Profile of the organization


The Department of Youth Development provides services to the youth and interested beneficiaries in different forms. The beneficiaries who are interested to avail of the services/ opportunities are requested to contact with the following offices and centers. The Department of Youth Development imparts skill development training for female and male youth people on different trades to make them skilled for their gainful employment or selfemployment. The Department also encourages and extends support to Youth and Youth Organization in the form of counseling, guidance and financial assistance to make their participation in national development process for acceleration of the pace of national development

Background of DYD
Youth are the future hope of our nation. According to National Youth Policy, the age group between 18-35 years are called Youth in Bangladesh. They are the most energetic and productive segment of the total population in Bangladesh. Therefore, the national development mostly depends on their working spirit and initiatives. Keeping in this view, the department of development under the ministry of youth and sports has been given the responsibility of transferring the disorganized and unproductive youth into an organized, disciplined and productive workforce. In this backdrop, the Government of the People's Republic of Bangladesh created the Ministry of youth Development in 1978 and it was subsequently renamed as the Ministry of Youth & Sports. The Department of Youth Development was created in December 1981.

Vision of DYD
To facilitate the unemployed youth for gainful employment/ self-employment providing

vocational/ skill development training and micro-credit support. To involve the youth in the mainstream of national development process.

Objectives:
-To encourage the youth for self-employment and wage employment through motivation,

training and other necessary support. -to organize the youth through voluntary youth organizations and motivate them to take part in community development and national building activities. -Promoting the formation of youth organizations at grass levels and ensuring their participation in national development process. -To involve the youth in socio-economic activities like Literacy programs, disaster management. Primary health care, environmental improvement, resource conservation and awareness building against anti-social activities, drug abuse, AIDA/STDs etc. -To take necessary steps for empowering the youth by providing skill development training& micro-credit support for establishing self-employment projects and ensure their participation in decision making process.

Entrepreneurship development program:


To ensure favorable environment towards productive practical education, training and selfemployment for the youth and bringing out all dormant potentialities including their leadership quality aiming at national progress. The main objective of the present Youth development program is to create disciplined and efficient work force having responsibility of good citizen and creative mentality with a view to involving the youth in the national development stream also having respect towards national heritage and culture through a planned process. This department provides different entrepreneurship development training like Dairy firms creation, Cow fattening, Dress making training course. Wool knitting training course etc.

Specific target oriented programs:

Credit programs:
a. Group based credit program: The numbers of each group are to be blood-related or closed neighborly people. The member of each group is 5.the lowest ceiling of group based micro-credit of TK. 8000 and highest ceiling is Tk. 16000.A group is entitled to get loan for 5 times. b. Individual credit program: Trained youths are given individual micro-credit and they must be trained from the department of youth development .The lowest ceiling of individual micro-credit is Tk.5000 and highest ceiling is Tk. 50000.

Financial Assistance:
The Department of Youth Development undertakes different programs for the unemployed youths across the country to adopt self-employment projects through motivation, training and micro-credit support. The Department makes involved the unemployed youths in productive activities for socio-economic development of the country. With regard to providing loan, there exist in the Department of Youth Development two types of loan program: 1. Family based or group approach loan program 2. Self-employment loan or individual loan programs

The goal and objectives of both the programs are the same; to make them self-employed and solvent and to boost their social position and status.

Category of beneficiaries:
Family based loan program: Within this program, any citizen of Bangladesh (both male and female) having literacy knowledge possessing a balanced mentality ranging 18 to 45 years of age can apply for loan after receiving training. Self-employment loan program: Within this program, any citizen of Bangladesh having minimum education up to class eight and possessing a balanced mentality aging 18 to 35 years can receive institutional and noninstitutional loan whether male or female after receiving training from the Department of Youth Development.

Terms and conditions for credit: Self-employment loan program:


Trained youth by the Department of Youth Development. Put an application by the trainees interested to receive loan within 3 days after the completion of training. The proposed project adopted by the trained youth should be viable. Application for loan shall not be considered until the loanee pays all his dues if it is borrowed from any micro-credit institution. 20% of the work of project shall be accomplished by the self-finance.

Application shall be put up in a blank white paper and thereafter a final application must be submitted in a given form the Department of Youth Development at the cost of Tk. 10/- for receiving loan. The following papers and documents shall be enclosed with the given application from the Department of Youth Development after filling it up 3 copies of passport size photographs Domicile certificate Training certificate ( Main / temporary) Certificate of bank account Land document if possessed/ the main copy of the leasing deed Scheme paper Deed letter shall be accomplished in the non-judicial stamp worth of Tk. 150/-

Methods of Offering Services:


Different development Programs like skill development program, self-employment program, motivation awareness program, public-private partnership programs are offered by the youth development.

4. Motivation and awareness programs:


Youth are given motivation al and awareness training on reproductive health. Prevention of AIDS, STDs, substance abuse ,norms, values, gender, good governance disaster management civic education for responsible citizen, primary health care and immoral activities 5. Public-private partnership program: Training and awareness building program are being implemented on different trades through joint collaboration of public-private partnership with different Government and non-govt. organizations through signing of memorandum of understanding (MoU).The names of organizations areBGMEA& BIFT, Western marine service Ltd, Day Bangladesh, Bangladesh Agricultural university, BLRI, TMSS,VSO and save the children-USA

Drawbacks of Youth development:


Lack of equal priority to moral education and discipline Existing poor practical education or incompletion of formal education Negative attitude towards supply of Scarcity of credit and less scope for undertaking self-employment project

Backwardness in technology, inefficiency in IT, absence of favorable environment in the fields of sports and games and sound recreations, Lack of sense of responsibility to family and society, moral degradation etc. It is necessary to identify youth related problems towards undertaking any step of development for the youth. It is urgent to emphasize opinion of the youth.
