1,100 people has concluded the current flu vaccine is 62 percent effective. That means the average vaccinated person is 62 percent less likely to get a case of flu that sends them to the doctor, compared to people who dont get the vaccine. Thats in line with other years. The vaccine is reformulated annually, and this years is a good match to the viruses going around. The flus early arrival coincided with spikes in flu-like illnesses caused by other bugs, including a new norovirus that causes vomiting and diarrhea, or what is commonly known as stomach flu. Those illnesses likely are part of the heavy traffic in hospital and clinic waiting rooms, CDC officials said. Europeans also are suffering an early flu season, though a milder strain predominates there. China, Japan, the West Bank, the Gaza Strip, Algeria and the Republic of Congo have also reported increasing flu. Flu usually peaks in midwinter. Symptoms can include fever, cough, runny nose, head and body aches and fatigue. Some people also suffer vomiting and diarrhea, and some develop pneumonia or other severe complications. Most people with flu have a mild illness. But people with severe symptoms need to see a doctor. They may be given antiviral drugs or other medications to ease symptoms. Some shortages have been reported for childrens liquid Tamiflu, a prescription medicine used to treat flu. But health officials say adult Tamiflu pills are available, and pharmacists can convert those to doses for children. Stephanie. Still, officials there and elsewhere are bracing for more sickness. Despite the early start, health officials say its not too late to get a flu shot. The vaccine is considered a good though not perfect protection against getting really sick from the flu. Flu was widespread in 47 states last week, up from 41 the week before, the Centers for Disease Control and Prevention said on Friday. The only states without widespread flu were California, Mississippi and Hawaii. The number of hard-hit states fell to 24 from 29, where larger numbers of people were treated for flu-like illness. Now off that list: Florida, Arkansas and South Carolina in the South, the first region hit this flu season. Recent flu reports included
holiday weeks when some doctors offices were closed, so it will probably take a couple more weeks to get a better picture, CDC officials said Friday. Experts say so far say the season looks moderate. Georgia: State authorities said Friday that flu has reached epidemic levels in Georgia. Although activity has declined a bit, its uncertain if cases have peaked. Two adult, flu-related deaths, have been reported. Hawaii: Flu in Hawaii is at a low, steady level normal for the state this time of year, and there is plenty of vaccine available. There have been no pediatric deaths or uptick in adult deaths related to the flu. Idaho: In Idaho, eight older adults have died from flu-related illness and doctors are seeing an increase in patients with flulike symptoms. Its definitely shaping up to be a more serious flu season than weve seen in the past several years, said spokeswoman Nikki Forbing-Orr of Idahos Department of Health and Welfare. There have been no runs on flu vaccine and the states supply is in good shape. Illinois: Intensive care unit hospitalizations and flu-related deaths surpass previous years and continue to climb, with 27 adult deaths so far. Eight Chicago-area hospitals turned away ambulances earlier this week because of a surge of patients with flu-like symptoms but that situation eased. (hash)FluChicago. Indiana: Flu is widespread in Indiana and deaths have climbed to 15 during what health officials call a moderately severe flu season. During the same period last year, no flu deaths were reported; two years ago there were two deaths. During the pandemic of the 2009-2010 flu season, there were 21 deaths by this time of the year. Two of this seasons deaths were in children younger than 18. Iowa: Flu problems are increasing in Iowa and are worse than in recent years. Some locations have run out of vaccine, partly because clinics ordered fewer doses because of recent mild flu seasons. Iowa doesnt track flu deaths. Kansas: The Kansas Department of Health and Environment has reported one child flu death. Flu is widespread but vaccine supplies have mostly been adequate in Kansas. Kentucky: Flu has been widespread in Kentucky for the past five weeks, which is earlier than usual. State authorities are not aware of any shortages and there have been no flu deaths in children. Louisiana: High levels of flu-like illness are reported in Louisiana but no child deaths and so far emergency rooms have not had to turn away other patients to accommodate those with suspected flu. This is going to be one of the very busy seasons, said Louisianas state epidemiologist, Dr. Raoult Ratard. Maine: Authorities say flu cases are increasing and reaching epidemic proportions with widespread illness throughout the state. Most hospitals are near capacity, and there have been some spot shortages of vaccine. Maine doesnt tally flu deaths but one school-aged child has died - Maines first flu-related death in a healthy child in years. Maryland: Flu cases are widespread and more numerous than expected in Maryland, but there are signs things may be stabilizing. Most patients are older than 65; no childrens deaths have been reported. Emergency departments at several hospitals in the Baltimore-Washington area were at or near capacity for intensive- and critical-care patients but it wasnt clear to what extent flu was a factor. Massachusetts: Massachusetts has reported a high level of flu activity, with 18 deaths, none in children. The city of Boston declared a public health emergency on Wednesday and is working with health care centers to offer free flu vaccines. Ahead of weekend church services, the Roman Catholic Archdiocese of Boston advised priests they may want to encourage parishioners to avoid drinking from communion chalices and skip handshakes when exchanging signs of peace during services until the flu emergency subsides. Michigan: Health officials say the flu season is worse than previous ones, isnt slowing down, but has not reached an emergency level yet. Four Michigan children have died from flu-related illness. The hardest-hit regions are in the southwest, central and southeastern parts of the state. Some pharmacies are running out of vaccine, but enough is available on order.
