Associated Student Government University of Arkansas ASG Senate Bill No. 10 Authors: Senator Will Hansen, Senator Autumn Lewis Sponsors: Senator Will Hansen, Senator Autumn Lewis The Empty Senate Reform Act Whereas, Whereas, Senate Bill No. 2 failed in this Body; and Senators still expressed interest in reform; then Title V Election Code, Section 5 Election of Senators, subsection D shall be added to the ASG code to state the following: D. In lieu of a vacated seat in the Associated Student Government Senate, the Chair of the Senate has the power to appoint an At-Large Senator from the pool of general election and first vacancy election candidates to fill the empty seat in order to maintain a full Senate body. The appointee will be a full and legitimate Senator, pending approval as determined by a vote of confidence within the Senate body five (5) senate meetings following his or her appointment and hold office for the duration of the academic year. Be it further enacted: All subsequent subsections of Section 5 shall be adjusted accordingly to follow alphabetical order; and Article II Legislative Branch, Section 2 Composition of the Senate, subsection C of the ASG Constitution shall be amended to read: C. All Senators shall be elected in publicized, enrollment group-wide or at-large vacancy, secret ballot elections administrated by the CLCE in conjunction with ASGJ or appointed through the process outlined in Title V, Section

5 of the ASG Code. The initial Senate election shall be held in conjunction with the Executive Officer election in the spring semester. Be it further enacted: Article II Legislative Branch, Section 6 Vacancies within the Senate, shall be amended to read: Vacant Senate seats are to be filled by members of ASG via an at-large election in October or through the appointment process outlined in Title V, Section 5 of the ASG Code. Elections should be coordinated by ASGJ in conjunction with the Office of Student Activities as follows: A. Vacant Senate seats are to be filled via an atlarge election held no later than the end of the fourth (4th) week of fall semester classes and the appointment process outlined in Title V, Section 5 of the ASG Code. B. Elections shall adhere to the ASG Election Code. Be it further enacted that: These amendments shall take effect on August 1, 2013. The changes to the vacancy filling process will take place beginning in the 20132014 academic year; and A referendum be presented to the students with the question: Do you support the reforms to the process of filling vacancies in the ASG Senate as proposed in the Constitutional amendments?
