Open Letter to Barack Hussein Obama, President of the United States of America
Dear Mr. President, I did not vote for you in the Presidential Election because I am Malaysian. But I consider myself one of your constituents because what you do or say will affect me and my country as well. I welcome your promise for change. Certainly your country, the United States of America needs a lot of changes. That is because America and Americans have become the most hated people in the world. Even Europeans dislike your arrogance. Yet you were once admired and liked because you freed a lot of countries from conquest and subjugation. It is the custom on New Years day for people to make resolutions. You must have listed your good resolutions already. But may I politely suggest that you also resolve to do the following in pursuit of Change. 1) Stop killing people. The United States is too fond of killing people in order to achieve its objectives. You call it war, but todays wars are not about professional soldiers

fighting and killing each other. It is about killing people, ordinary innocent people by the hundreds of thousands. Whole countries will be devastated. War is primitive, the cavemens way of dealing with a problem. Stop your arms build up and your planning for future wars. hatred of the victims and rightthinking people. 4) Stop your scientists and researchers from inventing new and more diabolical weapons to kill more people more efficiently. 5) Stop your arms manufacturers from producing them. Stop your sales of arms to the world. It is blood money that you earn. It is un-Christian. 6) Stop trying to democratize all the countries of the world. Democracy may work for the United States but it does not always work for other countries. Dont kill people because they are not democratic. Your crusade to democratize countries has killed more people than the authoritarian Governments which you overthrew. And you have not succeeded anyway. 7) Stop the casinos which you call financial institutions. Stop hedge funds, derivatives and currency trading. Stop banks from lending non-existent money by the billions. Regulate and supervise your banks. Jail the miscreants who made profits from abusing the system. 8) Sign the Kyoto Protocol and other international agreements. 9) Show respect for the United Nations. I have many other resolutions for change which I think you should consider and undertake. But I think you have enough on your plate for this 2012th year of the Christian Era. If you can do only a few of what I suggest, you will be remembered by the world as a great leader. Then the United States will again be the most admired nation. Your embassies will be able to take down the high fences and razorwire coils that surround them. May I wish you a Happy New Year and a great Presidency. Yours Sincerely, Dr. Mahathir bin Mohamad (Former Prime Minister of Malaysia)

2) Stop indiscriminate support of Israeli killers with your money and your weapons. The planes and the bombs killing the people of Gaza are from you. 3) Stop applying sanctions against countries which cannot do the same against you. In Iraq your sanctions killed 500,000 children through depriving them of medicine and food. Others were born deformed. What have you achieved with this cruelty? Nothing except the

And whomsoever Allah wills to guide. He opens his breast to Islam, and whomsoever He will to send astray, He makes his breast closed and constricted, as if he is climbing up to the sky. Thus Allah puts the wrath on those who belive not. (6 : 125, 126)

It is narrated on the authority of Abu Huraira that the Messenger of Allah (may peace be upon him) observed; Be prompt in doing good deeds (before you are overtaken) by turbulance which would be like a part of the dark night. During (that stormy period) a man would be a Muslim in the morning and an unbeliver in the evening or he would be a believer in the evening and an unbeliever in the morning, and would sell his faith for worldly goods. THE TIMES OF LEAGUE

Resolutions adopted by the National General Council of Indian Union Muslim League at its meeting held at Calicut on December 2, 2012
the outset, we all bow our heads before Almighty Allah for having blessed us all to have this meeting of National General Council of Indian Union Muslim League in this historic city of Calicut. 1. This meeting of the National General Council of IUML places on record its deep sense of gratitude and appreciation for the leadership and guidance given to this organization by the Founder Leader of the Party late (Marhoom) Qaide Millath Mohamed Ismail Saheb. Ever since the formation of IUML on 10th March 1948, we have been projecting and propagating the theme given by the Founder Leader to our party by protecting and upholding the principles, vision and the ideals that he has left for us to implement through IUML. Based on these principles and ideals, the Indian Union Muslim League always stands for the honourable existence of the Muslim community and other minorities in our country. This meeting also places on record with pride as well as humility that we have been following the vision of our Founder Leader Qaide Millat Mohamed Ismail Saheb, who has shown us the path for future and also taught us to strive hard sticking to these principles for the solidarity and unity of the Muslim community in the country along with other communities, underprivileged, weaker and all the deprived sections of the society and also to see that we should achieve and exercise the rights and enjoy the privileges as enshrined in the Constitution. Ever since its inception, the Party has been successively led by most respected leaders of yesteryears like Syed Abdur Rahman Bafakhy Thangal, Panakkad Pookoya Thangal, K.M. Seethi Saheb, C.H. Mohamed Koya Saheb, G.M. Banatwalla Saheb, A.K.A. Abdussamad Saheb, Syed Mohamed Ali Shihab Thangal Saheb and other veteran leaders and IUML today is following the path shown to us by these leaders. This meeting of National General Council of IUML reiterates that our party will uphold our commitment to protect the independence, sovereignty and unity of this

