These determinations reference Aeronautical Study No. 2012-WTE-1048-OE 2012-WTE-1053-OE. Of particular interest are the name or names of responsible partys issuing these determinations, schematics of towers evaluated, types, makes or model information, and copies of referenced Aeronautical Studies No. 2012-WTE-1048-OE 2012-WTE-1053-OE. Also of interest are any prior permits or negative certifications issued in this area for existing wind meters and a schematic of their relation to the fly zone of Culebra's small airport, related environmental evaluations, and any special air navigation restrictions that apply for Culebra. This FOIA is being written on behalf of the traditionally underserved, Environmental Justice Community of Culebra, Puerto Rico, from an organization registered in 1995 to protect those coastal natural resources they depend on for subsistence and eco-economy. This FOIA was submitted to individuals and responded to by Mr. Mike Blaigh, who instructed us to use this website. This will be our third try at entering this FOIA through the difficult data base. The first try simply disappeared when we entered and a message popped up that said Inactivity will disconnect you from the server after 20 minutes,- typing does not constitute an activity. The spam control software asked in some cases for numerical answers, and then failed to specify if the response

should be written or numerical. We urgently need these documents to comment on a large energy project currently being fast -tracked through the planning process during holidays, on the small island of Culebra, Puerto Rico. The project proposes industrial wind generators, over 350 feet near Culebra's small landing strip capable of accommodate small planes only. The proponents of the project submitted no hazard to navigation determinations in an environmental impact study, that upon research, had already been terminated and replaced. However, the new determinations were not accessible to us online. The determinations in the EIS were one page evaluations. Based on past behaviors of project proponents we suspect fraud may be involved, and to provide meaningful public participation, we request all related documentation as soon as possible.
