FIFTEEN thousand cane producers received $6.3million from the sale of 60,000 tonnes of sugar produced under Fairtrade Certification protocol. Fairtrade is a global certification organisation that encourages growers to plant and harvest cane ethically according to strict guidelines, which include the non-use of child labour and chemical fertilisers. In return, growers receive a premium price for their sugar, which is in addition to the sugar price that the Fiji Sugar Corporation negotiates for growers in a particular area. However, funds derived from Fairtrade sugar are not directly passed on to growers but used to increase sugarcane productivity and aid social, education or health development. To be eligible for Fairtrade certification, cane growers are also required to form democratic organisations or cane producer associations as per the prescribed criteria. Fairtrade Coordination Unit project coordinator based in Lautoka, Mohammed Habib said following the Labasa Cane Producers Association's (LCPA) successful accreditation in 2010, two organisations on Viti Levu also managed to satisfy the stringent fairtrade guidelines and had also been certified. "The Lautoka Cane Producers Association and Rarawai and Penang Cane Producers Associations have been established with European Union assistance. This certification has been facilitated through technical assistance from the EU supported Fairtrade Coordination Unit (FCU) based in Lautoka under the EU Accompanying Measures for the Sugar Protocol programme

Mr Habib revealed that the LCPA had been receiving premiums annually since it was established in 2010. Last year, he said the association agreed to allocate $2.2m for cane productivity programs, $1.3m for environmentally sustainable farming and $250,000 for community development projects across Vanua Levu. These projects included a footbridge, Irish crossing, kindergarten, computers and teaching aids for rural schools in cane belt areas. Of the 15,000 members in the three cane producers' organisations in the country, 4000 are in Labasa and 11,000 in the Lautoka, Rarawai and Penang mill areas.

35 New Doctors Get Postings


A set of 35 new doctors have been posted to Suva, Lautoka and Labasa since the beginning of this year as interns. Health Minister Dr Neil Sharma said that other doctors who are on leave will return to take up new postings in the rural sub-divisional hospitals soon. Fiji currently has 400 doctors working for the Health Ministry. He said that apart from these new doctors, 54 new nursing graduates from TISI Sangam Nursing Institute have now also joined the Health Ministry. Dr Sharma said that 15 nurses will be leaving for India this year on attachment while 15 nurses who are currently training in India will return in March.

BSP Provides 1000 More


THE Bank of the South Pacific will install another 1000 electronic funds transfer at point of sale (EFTPOS) machines at their various branches this year. BSP general manager corporate and international Cecil Browne said this would be added to 2000 existing EFTPOS machines around the country. "We channeled a lot of money on e-banking across the country," Mr Browne said. EFTPOS is an electronic payment system involving electronic funds transfers based on the use of payment cards such as debit or credit cards at terminals located at points of sale. The bank has 100 automatic teller machines across the country. Meanwhile, Mr Browne said BSP's mobile banking was progressing well. "We have invested our money well in terms of electronic banking infrastructure," he said. "With that money, you can transfer money and access your account, all on a mobile phone."

British High Comm Donates $144,000 To Red Cross

The British High Commission has donated $144,000 to the Fiji Red Cross

to assist the people that were affected by Cyclone Evan last year. While presenting the cheque, Acting British High Commissioner Steve Chandler said the year 2012 was the worst year for Fiji and the British government is happy to help when the need arises. Meanwhile, the Taiwan Embassy also donated $30,000 to assist the Red Cross in helping cyclone victims. Chief operating officer of the Fiji Red Cross Society Christopher Ho said they have already assisted more than 19,000 people who were affected by the recent cyclone.

Bainimarama Confirms France Trip To Check Airbus


Prime Minister Commodore Voreqe Bainimarama will be going to Toulouse, France, to see Air Pacifics brand new Airbus A330-200. He confirmed this to the Fiji media. Im going to Toulouse on February 12 to check the Airbus, he said. The trip will be made before the arrival the first Airbus in the country in March. It is ordered by Air Pacific under the rebranded name of Fiji Airways. The completion of the first of the three Airbus A330-200 is believed to be near completion in Toulouse, which is the headquarters of European company, Airbus, is based. Last year Air Pacific signed a $1.05 billion (US$600 million) deal with Airbus to purchase three brand new Airbus A330-200 aircraft. Firsts for Air Pacific The new fleet represents many firsts for the airline. The aircraft are the first brand-new, wide-bodied aircraft our national airline has ever acquired. PACIFIC Sun remains committed to providing a clear career progression pathway for qualified local pilots to work for the national and domestic airline says general manager Shaenaz Voss. Highlighting the airline's 2012 operational performance, Ms Voss said Pacific Sun had hired five pilots to fly its DH6 Twin Otter aircraft. She commended staff members for their hard work over the past year which resulted in the airline's successful ontime performance record of 91 per cent from April to December 2012. "Last year presented us with challenges obviously beyond our control like floods, a cyclone and the closure of the Labasa runway," she said.

PM Hosts Chinese Military Delegation

Fiji's Prime Minister and Army Commander Commodore Voreqe Bainimarama ousted a high powered military delegation from the Peoples Republic of China. Chief of the Foreign Affairs Office in Chinas Ministry of Defence, Major General Qian Lihua who headed the delegation discussed matters regarding increasing defence cooperation between both countries. Bainimarama expressed his appreciation for China's continued support to Fiji in terms of nation building and defence assistance. Chinas support towards Fijis military has seen the deployment of machinery towards infrastructure developments across the country to support rural development projects. This includes the construction of roads and bridges in rural or remote communities. The latest development will also see an increased assistance in vehicles,

uniforms and stationery equipment as well as training opportunities for defence personnel. Major Lihua was accompanied by Chinese Ambassador to Fiji, His Excellency Huang Yong and was accorded a full traditional ceremony of welcome at the Queen Elizabeth Barracks. In 2011, the military forces received road construction and maintenance vehicles from the Peoples Republic of China which is assisting government with its rural development projects which is also being implemented by the Fiji Military Forces. Chinas partnership and bilateral relations with Fiji was strengthened following the smart sanctions imposed by Australia and New Zealand in 2007of which the Prime Minster has acknowledged this support and friendship.

A Fijian academic at the University of Auckland, Dr Steven Ratuva who is also a political sociologist on the editorial board of Pacific Journalism Review, has been awarded a Marsden Fund grant worth NZ$600,000 (FJ$850,000) to lead a major research project on Pacifics regional security. Dr Ratuva, of UOAs Centre for Pacific Studies, was the only Pacific Island scholar to win a 2012 Marsden award. The Marsden Fund is New Zealands major research award provided by the New Zealand government and the Royal Society of New Zealand to New Zealands top scholars to pursue high level research to advance the knowledge and innovation of the country internationally in the areas of science, technology, medicine, arts and social science. The Marsden Fund supports the very best investigators to do world class basic research, Marsden Fund Council chairperson Professor Juliet Gerrard said. Gerrard added that it is widely accepted worldwide that the most important breakthroughs are made when the best researchers are funded to work on their most exciting ideas. This is what makes the Marsden Fund so vital for the long term success of New Zealand and makes

Meanwhile, Dr Ratuva who is also president of the Pacific Islands Political Studies Association (PIPSA), an international body of political scientists and diplomats, will focus his research on the interface between state-based and culture-based security systems in the Pacific and the potential of a new synthesis in addressing local, national and regional conflict. The case studies are Fiji, New Caledonia, Solomon Islands and Tonga, four countries and territories with different conflict dynamics and security configurations. Dr Ratuva, who holds a PhD from Britain, is member of a research team of international experts on ethnic conflict and affirmative action commissioned by Duke University in the US. He is a member of an international team of experts on affirmative action and labour market funded by the British Academy and facilitated by Oxford and Cambridge Universities. Dr Ratuva has previously taught at the University of the South Pacific, Australian National University and visiting fellow in a number of international universities as well as advisor and consultant for a number of international organisations.

AIR Pacific is expecting to take delivery of its first new Airbus A330 aircraft in mid-March as scheduled. Airline managing director and CEO David Pflieger said the arrival of the new wide-body aircraft would mark the beginning of an exciting chapter in Fiji's aviation and tourism history. Tourism industry stakeholders are optimistic the arrival of the new aircraft, coupled with Tourism Fiji's brand new marketing campaign, should result in visitor numbers hitting the one million mark sooner rather than later. "We're thrilled about the A330s coming, they're on time as expected and we should see the first one here in the middle of March," Mr Pflieger said. "One of the great things about this is the fact that it's going to be a beacon for Fiji, or flying billboard as I like to call it."

Mr Pflieger said the arrival of the Airbus would not only boost the image of the airline but also Fiji as a holiday destination. "Like all the efforts we're doing elsewhere with tourism, it should lift awareness of not just the airline but more importantly the country as a great place to come and visit," he said. He said the training of aircrew and maintenance staff were progressing well and customer service training was expected to take the airline to another level in terms of delivering total customer satisfaction. "Airbus-related training is going well. We have trained a number of pilots and dozens of engineers already and with our flight attendants, we've done some training in relation to the introduction of the airplanes but more from a customer service perspective.