At

country, maintain peace, communal amity and religious harmony among our people and to protect the rights and privileges of the minorities and weaker sections under the Constitution of India. This meeting of National General Council, earnestly appeals to the representatives, office bearers of various States, elected Members of Panchayats, Municipalities and District Panchayats, Legislative Assembly, Parliament including Ministers and all those who have come here to attend this historic Council, to unitedly march under the banner of IUML, for strengthening our party with all our sincere efforts. We are convinced that we have to play a very constructive and positive role to attain the goals, aims and objectives of our party. This Council would pray the Almighty Allah to protect our party from all those who, directly or indirectly play nefarious and destructive role in collaboration with those who are on inimical to our goals and our golden principles with the evil intention of destroying our party. Inshaallah, we will face all these challenges with the best of success to take the party on the march with renewed vigour and zeal.

Maharashtra, Gujarat and UP are in the forefront in number of inmates without trial or conviction. So IUML urges the govt. to immediately look into this matter and to take appropriate measures against those erring police personnel who are communally biased and had detained and filed false cases against innocent Muslim youths. We stand for justice and fair-play, and urge the Govt. of India and concerned State Governments to take the matter seriously. Indiscriminate detention of youths for years even without trials, and fake encounters are bane of our system that warrants judicious interventions of government and the courts of law. IUML urges the Union and State Governments to compensate all those acquitted youth who have been released by different courts across the country as their lives have been ruined by the wrong actions of the police force and had brought bad name to the security agencies.

innocent Muslims. IUML urges the Government of India to direct the State Government to initiate steps to seize all illegal arms from the Bodo militants by having a combing operation in the Distt. of Kokrajhar in Assam.

4. Welfare measures for Minorities:

Appreciating the welfare policies initiated by UPA government in last few years for inclusive development IUML also expresses its concern that most of the actions had not yet percolated at the ground level as there are practical difficulties in achieving targets. The IUML urges the central and state governments to put their best to implement projects for the welfare of the minorities and weaker sections of the nation. The policy of inclusive growth should be adherently followed so as to have a balanced development for all the sections and regions of the country. It is high time that the recommendations of Sachar Committee and Ranganath Misra Commission are to be implemented without delay. Though Govt. of India initiated actions, it seems too meager to address the multitude of problems faced by the minorities and other weaker sections. Many state governments, governmental departments and agencies pursue a lukewarm attitude towards these projects. Even Planning Commission does not take due interest to implement and monitor the projects envisaged. IUML strongly urges the union and state governments to address the matter urgently and make remedial steps to ensure the welfare schemes implemented to the utmost benefit of the minorities and weaker sections so as to integrate them at par with other sections of Indian society. Many schemes like Multi-sectoral Development Plan intended for the welfare of minorities in the districts where they have substantial presence, should be implemented more effectively. For this, we should ensure that there is a separate Sub-Plan in the budget for the schemes being implemented for the minorities on the lines of SCP & TSP Plans for SC/STs.

3. Muslims plight in Assam:

The IUML records its deep anguish and anxiety over the sad plight of Muslims in Assam. They have been denied of their birth rights and branded as illegal immigrants by crass communal outfits. The recent riots in Bodo areas of Assam virtually shattered the life of thousands of Muslims. Many were killed and thousands have lost their hearths and homes. The conditions of the refugee camps are appalling. IUML has done its best to supply food, medicine and clothing to these hapless victims and we thank the philanthropists who assisted the party to undertake the relief works to ameliorate the abject poverty and deprivation of the refugees. We urge the govt. to take positive action to enable the people to return to their homes. Nobody should be allowed to take laws into their hands to dub the compatriots as foreigners and to unleash inhuman atrocities on them. We call upon everybody concerned to do their best to resolve this issue and to save the Muslims of Assam from attacks by illegal militia spewing venomous communal hatred towards the

