This is to certify that the undersigned did at the request of PTT Exploration & Production Public Company Limited. attend at Wellhead platform, Arthit field in the gulf of Thailand. On 14th April, 2011 and subsequent date(s) in order to carryout the scope of services described below.

1.0 SCOPE OF SERVICE ACTIVITY: The scope of activity included the following: 1.1. Document review. 1.2. A visual inspection carried out on all structures above water and the splash zone areas. (Riser pipe, Conductor pipe, Piping and Equipment support are not within the scope of inspection) 1.3. Issuer Report of activity. 2.0 DETAILS:

2.1.1 DECK LEGS/COLUMNS.

THE PRIMARY STRUCTURE

a). No buckling, fracture observe during inspection. b). Location: Splash zone, leg assign A2 found localized paint damage (rust staining) see Fig.1. c). Platform leveling were establish on lower deck at column A1 to A2 and B1. Fig.2. d). Platform subsidence were establish on columns assign A2, with X mass tree assign A,N and R, see
Fig.3 to Fig.5.

e). Columns vertical deviation monitoring is not practicable. 2.1.2 LOWER DECK TRUSS CHORD (MAIN BEAM). a). No damage, buckling, fracture and breakdown of protective coating observe during inspection. b). the straightness for vertical deflection monitoring on boat landing is not practicable. 2.1.3 UPPER DECK TRUSS CHORD (MAIN BEAM). a). No damage, buckling, fracture and breakdown of protective coating observe during inspection.

THE APPURTENACES

a). Location: Fender Columns, during a visual inspection, found that fender columns were damages by services boat and localized corrosion attack (buckling/rust), see Fig.6. b). Location: Upper clamp (north/south side), found severe corroded and rust staining of bolts and nuts, see Fig.7.

RECOMMENDATION

Platform leveling monitoring on lower deck were establish. Keep monitoring for the next campaign. Platform subsidence monitoring on columns assign A1, A2 and B1 with X mass tree assign A, N and R, Were establish, keep monitoring for the next campaign.
