Son of the late Paul Jacob Dubourg and Pollyanna Jordan Dubourg both of Bakerville, was killed July 15th in a motorcycle accident after traveling 5,500 miles to Alaska he was 63 miles away from his destination (Eielson AFB) when he struck a moose. The Torrington native was born May 7th 1957 and graduated from Wamogo High School in 1975, that same year he joined the Army and was honorably discharged after serving 4 yrs as an SP 4 Military Police. He is survived by his daughter Heather Dubourg 29 of Winchester, Jacob Dubourg 28 of Torrington and his fiance Laura Kaminski of Litchfield, Benjamin Dubourg 24 of Torrington, Senior Airman Caleb Dubourg 21 and his wife Senior Airman Stefanie Dubourg both from Alaska, and his granddaughter Adrian Kaminski of Litchfield. He is also survived by his siblings Richard Yurchick of Winsted, Thomas Dubourg of Texas, Catherine Sekulski of Florida, Nancy Jones of Texas, Victor Dubourg of Torrington, and many beloved nieces and nephews. He is predeceased by his brother Peter Dubourg of Otis MA and sister Susan Dubourg. Philip had a strong faith in God. He was an adventurer and motorcycle enthusiast who had a deep love for nature and felt most at peace at his cabin in Vermont. He was a daring outdoors man. He adored his children and taught them how to live off the land and be "mountain men." He had a very loving nature that made most people he knew feel like family, and was referred to as Papa Dukes. His hobbies included woodcarving, hunting and fishing. He volunteered at Torringtons Christmas Village. He is the former employee of Dwan & Company, Regional 7 School, and most recently Torrington City Hall. A memorial service will be held on Tuesday, July 24th 3:00 pm at Bakerville United Methodist Church (route 202 New Hartford, CT).

Chiefs Corner
Myself and Sgt. Dan Hamill recently had the pleasure of taking an all-expense paid trip to Anniston, Alabama, courtesy of FEMA and the Department of Homeland Security. Upon my arrival to Anniston, I was elected Mayor of the city. Shortly after becoming mayor, I was told that it was October of 2012. I was then advised by the Alabama Public Health Department that there was a travel advisory being issued by the California Public Health Department. There were reports of sick travelers on several planes coming from Beijing. The report was that this strain of flu is affecting young adults, and that the strain has already proved deadly. We received another update that a specific passenger on one of these flights was enroute to Noble City, Alabama, a close suburb. He was reportedly experiencing flu-like symptoms while aboard the plane. The event that he was scheduled to attend in Noble City was a family reunion. There were thirteen other passengers whose final destination was somewhere in Alabama. I worked closely with the Governor of Alabama. (In real life, this was Steve Fox, Assistant Chief of the Portland, Maine Fire Dept.) There was a big Octoberfest event coming up in Anniston, and we were under a lot of pressure from business owners to proceed as planned. We were able to proceed with that event, but I did have to cancel Trick or Treating in Anniston. L The Governor eventually declared a state of emergency. This scenario continued to play out, until it reached pandemic level, and numerous people across the city and state were affected. The Governor himself contracted the flu, and had to be hospitalized. We had to request resources from the federal government, including flu vaccine and personnel. We had to take over buildings and turn them into flu clinics, and I had to put out public service announcements and press conferences using the high tech system that they had at this Homeland Security Training facility. The class was titled Pandemic Planning and Preparedness. Each person in our 15 member class had at least one role in the scenario. Some worked for the Health Department, School Department, Director of Emergency Management, Police and Fire Chiefs, Red Cross, Medical Reserve Corps, Medical Examiner, Highway & D.P.W., etc. Since I am used to being involved in scenarios like this from the Emergency Management and Police perspective, it was interesting to see the pressures that would be on the Mayor of a large city in an incident such as this. It was a great exercise in teamwork and refreshing our knowledge of who does what in a situation such as this. I am glad that I was given the opportunity to attend this course. Moving onto another topic.KOPS N KIDS N KAYAKS! The Police Department is sponsoring this free event (for children ages 5-12) at the Town Beach on Tuesday, August 7th, and again on Wednesday, August 22nd. The event will be held from 10 AM until 2 PM. Participants should bring a bagged lunch and wear sunscreen and swimsuits. We will supply the kayaks and life jackets, although if you have your own life jacket, please bring it. Counselors and kids will participate in games, swimming, kayaking, and safety lessons. Well, hello again, my friends. The summer is going by quickly and I have had so much fun and got into a little trouble, too since my last story. Shortly after writing that adventure, I ( sort of ) disappeared for 12 long days. Can't seem to explain to Mom and Pops where I was or exactly what happened. They need to