The statement [issued] by the Committee for the Peaceful Reunification of Korea [CPRF]:

Today, the situation on the Korean peninsula is becoming tenser due to the reckless anti-
Republic confrontation maneuver of the South Korean conservative authorities.

Instead of seriously blaming oneself for the anti-national crime of pushing the North-South
relations to a serious crisis [omjunghan wigi], the Lee Myung-bak gang [p'aedang] is
shamelessly challenging [the North] by clamoring about a threat from the North and some kind
of adherence to principle.

They are holding emergency meetings everyday and clamoring about reinforcing the alert
posture. At the same time, they are putting the entire puppet forces on a war preparation
posture and focusing, on a large scale, the puppet Army, Navy, and Air Force in the areas along
the Military Demarcation Line [MDL], including on the West Sea [Yellow Sea].

Rather than withdrawing he extremely foolish Denuclearization, Opening, 3000 [Initiative], the
traitor [yo'kto] Lee Myung-bak even put the wicked element, who designed this confrontation
scenario, at the head position of the Unification Ministry despite unilateral denunciation and
rejection from inside and outside the country. This is a declaration made before the world
that he will hold out against us to the end.

North-South relations have reached a situation where there is neither a method to settle the
relations nor hope to correct them.

The political and military confrontation between the North and the South has reached an
extreme degree that it is on the brink of a war where fire will strike against fire and iron against
iron.

So far, we have given time to the South Korean authorities so that they will correctly possess a
position on the North-South relations, and we have given advice so that they understand.

However, the South Korean authorities disregarded public opinion in and outside the country
that desires normalization of North-South relations and became heated in maneuvers of anti-
Republic scheming and confrontation in collusion with outside forces. Furthermore, the South
Korean authorities debased our highly dignified system while saying bad things [ho'mdam]
which even the past rulers [chipkwo'njadu'l] did not dare to mention.

In a situation where the traitorous gang recklessly insults our people's supreme dignity [ch'oego
chono'm] and has entirely denied the 15 June Joint Declaration and 4 October Declarations that
had been adopted at the North-South summits, what room do we have to talk about the so-
called dialogue now and how can we talk about reconciliation and cooperation.

The traitor Lee Myung-bak stands on the van of all these anti-Republic confrontation frenzies.

Lee Myung-bak is shouting for dialogue and cooperation in the front, and in the back, he is
talking wildly that the resumption of dialogue itself must not become the goal and that [one]
should not think the North-South relations will improve through mere cooperation [hyo'mnyo'gina
haeso']. At the same time, he is clamoring to his clan [choksoktu'l] to study a fundamental
strategy that can deal with the North from a long-term perspective while talking about
someone's change in attitude. This clearly shows that up until now the Lee Myung-bak gang is
trying to fundamentally deny [pujo'nghago] and overturn [twijiboop'uryo'handa] North-South
relations.

Due to the traitorous gang, all agreements adopted between the North and South in the past
have already become dead letters [samunhwa] and blank sheets of paper [paekchihwa].

Under this condition, it is all too self-evident that there is no need for us only to be bound by the
past North-South agreements.

Regarding the fact that the Lee Myung-bak gang has totally trampled upon the past North-South
agreements through the anti-Republic, conf r notational policy and has driven North-South
relations to the worst situation of the brink of war, the CPRF sternly criticizes and denounces
this in the name of the whole nation and solemnly elucidates as follows regarding the prevailing
situation.

First, [we] nullify all agreed upon matters related to resolving the state of political and military
confrontation between the North and South [ch'ottche pungnamsaiu'i cho'ngch'igunsajo'k
taegyo'lsangt'aehaesowa kwallyo'nghan modun habu'isahangdurul muhyohwahanda].
The agreements adopted in the past between the North-South authorities reflect issues on
resolving political and military confrontation, including the issue of respecting each other's idea
and system, the issue of suspending slander and vilification, and the issue of preventing armed
conflict [muryo'k ch'ungdol].

However, reality shows that not even one of the agreed upon matters between the North and
South are being abided by properly.