Fiji Wins Favor At Australian Bridal Expo

Fiji featured highly as the premier Wedding and Honeymoon destination at this years Canberra Bridal Expo this week in the Australian Capital Territory with interested parties seeking wedding and honeymoon packages in Fiji. Staff from Fijis High Commission to Australia in Canberra kicked off niche marketing activities this year at the Expo which also saw over 130 individual requests for specific followup on wedding packages to Fiji in one day alone. FNPF Pays Out $1.5 Million For Cyclone Assistance


Fijis National Provident Fund has so far paid out $1.5 million in assistance to 2000 households affected by Tropical Cyclone Evan under its Natural Disaster Partial Withdrawal Assistance scheme. The Funds chief executive Aisake Taito said that an additional 1000 applications were received last Friday and are currently being processed. He further said that FNPFs six onsite inspection teams are due to withdraw at the end of this week and will continue to work closely with the Commissioner Westerns Office in assessing applications submitted by members. FNPF will only visit areas declared by DISMAC as worst affected. Other areas will be processed on a case by case basis, Taito said. The requirements for this assistance include a fully completed Partial Withdrawal Form to be witnessed by Commissioner Western or delegated officers and provide correct residential address for on-site inspection by FNPF officers. Members should also have partial withdrawal eligibility and produce a latest personal bank account statement. Apart from this assistance, members whose properties suffered major structural damages may also apply under the normal Housing Assistance guidelines.

Government Shipping Services is tendering the sale of two of its oldest vessels both dating from in the 1980s. Fiji Navy Commander John Fox said the MV Golea and MV Dausoko had been causing Government Shipping Services maintenance problems and it was high time to let them go. Basically they have been a surplus to Governments need, taking into account its maintenance and operational costs, he said. While both vessels are still operational, it is more than what Government can cater. Confirming this in an interview, the director for Eros Pacific, one of the producers of the film Jack Raniga said Table No. 21 has been appreciated by audience for its content and entertainment with a message. "This combined with performances by Paresh Rawal and Rajiv Khandelwal in exotic locations of Fiji and the movie has been well received," Mr Raniga said. He said the film was screened until Wednesday and then the screening would depend on the release traffic of new films. Mr Raniga said the movie was released in over 1200 screens worldwide. Meanwhile, the much anticipated film, 3G, which was also shot in Fiji will be released worldwide on March 15. The movie, a project of EROS subsidiary Next Generation films, features Bollywood heartthrob Neil Nitin Mukesh and actress Sonal Chauhan. Also, 40 local extras will feature in the film with several of them in speaking roles. The film was shot in Fiji for 50 days and involved some stunts and spinechilling sequences. Some of the film sequences were shot at the luxurious Denarau Island, Suva, Pacific Harbour and Sigatoka Town. The film is co-directed by Sheershak Anand and Shantanu Ray Chibber.

ANZ Fiji made a donation of $30,000 to the Fiji Red Cross Society at the ANZ House in Suva. $30,000 is part of the $100,000 donations the bank will give to organizations as part of their Tropical Cyclone Evan relief funds. While handing over the cheque, ANZ chief executive Fiji and Pacific Vishnu Mohan noted the longstanding relationship between the two organizations over the years. The Ministry of Industry and Trade is inviting Expressions of Interest under the National Export Strategy (NES) facility, from companies that need assistance to grow their exports or companies that are on the verge of exporting, said the Permanent Secretary for Industry and Trade, Mr Shaheen Ali. The Fijian Government, through the NES facility, assists exporters to enhance production, value addition, competiveness and diversification to achieve sustainable growth in the export business, Mr Ali said. Forestry, fisheries, agro-business, mineral water, audio visual and ICT have been targeted as the sectors that will benefit from the strategy. This will enable Fiji to secure sustainable market access for Fijian Made and Fijian Grown exports from these sectors. Mr Ali added. The Government has been assisting exporters through the NES since 2007. Approximately $5.1 million worth of assistance has been provided. A large number of projects out of 23 projects assisted have been in the Agriculture followed by Fisheries, Forestry, Mineral Water and Others, the Permanent Secretary said. In 2013, the Ministry will also focus on Small and Medium Enterprises (SMEs) that are involved in export businesses and have not been able to access support under the NES facility. In order to ensure that SMEs are able to fulfill the requirements, the Ministry will assist the SMEs by proving advice on the eligibility criteria and the relevant documents that are required with regards to the application, Mr Ali added. The Fijian Government will ensure that the NES funding is targeted towards companies that are most in need of assistance to enable them to develop and expand exports, Mr Ali said. Application forms and the eligibility criteria can be obtained from the Ministry office on the Level 2, Naibati House, Goodenough Street, Suva or any Department of Cooperatives Office Divisional Offices. The NES application forms and the criteria are also available on the Ministrys website www.mit.gov.fj

As the February 14th deadline approaches for the re-registration of existing political parties, the Fiji Labour Party has said that it will take the next step in relation to the decree with the SDL, United People's Party, the National Federation Party and the Fiji Islands Council of Trade Unions. FLP Leader, Mahendra Chaudhry said an option is to challenge the legality of the Registration of Political Parties Decree as he said it is made by an unelected government. Under the decree, the existing parties will cease to exist after the 28 days deadline if they fail to re-register. The reporter asked Chaudhry whether he is taking that into account as the FLP will cease to exist if they do not re-register or meet the criteria set out. He said people will just have to wait and see how they exist going into the elections.

A former Fiji national who allegedly stabbed his wife at their Sydney home on Sunday has been charged with murder. Nacanieli Lutu during an argument with Salaseini Batirau grabbed a knife from the kitchen and allegedly stabbed Batirau numerous times in the chest. Batirau, 46, succumbed to her injuries and died at the scene. Their child Losana Lutu witnessed the incident taking place. Fijis Prime Minister Commodore Voreqe Bainimarama is still yet to confirm whether he will contest the 2014 General Election or not. Bainimarama in an interview last March had stated that he was still considering his options; however he told the reporter Tuesday that he has not made a decision yet about standing in the election. "My priority right now is to move Fiji forward and to see that the constitutional process is completed," he said. "I cannot comment on elections because I have to ensure that things are in order so our country can return to democracy."

Govt Reduces Price Of E-Ticketing Cards


The new e-ticketing card will now cost $2 and not $10 as earlier announced, confirms Fiji's Attorney General and Minister for Trade Aiyaz SayedKhaiyum. In announcing the new price, SayedKhaiyum said they found that $10 was too much for many households to pay and after discussions with Vodafone Fiji they have decided to move the price down. Sayed-Khaiyum said the card can be purchased for $2 from now until the end of March and afterwards the price will return to $10 as previously announced. He said students, elderly and disabled people do not have to pay $2 and those who have already purchased a card can get a refund. He is also urging everyone to start purchasing their cards. The E-ticketing features were rolled out last Thursday in the Central Division; it will be made available on February 10 in the Western Division and on February 20 in the Northern division. The system is to come into effect across the country by April this year.

Prime Minister Visits Students On First Day Of School

Students at Vatuwaqa Primary School started the first school term with a surprise visit from the head of government, Prime Minister Voreqe Bainimarama. The Prime Minister visited the students to wish them well at the beginning of the school calendar and urged each of them to work hard. Though you were in class 1 then and now you are in class four, I still remember the day I opened the card and thought of it to be very special. VPS Head teacher, Emoni Narawa said the visit by the PM on the first day of school was a testimony of governments commitment towards education. HOUSING Authority (HA) has written off 236 home loan accounts under its social housing policy over the past 18 months. For the year ending 2012, $1million from a government grant and $0.9m from Housing Authority provisions were utilized to assist 146 families. HA chief executive officer, Alipate Naiorosui said the 146 families represented a 62 per cent increase in the number of customers assisted in 2011. He attributed the increase to government's grant of $2m. "Apart from the social housing policy which provided financial relief to 236 families, six village housing scheme loan accounts in Ba were written off totaling $260,000," Mr Naiorosui said. "Four village housing scheme accounts in Vanua Levu amounting to $245,000 were also written off. "Initially the criteria for write-off required the home owner to have

paid over three times the principal loan amount, be unemployed due to advanced age or medical grounds or facing genuine financial difficulty." He said 90 families were assisted in 2011 where $0.5m of government grant and $0.8m from HA provisions were used to completely or partially write-off home loan accounts. "Of the 90 families, 73 per cent were located in the Central Division while 24 per cent were from the Western Division and the remainder was from the Northern Division. "The criteria was then revised downward to allow more home owners who had paid over two and a half times the principal loan amount to qualify for the assistance." This was again adjusted to two times the principal loan amount and subsequently one and a half times the principal loan amount, Mr Naiorosui said.

Suva Lawyer Fined For Professional Misconduct


Fiji's Independent Legal Services Commission reprimanded well known Suva lawyer Naipote Vere for professional misconduct. The Commission also ordered Vere to pay a fine of $2000 before his Practicing Licence is renewed for 2013. Vere took payment from a Labasa businessman in 2008 for a case but failed to provide him legal services despite receiving $1500 in advance. The businessman lodged a complaint that he wasnt satisfied with the payment to the Fiji Law Society at that time. In a mediation of the dispute by the Chief Registrar, all parties agreed that Vere would refund $1000 to the businessman. However, this did not eventuate with Vere claiming he intended to appeal and thought it would operate as a stay of the Chief Registrars order. Presiding Commissioner, Justice Paul Madigan said failure to comply with orders is a serious professional misconduct and it must attract heavy penalties to set an example to other practitioners.

