ACCESS MAINTENANCE PROJECT Meeting called to order at 7:05PM by President, Barry Smith. LAKE ACCESS DISCUSSION OUTLINE: Engineering Firm Consultation: Barry Smith stated that last week he spoke with the City of Duluth engineer and has contracted with Larry Genn of LBGM Engineering Consulting Firm to begin the study of the proposed project. The consulting firm will give a Silt Removal Plan to NDHA. The City of Duluth provides oversight of this type of project. 1. 100 Year Flood Plain Constraints 2. Duluth Land Disturbance Permit 3. Proposed Silt Removal and Stockpile 4. Implementation 5. Responsibilities for Storm Water Runoff 6. Maintenance of Lake Access Area Security Considerations: Barry shared graphics and presented details and concepts of the NDHAs vision for lake access, and ideas for recreation in the lake/tennis area. Currently there is no security in the lake/tennis area. There are no regulations in place or signs posted indicating what the governing rules are. Lake Norman is one of Norman Downes amenities. There have been several housing communities developed adjacent to the Norman Downes subdivision. As a result of these new developments, the residents of Norman Downes have decreased accessibility to Lake Norman. There is also inadequate drainage, silt accumulation at the common access area, overgrown vegetation, mosquitoes and poison ivy that require maintenance. Norman Circle residents are in agreement with regulations related to maintenance of the lake access area. Only a few trees will need to be cut down in order to complete the lake access maintenance project. 1. Fencing Along Upper Boundary 2. Project Scope/Timelines OPEN FLOOR: 1. Lake owners requested a meeting with NDHA to determine exactly what is being planned for those who live on the lake. (Answer: Meeting TBA) 2. Does the lake access project require a vote from the residents? (Answer: No) 3. Is there a plan to have fencing to keep non-residents out? (Answer: Yes) 4. How often does silt need to be removed (Answer: Minimum of 10 years.) 5. Suggested that the security issues be taken care of immediately, while exploring other options for the lake access maintenance. Meeting adjourned at 8:25PM /yhc
