Gadhafi still at large as son mysteriously resurfaces and claims forces still control parts of Libya capital
By KARIN LAUB and BEN HUBBARD associated Press
LIBYANS CELEBRATE the end of the Gadhafi regime on tuesday in the rebel-held town of Benghazi. However, the happiness that followed the rebel march into tripoli is fading into confusion.
TRIPOLI, Libya The son and heir apparent of Libyan leader Moammar Gadhafi, Seif al-Islam, resurfaced free and defiant early Tuesday, a day after rebels claimed to have captured him, boasting in a bizarre reappearance that his fa-
hammed Abdel-Rahman, who was in Tripoli, said the danger is still there as long as the elder Gadhafi remains on the run. He warned that pro-Gadhafi brigades are positioned on Tripolis outskirts and could be in the middle of the city in half an hour. The rebel leadership seemed stunned that Seif al-Islam was free. The leaderships spokesman, Sadeq al-Kabir, had no explanation and could only say, This could be all lies.

ALBANY The state Capitols new look has begun to take shape. A month ago, the fifth-floor space above the state Senate staircase resembled a warren of offices after a visit from a medium-sized tornado. Today, its almost completely emptied out and ready for the structural and cosmetic work that
will make way for the installation of a skylight. A few steps away in the central space known as T ower Hall, the transformation is even more remarkable: Scaffolding and plastic sheeting required by the final stages of asbestos abatement have departed, leaving an airy cube lit by sunlight from an open portal above, interrupted by a platform that will eventually serve as home of the Legislatures bill-drafting operation. Inside and atop the Capitol, theres still plenty of work to do on the renovation and restoration thats

ALBANY Plans for a $350 million ethanol plant at the Port of Albany have been scrapped as Congress inches closer to eliminating lucrative tax subsidies for the corn-to-fuel industry. Port of Albany General Manager Rick Hendrick said Monday that the port and Albany Renewable Energy LLC have canceled their lease agreement for the project. Hendrick said that although Albany Renewable Energy had never missed a monthly payment on the $360,000-a-year lease in three years, the company said in July it would not be able to make its August payment. Understanding that the project had trouble getting financing since the 20-year lease was signed back in 2008, Hendrick said both sides agreed to revoke the lease without litigating. The deal allows the port to immediately find a new tenant for the 18-acre parcel. We agreed both parties would sign off, Hendrick said. Ed Stahl, a principal with Albany Renewable Energy, confirmed the two sides mutually agreed to terminate the lease but declined to elaborate. Hendrick said Albany Renewable Energy was not able to

DAY Cynthia Monacchio no longer loved her husband, but stayed with him to help raise their children, her sister said. She also said Robert Monacchio Jr. didnt want his wife to leave him and sought counseling to try to save the marriage.
Joint funeral services for the couple are tentatively scheduled to be conducted in Day at the end of the week. On Friday, with their young children at his parents house, the 51-year-old Saratoga County man strangled his wife, also 51, and then killed himself with a shotgun, according to police. His father discovered the bodies in the couples home on Military Road when he stopped by to pick up clothes for the Monacchios daughter, 11, and son, 15, Cynthias sister said.
