Developing waste-to-energy is essential in order to help your community, municipality or region reach a higher level in the waste hierarchy. it is also necessary in order to implement EU waste legislation properly. Waste-to-energy eliminates toxic leakage from landfills into ground water, minimises green house gas emissions, replaces large amounts of fossil fuels and frees valuable space that would otherwise be used as landfills.

The environmental impact of waste hauling is a fraction of the environmental impact of landfill which means that waste can be regarded as a regional, in fact locally produced fuel that substitutes fossil fuels such as natural gas, oil and coal. c l i m b i n G t h E Wa s t E h i E r a r c h Y ... The waste hierarchy describes the most preferential treatment method for each type of waste where the aim is to extract the maximum practical benefits from refuse in order to achieve a minimum amount of waste descending to the level below. ... F U l F i l l i n G t h E l a n D F i l l D i r E c t i v E The European Union landfill directive (1999/31/EC) applies to all member states. The directive effectively forbids combustible and biodegradable waste from being put on landfill. Each member state has its own set of milestones with corresponding national strategies that set the pace for its transition. Unless member states start to comply with the targets set up by the Commission they are likely to be faced with severe penalties. By stimulating alternative treatment methods with for example bans and taxes on landfilling, member states will stand a better chance of success.

reDUCtion of waste is the ambition to eliminate waste from entering into the waste management system. rE-UsE of products extends product lifecycles thereby delaying their entry into the waste management system. rEcYclinG is a matter of re-circulating the materials that products are made up of, this substitutes raw materials in the production of new products. EnErGY rEcovErY is the most efficient way to utilise everything that cannot be recycled for economic, practical or even technical reasons. The output from energy recovery replaces the use of fossil fuels in the production of heat and power. lAnDfill is the least favourable alternative since the environmental impact is in fact negative.

The European Union classifies the biodegradable fraction of waste as renewable (directive 2009/28/EC, Article 2e) which allows it to benefit from different promotion schemes. So, using waste as fuel substitutes fossil fuels while simultaneously eliminating the emission of green house gases from landfills.

the key to efficient heat and power production is co-generation, which minimises unnecessary loss of energy by maximising the useful applications of the surplus heat in the system. no cooling towers are needed since the surplus heat is used to warm households and businesses instead. swedish waste-to-energy plants are highly efficient as they transform more than 90 % of the energy in the incoming waste into useful heat and power.