2. Security of Minorities:
The IUML stands solidly behind the government to defend the national integrity and security. The party is always with the government to maintain peace since it always stood for communal amity and national solidarity. But it is disquieting to note that many laws intended for maintaining law and order have been blatantly misused. There are instances galore of misusing OF PROVISIONS OF LAW TO FIGHT TERROR to harass, detain and ruin lives of Muslim youths on flimsy grounds. It is a matter of shame for a country having democratic moorings and traditions to see so many innocent youths are languishing in jails deprived of even the elementary right to be heard in a court of law. These unwarranted and unjustifiable detentions make Muslim youths frustrated and alienated and may provide ample ground for them to become angry rebels and extremists. Jails in

This meeting also expresses deep sense of resentment to the attitude of certain State Governments like Gujarat that are not associating with the welfare measures initiated by Union Government for the minority community and thereby denying its benefits to minorities in their States. Any judicial pronouncement which upholds this attitude of State Governments should be challenged in the Honble Supreme Court. We do appreciate the initiatives of Prime Minister Dr. Manmohan Singh, and at the same time appeal to Union Govt. of India, state governments and other governmental agencies especially Planning Commission and other welfare boards and establishments to take effective measures to ensure the overall development of minorities and other weaker sections.

Legislative Assemblies, which has been a long pending demand of our party. Government of Kerala have recently announced that NRIs will be allowed to vote in the elections to local bodies also. This meeting further urges the Government of India to take immediate steps allowing NRIs to caste their votes in the elections to local bodies in other parts of the country, as announced by the Government of Kerala. This meeting urges the Government of India to take urgent steps to evolve economic measures to help Non-Resident Indians (NRIs), especially those who lived in gulf countries for decades and returning to home-land without any source of income, to take up projects for their livelihood in various sectors including small scale and medium type of industries in India with substantial support from the Government and banking agencies. In this context, this meeting also reminds the Government of India that these are the NRIs who have been contributing substantially by way of their remittances from gulf to help our economy at critical times. This meeting also urges the Government to constitute a Special Technical Development Body under the Ministry of Overseas Indian Affairs or/and the Ministry of External Affairs to evolve and implement special welfare measures for NRIs once they return to their home-land. demarcated boundary with East Jerusalem as its capital. This meeting reiterates that India should render their continued help and financial assistance to the State of Palestine and its people in the development projects which are at various stages. While reiterating the solidarity with the people of Palestine, we urge the international community to condemn the disproportionate use of force exercised by Israel which resulted in mercilessly killing innocent civilians including women and children and destruction of their properties in Gaza. 8. The Indian Union Muslim League records its concern over the emerging of fascists trends and communal overtones in socio political life of the nation, which will jeopardize the secular democratic fabric of the country and its composite culture. It feels as nefarious the pursuance of divisive politics by hate mongers of right wing forces to instigate section of majority community against the weaker sections and religious and linguistic minorities of the country. In order to thwart continuous attempts to divide the nation on communal lines, IUML calls upon all secular democratic forces of the country to come together and strengthen the political mechanism like UPA to uphold the national unity and inclusive development by accommodating all the shades of opinion of democratic movements, fraternity and secularism. IUML also calls upon all the secular democratic forces to strive hard to uphold the nations unity in diversity. This meeting also expresses reservations against certain elements bringing bad name to the religion and community by their acts of omission and commission. We resolve to fight against their nefarious designs of violence and urge the Muslim Ummah to stand united against such anti-social elements. Our National leaders have laid down their lives to protect and project our Nation, based on unity in diversity, and to have a plural society which makes India as a multi-religious, multi-cultural, multi-ethnic democratic Nation so as to enable our country to stand as an excellent model among the comity of Nations. This meeting, therefore, calls upon all secular democratic forces in this country to join hands to maintain unity and integrity of our nation and to face the challenges posed by fascist elements to destroy this democratic secular fabric of our Nation.