learn "cat chat"...It's a whole lot easier than learning Chinese, but they don't speak that either. Back to my "misadventure" ( as Mom refers to it) After 12 days gone, I managed to find my way home, at 1:30 in the morning. Meowed til I woke Pops up ( first he meowed back at me...think he thought he was dreaming) Then he got up and let me in and we woke up Mom...everyone was so happy to be together. Mom started crying; yet she was happy ( a concept that I will never fully understand) I had not eaten in a long time and my bowls filled with Friskies and pate' with a cold bowl of water, was so inviting. Really, what I loved most, was the attention. But, alas, soon the attention turned into new rules and restrictions...I refer to this as "house arrest". I am no longer allowed a lot of freedom. Much of my time is spent in the cottage, looking out; but on nice days, and only in mid-day hours, they will let me come out with them. Mom calls my name every 20 minutes, but I am always right near them. I don't want to go away again, either. Did I look like a cat who truly enjoyed herself? NO! When I am outside all I hear is "Miley, don't chase the chipmunks..Miley, don't go after the squirrels...Miley, don't bother the birds"..Who am I living with anyway? Grizzly Adams? Well, I will try to behave myself and stay out of trouble...Mom says that I may not have lost one of my proverbial "9 lives"...but, she sure lost A Complete Line of Trailers one of hers. How a few words can change a definition!

Vegetables being harvested are lettuces, chard, kale, broccoli, beets, pea pods, and herbs. Soup can make an easy summer supper without heating up the kitchen. Here is a recipe to try.
1 pound of bitter greens such as Chard or Kale, chopped into spoon sized pieces 1 1/2 cups chopped fresh tomatoes or 1 (15 ounce) can diced tomatoes 1/2 teaspoon dried rosemary Instructions: 1. In a large soup pot, combine first 12 ingredients. Simmer partially covered, stirring occasionally until beans are tender, about 2 hours, or use a crockpot on high for about 6 - 8 hours. Add more liquid if needed to prevent scorching. 2. Transfer 2 cups of the beans to a small bowl and mash with a fork or potato masher. 3. Return the mashed beans to the soup, and bring the soup to a simmer. Continue to cook uncovered until the broth thickens slightly, about 15 minutes. 4. Add the chopped greens, tomatoes and rosemary and continue cooking until the greens are just tender. Add more liquid to achieve desired consistency. When I looked up whats going on in August in order to write a relevant column for all of us who truly want to live long and healthy lives, I was pleasantly surprised to see that the first week of August has been designated National Simplify Your Life Week. Now, thats a timely subject! Most of the Baby Boomers that I know are either continuing in their jobs because their retirement funds are not quite there yet, or starting new businesses, or taking care of grandkids or elderly parents. We are so busy that its sometimes difficult to find time for our friends. This can lead to a lot of stress, sometimes good stress if you love helping with the grandchildren, but it can seem like an overload just the same. For the nation to have a week completely designated to simplifying our life means that its not
only our Baby Boomer generation who are living stressful lives, but everyone! Lets all take advantage of this week to STOP and take a good look at how we can best make our lives a little simpler. Here are some ideas to get you started: 1. Set aside an hour this week to take an inventory of your household stuff. Are there too many dishes cluttering your kitchen? Can you donate those old curtains that youve been saving for the last ten years to a charity? How about the printer that stopped working last July? Start a list with two columns. In the first column write down items that you havent used in the last five years or have been broken for more than six months (you arent really going to get around to fixing them); in the second column write down the date that you will remove them from the house by. Then act on your list one item at a time until you have cleared some of the clutter from your life. Theres nothing like a good purge to make us feel all clean and bright! 2. The best way to get all of the things on your to do list completed is to take time for meditation every day. I know that sounds counter-intuitive, but

when you try it, you will see for yourself what a difference ten minutes in the morning can make. Start by relaxing your shoulders: sit up straight in a comfortable chair or couch, then squeeze you shoulders in and up toward your ears, and hold for five seconds. Next, squeeze those shoulders down toward your feet for five seconds. Then relax, and gently roll your shoulders around. When your shoulders are relaxed, you will be more comfortable. Close your eyes and inhale deeply, thinking the words peace and joy (or any mantra that appeals to you and makes you feel calm), and then exhale slowly, thinking peace and joy again. Imagine that your breath is coming in and out of your heart as you repeat your mantra. Exhale longer and slower than you inhale, and as an added bonus, you will lower your blood pressure. When you begin your day with a clear head your work is easier, you get more done, and you feel less stressed. Set a timer so that you dont have to think about the time and when you hear it go off, take one more deep, full, breath as you open your eyes and start your day with a smile. 3. Evaluate your commitments. This is a tough