Minnesota: Flu season has hit hard in Minnesota and many residents have gotten vaccinated. Some clinics have run out of vaccine and had to wait a day or two to get new supplies, but there have no serious shortages. There have been 27 deaths, most in elderly patients. Mississippi: High levels of flu-like illness have been reported in Mississippi but no child deaths and so far emergency rooms have not had to turn away other patients to accommodate those with suspected flu. Missouri: Flu cases began in November in Missouri and authorities cant tell if the season has peaked yet. Illness is widespread, and the state health department recommends that residents seeking flu shots should call ahead to make sure supplies are available. There have been no reported flu deaths in children. Montana: This flu season is shaping up as Montanas worst since 2009. Influenza is increasing with outbreaks occurring in at least half of the state. Increases are expected for at least another few weeks. There are no reported vaccine shortages. One elderly person has died from the flu. Nebraska: One child and two adults have died from the flu in Nebraska, where cases are up this year compared with last year. There are some spot shortages of vaccines, but supplies are adequate in most places. Nevada: Confirmed flu cases are up 57 percent in Nevada from two weeks ago and the increase is continuing. Authorities say it is too soon to tell whether this will be a severe season. New Jersey: Hospital emergency room visits by patients with flu-like symptoms in New Jersey are double the number seen at this time last year. Two children have died, both with underlying medical conditions that made them more vulnerable. Flu activity is highest in central and northeast portions of New Jersey. New York: The governor has declared a flu emergency. The order allows pharmacists give vaccines to anyone 6 months or older, suspending a state law that limits pharmacists to administering immunizing agents to those 18 or older. Flu has been reported in every county and has been widespread for seven weeks. Reported cases declined last week but hospitalizations for lab-confirmed flu were up. Two children and at least 10 New York City adults have died from flu-related illness. Statewide adult deaths arent tracked. North Dakota: Flu activity is earlier than usual but not abnormal; one death, in an elderly resident, has been reported. Ohio: There have been nearly 2,000 flu-related hospitalizations in Ohio since October, compared to 86 in last years unusually mild flu season, and 175 the previous season. One child has died from flu complications; there were no child deaths last season and only one the previous year. The state Health Department says there are sufficient supplies of vaccine available around the state. Oregon: Flu is widespread and increasing in Oregon but authorities say its not outside the normal range. No deaths in children have been reported. New Hampshire: The flu season is more severe in New Hampshire than in recent years, but the state public health director says its not yet alarming. So far, 14 flu-related deaths in adults have occurred, an unusually high number this early in the season, but no child deaths. A Health Department spokeswoman said she was not aware of any vaccine shortages. New Mexico: Flu has hit earlier and harder than usual in New Mexico. There have been no deaths but 88 New Mexicans have been hospitalized with flu-like illness compared with two cases at this time last year. Vaccine supply is ample. North Carolina: Flu is prevalent in every county but declined slightly this past week; authorities say its too soon to know if thats a trend. This was a very early onset of the flu season and the proportion of medical visits that are due to flu-like illness has been higher than weve seen in the past decade, said health department spokesman Mark Van Sciver. As of Jan. 10, there were 17 reported flu deaths, including 14 people older than 65. Local public health departments had adequate vaccine supply. North Dakota: Flu activity is earlier than usual but not abnormal; one death, in an elderly resident, has been reported. The state has seen 5,568 emergency room visits for flu-like symptoms since Dec. 10, an average of about 180 a day. A Health Department spokeswoman says people are sick everywhere. Many people are seeking vaccination and supplies are plentiful. No children have died from the flu. South Carolina: Flu is widespread in South Carolina but hospitalizations have slightly decreased. Of 22 flu deaths, one was an infant, the rest adults older than 50. The States Division of Health and Environmental Control has ample vaccine; whether there were any shortages elsewhere was unclear. South Dakota: Flu activity is earlier and occurring at higher levels than usual in South Dakota. Nine people have died from flu-related illness, all older than 75. Tennessee: Dr. Kelly Moore, the medical director of the Tennessee Immunization Program, says the flu season seems worse than in recent years but that clinic reporting is often disrupted over the holidays, so whether cases are increasing or not is uncertain. Were not hearing reports of any hospitals being overwhelmed, she said. One child has died from flu-related illness. Texas: Flu cases have been reported in more than half of Texas, and several county health departments say this season is worse than in past years. In the last week of December, nearly 12 percent of doctor visits were for flu-like symptoms, almost double the amount for that week in 2011. The number of cases dropped last week. In the Dallas area, many parents say their doctors dont have the pediatric vaccine so theyve sought the shots at the county health department. At least six Texas children have died from flu-related illness since last fall. Utah: Utah officials say flu cases spiked last week but dipped this week, and call it an early and active season. No deaths have been reported. Utahs vaccine supply is holding steady with no reports of shortages. Vermont: Flu cases appear to be on the rise in Vermont. Three adults have died, all in December. Vermont Health Department officials say flu rates are higher than other years but the number of deaths does not appear out of the ordinary. A total of 10 people died from the flu last year; seven in 2011 and none in 2010. Virginia: Virginia hit widespread influenza activity in December, a month or two early, which hasnt happened since the 2003-2004 season. Outbreaks have been reported in schools and nursing homes in all regions of the state but no children have died. Washington: Flu has spread to more than half the communities in Washington state; thats not unusual but it appears to be increasing and authorities say