2 OVERVIEW
The torch relay is one of the mandatory ceremonies that LOCOG must host as part of the Host City contract. It is therefore a high profile event. The Olympic Flame will come within 10 miles of 95% of people in the UK, Isle of Man, Guernsey and Jersey. The torch will stop every night in one of the host local authority where an approximately two-hour long staged show will be taking place. Each host Local Authority will be invited to programme some local content to showcase the culture and heritage of the area. The BBC will broadcast part of the end-of-day ceremony on the local early evening news (around 6:30pm). Service cover will only be extended to the Torch relay and the evening celebrations will be managed by local council resources. During the Torch Relay, overall responsibility for managing the convoy rests with the LOCOG Senior Operations manager The Torch relay will commence on 18th May and finish on the day of the Opening Ceremony, 27th July, at which point ownership will pass to the ceremonies team. The torch will travel 8,000 miles either in relay or in convoy (driving and other modes of transport). The convoy will be made of sponsors and broadcasters. Ofcom will provide the following services to the Torch Relay: Licensing of the convoy as described in the JOP; A field investigation service to reported cases of serious interference; As the Torch Relay convoy is transitory, it is not practical to have an Ofcom team following the torch to resolve any interference cases. It is anticipated that any interference will be localised and shortlived. Ofcom will have staff geographically dispersed throughout the UK who will use their best endeavours to resolve cases within LOCOGs published severity levels All interference incidents during the Torch relay will be reported initially to the TOC, who will then call Baldock Operations Centre to report the interference and request BAU support. This will ensure that visibility remains within the TOC of all incidents. Any complaints that require a field response will be channelled to a local engineer. LOCOG will deal directly with COMREG for all other (Non BBC) accreditation, and for access and assurance matters within the Republic of Ireland. Careful planning of the last few miles will require further info this will be provided in time to plan this. This will be provided by LOCOG in order to plan this jointly. Licensing of the evening shows in each of the local authorities will be done via the BAU route as these are not organised by LOCOG. Interference management for these services will be under BAU KPIs.
3 OPERATIONAL OVERVIEW
3.1 RESPONDING TO INTERFERENCE COMPLAINTS
All interference incidents during the Torch Relay will be reported to the TOC to ensure that they have visibility of all reported problems. For reported cases between Day 1-63, the TOC will contact the Operations Centre at Baldock to seek assistance from BAU field staff. For reported cases between Day 6470, resources from the ADT will be used to investigate interference incidents. Torch incidents will be managed as non-critical service requests:

Ofcom will have limited resources dispersed around the UK throughout the duration of the Torch Relay and there is no requirement to have staff formally on standby to respond to any complaints of interference that might arise throughout the event. It is accepted by both Ofcom and LOCOG that this might impact upon Ofcoms ability to meet with the performance (severity) levels published within the JOP. However, it is expected that as the Torch Relay is transitory, there is only a minimal chance that any interference suffered will severely impact upon the radio systems used by the event. In any case, it is agreed that Ofcom will use its best endeavours to resolve any cases as soon as possible. Ofcom has undertaken a risk analysis of the Torch Relay to identify where issues are most likely to be experienced and, where they are, assess the impact that any interference is likely to have on the success of the event. Where the stage is considered a high risk (shown as amber on the attached risk reister), Ofcom may choose to place staff on standby to respond to reported cases.
The factors taken into consideration in assessing the risk are: The likely media interest based upon: o o Stage of the event; Nature of the end of day celebration.
The route taken and its proximity to known RF hotspots. A register of risk is shown in Section 6.

LICENSING OVERVIEW
The torch relays are mandatory ceremonies and fall within the scope of the Governments spectrum guarantees (see also section 10 of this JOP). Other events and celebrations do not fall within the guarantees. We have stated in the Olympic Spectrum Plan that we expect the spectrum requirements generated by the torch relays will not exceed the availability of spectrum used on a day-to-day basis. Where that spectrum is not available on a UK-wide basis, we will endeavour to minimise the operational implications. LOCOG and Ofcom agree that the special arrangements detailed in this document only apply to a limited set of requirements. These are defined as: Comms solution for relay bubble (detail to be defined by Ofcom) BBC (as host broadcaster) systems covering relay bubble (detail to be defined by Ofcom). All other requests should be pursued through BAU arrangements. Ofcom will assist with communicating frequency requirements to ComReg. Special arrangements will be required for relay Day 64 (21 July) onwards, where the torch relay enters London and becomes subject to Ofcoms/JFMGs coordination arrangements. This will form part of the ceremonies plan as detailed in Chapter 10.Cross Border process. The Torch relay route passes very close to UK/EIRE border. For the main Olympic plan we have pursed cross-border issues through high-level contact between Ofcom and our neighbouring administrations. If at all possible we are attempting to avoid any detailed coordination, and are effectively formally alerting them to the level of radio use and asking them to take this into account (and for their understanding). Few of our requirements are likely to create issues. Ofcom do not plan to facilitate operation in the Republic of Ireland on behalf of LOCOG. If requested by LOCOG, Ofcom will confirm with Comreg appropriate contacts and provide a headsup of any incoming demand.
