and some of our veteran athletes to our chapters in the provinces to look for new talent, said Tan who added that wushu is taught to children as young as six years old. After his re-election, Tan said hes now looking forward to the Philippines hosting the Asian Junior Championship on Aug. 21-24, 2013 at the Makati Coliseum. Tan said this will be the rst time that the local federation will host an international event of this size with 40 countries participating in the major event. Were very excited to host this event, since this will be the biggest event of the federation under my leadership, said Tan, who also credits his staff, led by secretary-general Julian Camacho, Lilly Millares and Jonalee Benitez for their valuable assistance in ensuring that the federation works smoothly.

WANG answers prayers of many basketball players

NO DOUBT, basketball remains the most popular sport in the country and without doubt too, young players who go into the game all dream of making it to big time basketball, the Philippine Basketball Association. Unfortunately, even as many are called very few are chosen as far as making it all the way to the elite ranks of the PBA. Many players are drafted into the league end up unsigned by teams. Even if signed many players end up unused and relegated to the bench, unseen and unappreciated. These are the lucky ones. There are even more players who make it to their school teams but see their careers end there, or end up playing in commercial leagues, still dreaming of their big day in basketball, only to realize that as they grow older, basketball has very little to offer them in terms of nancial stability. That is why ex-collegiate player Pablo Lucas, who used to play for Philippine Christian University and presently a supervisor in PRC Couriers, describes company owner Alex Wang as an answer not just for him but to many former players who had to nd steady jobs to support themselves and their families. Wang, together with wife Joy, founded the company 20 years ago with just 20 employees. It has since expanded with close to 800 employees. His workers are mostly messengers and utility services personnel, who enjoy playing basketball, something he missed when he was a working student in college. Wang rst got involved in basketball when his sister put up the ESQ Marketing basketball team in the now defunct Philippine Amateur Basketball League. He served as team coordinator. He later became team manager for Philips Sardines where his head coach was Joe Lipa. It was in 1996 when I rst put up my own team, Wangs and I served as coach initially until I got Jerome Cueto as the coach and I just played in the team. It was the time I realized the plight of many former collegiate and commercial league basketball players who were having a hard time nancially, said Wang, 54, who still plays competitive basketball up to now. The following year he offered employment opportunities to some of his players, both for regular and contractual jobs. Some he referred to businessmen friends who could give them jobs. At the same time he maintained two Wangs basketball teams, one for inter-company leagues where he plays, and another one for elite competition for the PBA DLeague, where even ex-PBA players are signed up. Among those who have both worked and played for Wang are familiar names like former PBA player Buboy Tanigue who was given a supervisory job at PRC Couriers. Others are former San Sebastian and PBA cagers Django Rivera and Nani Demegillo who still work for the company, ex-PBL cagers Dennis Lim, Ricky Murillo, MJ Magbanua, Mar Reyes, Mike Piodo, and Norman Goco. Then there are those who played for his team and eventually made it to the PBA like Fil-Ams Billy Mamaril and Migs Noble who both rst played for Wangs when they rst arrived here until they made it to the PBA. There are even active PBA players who once played with Wangs team like Ronnie Matias and Beau Belga, now with Rain or Shine, and Ginebras Allein Malicsi. Some ended up with Wangs as players after their short PBA careers. These include Rommel Daep, Bern Franco, Jonathan Aldave, Ronjay Enrile, Mulong Orillosa and MC Caceres. EJ Feihl practices with the team and also gets something for his efforts. Former University of Manila gunner Ato Tolentino has also enjoyed a long working relationship with Wang. Many former players wish is to nd a boss who is into basketball and who can give us work beyond playing. That is why I look at our boss as an answered prayer, said Lucas who has been with the company since 1997. Former Jose Rizal University heavy Bomber in the late 90s Macky Villarda, started with PRC Couriers as a part time worker during his playing career. Today he is a regular employee who works as computer encoder. Our boss has been able to help many former players like us become gainfully employed, said Villarda who continues to play in inter-company leagues with his boss.

Alex Wang has provided employment to many former basketball players from the PBA and even collegiate leagues.

Wang was a team manager of the national womens team coached by Fritz Gaston a few years ago and earlier this year brought his ballclub to play in an international tournament in Fujian, China. Wang said he is happiest when the players he has helped succeed and who in turn help other players, I really feel good about that. I also feel a sense of fulllment helping the players who are in need and what is good about giv-

ing them jobs is they earn their keep. This is not a donation. Maybe that is why I have made a lot of friends along the way. This for me is a good return. After all, when I started doing this in 1997, my only intention was to be able to help, he said. He said he will continue to help basketball players for as long as he can because there will always be more players who do not succeed than those who do make it in such a competitive sport as basketball.