is could be worse than recent mild seasons. There have been five lab-confirmed flu deaths in adults and one in a 12-year-old boy. West Virginia. State public health officials say fewer than 1,400 cases of flu have been confirmed and flu-like symptoms are widespread. Public Health Commissioner Marian Swinker said Friday that more than 15,000 people have told doctors they were ill last month, with nearly 4,400 reporting they were sick so far this month. There have been no flu-related deaths in the state. Wisconsin: Flu-related hospitalizations in Wisconsin total more than 1,300, versus 389 for all of last year. One child has died. State officials believe they have an ample supply of vaccine and no shortages. In Milwaukee, hospital emergency department visits have tripled over the past few weeks due to patients with flu-like symptoms and ambulances were being diverted elsewhere, a city Health Department spokeswoman said Friday. Wyoming: Flu activity is high in Wyoming. One county ran out of vaccine last week and the distributor wont have any more flu vaccine this season. Taada said the President had cautioned the administration candidates against early campaigning by following his lead in only introducing the candidates and not officially campaigning for them yet. He said Mr. Aquino wanted to directly campaign for the LP coalition senatorial bets on Feb. 12, when the 45-day campaign period for national candidates begins. The LP coalition senatorial bets were going from province-to-province on their own, Taada said. This was in contrast to UNAs campaign strategy of making an early head-start. FARM owners and workers asked the government on Sunday to rehabilitate more than 14,000 hectares of banana plantations in Davao Oriental and Compostela Valley that a powerful typhoon ruined last December, which left tens of thousands of people homeless and out of jobs.
The Pilipino Banana Growers and Exporters Association (PBGEA) asked President Aquino for an outlay of about P8 billion to nance the the one-year rehabilitation of the farms planted with Cavendish bananas for exports. We shall see how effectively the PNP and the Comelec enforce the gun ban or how skillfully the agents of local kings and queens keep themselves out of the enforcers radar. Acrimony and bitterness are also common fare. We are not surprised at all that this early, with four months to go before the polls, incumbent ofcials and candidates attempt to smear each others name while raising their own stock before the publics eye. The ongoing standoff in Cebu City is perhaps the more obvious example of political wrangling, despite Malacanangs insistence that it is just adhering to the rule of law. THE election period began midnight Sunday with the Commission on Elections and the Philippine National Police clarifying guidelines for the establishment of checkpoints in various places in the country. The poll body also kicked the season off with a so-called unity walk as part of its campaign for honest and safe elections in May. Comelec employees, the police and military participated in the event which was followed by a prayer rally. All these sound good except that

which he was grateful. Not too many Filipinos become Rectors of Roman universities and colleges. Dom Anscar was. He was Rector of the Pontical College of St. Anselm (more formally known as the Pontical Athaeneum of San Anselmo), the internationally recognized center of liturgical studies in Rome and was President of the Pontical Liturgical Institute. It was as such that he published as editor a mutli-volumed resource in pastoral liturgy that remains authoritative and current to this day. And he wrote prodigiously: books and articles in scholarly journals, Liturgies of the Future being one of the most popular among so many others. He was a frequent invitee to congresses, fora and symposia, and the Vatican recognized his expertise by making him consultor of the Congregation for Divine Worship, the Holy Sees dicastery that oversees liturgy. And obviously, he was ubiquitous in schools of theology. But he was not one to keep his encyclopaedic grasp of liturgy to himself. In fact, he delighted in sharing his immense knowledge with others. He founded the Paul VI Institute of Liturgy in Malaybalay, Bukidnon and to it, most of the dioceses of the Philippines have sent priests and religious sisters for summer studies in pastoral liturgy. Later, he founded the Graduate School of Liturgy at San Beda College, that now has Josena Manabat, herself a recognized liturgy expert, as its dean. It is no exaggeration to assert that the rather creditable state of liturgical awareness and scholarship in the Philippines today, we owe in considerable measure to Dom Anscar. I got the news early morning of January 8 that he had passed away -- as quietly as he had lived -- while preparing to celebrate Eucharist. He died as he had lived: preparing for liturgy. It was not for him rubricism, that annoying and really petty concern with such minutiae a how to swing the censer and how to bow to bishops that was his passion, but the theology of the public worship of the church and the sanctication of Gods people through privileged signs and symbols. As soon as I arrived in San Beda, I went to the chapel where he lay in state. For a long time, I looked at him -- garbed in the monks habit, a cowl over his head and a stole on his shoulders. Simple in life, simple to the end -- and yet so great. I kissed his cofn, the least I could do to bid him a nal farewell and to thank him for all that he had meant to me in my formation as a priest and in my professional life. The liturgy is a foretaste of the eternal praise that is the happy and joyful lot of the blessed. I pray, as do all who knew and loved him, that the humble but mighty work of Dom Anscar on earth allow him a place of honor in the Kingdom to which all liturgy leads us. Senates biggest spenders. He said Santiago and Trillanes were in fact the recipients of additional Maintenance and Other Operating Expenses from 2008 to 2011. Enrile explained: They were also the recipients in December 2011, 2010, 2009, 2008, they never complained. They never said it was unconstitutional, unconscionable. They only complained now that I have excluded them because they already have bigd budgets. He said that Senate records show that Santiago, Trillanes, and the Cayetano siblings received the rst tranche amounting to P600,000 last November for the additional MOOEs for 2012 along with the other senators and the four were also given a P250,000 check each as Christmas gift from the saving of the Ofce of the Senate President. He said the other senators were given more than the additional MOOEs given to the four since the majority of them chair committee with inadequate budgets. He said Sen. Alan Peter Cayetano as minority leader has a big budget, equal to the budget of the Senate President, the Senate president pro tempore and the majority leader. He further explained: Santiago and Trillanes keep on asking for additional budgets. They asked for realignment of savings. So I gave more to the others because during the rst tranche I gave equal amounts to majority and minority senators. Enrile said he could not understand the accusation of Trillanes of favoritism especially since Trillanes spends the most among the senators in his frequent travels. But what has taken all the wind out of the accusations of Santiago on the use by Enrile of the Senates savings for the senators MOOE is the statement re-