Children Asked To Leave For Not Paying Fees


Parents were asked to pay school fees by Tuesday to have their children in school. Some parents in Suva and Navua were reported paying the fees on time to avoid having their children missing school. Monita Devi, mother of two primary school children, had to take her daughters back home after the school refused to allow her children into school. Ms Devi said there were other children sent home just because they did not have their school fees paid by Tuesday. We are told to pay the fees by this week if we want our children to enter the classroom, she said. Her two daughters Pritishna Achal and Yashna Achal should be going to Classes 6 and 7 respectively at Samabula Primary School. Head teacher Krishna Dutt declined to comment when approached. He ordered a security officer to escort the reporter and photojournalist from the school compound. Ms Devi said schools should be understanding about family situations and give them time to pay the fees. Ms Devi still finds it difficult to pay the fees because her husband is just a machine operator. Ms Devi said schools should understand that not everyone can afford to pay the fees straight away if they have more than one child. I will have to organise the fees for both my daughters so they do not miss any of their classes, she said Meanwhile, there are schools charging parents for late payment of fees. Some parents, who do not wish to disclose their names, said a school has asked them to pay a penalty of $20 for late payment. A parent of the said school was slapped with a $20 fine for late payment. We could not pay the fees up front and when we came back the next day, we were charged an extra $20, he said. The school management and the head teacher refused to comment on the matter. According to the Ministry of Education, every child has the right to education hence no school is to demand upfront fees or levy a penalty for late payment. The Education Ministry has clarified that there is no such thing as upfront payment as parents financial obligations can always be discussed with the schools head teacher. No student is to be turned away from school for non-payment of fees under Governments initiative on education for all. The Consumer Council is reminding all school heads and managements to follow the rules and procedures laid out by the Education Ministry.

Minister Kubuabola assured PM Lilo that the New Constitution would be ready by March this year. The Hon Prime Minister Lilo thanked Minister Kubuabola for these clarifications on recent political developments in Fiji, commending the manner in which Fiji has meanwhile conducted herself on the international front. Solomon Islands Reaffirms Support To Fijis Constitution Reforms


The Government of the Solomon Islands has reaffirmed its position on supporting electoral reforms implemented by the Fijian Government. At a recent meeting between Fijis foreign minister Ratu Inoke Kubuabola and the Honorable Prime Minister of the Solomon Islands Hon. Gordon Darcy Lilo, both parties discussed Fijis progress towards achieving electoral reforms. Minister Kubuabola visited the Solomon Islands and paid a courtesy call to Prime Minister Lilo and updated on a number of issues. At the same time, the Minister was able to convey Fijis recognition of the enduring support of the Government of the Solomon Islands towards Fijis Roadmap to Parliamentary Democracy and our appreciation for Solomon Islands vigorous support towards Fiji. Grave Diggers Investigated


TWO teenagers are in police custody in Savusavu on Vanua Levu for alleged involvement in witchcraft. Police yesterday confirmed the two a 17-year-old and a 19-year-old allegedly dug up the grave of a man who had died some years ago and hid the skull some distance away. Spokeswoman Ana Naisoro said the Savusavu Police Station received a report from a man alleging a group of youths had dug up his elder brother's grave to retrieve the skull for purposes best known to them. "Upon investigation, it was revealed that on the 10th of November 2012, three youths, two aged 17 and one aged 19 years, had made plans to dig up the grave of a 60-year-old man who had died four years ago," Ms Naisoro said. "However, proceeding with the alleged plan was a 17 and 19-year-old who took the skull of the deceased and hid it under a tree one and half kilometers from the grave for the alleged purpose of witchcraft," she said. "Police have managed to uplift the skull from where it was buried and it is now in the custody of the Savusavu Police Station," she added. "Under section 263 of the New Crimes Decree, a person commits a summary offence if he or she holds himself or herself out as being able to cause by supernatural means, fear, annoyance or injury to another person in mind, person or property; or pretends to exercise or who practices, whether on an isolated occasion or otherwise, witchcraft or sorcery," said Ms Naisoro. "The penalty for those committing the offence is a maximum of five years imprisonment," she said. Ms Naisoro said the two youths were being questioned as their investigations continue.

Ingredients: 3-pound chicken, cubed 2-1/2 cups chicken stock 1 green chillie chopped 3 inches fresh ginger, peeled and sliced 2 cinnamon sticks, crushed 1/2 teaspoon salt 2 onions 6 tablespoons ghee or butter 1-1/4 cups basmati rice 20 green cardamom pods 6 whole cloves 1/4 cup blanched almonds 1/4 cup shelled pistachios, blanched and skinned 1/2 cup dried mango pieces or raisins 1 teaspoon coriander seeds, crushed 1 teaspoon cumin seeds, crushed 4 garlic cloves, chopped 1 teaspoon saffron powder Fresh cilantro leaves, chopped Preparation: Place chicken, stock, chillie, ginger, cinnamon, and salt in a large heavy saucepan or flameproof casserole. Bring to a boil, cover, reduce heat and simmer 30 minutes or until fairly tender. Remove chicken to a plate and set aside. Pour cooking liquid into a measuring cup and add water if necessary to make 2-1/2 cups. Quarter onions, then separate into petal-like layers. Add ghee to saucepan and heat until melted. Add onion and fry until golden. Remove with a slotted spoon and set aside on a small plate. Add rice, cardamom pods, and cloves to pan; stir-fry 2 minutes or until rice is browned slightly. Return chicken to pan; add almonds, pistachios, mango, raisins, coriander, cumin, and garlic. Sprinkle saffron into mixture and cook 2 minutes. Return stock and onions to pan, bring to a boil, reduce to simmer, cover, and cook, undisturbed, 12 to 15 minutes. Rice should be tender and the liquid completely absorbed. Sprinkle cilantro on top. Note: Though it is usual to remove the skin when cooking chicken in the Indian way, if you leave it on, the flavor will be richer and even more delicious.

"Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law - for if we are truly created equal, then surely the love we commit to one another must be equal as well," he said. "Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity," he said, signalling a policy drive on a deeply contentious issue. Rapist-Killer Gets Death In 10Day Trial


Ten days after being set up to try cases of sexual offences against women, a fast-track court in Dwarka, west Delhi, gave the death sentence to a 56-yearold farmhouse guard for raping and killing a three-year-old girl in 2011. This was the first sentence handed out by any of the fast-track courts set up in the capital after the Nirbhaya gangrape. Terming the crime as "most diabolic and gruesome", additional sessions judge Virender Bhat sent the accused, Bharat Singh, to the gallows, saying the case fell in the "rarest of rare" category. The victim had died while she was being raped and her internal organs had come out, the court said. "There is a steep rise in crimes against women, particularly minor girls. Time has come when the courts have to take a stern view of such crimes and inflict harsher punishment possible upon the perpetrators... so that a stern message is sent to society," the court said. On April 10, 2011, the girl was returning to her house in Kapashera in southwest Delhi when she strayed towards the farmhouse. The girl was called inside by Singh, who was alone on duty, and was raped by him, the prosecution had said. The court noted that the girl was subjected to his "lust" in such a "ghastly" manner that she died during the crime. The convict was so merciless that after the girl died he threw her body in some bushes inside the farmhouse. It was discovered a couple of days later after the place started stinking," it said. The court said the brutality of the crime was similar to that of Nirbhaya's. "He did not heed the cries of the minor victim... It was a ghastly and heinous crime, and the convict opted to do it in such a brutal manner that her internal organs were pulled out," it said. The convict was awarded capital punishment for murder under section 302 and life sentence for rape (section 376) besides a fine of Rs 1 lakh. The defence's argument that section 302 was not made out as Singh had no intention of killing the girl, did not impress the court. Holding Singh guilty of murder, the court noted that medical evidence clearly showed that the girl had died due to the commission of rape. Demolishing the arguments of the defence, the court said the fact that he committed rape on a three-year-old girl knowing that the child would not be able to stand the pain and trauma, a case of murder was made out. "Such persons are a menace to society and he deserve no leniency," the court said. Initially, the girl's father had lodged a complaint with the police that his daughter was missing. After the girl's body was recovered, a case of rape and murder was registered and the case was sent for trial. After being set up on January 5, the fast-track court concluded the case within 10 days of getting it from another sessions court. At that time, the case was at the stage of finishing the recording of evidence. Within 10 days, ASJ Bhat recorded the statement of the accused, heard the final arguments in the case and pronounced the judgment.

INDIA'S foreign investment panel has cleared a nearly $US2 billion plan by Swedish furniture giant IKEA to open its stores in the country as it seeks new markets for its flat-pack products.

Indian Authorities Clear Ikea Entry

Two months ago, the Foreign Investment Promotion Board rejected 15 of IKEA's 30 product lines, including food and textiles, underscoring the regulatory hurdles faced by foreign stores hoping to enter the Indian market. But late on Monday, commerce minister Anand Sharma said the investment board had cleared the plan. "This is a positive development," Sharma said. "The government is committed to playing a constructive role in encouraging foreign direct investment. IKEA had told the Indian government the company must be allowed to retain its "global model" in India, retailing all of its products and running its in-store restaurants as it does in every country where it has operations. Reacting to the announcement, IKEA said the clearance of its proposal by the foreign investment panel "as per the IKEA concept" was "an important milestone in the application process". "We consider this as a very positive development," Juvencio Maeztu, IKEA country manager, said in a statement. "We are now waiting for approval from the cabinet and subsequently a notification so that we can initiate the

process of establishing IKEA stores in the country," Maeztu said in a statement. Clearance from the Indian cabinet was expected to be forthcoming after the commerce minister said late last month that "we accept their global model" and "we see no reason why their global model has to be changed in any manner". IKEA's entry into India - it has pledged to invest $US1.9 billion in coming years - is being closely watched as a test case for how a large foreign corporation negotiates India's byzantine rules and red tape. The government in September announced a string of pro-market and investor-friendly reforms that relaxed or removed barriers to foreign retailers. IKEA, which submitted its application in June last year, hopes to open 25 of its stores in India through a 100 per cent owned unit, Ingka Holding, as part of a wider push into emerging markets such as China and Russia. IKEA, which in 2009 scrapped plans to enter the market due to regulatory concerns, says it has a "long-term vision" for India and sees huge potential in its burgeoning middle class.

