Project Right of Way


DDOT Will Acquire All Right of Way Necessary for the Project. Changes to Right of Way by the Design-Build Team that Affect Right of Way Will Become the Risk of the Design-Build Team. The Design-Build Team Will Identify Additional Temporary Construction Easements in Proposal.

Design-Build Procurement Process


DDOT will use a two-step, best value process to select a design-build team to construct segments 1 and 2 During the RFP Phase, Alternate Technical Concepts (ATCs) will be considered. A stipend will be paid to responsive, unsuccessful proposers Project estimate is being updated, but expected value of the DB contract is $500 to $600 million (moveable bridge)

Project Financing
Project Finance Plan Utilizes District and Federal funds, with Issuance of GARVEE Bonds Gap Financing by the Design-Build Team May Be Considered to Cover Cash Flow Options of the District. DDOT Will Complete Payments within 3 to 5 Years of Project Completion.

Disadvantage Business Enterprise (DBE) Participation Goal


Adherence to the DBE Goals Will Be Monitored and Audited Throughout the Life of the Project Design-Build Team Prime Contractor Important Notes: A DBE Utilization Plan Shall Be Submitted Listing the DBEs that Have a Letter of Intent to Perform Work on the Project. DBE Contractor Important Notes: Propose Services within Your Firms Certified NAIC Code If Selected to Perform on Contract, Understand that No Substitutions or Terminations Are Considered Unless Approved by the DDOT Office of Civil Rights.