9. Organizational Resolutions
It was resolved to conduct a Two day National Workshop in Delhi or Agra in the month of March 2013 to provide adequate training to party workers from all over the country in organizational and political issues. 10. It was resolved to organize Muslim Youth League a the National level and for this purpose an organizing committee was constituted. The following members were nominated by the President as members of the Organising Committee : 1. P.K. Feroze, Kerala 2. Abdus Samad, Kerala 3. M.K. Mohammed Younus, T.N. 4. Imran Qureshi, Maharashtra 5. K.P. Shariff, West Bengal 6. Rizwan Ahmed, Uttar Pradesh 7. Mohammed Asif, Delhi 8. Name to be announced by National President 9. Name to be announced by National President

5. Economy
The IUML records its appreciation on the upward thrust of our economy. Coping with the new opportunities, Indian economy is growing in commendable pace assuring the overall development of the nation. But the spiraling rise of prices of food grains and essential services makes the life of common people very difficult. The fruits of development should be equally shared. The vast majority of our people find it difficult to make both the ends meet due to high rate of inflation. Govt. should not retreat from spending on public interests. Public health services, Public education, Public distribution system, public transport etc., should be given priority. There must be positive intervention by the government to ensure the well being of the vast majority of the people. This meeting appreciates the measures taken by the Union Government to stabilize the economy of the country. This meeting congratulates the Government of India for the steps taken to make the subsidy payments through Banks to ensure that the subsidy reaches to the weaker sections directly. This will economically help the weaker sections of the society, especially, dalits and deprived sections to enjoy the fruits of development.

Condolences:

7. Palestine:
Over viewing the current international scenario, IUML feels perturbed at the happenings in west Asia. We solidly stand with Palestinians who are relentlessly struggling to have their homeland. The flagrant aggression by Israel, pushing the poor inhabitants of Gazza to face the threat of total annihilation has to be condemned in unequivocal terms. This meeting expresses utmost satisfaction and share the rejoice with the Palestinians on having elected as a Non-Member Observer in the United Nations. This meeting expresses solid arity with the people of Palestine and also extends our support to the Government of India for the decision to pursue all measures to realize the aspirations of the Palestinian people to have a sovereign, democratic and united State of Palestine having

6. NRIs
This meeting heartily welcomes the steps taken by Government of India allowing the NRIs to vote in the elections for Parliament and

This meeting expresses deep felt condolences on the demise of our former Prime Minister Shri Inder Kumar Gujral. Shri Gujral, during his illustrious political career, held many an important portfolion in the government. His services as Union Minister and later as Prime Minister to the nation would always be remembered by the people of India as an exemplary leader who aways stood for democracy, peace, independence and social justice. His contribution, particularly, for the promotion of Urdu language was remarkable. He headed the Gujral Committee for the development of Urdu Language and submitted its Report in 1975 which resulted in establishment of more institutions, like Maulana Azad National Urdu University, for the promotion of Urdu Language in the country. He championed the cause of peace in South Asian region. The Gujral doctrine advocated magnanimity towards neighbours in the interest of regional peace and progress. The country has lost a tall leader who stood for liberal democracy, communal harmony and social justice. This meeting mourns his demise.