Earthquakes have been felt around New Zealand last weekend including a magnitude 5.2 one in Taranaki and a 4.7 in Canterbury. The Taranaki quake was centred 25 kilometres west of Waverley at a depth of 138km. It was recorded at 1.45pm, local time. GeoNet received 2239 reports from people who felt the quake throughout the country from Southland to the Bay of Islands. More than 3000 Christchurch residents reported feeling a magnitude 4.6 earthquake last Saturday night.

The quake struck at 9.15pm and was located 20 kilometres west of the city at a shallow depth of 10km. There were no reports of damage. People took to social media to report their experience of the quake, and 3357 people reported that they felt it on the GeoNet website. The quake was part of the sequence of quakes the city had experienced, Mark Chadwick, the duty seismologist at GeoNet told the media. He said the quake was the biggest in Christchurch this year and the aftershocks would be smaller.

Court Urged To Sack Judge Over Rape Joke


Indonesia's judicial commission has recommended a judge be sacked for joking about rape victims. Judge Muhammad Daming Sanusi made the offensive comment during an interview to assess whether he was suitable to be promoted to Indonesia's highest court. Asked if he thought rapists should be given the death penalty, Judge Daming said he did not think so because victims enjoyed being raped. He has since apologized, saying the comment was a joke. The country's judicial commission now says he has violated the code of ethics for judges. It has recommended the Supreme Court sack him from his position as a judge and only leave him with a pension. The commission and the court will hold a meeting to discuss the recommendation and decide Judge Daming's fate.

India Gang-Rape Trial Begins Turkey Unveils Plan For World's Biggest Airport As Father Urges Hangings
A trial has begun for five men accused of carrying out a fatal gang-rape of a student on a New Delhi bus as the victim's father urges the special fasttrack court to deliver swift justice. With the case being held behind closed doors and subject to a media gagging order, it was left to one of the prosecutors to announce the start of the case to reporters packed outside the sessions court in New Delhi on Monday. "The trial has begun," Dayan Krishnan said. "The chargesheet has been submitted before the judge and the arguments began on January 24." The trial is being held in a special "fast-track" court in the capital set up to circumvent India's notoriously slow justice system, with the victim's family leading widespread calls for quick closure on the case that has attracted international attention. The start of the trial was delayed until late in the afternoon by a failed application to overturn the gagging order while a lawyer for one defendant also sought to move the trial out of New Delhi. Outside the court, a lawyer for one of the five suspects to go on trial said his client was under 18 and should appear before a juvenile court. "My client is a minor and I have requested the court that his case should be moved to the juvenile justice court," suspect Vinay Sharma's lawyer A P Singh said, adding that a ruling was expected on January 24. Police had said Sharma, a gym assistant and fitness trainer, was aged 20. A sixth suspect in the case, who claims he is 17, will be tried by a separate juvenile court. It is the duty of the court and the judges to ensure that the final order to punish all the accused is handed down quickly and all the men are hanged. No man has the right to live after committing such a heinous crime. Victim's father The father of the 23-year-old victim said her family would rest only once the culprits were convicted and hanged and he urged Judge Yogesh Khanna to complete his work quickly. "We have finished the mourning rituals for my daughter in the village but our mourning will not end until the court passes down its verdict. My daughter's soul will only rest in peace after the court punishes the men," the father said. "It is the duty of the court and the judges to ensure that the final order to punish all the accused is handed down quickly and all the men are hanged. "No man has the right to live after committing such a heinous crime." 'Shameful' social attitudes The assault last month on the medical student, who cannot be named for legal reasons, sparked mass protests across India - in particular in New Delhi which has been dubbed the country's "rape capital" over the incidence of such attacks. Though gang-rapes and sexual harassment are common place in India, the case has touched a nerve, leading to an outpouring of criticism of the treatment of women in Indian society. Sonia Gandhi, president of India's ruling Congress party, on Sunday condemned the "shameful" social attitudes which she said led to crimes like gang-rape. The New Delhi case had "shaken the entire country," she added. The five men face murder, rape, robbery, kidnapping and other charges, with prosecutors expected to demand the death penalty. Defence lawyers say they will enter not-guilty plea and accuse police of torturing the adult defendants - aged between 19 and 35 - to confess. The woman, a promising student whose father worked extra shifts as an airport baggage handler to educate her, suffered massive intestinal injuries during the assault on the bus in which she was raped and violated with an iron bar. She died 13 days later after the government airlifted her to a Singapore hospital in a last-ditch bid to save her life. Transfer application In a move that could lead to a significant delay to proceedings, the Supreme Court on Monday agreed to consider a request to transfer the trial to a venue outside New Delhi. M L Sharma, counsel for defendant Mukesh Singh, said it would be impossible for his client to receive a fair hearing in the city where the December 16 attack took place. The application for a transfer will be considered by the Supreme Court. V K Anand, a defence lawyer for another suspect called Ram Singh, asked the judge to lift the reporting ban on proceedings, but his request was refused. "Crime is against society at large. Society has the right to know what happens in the court," he argued when speaking to the media. Senior prosecutor Rajiv Mohan, who has vowed to seek the death penalty for the "heinous" crime, has said that he has "sufficient evidence" against all the accused to secure a conviction. Police have gathered DNA evidence allegedly linking the defendants to the attack while the victim's hospitalbed declaration before her death and testimony from her 28-year-old companion are also set to be crucial. India says it only imposes the death penalty in the "rarest of rare cases". Two months ago, it hanged the lone surviving gunman from the 2008 Mumbai terror attacks - the country's first execution in eight years.

Turkey plans to build what it says will be the largest airport in the world, eventually able to handle 150 million passengers per year, in a project predicted to cost more than 7 billion euros ($8.84 billion). Transport minister Binali Yildirim said the deadline for bids to build the airport, which will be Istanbul's third and have a total of six runways, would be May 3. The airport will add vital capacity in the region and enhance the role of Istanbul, the hub for flag carrier Turkish Airlines. "At full capacity the new airport will be the largest in the world in terms of passengers," Mr Yildirim told a news conference in Ankara. Turkey's economy, the fastest-growing in Europe, has advanced rapidly over the past decade under the leadership of prime minister Tayyip Erdogan and become a major trading partner with Europe and the Middle East. The tender will be for a 25-year lease

in a four-stage project, with annual capacity of 90 million passengers planned for the first stage, Mr Yildirim added. "The final annual capacity of the airport will be 150 million. The first stage will be operational in 2017," he said. In comparison, London's Heathrow airport, which has two runways, handled 69.4 million passengers in 2011. Mr Erdogan said the tender would be launched this week, with the first stage of construction to be completed in three to four years. Turkish airport operator and builder TAV and construction company Limak are among the companies that have expressed interest in bidding for the contract. TAV also has the operating rights for Istanbul's Ataturk airport, the country's largest, until 2021. It said the Turkish airports authority would compensate it for any losses if the third airport opened while it was still running Ataturk.

Samoa Tops Immigration Fraud List


Samoa tops the list of countries with citizens who have committed immigration fraud in New Zealand. Twenty two people from the Pacific nation have been convicted in the past 10 years of using fake immigration documents. That's 15 per cent of the 145 successful prosecutions. India was second on the list with 13 convictions, followed by Somalia and New Zealand with 11 convictions each, then Fiji with eight. The figures, released under the Official Information Act, show just one conviction against citizens from farflung countries such as Tuvalu, Ghana and Bulgaria. Of the 145 convictions, 128 were for "false documentation," where an individual uses fake papers to obtain a passport, the bio page or photo in a passport has been swapped, or the passport is a complete forgery. Seventeen convictions were for "falsely obtained genuine documentation" where the passport is genuine but has been obtained by fraud. However, Immigration New Zealand did not say how many of the 145 immigration fraudsters had been deported. The acting general manager of intelligence, risk and integrity, Peter Elms, said the information was too difficult to obtain as it would require a detailed search through each of the 145 cases. Elms said Immigration NZ received 70 allegations of fraud each month. The longest sentence for an immigration fraud conviction was two years and nine months, given to Sahra Ismail in 2011. Ismail came here in 2002 as a Somali refugee and was later granted New Zealand citizenship.