leased by Commission on Audit (COA) chair Grace Pulido Tan last October 10 where she rmly stated that the law gives Enrile full discretion over the use of Senate savings. She cited special provisions of the General Appropriations Act (GAA) 2012 where in accordance with the Constitution, the GAA authorizes the Senate President and the House Speaker to augment any item in the general appropriations law for their respective ofces from any savings in other items of the respective appropriation. Pulidos statement effectively rejected Santiagos call for the audit of the Enriles use of Senate savings to augment the MOOE of the senators. It would not be surprising if Pulido becomes the next target of Santiago. Among the senators, it is Senator Ping Lacson who has given the most lucid reaction to this tempest in a teacup created by Santiago who returned the P250,000 of the MOOE released by Enrile last December. I nd nothing wrong accepting the additional MOOE as long as I dont pocket it and instead use the same for its intended purpose, Lacson said. He said that Returning it is tantamount to admitting that he or she had interpreted it as a personal gift and added What I dont understand here is one and the same act cannot be right yesterday and incorrect today. Why was P600,000 of the Senate Presidents MOOE used and then the P250,000 returned for being unconscionable when the nomenclature is the same. With the talk of a COA audit for MOOE started by Santiago, some people are suggesting that if theres anybody who should audited, perhaps it should be Santiago who apparently thinks that the MOOEs are the personal funds of senators.

The pivot is supposed to be military in nature, and counts on the support of countries from Korea to Japan to the Philippines to Singapore to Australia. The US has deployed 2,000 Marines, ships and aircraft, including drones, to Australia, four littoral combat ships to Singapore, while Japan and Korea have their own range of ships, aircraft and weaponry. This year Japan plans to spend an extra 180.5 billion yen on missiles, ghter jets and helicopters as an emergency economic measure on top of the regular defense spending for the year, according to the Japan Times. Japan will also allow the US to deploy an additional 12 of its tiltrotor Osprey transport aircraft to the US Air Forces Kadena base in Okinawa, bringing to more than 30 the number of Ospreys based in Japan, says the report. Close to 20 Ospreys are already based in US Marine Corps Air Station Futenma in Ginowan, Okinawa, causing some protests from the residents there last year. The Osprey is a special aircraft that lands and takes off like a helicopter, cruises like a xed-wing plane, and can be refueled in midair. Still in support of the pivot, Japan is transferring 10 maritime vessels to the Philippines, which does not have enough ships of its own. Although Aquino is one of the rst conscripts to the pivot idea, the Philippines has nothing of material signicance to contribute to it, except for its safe harbor facilities for US nuclear warships and submarines, which are technically covered by the constitutional ban on nuclear weapons. Such ships transfer is expected to signicantly improve the nations maritime capability, after its last acquisition of a recycled coast guard cutter of the Hamilton class from the US, at the height of the Philippine-Chinese maritime standoff at Scarborough. Aquino and Foreign Secretary Albert del Rosario discussed increased JapanesePhilippine maritime security cooperation with Japanese Foreign Minister Fumio Kishida on the latters recent visit to Manila. It should enable the two countries provide better support for the US pivot. Some commentators, however, tend to belittle the pivot as more of a trade and diplomatic initiative, with very little military content. This is not a popular view, but it could gain some support if a wave of anti-Americanism were to erupt in this most pro-American country, because of the US governments inexcusably interventionist role in railroading an unwanted and constitutionally questionable RH law. This need not happen even in the worst of times. The Philippines is a former American colony where the most virulent type of pro-Americanism could not be cured by any call for independent thinking years after the country regained independence in 1946. But in one completely avoidable act, the Obama administration succeeded in converting any number of pro-Americans into antiAmericans. Many Filipinos are convinced that without the US intervention, Aquino would not have been emboldened to ram the unnecessary and highly divisive Act through Congress, against the unied opposition of the Catholic Church. But Aquino has apparently come to believe that it was the US, rather than the Catholic Church or the Catholic faithful assembled at EDSA, that was mainly responsible for removing Ferdinand Marcos and installing his late mother, Mrs. Corazon Aquino, as president in 1986. Similarly, it was the support of the Clinton and Bush administrations that kept Gloria Macapagal Arroyo in power from 2001 to 2010, despite persistent questions about her legitimacy and the various efforts to evict her from ofce. Aquino may also be able to state with authority that it was U.S. Ambassador Harry Thomas premature recognition of him as president-elect in 2010, before the completion of the electoral count, that sealed his claim on the presidency and foreclosed all post-election inquiries into the integrity of the precinct count optical scan (PCOS) machines which Smartmatic used in the elections. Aquino apparently believes that with American support he could walk over any law or institution without risking his ofce. But the new opposition knows that majority of Filipinos are on its side, and will support any organized or sustained effort, if any, against Aquino and his foreign backers. For although Aquino won the vote in Congress, only 133 congressmen out of the total membership of 286 voted