THE TIMES OF LEAGUE

Chief Justice Kabir - a quiet, firm jurist

The 39th Chief Justice of India Altamas Kabir, who was Saturday sworn in by President Pranab Mukharjee, is a man of substance who goes about his work in a quiet but firm way. Chief Justice Kabir is the second Supreme Court head who was born after India attained independence, the first being his predecessor, Chief Justice (retd) S.H. Kapadia. Chief Justice Kabir was born July 19, 1948 in the illustrious political family of West Bengal. His uncle Humanyun Kabir - a close associate of Maulana Abul Kalam Azad - was an educationist, politician, writer and philosopher. Humanyun Kabir was the education minister in the cabinet of first prime minister Jawaharlal Nehru and his successor Lal Bahadur Shastri. Chief Justice Kabirs father Jahangir Kabir was a well-known figure in West Bengal politics and served as a minister in the governments headed by chief ministers B.C. Roy and P.C. Sen. His initiation into serving the disadvantaged sections of society was through his trade unionist father. It was, perhaps, this grooming that in one of the cases he held that Calling a Scheduled Caste person as chamar in a public place or within house when some outsider on dancing by girls in Mumbai bars, Chief Justice Kabir chided the Maharashtra government and wondered: If women can be models why cant they be bar dancers? Are there moral assumptions in the states constitutional choices? His humble and polite mannerism is in contrast to his firm judicial approach. He questioned the governments approach when he said that any further enhancement in the reservation for the Scheduled Castes/Scheduled Tribes/other backward classes could only be undertaken after there was a quantification of data in this regard. As it later turned out, the government did not have such data to support its case. Chief Justice Kabirs was also involved in a decision that restored the membership of four Karnataka assembly legislators, who were disqualified in wake of number game to save then chief minister B.S. Yeddyurappas government. Before joining the Calcutta University, Chief Justice Kabir did his schooling at Mt. Hermon School, Darjeeling, and later at Calcutta Boys School. After doing his M.A. and L.L.B. from the Calcutta University, Chief Justice Kabir enrolled as an advocate in 1973 and practised in the district court and the Calcutta High Court in civil and criminal side. He was no stranger to the legal system as his grandfather was a district magistrate. Chief Justice Kabir was a major force behind the computerisation of the Calcutta High Court and other subordinate courts in Kolkata. He was appointed as a permanent judge of the high court Aug 6, 1990. Thereafter Jan 3, 2005, he was sent to the Jharkhand High Court as acting chief justice. He was made permanent March 1, 2005, Chief Justice Kabir was elevated as the judge of the apex court Sep 9, 2005. He was instrumental in the design of the additional apex court complex that would be coming up at Pragati Maidan on a plot that once housed the Appu Ghar amusement park. The building reflects amalgamation of all religions. Chief Justice Kabir said: I wanted to show that the Supreme Court is a place where all religion have equal respect. Some of the cases before Chief Justice Kabir include the appeal by the Italian government asserting sovereign immunity enjoyed by its two marines who are accused of shooting down two Indian fishermen off Kerala coast Feb 15.

is present amounts to an offence punishable under the provision of the Scheduled Castes and Tribes (Prevention of Atrocities) Act, 1989. A strong believer in maintaining and upholding the propriety of the constitutional offices, the chief justice in another of his judicial pronouncements said that the governors were not the employees or were not obligated to carry out the instructions of the central government as their role was defined under the constitution. Chief Justice Kabir, while hearing a matter relating to the rehabilitation of the sex trade workers who want to quit the profession voluntarily, told the government that it made excellent schemes on paper but the targeted people did not know about them. Acquitted by court, media trial still continues

40 year old Haider was in jail for over eight years in several cases from August 4, 2001 to August 12, 2009 when he was finally acquitted from all cases. Haider was one of the four persons who accompanied CPIM Secretary Prakash Karat to meet the President against specific targeting and persecution of scores of Muslim youth in terrorism related cases and also submitted memorandum demanding compensation and justice. However, the media-trial against him continues he alleges. Speaking to TCN in Delhi Haider said, My media-trial continues even after I have been acquitted from the court it seems media in India has become bigger than judiciary. Haider has accused the media of linking him in cases without any possible evidence even after his acquittal. A grieving Haider accuses the media of using the word Aatanki or terrorist before his name even after acquittals in all cases, where persecution was not able to establish a single case against him or present any credible evidence. Haider clarifies that even in cases he was only charged under IPC for murder, rioting, etc. and there was no specific terror charge against him. Still he is labeled a terrorist for belonging to a particular community, he alleges. For example, On December 9, 2010 a news item in Dainik Jagran on a terror attack speculated on the possibility of Kanpur connection in the attack, and mentioned Haiders name along with some others as terrorist. The article further mentioned that the police are investigating and keeping an eye on people who have charged in terror cases earlier, but are now free. It was repeated in a similar story on December 11, two days later. Haider has filed a case against Dainik Jagran in the Allahabad High Court. Another case is pending in a court of special judicial magistrate against Amar Ujala and Dainik Hindustan. He claims that no police ever called or interrogated him once he was acquitted and hence there was no basis of his name being connected in other cases. Even after his acquittals from all cases Haider is not able to lead a normal life or find a job since people are afraid to meet or even talk to him because such articles keep cropping reminding about his arrest and scaring them, he alleges. Aggrieved Haider has now decided to fight. My struggle is against biased media trial, he told TCN. It seems that certain people in media and police want to continue witch hunt against educated Muslims, he alleges. Wasif Haider is also mulling over filing a case against all those officers who fabricated evidences to falsely accuse him. He wants that state should formulate stringent laws to punish those officers involved in fabricating and falsely accusing innocent civilians or for communal witch-hunting. He also wants that those who have been acquitted should be suitably compensated and given another opportunity to lead a normal life. Haider, the only son of his parents, is married with four daughters. At the time of his arrest, he was working as sales manager in a multi-national company. Having, however, decided to fight for himself and for all those suffering against brutal media trial, Haider wants the civil rights advocates and members of the community to come forward and support him in his struggle for justice. Through TCN he wanted to appeal to all intellectuals and community members to come forward to strengthen his struggle for the community and humanity. Courtesy : M. Reyaz, Two Circles.net

