GOVT RELAXED NORMS FORNEWMEDICAL COLLEGES

Port Blair, Nov 19: The Medical Council of India(MCI) has relaxed the norms for setting up Medical colleges in both rural and urban areas. Interacting with the Media persons at Regional Medical Research Centre of Indian Council of Medical Research (ICMR) at Port Blair on Sunday, S K Rao, Joint Secretary, Ministry of Health and Family welfare informed that the norms were relaxed for setting up new medical colleges in the remotest corners of the country like Andamans.He informed that seventy percent of Medical colleges in India are situated only in the states of Tamilnadu, Andhra Pradesh, Kerala, Karnataka, Maharashtra and Gujarat, where as most of the other parts of the country, particularlyNorth Eastern states and Andaman and Nicobar Islands do not have even a single Medical college.To facilitate the opening of more Medical Colleges in such areas, the Medical council relaxed the land requirement of 24 acres by reducing it in to 20 acres, that too in two pieces, he added.Accordingly, the proposed college may have the hospital and college premises in two different locations, but within the distance of 10 kms. Besides, the council increased the seats considerably, to enable the college to accommodate more students in different courses. Hefurther said that the council has laid down the condition that only the Government and Charitable institutions can apply for the permission to open Medical colleges, in order to discourage the unscrupulous persons with business motive. The applications seeking permission for Medical colleges will be received by the council during the month of August, followed by the inspection of premises in DecemberJanuary every year. Initially the council issues the permission in March-April, but the recognition will be granted only after having satisfied with the performance of the college for the next five years consecutively.Though the Colleges can be opened with

Apprehension Of Myanmar Poaching Boat National Integration in a well Coordinated Multi-Agency Operation Day Observed

Port Blair, Nov 19: In a classic Multi-Agency Coordinated AntiPoaching Operation, which lasted for 03 days the Security Forces successfully apprehended one Myanmarese poaching boat on 16 Nov 12 from creek area off Makachud village of the Little Nicobar Island. A well coordinated efforts by various agencies viz Coast Guard, Police, DSS vessel MV Strait Island and the Local Administration, in providing all the required support towards Anti-Poaching operation that lead to successful apprehension of the boat. The suspicious boat was initially sighted by the Coast Guard Dornier on surveillance of Southern Group of Islands (SGI) at 1050 hrs on 15 Nov 12, 08 nautical miles west of Little Nicobar Island with 10 to 12 crew on board and heading towards the northerly direction. On receipt of the information, the Coast Guard District Headquarters No.10 (NI), alerted the Deputy Commissioner and Superintendent of Police, Nicobar district for launching Anti-Poaching operation for apprehending the boat along with crew. The Police team was immediately pressed into action and Assistant Commissioner, Campbell Bay provided DSS vessel MV Strait Island positioned

at Campbell Bay for the operation. However, the DSS vessel could not venture into sea on 15 Nov 12 due to inclement weather. On 16 Nov 12 MV Strait Island was sailed with Police team embarked and Coast Guard Dornier was re-launched from Campbell Bay for Sea-Air coordinated operation. The CG Dornier re-located the unmanned boat beached in the creeks off Little Nicobar and vectored MV Strait Island to the position of the suspicious boat. Since, the boat was beached in the shallow waters, Police team was disembarked from the DSS vessel off Makachud village in a boat. A local dinghy was promptly arranged for the operation and the police team successfully apprehended the suspicious boat.A combing operation of nearby forest area was launched in search of absconding poachers on the basis of foot print and food articles dropped by the poachers till midnight of 16 Nov 12. However, operation was temporarily adjourned view inclement weather and heavy rains and same will be resumed on improvement of the weather. Thereafter, apprehended boat was safely brought to Campbell Bay on 17 Nov 12 for further actions. Employees & Workers, New Delhi on the 15-Point Charter of Demands submitted to the Govt. of India. The twowheeler rally which began from Crusade House premises, Phoenix Bay at 4 p.m. today (17.11.2012) made a round of the important areas of Port Blair town and culminated near Tiranga Park, Aberdeen Bazaar. Addressing the gathering at the concluding point, Mr. D.Ayyappan, General Secretary said that the Association will be organizing a series of programmes in A & N Islands in support of the All India Strike by Central Govt. Employees slated for 12th December, 2012. He said that the central government is bent upon to snatch away whatever benefits enjoyed by government employees and cited the introduction of the New Pension Scheme from 01.01.2004 after stopping the statutory defined benefit pension. The best way to predict the future is to create it

Do You Get That Sticky Feeling?