World Jobless Numbers Rise, Says Un Labour Agency

A MAN who apparently summoned the courage to rob a US pizza restaurant changed his mind as the clerk started to hand him money, broke down crying and ended up leaving with a pizza to feed his hungry family. Just after midnight on Monday, a man wearing a hooded sweatshirt and a bandanna across his face entered a Papa John's restaurant in Montana and handed the clerk a note demanding money. The cashier started to comply, but then the man started crying and told the clerk he was just trying to provide for his wife and family. The clerk talked with him for a few minutes and offered to make the wouldbe thief a pizza and some chicken wings. As the man waited, a large knife fell out of his pocket. He did not threaten anyone with it. The man took the food and some soda and left on foot. Helena Police Chief Troy McGee praised the clerk's actions. "I'd say the clerk was pretty astute," McGee said. "I mean, he knows how to talk to this person. Kind of commiserated with him a little. Talked to him about it and, you know, actually changed his mind about robbing the place. That was pretty good." McGee said he's not sure what he could charge the man with. "We'd like to locate the suspect," McGee said. "We'd hate to have him do this again." A Papa John's manager declined to comment.

Reluctant US Thief Gets Free Pizza

The number of jobless people around the world rose by 4 million in 2012 to 197 million and is expected to grow further, the UN labour agency warns. In a report, the International Labour Organization (ILO) said the worst affected were youth: nearly 13% of the under 24s were unemployed. It said global unemployment was projected to rise 5.1 million this year and by a further 3 million in 2014. The trend reflected a downturn in economic growth, the document said. This was particularly the case in developed countries. 'Massive waste' The report - Global Employment Trends 2013 - said that 6% of the world's workforce were without a job in 2012. It revealed that long-term unemployment was also growing, pointing out that a third of Europe's jobless had been without work for

more than a year. Many were giving up, with the report estimating that 39 million people had withdrawn from the labour market. "An uncertain economic outlook, and the inadequacy of policy to counter this, has weakened aggregate demand, holding back investment and hiring," ILO director general Guy Ryder said. The report also called for more funds to be injected in vocational training to equip young people to do the jobs available. "This is a massive waste of the lives of young people and their talents, and extraordinarily damaging to the people themselves and their societies," Mr Ryder said. The ILO pointed out that countries which had retained apprenticeships - such as Germany, Austria and Switzerland - had the lowest levels of youth unemployment.

Jakarta Floods Leave 50,000 Homeless

Twenty people are confirmed dead and 50,000 are homeless after days of severe flooding in the Indonesian capital Jakarta. A weekend of relatively fine weather has helped the city recover in some parts, but there are still areas that are completely under water. As of last Saturday, the number of people relying on temporary shelters was 20,000, but that has now jumped to 50,000 homeless.

Among the dead are a baby girl and a small boy. While some people have been able to begin cleaning and patching up, the weather bureau is forecasting more heavy rain. It is expected to keep up into early February. A quarter of a million people have already been affected by the flooding and authorities say they are prepared to evacuate hundreds of thousands of people if necessary.

Heavy snowfall in large parts of Europe has forced airlines to cancel large numbers of flights to London's Heathrow airport and the main airports in Paris. Heathrow had scrapped a fifth of flights, while the Charles de Gaulle and Orly airports on the outskirts of Paris cancelled 40 per cent, mostly shorthaul services. Flagship carrier Air France said it had managed to go ahead with almost all of its long-haul flights and just over half of its short- and medium-haul journeys, with average delays of about one hour. Some airports, including in Lille in northern France and in Beauvais, outside of Paris, were forced to close, forcing budget carrier Ryanair to divert several flights to other airports. More than 120 Ryanair passengers heading from Oporto in Portugal to Lille were left stranded in the western city of Nantes. Heathrow, owned by Spain's Ferrovial, said the reduced schedule - amounting to around 250 fewer flights - would help it cope with the snowfall without making further cancellations. London's smaller Stansted and Gatwick airports said they were operating as normal lastSunday morning but that delays and some flight cancellations were likely. On average, 1,300 flights leave Heathrow daily. The airport, Europe's busiest, operates at close to full capacity. Canada will resettle up to 5,000 refugees now in Turkey by 2018, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced Tuesday during his visit to Turkey. With escalating violence in the region, more people are seeking protection in Turkey, and our commitment to resettle 5,000 mostly Iraqi and Iranian refugees in Canada will help Turkey deal with this growing pressure, said Minister Kenney. We recognize that sheltering such an immense refugee population creates pressures on domestic resources and we commend the Government of Turkey for keeping her borders open to those fleeing the ongoing conflict in the region. Canadas acceptance of Iranian and Iraqi refugees will help ease the overall burden on Turkey, freeing up resources for the current influx of Syrian persons seeking protection in the country. Canada will continue to work with the United Nations High Commissioner for Refugees (UNHCR) to help the UNHCR address the needs of refugees and other vulnerable persons in Turkey. Canada is one of only a few countries to operate a resettlement program out of Turkey, and only the United States takes more refugees. The majority of these refugees will be referred by the UNHCR for resettlement to Canada. Canada already has one of the most generous resettlement programs in the world and welcomes one in 10 refugees resettled worldwide through its programs. In addition, the government is working to increase the total number of refugees and other individuals in vulnerable circumstances that this country resettles each year by 20 percent, as part of its commitment to Canadas humanitarian tradition. After three years of increases, as of this year Canada aims to resettle up to 14,500 refugees and other individuals in vulnerable circumstances.

Expired Infant Formula Found On B.C. Store Shelves


Formula with expiry date of June 2012 for sale in Vancouver Potentially harmful expired baby formula has been found on some Vancouver-area supermarket shelves in violation of federal food safety guidelines, a CBC News investigation has found. The sale of past-dated formula would carry hefty penalties in several U.S. states, but in Canada, federal and provincial regulations lack clout. CBC News took hidden cameras into about a half dozen supermarkets and discount retailers across Metro Vancouver and found expired infant formula in two of them. President's Choice Soy Infant Formula, a liquid, was found for sale more than two months past its expiry date at a Real Canadian Superstore in North Vancouver. A PriceSmart store in East Vancouver was selling Isomil Infant Formula powder that was seven months out of date. According to guidelines set out by the Canadian Food Inspection Agency and Health Canada, these products should not have been offered for sale to the public. Differs from 'best before' Unlike best-before dates, expiry dates apply to food that can't be compromised. Infant formula is often the sole source of nutrition for babies. The CFIA says once that date is passed, the food should be discarded, not sold. "Best before" means a product may be safely eaten after the specified date, although nutrition may be compromised. The supermarket chains where the expired baby formula was found say they are taking the matter very seriously and reinforcing procedures now in place so this doesn't happen again. Still, Vancouver mother Amanda Lee wants to know why expired baby food products were left on store shelves. Lees four-month-old son, Nathaniel, recently became dehydrated following an infection and now needs to have infant formula. If you have somebody stocking it, first of all, its right in front of their faces and they're putting it onto the shelves. Why can't they take two seconds out of their lives to actually just peer at it, Lee said. Tell your managers or something. Honestly, there's no excuse for it, and yes it does anger me. U.S. penalties Pediatrician-turned-politician Dr. Richard Pan is behind a new California law making it illegal for retailers to sell expired baby foods and formulas. "This should not be 'buyer beware.' This should be something people should be able to count on," said Pan, a member of the California State Assembly. The law he authored came into effect Jan. 1. The state of New Jersey fined K-Mart $300,000 for selling expired infant formula and baby food, while similar legal actions in Pennsylvania and New York also resulted in fines against retailers ranging from $250,000 to $2 million. In Canada, federal guidelines contain no listed penalties. Checks of supermarkets in B.C. are often left to local health inspectors, who can be far busier examining restaurants and meat counters than store shelves. Claudia Kurzac, manager of health protection with the Vancouver Coastal Health Authority, told CBC News that all her inspectors can do is tell stores to remove expired products if they are found. We don't have any provincial legislation that governs expiry dates, Kurzac said. Lee said thats not good enough. Our government should be stepping up ... and banning everything. And if [the stores] do sell it, they should be definitely getting fined for it, Lee said.

Vancouver Housing Ranked Among World's Least Affordable


Six Canadian cities on an international survey are described as having severely unaffordable housing, with Vancouver listed as the second-most unaffordable in the world behind Hong Kong. Demographia, a U.S.-based consultancy that focuses on urban planning issues, compiled a list comparing real estate affordability in 337 world cities based on what they call the "median multiple" the number of times house prices are larger than average salaries. "In affordable and normal housing markets, house prices do not exceed three times annual household incomes," the report reads. "If they do exceed this standard, it indicates that there are political and regulatory impediments to the supply of new housing that need to be dealt with." Thirty-five Canadian cities were included in the ranking. Overall, Canada's median multiple score came in at 3.6, up slightly from last year's 3.5 figure and enough to make Canadian real estate "moderately unaffordable," Demographia says. All in all, Canada had eight affordable markets, 17 moderately unaffordable markets, four seriously unaffordable markets and six severely unaffordable markets. Those six are: Toronto Vancouver Victoria Montreal Abbotsford, B.C. Kelowna, B.C. Across all the Canadian cities it tracked, Demographia found an average score of 4.7. That means that broadly speaking, home prices in Canada's 35 largest cities are 4.7 times larger than the average salary in those cities. The 4.7 figure is a deterioration from last year, when the Canadian figure was 4.5. Demographia says that figure would have been higher were it not for a slowdown in Vancouver, with its "grossly overvalued market" resulting in a median multiple score drop from 10.6 to 9.5. However, Vancouver's score was still high enough to rank it second overall on the list, behind Hong Kong. Sydney, Australia, was third internationally. In addition to Vancouver, Canada's two largest metropolitan areas are reasons for concern, Demographia says. Toronto's score of 5.9 is up from 5.1 last year and two-thirds higher than 2004. "Montreal continues to have severely unaffordable housing, with a median multiple of 5.2, and has recently adopted even more stringent urban containment regulation, could retard housing affordability even more in the future," the report reads. Canada's health care system performs better than it did six years ago, according to primary care physicians across the country. But a new poll by the Health Council of Canada indicates doctors still see a lot of room for improvement, especially when it comes to getting quick access to an appointment with a doctor and for diagnostic tests like CT scans, mammograms and MRIs. "We've been at this - primary health care reform and investment - for quite a number of years and it's a very slow moving beast, to say the least," said John Abbott, the Council's CEO. "So there's obviously a lot of areas we need to improve." For the first time in the annual poll its seventh - the Council compared Canada's system between provinces and with other countries.