one for most of us, but necessary, none the less. Take a good look at everything that you do on a weekly basis and make a list of those that give value to your life, or that you love to do, and another column of those that are perhaps not in line with your lifes priorities. Anything that youve committed to, out of guilt or pressure from others, should get a serious, questioning, re-look. Finance Board: The Select Board wants to meet with the new Finance Board to meet the new board, see where they are and what they hope to do. The Board decided to ask if they could meet at 6:30 pm on August 14, 2012. Lisa will contact the Finance Board members and get back to the Select Board. Town Beach: The installation of the new surveillance cameras is proving to be a good deterrent. Recreation Dept. Purchase: The Parks & Recreation Department have put through a payment request for almost $700.00 for a camera and photo printer, which is above the $300.00 threshold set by the Select Board for unbudgeted purchases. Chris Morris said this was for photos of the events put on by the Recreation Dept. Everyone on the Select Board noted that the camera model seemed excessive in price as the Police Dept. had just recently purchased a camera for half that price. Lisa noted that as a member of the Technology Committee, the photo printer had not been vetted through that committee and she hoped the Office Supply account would not be responsible for supplying the toner for this printer. Rec. spent $1300.00 on toners to date for another unauthorized printer this past fiscal year that put the Office Supply account over budget. The purchase was approved by the board even though they felt it was excessive. Chris Morris was asked to write that department a letter reminding them that any non-budgeted items over $300.00 had to be approved by the Select Board before the purchase can be made and those purchases should be kept at a reasonable level. The Select Board also requested that Recreation should submit a monthly report of all the activities theyve sponsored along with attendance levels. Kops N Kids: Roberta stated that on August 7,
2012 there would be an event held at the Town Beach with the kayaks. If this event works out, Roberta would like to have a second event at the end of August. Roberta has already checked with Rec that there would be no conflict with their swim lessons. Town Beach Geese: The Border Collies have begun clearing the geese from the beach, and the Select Board has already heard from abutters that the geese havent left. If the dogs dont work, it has been reported that DCR has had success using black hoses cut into various lengths up to six feet that appear to be snakes. The hoses need to be moved around periodically so the geese dont get used to the hoses and this needs to be done before they establish their nests. At 7:40 pm, a motion was made and seconded to adjourn the meeting, but the meeting was then reopened at 7:41 pm. Maint. Super Salary: Jim Crandall is currently being paid hourly, but he wanted to wait until the WWTP is settled so the discussion can be based upon the most accurate information. The Select Board meeting was immediately readjourned at 7:45 pm.

I Miss My Lunch Lady Lisa Thomas Retires From Farmington River Elementary
For the past five years, Lisa Thomas had been saying shes going to retire. She even had a scare several years ago when she came down with pneumonia and other complications. But that didnt stop her. "I would miss it terribly," says Lisa, 63. "It gets me up and gets me going. It's my home away from home." In June, Lisa did retire42 years after first starting to work at Farmington River Elementary Schools cafeteria. (She started in Otiss school
cafeteria in 1969, at age 21.) Earlier in the school year, the schools PTO newsletter ran this Spotlight piece on Lisa. Here is the story again: Lisa arrives at 6 a.m., prepares for breakfast, does bookkeeping and plans the menu. By 7:15 a.m., she starts breakfast, her favorite time of the day when she serves to some 20-30 children in the cafeteria. Even parents are invited to join sometimes. Its the time when she sits and talks to the children. And the best treat is listening to their stories. I hear about grandma breaking her leg, the family going to New York City, getting a new puppy, not going to sleep, says Lisa. Everyday things. By the time breakfast winds down at 8:45 a.m., Lisa and the other ladies in the kitchen start thinking about lunch. Kendra Rybacki gets the lunch count from the office while Lisa logs into her computer the mornings inventory of breakfast consumption. She does the same after lunch. eaten is forwarded to the school office, which sends it on to the state. Kendra does all the prepping, and Lisa comes up with the menu and does the cooking. By 11 a.m., its time for lunch. The day starts winding down after 12:35 with the last lunch group. Thats when Lisa does the food ordering from distributors in the Berkshires, including Whitneys Farm, Wohrles Foods and Crescent Creamery. Making the menu is a challenge because she needs to time the foods according to when shipments are expected to arrive. She also likes to try new things now and then, like chicken pot pie, individual meat loaf and homemade meatballs with spaghetti. There have been changes in the quality of the breakfasts and lunches, with the most noticeable shift toward whole grains and whole wheat. There is whole grain pizza, muffins and waffles. A whole salad bar for adults and the children if they are interested. Between breakfast and lunch, Lisa sat at her desk in the back of the spotless kitchen and