Asif Ibrahim, new chief of the Intelligence Bureau

of Syed Asif Ibrahims appointment to the post of Director of the Intelligence Bureau (IB) has come as a surprise. There are reasons for the eyebrows to be raised- he is the first Muslim to head the Bureau in 125 years of the organizations history and he is being made the chief by moving four senior officers out of IB. Syed Asif Ibrahim will be the IB chief from Jan 2013 to Dec 2014. Born on September 28, 1953 in Kanpur, Ibrahim belongs to 1977 batch of Indian Police Service (IPS). He was assigned to Madhya Pradesh where among other postings he also served in Chambal as SP Gwalior. A journalist of the state tells me that Ibrahim has reputation of being honest with high integrity. He went to Delhi on central deputation in late 1980s and has remained outside his parent state ever since. It is not clear whether he moved to Delhi to join IB or he joined it later. IB and RAW have been notorious for not hiring Muslims and Sikhs. Late Dr. Omar Khalidi in his famous book Khaki and Ethnic Violence in India quoted journalists and government officials that suggested that there has been a deliberate policy to exclude Muslims from sensitive and strategic services. Most of the intelligence agencies do not mirror the diversity of the national population, Dr. Khalidi wrote in his book whose second edition was published in 2010. He also cited a Communalism Combat report of September 1993 that quoted the Union Minister of State for Home confirming that there has not been a single Muslim in the RAW and IB personnel. But Former CBI director R. K. Raghavan in an email to Dr. Omar Khalidi confessed that there are a handful of Muslim officers working for CBI and there are some Muslims in the IB as well. Asif Ibrahim is one of those few Muslim officers in the IB. In fact Dr. Khalidi lists Asif Ibrahim along with Javed Gilani as the two Muslims in IB. What is not clear is exactly when Ibrahim joined IB. Ajit Doval, IB chief from 2004 to 2005 was quoted by the Guardian, I worked with [Ibrahim] for 20 years. Which will put the date of his IB

News

induction to 1992. Saikat Datta, who has written on the topic of IB recruitment of Muslim writes in the DNA that in the early 1990s the IB decided to move away from this unwritten code and brought in

Ibrahim as one of its first Muslim officers. The two statements together will point to 1992-3 as the date when Ibrahim joined IB, it could also be in the aftermath of Babri Masjid demolition. According to media reports, Ibrahim was at the Kashmir Operations Desk of the IB during the height of the militancy in the state. He is also reported to have

from the IB. In an email to TwoCircles.net Zeena recalled Ibrahim being helpful by facilitating meetings at short notice and listening and finding ways to solve problems in the matters that Zeena represented. Asif Ibrahim in his capacity introduced CIM to number of influential people and also to the Indian High Commissioner which resulted in the High Commissioner visiting North London Muslim Community Centre which showcased achievements of the Indian Muslim community. Zeena described Ibrahim as a lateral thinker who is aware of different interest groups and dangers it poses to fairness and justice. The Hindureport also credits Ibrahim for being the first one to have a clear sense of the whole Indian Mujahideen movement within the organisation. This is another interesting

handled Maoists, security and cyber security. From 2007 to 2011 Ibrahim was posted at Indian High Commission in London as Minister (Coordination). Munaf Zeena, Chairman of Council of Indian Muslims (UK)- CIM ,described his relationship with Ibrahim as luke warm but that turned to strong mutual respect for each other before the end of Ibrahims UK posting. Asif Ibrahim (second from left) and Munaf Zeena (second from right) at a function in March 2011 The Hindu curiously called Ibrahims posting in UK as being the IB station chief in London. As IB is internal intelligence agency why would it have a station outside UK but if it was not intelligence posting why would he come back to IB? There seems to be some truth to The Hindus claim as present Minister (Coordination) at Indian High Commission, Sukhdev Singh Sidhu also comes to this position