"In Canada, there is quite a wide variation on any of the key indicators when it comes to primary health care - and even the top performing province is generally well below the top performing country," Abbott said. He said Canada needs to do a better job looking at what works best in other countries - and where each province is excelling in offering care. He argued the system doesn't need an infusion of cash, but instead to be streamlined - and that includes ensuring doctors across the country use electronic medical records. "Only then can you improve on your efficiency," he said. The use of medical records has doubled since 2006, with nearly 60% of physicians across Canada using them. Still, their use varies widely across provinces.

Vancouver To Host Major Bollywood Awards, Premier Confirms


B.C. Premier Christy Clark has confirmed the province will spend $9.5 million to host the Times of India Film Awards in Vancouver this April. Rumors about announcement had been circulating since last week, but on Tuesday morning Clark announced events linked to the awards will be held across metro Vancouver from April 4 to 6. Clark said hundreds of millions of people are expected to watch the Bollywood awards on television, along with added exposure in the various publications of the Times Group. "This is a tremendous economic opportunity for British Columbia to reach new markets one that we will take advantage of," said Clark. The government will spend an additional $1.5 million to host a B.C. India business forum and other trade events during the awards. Altogether the events are expected to generate between $13 million and $18 million in spending in B.C. Political timing questioned The plan reportedly came together after Clark's bid to host a different Bollywood event, the International Indian Film Academy Awards, failed. In 2011, the Ontario government spent $12 million to bring India's Film Academy Awards to Toronto. Gurpreet Singh, a talk show host with Surrey-based Radio India says the event is a hot topic with callers. They think it's a political gimmick because it's happening too close to the upcoming provincial election." The timing for the awards event means it will take place just weeks before the May provincial election. Singh says callers are raising questions about the provinces motivation in hosting the awards. "The local film industry isn't getting much help from the B.C. government, so what kind of message the government is trying to convey by inviting Bollywood stars over here? he said. The announcement comes as Clark faces criticism for not offering the North American film industry enough tax breaks to keep productions rolling in B.C. A botanist says the Bank of Canada has barked up the wrong maple tree with its new plastic banknotes, using a foreign Norway maple leaf as the emblem on the notes instead of the sugar maple the country has on its national flag. The untrained eye might not at first spot the difference between the maple leaf on the new $20, $50 and $100 bills and the North American sugar maple. But it is clear to Sean Blaney, a botanist who tracks plants for the Atlantic Canada Conservation Data Centre in New Brunswick, and who brought it first to the attention of the Canadian Broadcasting Corporation. "The maple leaf (on the currency) is the wrong species," he said. He said the Norway maple has more lobes or sections and has a more pointed outline than the sugar maple, and the lobe that rises in the centre is shorter than the sugar maple's. The Norway maple was imported from Europe and is now also common in North America. Mr Blaney said it was probably the most popular tree along streets in central and eastern Canada, and had been naturalised to Canada,

but was not the sugar maple. The central bank said the image on the new bills was purposefully designed not to represent any specific species but rather to be a combination of various kinds. "It is not a Norway maple leaf. It is a stylised maple leaf and it is what it ought to be," said Bank of Canada currency spokesman Julie Girard. American talk-show host Oprah Winfrey captivated thousands of fans Monday night in an appearance at Rexall Place. Winfrey, whose arrival was greeted by a standing ovation, joked about the city's winter weather in her opening remarks. Transit Police lost explosive materials aboard an Air Canada plane during a 2011 training exercise in Vancouver and didnt realize it was missing for two days, according to documents obtained by the Canadian Taxpayers Federation. The plane had already flown to Toronto by the time a police dog handler admitted he misplaced the explosives. The bottle carrying the volatile substance was never found after the aircraft was searched 14 times. Transit Police spokeswoman Anne Drennan said the officer has since resigned after a host of protocols were broken during the exercise meant to train bomb-sniffing dogs up to the RCMP standard. Citizenship and Immigration Canada (CIC) has announced the new selection system for Federal Skilled Worker Program (FSWP) that will take effect from May 4, 2013. The FSWP selects immigrants based on their ability to succeed economically in Canada. It measures applicants using a selection grid in which each applicant is awarded points for language proficiency, age, education, work experience, pre-arranged employment in Canada and adaptability. These changes are part of the CIC's mission to transform Canada's immigration system to one that is faster and more flexible. Immigration Minister Jason Kenney has stated that "the government's number one priority remains jobs, economic growth, and long-term prosperity. The new Federal Skilled Worker Program criteria will ensure Canada is selecting the skilled immigrants our economy needs, who are the most likely to succeed in Canada." However, the new immigration rules will make a huge impact on the countries such as Philippines, India, China, France and Iran, which send highest number of immigrants to Canada. On his recent visit to India, Kenney said, "We don't want skilled people from India getting to Canada and then finding themselves unemployed or underemployed. The changes to FSWP, which are in line with similar programmes in Australia and New Zealand, will ensure that we can select immigrants based on labor shortages that the Canadian economy is facing." He believes that, the new system will empower employers in Canada as well as applicants for Permanent Residence (PR). The skilled immigrants will be connected to a job portal under an 'expression of interest' format, which will provide pre-arranged job since they would reach Canada. Meanwhile, it is yet to be established whether the new system will affect the number of immigrants to Canada. As Kenney said, "Since we have not set any quotas for the number of permanent residents that we admit each year, skilled migrants will still have an edge. Last year, there were about 30,000 Indians who were granted permanent residence in Canada, a figure which is among the highest globally." Indian Applicants In A Quandry Meanwhile, there is a big worry for Indians who had already applied for PR in Canada as well as potential skilled immigrant program. Thousands of applicants from India had applied under the FSWP before February 2008, now applicants find themselves worried because the old waiting list has been eliminated and the government of Canada has geared with the new immigration system, Rakesh Garg, who applied along with his family in February 2005 said. Garg paid over 2 lakh rupees as application and processing fees and was sure of being granted PR in Canada. On the other hand, many applicants who applied for immigration like Garg, find their applications cancelled besides they are unable to view the application status online. My daughter has had one ear infection after another. When she gets an infection, she seems to have trouble hearing, but with medicine it always gets better. Still, Im worried that these infections could lead to permanent hearing loss somewhere down the line. Could this happen? - Yasmine Ear infections are common in childhood. As with your daughter, some kids do have temporary hearing loss due to the accumulation of fluid in the middle ear, but it usually goes away with treatment. It's very rare, however, for kids to develop permanent hearing loss, even when they've had several ear infections. A child with frequent or chronic ear infections is at risk for permanent hearing loss only when damage has been done to the eardrum, the bones of the ear, or the hearing nerve. Since your daughter's hearing appears to return to normal after treatment for an ear infection, she's probably not at risk for permanent hearing loss. But if you're concerned, talk to your doctor about scheduling a hearing exam. If your daughter's ear infections continue to be a problem, the doctor might refer her to an otolaryngologist (ear, nose, and throat doctor), who may suggest ear tube placement to help reduce the incidence of ear infections and limit the potential problems they can cause to her hearing.

A new research has linked loneliness to a number of dysfunctional immune responses, suggesting that being lonely has the potential to harm overall health. Researchers found that people who were more lonely showed signs of elevated latent herpes virus reactivation and produced more inflammationrelated proteins in response to acute stress than did people who felt more socially connected. These proteins signal the presence of inflammation, and chronic inflammation is linked to numerous conditions, including coronary heart disease, Type 2 diabetes, arthritis and Alzheimers disease, as well as the frailty and functional decline that can accompany aging. Reactivation of a latent herpes virus is known to be associated with stress, suggesting that loneliness functions as a chronic stressor that triggers a poorly controlled immune response. The results are based on a series of studies. Participants were 200 breast cancer survivors who were between two months and three years past completion of cancer treatment with an average age of 51 years. Their blood was analyzed for the presence of antibodies against Epstein-Barr virus and cytomegalovirus. Both are herpes viruses that infect a majority of people. About half of infections do not produce illness, but once a person is infected, the viruses remain dormant in the body and can be reactivated, resulting in elevated antibody levels, or titers again, often producing no symptoms but hinting at regulatory problems in the cellular immune system. Lonelier participants had higher levels of antibodies against cytomegalovirus than did less lonely participants, and those higher antibody levels were related to more pain, depression and fatigue symptoms. No difference was seen in Epstein-Barr virus antibody levels, possibly because this reactivation is linked to age and many of these participants were somewhat older, meaning reactivation related to loneliness would be difficult to detect, said Lisa Jaremka, a postdoctoral fellow at the Institute for Behavioral Medicine Research at Ohio State University and lead author of the research. Previous research has suggested that stress can promote reactivation of these viruses, also resulting in elevated antibody titers.