reflected on her school cafeteria career. Meanwhile, Kendra and Kathy Couch gear up for lunch. It all started when Lisas mother, who was working in the school cafeteria, asked her to substitute for another woman who had called in sick. That was in 1969, and Lisa was working at the time at Hilltop rest home in East Otis, which no longer exists. She cooked three meals a day for 28 patients and also was in charge of housekeeping and laundry services. Eventually, she gave up that job and focused her attention on the school. Lisa is a lifetime Otis resident and even lives in the family homestead, which was built in 1870. People know her home on Route 8, which is located on 27 acres and with a pond and plenty of geese. She has two cats, Pat, 6, and Lilly, 5. She is one of six kids, the next to the youngest. She attended school from 1st to 8th grade in where is now Otis Town Hall, when there were two grades per classroom. At age 10, she was being paid for small jobs like the one for her Aunt Lila. She would walk to her

home after school (which is where the Otis Fire Department is now located) and bring coal from the basement upstairs to heat the home. (Those days, coal was delivered by the ton and dropped down a shoot into the basement.) She would also clean her house, all for $1.50 per week. You worked all the time, says Lisa. You canned everything you grew, there werent washing machines and dryers. You worked in the hay fields and the big treat was to wash the windows of their big Cadillac, pop some popcorn and go to the drive-in movie in Pittsfield. Shortly after Lisa graduated from Lee High School, her father died. When she worked in the cafeteria at the old school, the gym had to be transformed every day into a lunchroom. There was more homemade food served up in the cafeteria back then, but because of the standards that are set now, cooking from scratch is rare. When a student was unruly in class, the teacher would send them to Lisa in the cafeteria and she would put them to work, rolling out biscuits and
other jobs. I kept them busy and out of trouble, she says. Students would help out in the kitchen, too, for an extra helping of homemade desserts such as Lisas homemade apple crisp, recalls Kathy, who was working temporarily in the cafeteria. Every meal, she always puts a bit of love, says Kathy. If somethings missing, then she says theres no love in this. Lisa is known to go above and beyond her daily cafeteria obligations. She often opens up the cafeteria and helps out for extracurricular events like pancake breakfasts, spaghetti dinners, potlucks, open houses, PTO events. I am here strictly for the kids, says Lisa, whose sister, Donna Simmons, was a special education teacher at FR and retired the previous year. The hardest part of her job is watching a child not eat when theres a change in food, such as whole grains being served. It is a healthy change, but sometimes it takes time for the children to switch over. Occasionally, Lisa slips in her homemade apple crisp or some cookies or homemade macaroni and cheese.

Special to the Otis Gazette Otis Library Summer Craft Fair a Success
Anita Weinstein, Chairperson of the annual Otis, MA Public Library Summer Craft Fair held on July 14, 2012 on the Otis First Community Church Green announced that this years fair was one of the most successful ever held. On a day that started with overcast skies and threatening rain, forty nine vendors set up their tents and filled them with a wide variety of merchandise including jewelry, clothing, leather goods, food, distinctive hand crafted items and collectibles. More than twenty restaurants, food chains, plant nurseries and businesses provided goods and services gift certificates for the raffle. The Otis Recreation Department offered popcorn and cotton candy to children whose faces shone with images of mermaids, cats, dogs and baseballs. Otis library director Kathleen Bort and librarians Lois Hall and Kerry Bean helped throughout the planning and on fair day as did the Otis Police and Highway Departments. Food was offered throughout the day by volunteers from Otis and Otis Woodlands who also provided grills, soft drinks and water. The Board of Directors and library staff would like to thank the numerous vendors and volunteers who helped make this a successful event from early morning setup to late afternoon cleanup. The Otis Public Library, which is located at 48 North Main Street, summer hours are Monday, Tuesday and Wednesday from 12-6 PM, Thursday and Friday from 1-7 PM and Saturday from 9-1 PM. Otis Library Wi-Fi is available 24/7 inside and immediately adjacent to the library.