for RH. Seventy-nine voted against it, while 74 others chose to absent themselves to avoid following Aquinos diktat. Fewer than half of the entire House of Representatives less than the required quorumsupported the Act, despite all the arm-twisting and the vast resources that had gone into it. In the Senate, where the celebrities proved wiser than the intellectual pretenders, the vote was 13 in favor, 9 against. Aquino obviously realized that he stood not on solid ground but on very thin ice. Thus with uncharacteristic prudence, fearing a massive protest on the ground, he signed the RH Act into law in the privacy of his chamber, without the usual media coverage, or ofcial audience. Aquino and his foreign backers may have realized, after the vote, that the whole thing was one costly colossal mistake. The original argument for population control, as spelled out in the original 1974 US documentNational Security Study Memorandum 200 or The Kissinger Reportno longer held: there was no longer any population explosion to be contained. Outside of Africa, global population growth had begun to decline; the demographic winter had become the one unstoppable danger to many rich countries; and the Philippines robust and dynamic population, growing at 1.9 percent a year, had won the praise, condence and hopes of the worlds leading statesmen, demographers and economists. Imposing population control on the Philippines was more the product of ideological inertia, rather than of scientic thinking or analysis, after population control had failed everywhere, but its authors had failed to revise or withdraw their failed policies. In their zeal to subjugate the last prolife and pro-family nation on earth, they violated even their own code. NSSM 200, which argues the need to impose global population control to protect U.S. security and overseas interests, directs the US President and the Secretary of State to make a point of discussing our national concern about world population growth in meeting with national leaders where it would be relevant, but warns against making foreign leaders appear that they are implementing population control at the behest of the US government. Successful family planning requires strong local dedication and commitment that cannot over the long run be enforced from outside, says the Report. The leaders of poor countries should not see developed country pressures for family planning as a form of economic or racial imperialism; this could well create a serious backlash. It appears that although the foreign operatives correctly calculated that Aquino would not mind acting as a tool of racial imperialism, they failed to consider that the Catholic Church, whose rights are usurped and nixed by the unwanted Act, may not take it sitting down. Some have suggested that Aquino and his foreign patrons were probably guided by the fact that during the Commonwealth,

status, as well as citizenship, one still has to go to court and file a petition for correction of entries. Under this new law, if a person wants to change the entry as to his or her sex, say from male to female, he has to show that, at birth, he was indeed born as male. He must therefore present his medical record at birth and a certication from an accredited government physician that he did not undergo any sex change or sex transplant. Apart from this, he has to present early school records, his baptismal certicate, or any equivalent religious certicate, to conrm that he has always been known as a male. And, he must personally le his petition for change of entry as to his sex at the Local Civil Registrar of the place where he was born and where his birth record is registered. He must also submit clearances from the National Bureau of Investigation, the Philippine National Police and the courts that he has no pending criminal, civil or administrative cases. Another requirement is the publication of the petition to give those with negative information about the applicant a chance to come forward to oppose it. Basically the same documentary requirements need to be submitted when one seeks to amend ones birth day or birth month with the exception of the medical certicate by a government physician that the applicant has not undergone a sex change or sex transplant. When a person seeking amendments to his birth day or month only has transferred residence but still lives within the Philippines and it is impractical and expensive for him to le the petition in his place of birth, he may le his application in the Local Civil Registry of his place of residence. For those who now live in a foreign country, they may le their petition in the Philippine Consulate nearest their residence. *** Equal Dignity and Respect. As usual, a plethora of suggestions has been aired on how to stop gunrelated crimes. The proposed solutions are as diverse as the kind of recrackers one would see in the market . These range from banning guns to enforcing tighter rules for gun ownership. As to gambling , assorted cures have been prescribed, from scrapping small-town lottery, which critics say merely sticks a legal g leaf on jueteng , to banning all forms of gambling. But these so-called xes merely address the symptoms but not the causes on why guns and gambling proliferate. They respond to the manifestation of the twin phenomena but not on their roots. They dwell on the surface but not on the larger context that birthed the problems that now hound us. *** You dont have to be a rocket scientist to know why gambling is an eternal sunrise industry here. For one, the culture of gambling is something that is nurtured by the state. You look around and you cant escape
the vestiges of state -sanctioned gaming. Fact is, the country is one big Las Vegas, minus the neon lights. You can place a bet on a race horse at the bookie joint at the corner, which is a stones throw away from the friendly neighborhood lotto outlet. If the Basque game of jai-alai is your cup of tea, there is an off-fronton betting station not far from there. Go to the mall, and you see bingo parlors galore. Go to a hotel, and you will nd an array of one-armed bandits and Pachinko machines tucked in a corner not far from the lobby . Internet coffee shops now double as internet gambling dens. Poker dens are now mushrooming. Casino megaplexes are rising from reclaimed land in Manila Bay. They will compete with gaming resorts which have sprouted from once upon a time military camps. These former bases have become glitzy gambling detachments. These developments are hailed with full-throated praise from the government. One gaming rm stock was lionized as a darling of the stock exchange. Pagcor is routinely extolled as third biggest revenue earner for the government.