Loneliness, Like Chronic Stress, Can Take A Toll On Your Health

The same processes involved in stress and reactivation of these viruses is probably also relevant to the loneliness findings. Loneliness has been thought of in many ways as a chronic stressor a socially painful situation that can last for quite a long time, Jaremka said. In an additional set of studies, the scientists sought to determine how loneliness affected the production of proinflammatory proteins, or cytokines, in response to stress. These studies were conducted with 144 women from the same group of breast cancer survivors and a group of 134 overweight middle-aged and older adults with no major health problems. Baseline blood samples were taken from all participants, who were then subjected to stress they were asked to deliver an impromptu five-minute speech and perform a mental arithmetic task in front of a video camera and three panelists. Researchers followed by stimulating the participants immune systems with lipopolysaccharide, a compound found on bacterial cell walls that is known to trigger an immune response. In both populations, those who were lonelier produced significantly higher levels of a cytokine called interleukin-6, or IL-6, in response to acute stress than did participants who were more socially connected. Levels of another cytokine, tumor necrosis factor-alpha, also rose more dramatically in lonelier participants than in less lonely participants, but the findings were significant by statistical standards in only one study group, the healthy adults. In the study with breast cancer survivors, researchers also tested for levels of the cytokine interleukin 1-beta, which was produced at higher levels in lonelier participants. We saw consistency in the sense that more lonely people in both studies had more inflammation than less lonely people, Jaremka stated.

Irregular Heartbeat May Raise Risk Of Kidney Failure

The risk of kidney failure is greater for people with chronic kidney disease who also have atrial fibrillation, one of the most common forms of irregular heart rhythm in adults, researchers including an Indian origin have found. The finding by researchers at the University of California, San Francisco (UCSF) and the Kaiser Permanente Northern California Division of Research opens the way for further studies into the relationship between the two factors, which could lead to new treatment approaches that would improve outcomes for people with chronic kidney disease. Doctors have known that patients with chronic kidney disease or endstage renal disease commonly have atrial fibrillation and as a result are more likely to have a stroke or to die. However, the long-term impact of atrial fibrillation on kidney function among patients with known chronic kidney disease has been unknown. The new study involved 206,229 adults with chronic kidney disease who were drawn from members of Kaiser Permanente Northern California, a large integrated health care delivery system. Over the course of about five years, approximately 16,400 patients developed atrial fibrillation, and those who did were 67 percent more likely to progress to end-stage renal disease compared with patients who had chronic kidney disease but did not

develop atrial fibrillation "These novel findings expand on previous knowledge by highlighting that atrial fibrillation is linked to a worse kidney prognosis in patients with underlying kidney dysfunction," said kidney specialist Nisha Bansal, MD, an assistant professor in the Division of Nephrology at UCSF. "There is a knowledge gap about the long-term impact of atrial fibrillation on the risk of adverse kidney-related outcomes in patients with chronic kidney disease," said senior author Alan S. Go, MD, director of the Comprehensive Clinical Research Unit at the Kaiser Permanente Division of Research. "This study addresses that gap and may have important implications for clinical management by providing better prognostic information and leading to future work determining how to improve outcomes in this highrisk group of patients," the researcher added. Bansal added, however, that while the two conditions are intertwined, scientists do not know exactly which specific genes, pathways and biological mechanisms connect irregular heartbeat to declines in kidney function. Neither do they yet know the extent to which treating atrial fibrillation will improve outcomes for people with chronic kidney disease.

Strawberries and blueberries eaten three times a week are likely to help women lower their heart attack risk by a third, new research says. The berries have rich levels of compounds called dietary flavonoids, found in foods such as dark chocolate, grapes, red wine, blackberries and eggplant. Dietary flavonoids may prevent heart disease by helping to dilate blood vessels and by countering the build-up of plaque which can cause blockages in the coronary arteries and, ultimately, heart attacks, said researchers, the journal Circulation reports. The researchers found that women who ate the most blueberries and strawberries had a 32 percent reduction in their risk of heart attack compared to those whose ate them once a month or less - regardless of whether they had an otherwise nutritious diet.

Eric Rimm, professor, who led the study, said: 'Blueberries and strawberries can easily be incorporated into what women eat every week. This simple dietary change could have a significant impact on prevention efforts.' Since these dietary flavonoids are very common in fruit and vegetables, it is likely that other foods will yield similar health benefits, he said. The study involved 93,600 women aged between 25 and 42 years. 'We have shown that even at an early age, eating more of these fruits may reduce risk of a heart attack later in life,' said Aedin Cassidy, professor and study co-author. The findings were independent of risk factors such as age, high blood pressure, family history of heart attack, weight, exercise, smoking, caffeine or alcohol intake.

Drinking red wine can ward-off cholesterol build-up resulting from eating red meat, say scientists. Harmful compounds from red meat form in the bloodstream, creating 'bad' cholesterol that damages blood vessels and heightens cardiac risks. The researchers showed, however, that anti-oxidants in the wine known as polyphenols prevented these compounds from being absorbed into the bloodstream where they can cause harm, the 'Journal of Functional Foods' reports. Ron Kohen, professor from the Institute of Drug Research at the Hebrew University of Jerusalem, said this may help to explain why red wine has frequently been found to reduce the risk of heart disease, according to the reporter. 'Meat is rich in polyunsaturated fat and cholesterol. Our results could provide an explanation for the association between frequent meat consumption and increased risk in developing cardiovascular diseases. The research showed that when the volunteers ate the meat alone, they had increased levels of a compound known as malondialdehyde in their bloodstream. They also showed greater levels of cholesterol that had been modified by malondialdehyde in their blood. After four days of eating the meat, the levels of modified cholesterol had increased by 97 percent. It is thought that such modified cholesterol is responsible for hardening arteries and creating plaques that lead to heart disease. When they had the cutlets with red wine, however, the levels of modified cholesterol did not change and even fell in some cases.

The sixth season of Kaun Banega Crorepati comes to an end, only two episodes left and as the show is nearing to its end, the host and megastar Amitabh Bachchan gets emotional. Salman Khans Trip To US For Check-Up Postponed

Actor Salman Khan, who underwent a surgery after suffering from trigeminal neuralgia, was supposed to go to the US for a check-up but now says it has been postponed. Now I dont have the pain. I will be going just for the check-up but even that has been postponed now, Salman Khan told reporters at an event. As per reports, Salman was supposed to fly to the US by the end of this month. He underwent the surgery in US in September 2011. Brother Sohail Khan said: He will be going for a treatment soon but the date has not been fixed. Its a two years treatment with four visits and he has to go there every six to eight months for treatment. Date is not yet fixed he will be going sometime in February or March.

At The Movies The Last Stand (PG)*** Political Comeback By Robert Waldman
Oops. Looks like I made a mistake with the title of this review. To be honest, this review should be titled theatrical comeback because a former governor from the state of California returns to his true roots in The Last Stand. Presented by Alliance Films this Lions Gate release is now scoring quite the haul at Empire Studio 12, Colossus and Cineplex Odeon Theatres around B.C. Protecting a family or a community is the American way. No one knows this better than Sheriff Ray Owens. Back from a brief tour of duty as a politician Austrian he-man Arnold Schwarzenegger (Commando) hits all the right notes as a low key lawman in a small hick town. Folks in Summerton Junction know Ray as a good old boy and his police department more resembles The Keystone Cops than efficient big city upholders of the law. All that will change as the rural landscape is turned upside down when a gang of desperadoes sets its sites on making Summerton a true ghost town. Aided and abetted by an ultra-slick force some dudes from a Mexican cartel decide to wake up this sleepy town. At the centre of all the upcoming carnage is a renegade fugitive called Gabriel Cortez. Real life drug kingpins can learn a thing or two from the method of madness exhibited by Eduardo Noriega who manages to make quite a dent on a whole series of law agencies before the dust finally settles. Flambouyant to a fault, The Last Stand is one of the best movie titles in years. Arnold is back! Good news continues as the aging muscle man gets down and dirty with an evil criminal who will stop at nothing to regain his freedom. Heaven help anyone who gets in his way. Director Jee-woo Kim starts things off slowly but then the tempo picks up and the stakes are raised sky high in this action thriller that boasts lots of great gunfight and over the top characters on both the good side and bad side of the law. Among this top flight cast are Forest Whitaker as FBI Agent John Bannister and veteran actor Harry Dean Stanton as a farmer with traction. Expect some predictable moments and police blunders with both Genesis Rodriguez fetching as a team player and both Johnny Knoxville and Luis Gus trying to inject some humour into the proceedings as Lewis Dinkum. Despite taking a few cues from a classis James Bond movie The Last Stand is engaging, interesting and pure Arnold. Fans of the muscle man will be delighted to see he hasnt lost his touch in either delivering knock-out blows or soon to be classic eye-brow raising quips.

Changing the Guard (Guard Mounting), Buckingham Palace Changing the Guard is the traditional ceremony performed at Buckingham Palace involving a new guard exchanging duty with the old guard. The proper name of the ceremony is actually the Guard Mounting. The Queen's Guards are the mounted troopers of the Household Cavalry who guard the official entrance to Buckingham Palace. They wear a full-dress uniform of red tunics and bearskins. The new guards arrive at the forecourt of the Palace at 11:30am from Wellington Barracks. The journey takes about 5 minutes and the soldiers are accompanied by a brass band called the Guards band. The handover ceremony is conducted on the Palace forecourt and takes approximately forty five minutes during which time the band plays music to entertain the New and Old Guard as well as the watching crowds. Changing of the Guard Times The Changing of the Guard takes place in the forecourt of Buckingham Palace at 11.30am every day in summer, every other day in winter, and scheduled to last about 45 minutes.

