TACLOBAN CITY - The Department of Health(DOH) will declare Leyte and Samar as filariasis- free provinces as soon as the evaluation report for the filariasis campaign of the agency for the two provinces comes out. Just this week, the DOH declared Eastern Samar as a filariasisfree province. The declaration was witnessed by top officials of the DOH, Erlinda Domingo, director of the support to service delivery technical cluster, Dr Mario Baquilod, Dr. Irma Asuncion, director of the National Center for Disease Prevention and Control, among others. Southern Leyte and Biliran were declared as filariasis-free provinces in 2008 and 2010, respectively. At present, the DOH had already declared 12 provinces as filariasisfree province out of 44 provinces in the country. This declaration was attributed by the DOH to their campaign and help by local government units. The DOH official added that during the early years of mass treatment there was a low acceptance among people. It gradually increased in 2006 when the LGU scorecard was used to track the progress of LGU performance on health programs and with the help of advocacy campaign especially in strengthening working relationship with partners in the school and community. Furthermore, to en-

sure that no one will be infected with filariasis ,the DOH official in the region had called for citizens to use mosquito nets during bed time especially those who are living in areas known to have high number of filariasis cases. The official claimed that the regions unemployment rate is one of the lowest in the country but many in the workforce are underemployed or earning less than what they need. The growth of unemployment after graduation is a recurring problem but it wont be that bad this year because of elections, Sarcauga said. Government and the private sector should initiate more to create more opportunities especially emerging industries to achieve balance on the growing number of people joining the labor force. Even if its election year, the labor department

will strengthen the implementation of employment facilitation program and provision of livelihood to poor communities. The National Economic Development Authority earlier foresees a better chance for the region to attain the 5.4% economic growth in 2013 because of higher demand for goods and services due to skyrocketing election-related expenditures. Region 8 is keeping its annual 5.4% average economic growth target until 2016 even though it only achieved 1.8% increase of last years Gross Regional Development Product (GRDP). It further slipped from the 2% growth rate in 2010. NEDA said that election is a big socio-eco-

nomic activity, mobilizing manpower, and finances. Election-related expenditures influence markets, prices, provide temporary employment, and uplift economic activities. For NEDA, all election-related spending is an economic booster especially that majority of the regions population is dependent to farming, a

sector that is always at risk during natural calamities. Eastern Visayas is not new to economic growth target shortfall. Road project inaugurated


CATARMAN, Northern Samar - Two infrastructure projects here costing more than P30 million were recently inaugurated, the governor reported. Northern Samar Governor Paul Daza told reporters in an interview here that the restoration and construction of the road slip project in this capital town of this province, costing P20.6 million, has been finished and inaugurated recently. Governor Daza disclosed that the project is located at the road section in barangay Makagtas of this town along the Catarman-Calbayog national highway. The governor also disclosed that another project which was finished and also inaugurated is the restoration of the 75-linear meter road slip and flood control in barangay Hibabaogan also of this town, along the Catarman-Calbayog national highway section costing P9.5 million pesos. Drive against illegal, unlicensed guns

Rebels and bandits are also known to possess all sorts of hardware. f the present administration is against enforcing a total gun ban, then the next best thing is for the government to declare an all-out drive against the possession of all sorts of illegal and unlicensed firearms. Estimates vary, but it is safe to presume that the number of illegal guns is in the hundreds of thousands. Aside from homemade, otherwise known as paltiks , there are also all kinds of firearms smuggled into the country. These range from the simplest hand guns to semi-automatic to full-blown automatic assault rifles. These are not the Danao-made firearms

Is NPAs grip back?