comment, rise and fall of Indian Mujahideen which many consider to be a figment of imagination of the IB, happened from 2007 to 2011 which coincides with Ibrahims stay in the UK. Was Ibrahim serving the High Commission in UK or working on Indian Mujahideen Desk for IB? May be we will never know. The manner of Ibrahims rise to the organizations top has also

raised quite a few eyebrows. Indian bureaucracy is a big believer in the idea of seniority, the date of joining is more important than the merit. To make Ibrahim the chief, four IPS officers senior to him in IB were transferred out of the organization. Indian Muslims that see IB and police harassing the community in the name of terrorism will not find it reassuring that a Muslim have been made the IB chief. When we have living breathing examples of innocent people who have been acquittedafter spending as much as 14 years in jail on the false charges of terrorism, nothing less than a complete overhaul of intelligence and anti-terrorism institutions will be sufficient. Will the presence of Syed Asif Ibrahim at the helm of affairs of Indias premier intelligence agency make any difference for the Muslims of India? Dr. Omar Khalidi wrote in his book, a handful of Muslims here and there could hardly prevent the IBs raid on renowned seminary, the Nadwa in Lucknow in 1994. Still I believe, a representation should be made to the new IB chief, not just by Muslim but all those who are concerned about IB functioning, raising the concerns about pattern of illegal detention on false evidence that do not stand a chance in the court of law but still able to destroy the lives of hundreds and keep millions in an environment of fear. Also, congratulate Ibrahim for breaking a glass ceiling for indian Muslims that was in force for over 125 years. Courtesy : Kashif-ul-Huda,

A question of rights and wrongs

By : V. R. KRISHNA IYER

Society made him a criminal

and a murderer Ajmal Kasab was hanged to death in the early hours of November 21 as a terrorist and as a killer. When he grew up in rural Pakistan, he had had only his primary education, and his parents were poor. He was doubtless driven to despair, eventually becoming a hardened operator. Society made him a criminal and a murderer. He was of course guilty of the 26/11 round of killings and havoc in Mumbai. Nevertheless, killing him secretly should be seen as injustice. Handing down the death sentence is a crime, and resort to the means of hanging makes it even more horrendous. In many ways, we are all guilty all of humanity that abetted his killing and burial but could not reform him. In my humble view, all humane societies, especially a society that swears by the Indian Constitution that is rooted in compassion, should abolish judicial executions. Mahatma Gandhi was against it. So was Jawaharlal Nehru. Much more humane and touching has been the kindly attitude of Sonia Gandhi. Rajiv Gandhi was brutally killed, and some of those who plotted and moved for the murder were sentenced to death. Sonia Gandhi, a mother with a gentle heart, wrote thus to President K.R. Narayanan, spelling out her views against the hanging of her husbands murderers. She wrote: [The] Supreme Court of India has confirmed the death sentence on four persons who were responsible for the assassination of my beloved husband Rajiv Gandhi. Our family does not think

would like the persons responsible for my husbands tragic end to be hanged. Hence I humbly request you to stop their hanging and grant them pardon when they seek your clemency. When I was Kerala Home Minister in the 1950s, I had occasion to handle some pleas for commutation of the death sentence. In all those cases, I favoured the avoidance of the death sentence. Even as the State Governor was trying to express his views in one particular case, I intervened and said, no. In two cases I had strongly opposed the death sentence, and my view appealed to Lord Scarman, sitting in the Privy Council. He wrote to me an unusual letter mentioning

passionate opposition to the death sentence. Indeed, half the number of nations of our world have abolished the death sentence including Great Britain. Lord Mountbatten was treacherously assassinated. But the assassin was not given the death sentence. For, Great Britain had abolished the death penalty. Even in the United States, many States have no provision for the death sentence. I have no doubt in my heart that Gandhijis country should not have killed Ajmal Kasab, who was after all young, and belonged to a poor family. Pakistani or not, he was a human being.

THE TIMES LEAGUE that the four held responsible forOFhow he was deeply touched by my
the heinous murder of my dear husband must be hanged. My son, my daughter or myself do not wish that the four murderers be hanged. In particular, we do not at all wish Nalini, mother of an eightyear-old child, to be hanged. I am aware how my children miss their father and we do not want another child to lose its parents together and get orphaned. As you are well aware, my children Rahul and Priyanka and myself are suffering untold mental agony day in, day out due to the loss of our beloved Rajiv. But neither my children nor myself
