ALBANY The state Capitols new look has begun to take shape. A month ago, the fifth-floor space above the state Senate staircase resembled a warren of offices after a visit from a medium-sized tornado. Today, its almost completely emptied out and ready for the structural and cosmetic work that

will make way for the installation of a skylight. A few steps away in the central space known as T ower Hall, the transformation is even more remarkable: Scaffolding and plastic sheeting required by the final stages of asbestos abatement have departed, leaving an airy cube lit by sunlight from an open portal above, interrupted by a platform that will eventually serve as home of the Legislatures bill-drafting operation. ALBANY Plans for a $350 million ethanol plant at the Port of Albany have been scrapped as Congress inches closer to eliminating lucrative tax subsidies for the corn-to-fuel industry. Port of Albany General Manager Rick Hendrick said Monday that the port and Albany Renewable Energy LLC have canceled their lease agreement for the project. Hendrick said that although Albany Renewable Energy had never missed a monthly payment on the $360,000-a-year lease in three years, the company said in July it would not be able to make its August payment. Understanding that the project had trouble getting financing since the 20-year lease was signed back in 2008, Hendrick said both sides agreed to revoke the lease without litigating. The deal allows the port to immediately find a new tenant for the 18-acre parcel. We agreed both parties would sign off, Hendrick said. Ed Stahl, a principal with Albany Renewable Energy, confirmed the two sides mutually agreed to terminate the lease but declined to elaborate. Hendrick said Albany Renewable Energy was not able to