Will the New Peoples Army in Samar-Leyte-Biliran provinces, cities, towns, barrios and sitios soon impose what it had used to insist on as a pass during each election campaign period: the so-called PTC, short for permit to campaign, and PTW, another acronym for permit to win? At least one military officer strongly believes, as he is convinced, that it will, and in fact, very soon, that is, before the campaign period officially starts. The men under this commander are also in fact already telling rural audiences during their reach-out visits not to give in to any of these two demands from the rebels. The PTC and PTW are said to be issued, sometimes written or sometimes only verbally, to any political candidate, as an official NPA consent, in exchange for a certain amount of money predetermined for areas controlled by the NPA. *** CHIZ ASKS: WHY WAS US WARSHIP IN PH WATERS: Senator Chiz Escudero wants answers from the Armed Forces of the Philippines (AFP) on why a United States Navy warship was in Philippine waters. He also said the US government should also be held liable for all damages after the USS Guardian, a US Navy minesweeper, ran aground on Tubbataha Reef. Did it have authorized access in the first place? Were we informed of its presence in our territory? Why cant we have official word from concerned authorities about the official status of the ship in our waters?, Escudero, chairman of the Senate Committee on Environment and Natural Resources, said.

Now, to my mind, this late-coming news chides the military in Region VIII for its repeated prior declarations that the NPA is already relegated to smaller movement areas. Well, at least

in my own hometown, and in Tacloban, the NPA has been unheard of as an effectively operating machine of revolution for more than four years now. I think we can only thank both the military and the rebels for this welcome situation. Well, the general public has its own way of viewing things. DOJ Secretary rules no shootout


Who will review the petition in case the alleged shootout is resolved by the prosecutors? Will the investigation prejudgment by DOJ secretary be the tool for defense lawyers?

The rules of court then excepted labor cases to pass the Court of Appeals had been amended by the decision on St. Martin Funeral Homes vs. NLRC, G.R. No. 130866, September 16, 1998, wherein it ruled labor cases should pass the Court of Appeals. My petition was filed on November 5, 1999, but the High Court dismissed it, instead of remanding to the appellate court. Unlike in Grandspan Development Corporation vs. Ricardo Bernardo, et al., G.R. No. 141464 September 21, 2005, Respondents then filed with this Court a petition for certiorari. Pursuant to our ruling in St. Martins Funeral Home vs. NLRC, we referred the petition to the Court of Appeals for its appropriate action and disposition. Mine was dismissed even after a motion for reconsideration to remand it to the Court of Appeals was pleaded. This is the kind of justice that peace-loving citizen has to bear. On Atimonan 13 case, only after the Resolution of the investigating prosecutor is submitted we will know if the declaration of the lady secretary of justice has any bearing on the case. Indeed, the declaration of DOJ (Department of Justice) Leila de Lima that the Atimonan 13 event is not a shootout may have contradicted the Rules on Appeal. Granting the prosecutors resolved to file the case in court and the defense lawyers file a Petition for Review to the Office of the Secretary of DOJ, will De Lima inhibit? What is in the 2000 NPS (National Prosecution Service) Rule on Appeal, under Department Circular No. 70, dated July 3, 2000, issued by then Secretary Artemio Tuquero? It states: In the interest of expeditious and efficient administration of justice and in line with recent jurisprudence, the following Rule governing appeals from resolutions of prosecutors in the National Prosecution Service, to be known as the 2000 NPS Rule on Appeal, is hereby adopted. SECTION 1. Scope. This Rule shall apply to appeals from resolutions of the Chief State Prosecutor, Regional State Prosecutors and Provincial/City Prosecutors in cases subject of preliminary investigation/ reinvestigation. SECTION 2. Where to appeal. An appeal may be brought to the Secretary of Justice within the period and in the manner herein provided. xxx xxx xxx SECTION 11. Reinvestigation. If the Secretary of Justice finds it necessary to reinvestigate the case, the reinvestigation shall be held by the investigating prosecutor, unless, for compelling reasons, another prosecutor is designated to conduct the same. SECTION 12. Disposition of the appeal. The Secretary may reverse, affirm or modify the appealed resolution. xxx Granting Secretary De Lima inhibited from reviewing the petition, if the case