If you were to look up the word shenpa in a Tibetan dictionary, youd find it means attachment. But Pema Chodron, learning from one of her own teachers, Dzigar Kongtrul -who said t hat at t achment doesn't really touch the magnitude of what shenpa is and the effect that it has on us -- gives us a definition that its more like being hooked. A term she uses to describe this clinging nature of shenpa is that sticky feeling... the itch, the urge to scratch. So, urge is another word. The urge to smoke that cigarette, reach for food, have one more drink, or indulge whatever ones addiction is. There are also habitual patterns we slip into negative judgements, self-pity, criticism, closing down emotionally, or judging oneself harshly and even mean thoughts. A slight, almost imperceptible, warning tightening tells you something -thats shenpa. Shenpa thrives on the underlying insecurity of living in an unpredictable world. We experience this insecurity as unease or restlessness. Wanting some kind of relief from this, we turn to what we enjoy, what comforts us. Perhaps its food, alcohol, drugs, sex, work or shopping. In moderation, these are delightful; we can appreciate their taste, their presence in our life. But when we empower any of them with the idea that this will bring us comfort, that it will remove our unease, then, we get hooked. And st ay hooked. Despite knowing that ones habits or patterns may cause us and others harm, some people never pull out of it. Why? Its because they elevate that act to the level of comfort-provider or solutionbringer. Paradoxically, at the same time, they most often are angry at the hold this has on them; and from time to time try to get rid of this stickiness. Being hooked this way is a repetitive cycle that seems hard to break away from. The good news is that this is something we can work on. The fact is, we do sense we are back in the cycle. There are flickering signs of recognition, as you get the urge to do the habitual thing, to strengthen the habituation. As Pema says: It's just, that "Oh" feeling and you feel yourself tightening. If you catch it at that Oh level, it's very workable. However, ... it's more common that you are already well into the scratching by the time you notice it. As we become increasingly aware, we slowly can replace the urge with a different kind of urge, the urge to move away from that place, and that bad feeling. What I found most helpful for myself in this teaching is the shift from trying to get rid of things in ourselves we dont like. For those who have tried again and again to break a habit, perhaps this new way is worth trying. Buddhist teachings say it's really not about trying to cast something out; to get unhooked, we need to begin by pausing, recognising and acknowledging that moment of unease, then learn to relax into the full experience of that moment, however uncomfortable. If there's the willingness to see clearly and experience, then our innate clear-seeing prajna or wisdom begins to click. Then comes a how process; we are encouraged to respond in terms of four Rs suggested: Recognise the shenpa for what it is; Relax into the underlying urge to scratch; Refrain consciously from scratching, and then each time make a Resolve to work to continue to interrupt our habitual patterns like this whenever it shows up.

dinghy in low visibility. With great effort in the rough weather, the ship was able to recover the policemen from the dinghy to onboard their ship and thereafter took the Police FIB under tow. The towing operation was undertaken with care and at slow speeds to ensure that the tow did not part in the rough seas. The Police FIB was safely brought to Katchall harbour and handed over to another FIB.Having rescued the Police personnel, the Captain of the ship took a decision to return and recover the foreign dinghy to hand it over to the Police, despite the ship being subjected to adverse conditions due to the flat bottom design. With great difficulty, the small dinghy was located in rain and low visibility and finally it was towed to the mouth of Katchall harbour.

The efforts of the ship and her crew to rescue the Police comrades in such harsh and trying conditions has been in the best traditions of the close cooperation between ANC and our valiant Police force. Cooperative efforts of this nature follows closer understanding and training amongst various government bodies and augurs well for the future.

Finder please call: 9932493418. strengthening the Student Support Services in Andaman and Nicobar Islands and to improve the skills of lecturers associated with IGNOU in the Region. During the programme, study centres activities were discussed and counsellors were taught how to conduct counselling sessions and evaluate Assignments. They were also made aware about Examination system and functioning of the Study centres at different parts of the isles. The importance of Study Material provided by IGNOU and how to make effective use by the students was explained during the orientation. The functioning and activities of Study Centre, Port Blair were highlighted by, Dr. Iqbal Ahmed, Principal JNRM and Dr. J S Manhas, Coordinator, IGNOU Study Centre, Port Blair. During the two day progr amme the counsellors were taught how to strengthen the Student Support Services and how to guide the students for self study. Feedbacks and suggestions were taken from the Academic Counsellors to provide more effective functioning at grassroots levels of the isles in the near future. On the day of valediction, Certificates were distributed for the participating counsellors. The programme concluded with vote of thanks by Mr. Sanjiv Kumar Hira, Section Officer of IGNOU Regional Centre, Port Blair.