If this is the social environment that treats gambling as a virtue and not as a vice, then dont be surprised if gambling trickles down to the hoi polloi as a pastime that serves the common good. And dont be surprised too if grassroots entrepreneurs, having been encouraged by the success of big gaming, copy their business model and implement them on a smaller scale and guerilla-style on their own communities . This is probably the reason why illegal cockghts, underground dog ghts, unlicensed sakla joints , secret mahjong dens, and, yes, jueteng , where bets are collected and winnings delivered to your doorstep , are ourishing . All because of the inconvenient truth that we have a turned into a gambling nation. *** The big picture in guns is that they proliferate when peace and order disappears. The vacuum left by state protection is lled by the sense of selfprotection offered by guns. The best antidote to gun protection is a crime-free environment. When crime incidents shoot up, gun sales head north. The best way, therefore, for the government to bankrupt the gun trade is
to put criminals out of business. There is no gun-loving gene in the Pinoys DNA. I dont buy the idea that gun ownership is an integral part of the Filipino males macho image. Majority of those who keep a gun in their homes were probably compelled by circumstances to do so. Ordinary folks I have met, upright citizens who pay their taxes and segregate their trash , admit to an initial allergy to guns but worsening peace and order has forced them to bite the bullet , so to speak. If you are a Filipino worker overseas and marauding akyat bahay gangs have been victimizing your neighborhood, when your car and the daughters you left behind are not safe from carnappers and rapists, and it takes hours for cops to respond to a distress call and years to solve a petty crime, then we cant blame you if before leaving for abroad you insisted that they keep a licensed gun in the house just in case. If a farmer leaving in the boondocks is under siege from carabao rustlers, then how can we blame him if he keeps a rusty Carbine by his side as a weapon of last resort ? Make criminals pay and it will stop the Filipino from paying for guns.

He said their study Lycopersicum Solanum Leaf Extract as an Alternative Mosquito Repellant, would be a respite from expensive commercial products. Any activity of Bayan like this one [joint use], it needs to get the approval by the Rehabilitation Court, since it has jurisdiction over Bayan, Commissioner Gamaliel Cordoba of the NTC told reporters. But Cordoba said the NTC gave BayanTel just an additional 30 days from Jan. 6, 2013 to Feb. 5, 2013 to secure conrmation of the court on the joint use of the frequencies. The NTC approved the joint
BayanTel, according to documents from the NTC, asked the regulator for another 60-day extension, after the original 60day period to seek conrmation from the rehabilitation court expired on Jan. 6. The NTC approved the joint use of the frequencies 17501760 MHz and 1845-1855MHz assigned to BayanTel late last year, on the condition that Bayan would secure conrmation from the court within 60 days from the day of the approval. However, the hearing of the motion in the court was reset to
use of the frequencies to maximize spectrum amid rising incidence of mobile communications complaints on the quality of service. The improvement in quality of service was noted during the last quarter of 2012, when both Globe and Smart Communications Inc. passed the tests conducted by the NTC. The Ayala-controlled telecommunications company earlier said it would pay holders an amount in cash equal to $310 for each $1,000 remaining principal amount of notes. Globe made the tender offer in preparation for its bid to acquire rival BayanTel. The tender offer is representative of Globes belief in the value of BTI as a nationally enfranchised entity. Potentially combining Globes assets and capabilities with BTI through collaborative business efforts will enable both companies to become more competitive and help accelerate the completion of BTIs rehabilitation, said Globe chief nancial ofcer Albert de Larrazabal. BayanTel, which has $184.5 million in debt, is covered by a court-supervised rehabilitation since 2003. The rehabilitation plan anticipates that BayanTel and RCPI will remain in rehabilitation until 2023.