In particular, the Lee Myung-bak regime mercilessly destroyed and infringed upon the agreed
upon matters between the North and South by making absurd remarks about reunification under
the free democratic system; and by advocating anti-Republic human rights commotions, the
scattering of leaflets and strengthening of smear broadcasts, as well as the theory of sudden
change of situation and preemptive strike.

Since the North-South agreement related to resolving the state of political and military
confrontation has no significance at all under such circumstances, we officially declare that
these agreements have been wholly nullified [iron hyo'ngp'yo'neso' cho'ngch'igunsajo'k
taegyo'lhaesowa kwallo'nhan nambukhabu'inun amuron u'imido opkedoeotsumuro urinun ku
habu'iduri cho'nmyo'n muhyohwadoeottanungosul cho'ngsik so'np'ohanda].

Second, [we] abrogate the Agreement on Reconciliation, Non-Aggression, Cooperation, and


Exchange Between the North and South and provisions on the West Sea Military Demarcation
Line which are stipulated in its appendix [tultche pungnamsaiu'i hwahaewa pulgach'immit
hyomnyo'k kyoryuegwanhan habu'iso'wa ku pusokhabu'iso'einnun
so'haehaesanggunsagyo'nggyeso'ne kwanhan
chohangdurul p'egihanda].

Chapter 2 Article 11 of the Agreement on Reconciliation, Non-Aggression, Cooperation, and


Exchange Between the North and South which was adopted in 1991 stipulates that the North
and South will regard the non-aggression boundary line and zone as the Military Demarcation
Line and zone controlled by both sides, as defined in the Armistice Agreement. Also Chapter 3
Article 11 of the appendix on non-aggression stipulates that the maritime non-aggression zone
will be controlled by both sides until the maritime non-aggression boundary line is settled.

We agreed to that at the time to prevent military conflict [kunsajo'k ch'ungdol] and the danger of
war and defend peace on the Korean peninsula, and it was absolutely not that we recognized
the illegal and unlawful Northern Limit Line unilaterally drawn at will by the United States, which
is a party engaging in hostilities in the Korean war.

The basic intent of that agreement was to quickly and fairly fix the maritime Military Demarcation
Line on the West Sea and eliminate the seed of conflict [punjaengu'i pulssi].

We have exerted every possible effort to prevent military conflict on the West Sea and turn the
waters in question into peaceful waters.

Nevertheless, the South Korean authorities not only stubbornly insisted on the absurd Northern
Limit Line, abusing our generosity and goodwill, today they are also making the ghost line
absolute and are showing an attitude that they would not rule out armed conflict to defend it.

Our side already defined the most reasonable maritime Military Demarcation Line in the West
Sea in conformity with the norms of international law and the reality of military showdown and
declared it [the maritime Military Demarcation Line] to the world. In the recent statement of the
spokesman
for the General Staff of t he Korean People's Army, we clarified once again that we recognize
only that.

This is a resolute measure that we have inevitably taken to cope with the South Korean
authorities' bellicose maneuvers.

The foolish act of willfully drawing a line in other person's yard, and insisting on claiming the
yard cannot work any longer.

Under the condition where provisions related to the West Sea Military Demarcation Line have
become a scrap of paper due to the Lee Myung-bak gang's maneuvers to destroy the North-
South agreements, we officially declare that we completely and ultimately abrogate those
provisions [urinu'n ku' chohangdu'ru'l wanjo'nhi ku'rigo chonggukcho'gu'ro p'egihandanu'n ko'su'l
kongsik so'np'ohanda]

The Lee Myung-bak gang is wholly responsible for bringing North-South relations to today's
grave situation [ho'makhan chigyo'ng].
The Lee Myung-bak gang ruptured North-South relations overnight, which had progressed
positively amid the support and encouragement of all the brethren, and ruthlessly trampled on
the agreements between the North and the South. These anti-national and anti-reunification
crimes can never be tolerated.

No matter how long the Lee Myung-bak gang waits, while insisting on keeping some kinds of
principles, all they will have are fearful hard blows and shameful destruction.

The traitorous gang will come to know how miserable the end is for those who turned back on
and betrayed their nation.