2013 Chevrolet Silverado 1500


Although the Silverado Hybrid has not been a top seller by any means, GM is continuing to offer it, and its 20-mpg city, 23 highway EPA ratings actually make them smart picks. The Silverado Hybrid is quite different from the other Silverado models, thanks to a two-mode hybrid powertrain that pairs an aluminum-alloy 6.0-liter V-8 with cylinder deactivation and variable valve timing, to an electrically variable transmission (EVT) with four fixed-ratio gears and two electric motor/generators, as well as a nickelmetal-hydride 300-volt battery pack. All together, these pieces combine to produce 332 horsepower and 367 pound-feet of torque. Despite its extra heft, the Silverado Hybrid can tow 6,100 pounds with 2WD, or 5,900 pounds with automatic dual-range four-wheel drive, and it performs about as well as 5.3-liter standard versionsalthough steering isn't quite as responsive. The lavish, upgraded cabin materials of the 2013 Dodge Ram trucks are going to be tough to beat, but the Silverado's cabin does well with the fundamentals. Front space is ample, and though the bucket seats could be more supportive for longer trips, we'd still opt for them over the flat front bench for personal use. On Crew Cab Silverados, the rear seat is placed high, stadium-style, and is split 60/40 so it can be folded down for more carrying space, but the rear seatback is nearly vertical, making it uncomfortable for longer trips. Build quality is tight, and in general the interior is hushed and refined.

A flexible set of models, features, and options, as well as powertrains and body styles is still at the root of the Silverado's appeal. Somehow it's a model that not only appeals to worktruck buyers but also those seeking a luxurious commuter device or long-

distance towing rig. GM's OnStar telematics system comes standard, and offers navigation assistance or emergency services (by subscription, after a year), while cruise control and Bluetooth connectivity are not on the standard-feature list.

Kinder, Calmer Nick Diaz Takes The Wind Out Of Ufc 158'S Sails
goes on once the cage door is locked and each man pits his respective skills against the skills of his opponent. But this fight, St-Pierre vs. Diaz in Montreal, is one that's only occurring because of the animosity that has existed between the two combatants. And now, without that animosity, the main event of UFC 158 just doesn't hold the same level of interest. Given what we've seen from Diaz in the past, I'm almost certain that things will change once fight week arrives. The days leading up to a fight are when Diaz typically becomes more and more angry and annoyed. I'd wager that the respectful words Diaz had for St-Pierre on Wednesday will morph into angry scowls and clenched fists come March 12 or so. I hope that's the case, anyway. Because angry Nick Diaz is the best version of Nick Diaz. He goes into the cage with a chip on his shoulder, and he takes out all of his frustration on his opponent. The moments when Diaz feels disrespectedwhen he has something to proveare the moments when we see the very best of Diaz and when we see the snarling, trash-talking worldclass fighter truly emerge. So you see, I'm not asking for Diaz to revert to his old ways simply because I think it'll be more entertaining. I'm looking for the old Diaz because that's when he's at his best, and he'll need to be at the very top of his game to have any chance of competing with StPierre. At the end of the day, that's all I want: a great fight between two world-class athletes. And if that means Diaz needs to break a few eggs or bruise a few egos on the way, then so be it.

The UFC visited the freezing-cold jewel of the Quebec province on Wednesday morning for a press conference to launch ticket sales for the March 16 UFC 158 event. Headlining welterweights Georges St-Pierre and Nick Diaz, along with UFC president Dana Whitehimself coming off major surgery designed to combat Meniere's diseaseappeared on the dais. That Diaz appeared at all was something of a win for the UFC, given that he lost his original title shot at St-Pierre over a year ago because he failed to show up for pre-fight media obligations in Canada and the exact same type of press conference in Las Vegas. Diaz has spent the better part of the last four or five years proclaiming his distaste for St-Pierre. He's bashed StPierre's conservative fighting style and consistently claimed that he, not St-Pierre, is the best fighter in the welterweight division. After beating B.J. Penn in his return to the UFC, Diaz called out St-Pierre and said the champion was afraid to fight him. Knowing all of that, and considering all of the history between St-Pierre and Diaz, you'd expect fireworks to develop at today's press conference. You would be wrong. The version of Diaz that traveled to Montreal left most of his animosity for the welterweight champion back home in Stockton. "I like my opponent," he said when asked about his long-standing ill will towards St-Pierre. "Thats why I want to fight him. I don't mean to say it like that, but hes the No. 1 guy to beat. That's what you want. Ive been wanting his spot. Hes got the spot.

A funny thing happened on the way to Montreal. Hes the guy to beat." The reporter pressed Diaz to elaborate, perhaps hoping to get a different, more controversial answer. "I like him just fine," Diaz responded. It's a weird thing, this version of Diaz, and I'm not sure I like it. He's a fighter who has developed a large and rabid cult following by breaking the rules and then giving the proverbial (and sometimes physical) middle finger to those who question his decisions. That's always been the Diaz way, and it's endeared him to plenty of fans around the world. It also turns off plenty of people, but there's no question that even among those who believe Diaz to be immature and bad for the sport, he's still a mustwatch commodity when he conducts fight week interviews and when he steps in the cage. Like a train hurtling towards a fiery explosion, you can't take your eyes off Diaz. anticipation is high for his fight with St-Pierre. It's certainly not because he deserves the title shot from a sporting perspective; losing your last fight and then serving a one-year suspension for a drug test failure isn't really the traditional method of securing title shots. But Diaz was given the shot because he'd done enough to draw the ire of St-Pierre, a consummate professional who rarely has a bad thing to say about his opponents. St-Pierre was tired of the talk and tired of being disrespected, so he pleaded with White and the UFC brass for a chance to shut Diaz up, once and for all. He got his wish. Only now, Diaz isn't talking, and that's not good for the promotional vehicle surrounding UFC 158. Don't get me wrong; I'm not a guy who cares how many pay-per-view buys the UFC does on any particular event. The Flying Fijians will host Japan in their opening 2013 Pacific Nations Cup fixture in a new-look competition that include Canada and United States minus Samoa. The venue of the Saturday, June 1 fixture is yet to be finalised according to fixtures released by the International Rugby Board. The new-look competition, will be played between May 25 and June 23 and will see matches hosted in Canada, Fiji, Japan and USA. Japan will host the finale to the IRB Pacific Nations Cup 2013 with doubleheaders on the final two match days as excitement continues to build ahead of the nation's hosting of Rugby World Cup 2019. Suva head coach Gurjit Singh who was evasive about the trip admitted that it was something he wanted to reward the players with after their hard work. Someone should probably tell a couple of goalies that the NHL season has already started. Reigning Conn Smythe Award winner Jonathan Quick of the Stanley Cup champion Los Angeles Kings is absolutely one that hasnt heard the news. The Kings have lost their first two games of the season mainly because of the poor play of Quick in net. Quick gave up three goals in the first period of the season opener against the Chicago Blackhawks. He would give up two goals later in the game, losing 5-2. Quick looked relatively good the next chance he got, until he allowed three third-period goals to the Colorado Avalanche in what turned out to be another loss, 3-1. Despite the small sample size, Quick is only saving 84.9 percent of shots fired his way. Aside from Quick, here are a few other goalies who havent been woken up from the lockout yet. Mike Smith, Phoenix Coyotes Mike Smith wasnt very good at all in his first game of 2013, allowing four goals to the Dallas Stars. Smith only faced 26 shots on net that night, but saved 84.6 percent of them. Thats not going to cut it going forward. And it didnt cut it the next night against the Chicago Blackhawks. Smithjust like Quickhad his struggles against the Blackhawks. Smith gave up six goals to Chicago. He only managed to save 80.6 percent of the shots the

Blackhawks got on net. Through two games, he has a 5.05 goals against average and a .825 save percentage. Over the course of his career, he has a 2.59 GAA and a .913 save percentage. If you know whats wrong, please alert the Coyotes. Braden Holtby, Washington Capitals Of the 73 shots that Braden Holtby has faced this season, 10 have gotten by him. Thats right; hes allowed 10 goals in just two games this year. In Washingtons season opener against the Tampa Bay Lightning, Holtby allowed goals in each period, three coming in the third period in a 6-3 loss. A couple of nights later, Holtby allowed another four goals in yet another Capitals loss, this time to the Winnipeg Jets. Holtby has a goals against average of 5.03 and an 86.3 save percentage. Neither of those numbers are good and the young netminder may be in trouble this season. Mikka Kiprusoff, Calgary Flames Over the course of Mikka Kiprusoffs long career, hes saved 91.3 percent of shots on net and has a 2.46 goals against average. This season, his goals against average is up nearly two goals and his save percentage is down seven points. Kiprusoff allowed four goals to the San Jose Sharks in the Flames season opener and another five against the Anaheim Ducks the following night. Whats even worse is that he hasnt faced many shots. Kiprusoff has only had 53 saves attempts this year, saving 44. Its not going to be easy for the Flames

to make it into the postseason with their starting goalie playing poorly and in a shortened season. Kiprusoff needs to get his act together if Calgary is going anywhere in 2013.