CLEAN Rock Renewable Energy Resources Corp. asked the Energy Department to develop database protocols and tools for geothermal resource assessments. Clean Rock chief operating ofcer Fernando Penarroyo said the department should develop the tools for geothermal assessment and make them available to the public to encourage more investors. Clean Rock is developing the Natib geothermal prospect in Bataan and the Daklan geothermal prospect in Benguet. Penarroyo, in a presentation, also called for the inclusion of enhanced geothermal systems and low enthalpy for feed-in tariff availment. Public-private partnership must be encouraged in the eld of research and development and demonstration for new technologies in resource, the executive said. He said geothermal projects were affected by some issues with local government units. He said the law was silent on whether LGU consent was needed for exploration and development. PHILEX Mining Corp. is waiting for the decision of the Mines and Geosciences Bureau on whether it can use the P1billion penalty for the rehabilitation of areas affected by the mine waste spill in Benguet last year.
We continue with our ongoing rehabilitation [and] remediation efforts while waiting for the MGB decision, Philex senior vice president for corporate affairs Michael Toledo said in an interview. The company, he added, remained hopeful their petition would be granted within the 45-day deadline imposed by the agency. The MGB submitted on Nov. 21, 2012 its verdict on the mine waste spill at Philexs Padcal mine in Itogon, Benguet. The agency asked Philex to pay the pollution charges amounting to P1.034 billion within 45 days after receipt of the letter. Philex was also required to conduct massive rehabilitation of the affected sites and water sources that may cost the company another P1 billion. The Environment Department issued an order that all mining companies found to have discharged solid fractions of tailings should be ned P50 per metric ton. The Padcal mine tailings accident dumped at least 20.7
million metric tons of mine waste to the nearby Balog Creek and its convergence area near Agno River. Philex said it already cleaned the silt off about half of the 2.5-kilometer stretch of Balog Creek, collecting 85,000 bags which have since been hauled off to and kept in temporary storage areas. The company also said it installed eight silt traps along the Maligaboy Creek, another tributary of Agno River, to contain the silt coming from upstream. Another silt trap was being constructed at the 2.1kilometer mark near Balog Creeks convergence area with Agno River. Philex Mining also constructed riprap walls in designated areas, and improving access to and along the waterway by constructing footpaths on rugged terrain and building hanging bridges and elevated pathways down the creek.

TALENT search shows have emerged popular in international and local TV stations. These shows allocate millions in search for the best talents in town and take months to nally crown the best among the best. In the corporate world, competitive organizations also identify the best talents, study if acquiring this talent will increase revenue and contribute to a more signicant bottom line, and decide if they would offer employment to these identied individuals. However, hiring the best talents in the industry is not only expensive because organizations have to pay for the qualications of the talent, but also risky because culture-t has to be considered. Jewels of success I commend the management leaders of organizations that hold the paradigm that its human resources are its greatest assets. Organizations have to keep their performing people who are the jewels of their success. These jewels have to be recognized and rewarded. Retaining performers is not as expensive as getting the best practitioner in the industry. Some may think that it is costly because you have to indulge them with compensation and perks, but rewards need not be exclusively monetary and tangible items. Organizations nowadays have stretched the functions of HR to talent/career management. This reinvention of HR is in recognition of its evolving role in taking care of homegrown talents. Growing talents from within brings pride to the organization because it signies that it knows how to develop and retain its people. In addition, these talents have already been living and dealing with the organization culture, thus practices and norms have been adapted. Talent/career management focuses on identifying employee career path and the development and retention of high-potential employees. Performing employees signicantly contribute to the

organization and organizations have to reciprocate by giving value to these employees. Career progression is one way of valuing employees. This option is not only limited to promotion, i.e., giving attractive and elite position titles, but also includes developing and strengthening employees competencies. Competency development is a step forward and helps in achieving career goals, which can retain valued employees. Not jobs but careers Employees often ask, before or upon delivering tasks, What is in it for us? For the employers, remember that the best answer to this question may not always be money. While it is clich, they offer not jobs but careers. Opportunities for career progression, such as mentoring sessions with seasoned professionals and stretch assignments, can be effective rewards for your jewels. You can be as creative as you can be in crafting these career boosters. In this way, performing employees will feel that they are given attention and feel their value in the organization. Now is the time to prioritize your employees career. Do not treat them as mere expendable machines that you can replace anytime. The fact that you hired talents means you, as an employer, have a responsibility to care for these talents. Managing talents is as important as sustaining the business. Everybody in the organization wears the HR hat in one way or another; therefore, it is not just the employers responsibility but also the supervising ofcers and other employees as well. Then again, the top management has to be the driver for talent management to have more impact as it trickles down to various employee levels in an organization. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instruction to Bidders. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the Government Procurement Reform Act. Interested parties should have a Certificate of PhilGEPS Registration to be able to participate in the bidding. Prospective bidders should have undertaken a similar project within the last two (2) years amounting to at least 50% of the Approved Budget for the Contract. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use the non-discretionary pass/fail criteria. Post-qualification of the lowest calculated responsive bid shall be conducted. All particulars relative to Eligibility Statement and Screening, Bid Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification, Award of Contract and Performance Security shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations. The airport welcomed 56.5 million passengers and handled 352,000 aircraft movements last year, growth of about 5 percent for each, according to a press release today. Freight shipments rose 2.2 percent to 4 million tons, it said. The airport also reported a one-month record 30,800 ight movements in December. Despite the challenging global economic environment, regional economic growth continued to drive trafc increases, Stanley Hui Hon-chung, chief executive of the citys Airport Authority, said in the release. This past year we welcomed nine new airlines and expanded our global network to about 170 destinations. MY GOOD friend, the effervescent Nene Leonor, always gets all revved up every time she tells me about the annual ball staged by her group of wellmeaning personalities, the Friends for Cultural Concerns of the Philippines (FCCP) of which she is President. They come up with this sparkling, glittering affair every year, primarily to raise funds for their various charities, and I hasten to add, they have a lot! Thank goodness for these kind-hearted souls, the world is a better place to live in, the reason why I always extend my all-out support to them as I share their concern for the needy. This years proceeds went to FCCPs scholars at the UP College of Music and Fine Arts, to the organizations outreach programs for public schools and rural communities, their heritage and cultural trips, as well as their other undertakings related to arts and culture. IT WAS initially reported as authentic. Then, it was revealed to be a hoax. The Twitter hashtags #cuttingforbieber and #cutforbieber, a joke allegedly started by members of social media forum 4chan, caused widespread concern online, not because Justin Bieber was doing pot, but because cutting is a serious problem affecting teens and young adults.
The hoax was that fans of the pop star cut themselves and displayed pictures of the act on Twitter as a reaction to the image, in which Bieber was seen smoking what appears to be marijuana. Cutting was supposedly their protest against the act and plea (or threat) to the singer to stop living a druggie lifestyle. Cutting, a form of self-harm, is intentionally physically injuring oneself, commonly the wrist, as a form of release, rebellion and/or expression. Selfharm, in general, is a mental condition that affects millions worldwide. Research indicates that 4 percent of American adults and 15 percent of adolescents suffer from the condition while as much as 33 percent of British youths could be at risk. Historical data suggest that kids as young as 5 years old have been reported to self-harm. Anecdotal evidence supports the notion that cutting is prevalent in the Philippines as well. This goes to show that joking about it is rather insensitive. The hashtag trended nationwide in the United States within hours of its inception last Monday and response has been negative. Some of those who believed that it was real voiced their disapproval, shock and dismay. Others made fun of people who cut. When it was revealed that it was a hoax, most agreed that the pranksters went too far. The trending hashtag was then replaced by #SelfHarmIsNotAJoke. The Hufngton Post published the statements of Cornell University professor and expert on teens and self-injury Janis Whitlock. The professor said that the idea of cutting as self-expression is reinforced or maybe even legitimized by putting it out there in this manner. It may not convince people to cut themselves, but those who already engage in the practice (and those thinking about it) may be validated and continue down the road of self-destruction. Whitlock told the online news outlet that images of cutting can potentially serve as triggers for those already vulnerable or prone to self-injury. And that is not funny at all.

Annette Gozon-Abrogar reiterates that she never asked or referred Sarah to ICONS for a comanagement contract. According to Atty. Gozon-Abrogar, The only referral to ICONS that was ever made was for branding assistance, not for co-management, in order to get more endorsements. Further, as stated in the Networks statement yesterday on Jan. 9, The Network found no proof of her allegation that there was an under the table deal between GMAAC and ICONS Management. The Network has a policy of prohibiting and penalizing any such under the table deal between any of its executives and employees and others dealing with the Network. This policy is strictly enforced and implemented. In reference to her tweet saying I was even guaranteed protection by Mr. Gozon if I tell every detail, but when the blame pointed towards Annette, it became a different story, Atty. Felipe L. Gozon claries that what he said to Sarah and her mother was that he was grateful to them for sharing the details about the ICONS referral issue. Atty. Gozon, contrary to what Sarah is now Atty. Annette Gozon Abrogar claiming in her tweets, never guaranteed them protection, She did not ask for protection and I did not guarantee that I will protect her. I cannot protect anyone who is not telling the truth. What this 19-year old girl doesnt know is that its going to be a lonely battle in court against a corporate giant. Granting she is telling the truth, hasnt anyone told her or did her future manager failed to inform her that, in legal battles, the prosecution can actually turn everything around, and make the defendant appear a perjurer? Anyb o d y who follows Lahbati on Twitter can read between the lines her motivations for her accusations. She simply wants to be released from her GMA Artist Center contract. Her thoughts, I am inclined to believe, is not totally hers. Someone more accustomed to the wheeling a n d dealings of show business could have been feeding her ideas. Personally, GMA Network should just release Lahbati, but on the condition that anyone who picks her up as a talent should buy out her contract with the network. If that entity is unable to pay the price, then Lahbati should stay until her contract expires. And the option to give her assignments or not lies shall be the networks decision.