Being in the center of the Coral Triangle, Tubbataha Reef plays a critical role in marine biodiversity preservation, Escudero said. Reports say the USS Guardian ran aground in the South Atoll, one of the two atolls comprising the reef. The warship has started to sink, and most of its 79-man crew has already abandoned ship. The US government is in no position right now to act like the Big One in this matter. Our territory, our rights were violated. Therefore, we must demand excellent care when they free the ship from the reef. They already ignored the protection status of the reef once, and here they are again, Escudero said. Enrile almost resigned, says former aide


JUAN Ponce Enrile would have been no longer Senate President if he agreed to the speech prepared by his resigned chief of sta Jessica Gigi Reyes on Wednesday. Reyes disclosed this on Friday, two days after she was accused by Senate Minority Leader Alan Peter Cayetano of acting like a senator and making decisions, particularly on the distribution of funds, on behalf of Enrile. The draft speech I prepared also contained a statement towards the end that he was resigning irrevocably as Senate President. Something that he had been contemplating since Monday when his motion to declare the position of Senate President vacant was defeated, she said. On Wednesday, Cayetano chided Enrile for his decision to exclude him and three senators as recipients of additional funds for maintenance and other operating expenses (MOOE) which amounted to P1.6 million. He also called for an independent audit on how Senate funds are spent especially under Enriles four-year-old leadership. Both Enrile and Reyes took exception to Cayetanos statements, saying he only complained when the Senate leader made a distinction between the majority and minority in the traditional practice of distribution of yearend funds. I asked myself: Why are the others silent when the Senate President is being accused of being a thief? Is the Senate President supposed to be left alone to explain how the Senates budget is spent? Does he have control over the expenditures of the Senators and their committees? Was it he who invented the controversial one page certification system of liquidating the Senators budgets for MOOE? she said. Reyes, who worked for Enrile since the late 1980s, said she never supplanted the wisdom of Enrile in how he handles the aairs of the Senate. Cayetano said it was Reyes who signed the memorandum that disallowed the disbursement of extra funds for him and Senators Pia Cayetano, Miriam Defensor Santiago and Antonio Trillanes IV. As to my authority to sign checks, two of us in the sta were authorized in writing by the Senate President to sign the voluminous checks, payrolls and other administrative documents coming from the Secretariat on his behalf. This is not an unusual practice even with the past Senate Presidents, she said. It is purely administrative, and I never signed any Senate check without first the signatures of the heads of the oces involved in the process of disbursement and without the signature of the Senate Secretary, she added. Reyes also took the opportunity to apologize to Cayetano for calling him hypocrite in a radio interview last Monday. Police get P1 million in gun parts


CEBU CITY -About P1 million worth of parts and machines used for illegally making guns were seized by the Provincial Intelligence Branch in Danao City on Thursday. The police team also arrested eight men in two barangays, a move that one official expects will slow down the production of firearms in Cebu during the gun ban, which started last January 13. Police face greater pressure to go after loose firearms after a Canadian national, who carried two unlicensed paltik guns, killed two men and wounded one woman last Tuesday in Cebus Hall of Justice. Investigators have yet to find out how John Pope, 66, acquired his guns, when the law prohibits foreigners from owning firearms in the Philippines. Danao City has long hosted gun manufacturers in Cebu Province. At 4:30 p.m. Thursday, an operation led by Superintendent Rodolfo Albotra, in coordination with the Danao City police, arrested two gun dealers in Sitio Cambiohan, Barangay Poblacion in that northern city. They identified these dealers as Jayme Silverio Sr. and Vivencio Villasan. Forty-six barrel pieces and P300 were among the items confiscated from the suspects possession. The same team conducted a followup operation on the same day, which led to the arrest of Antonio Galon Gian, who was caught allegedly selling five barrels, five revolver cylinders and two slides inside his house in Barangay Taboc, Danao City. The confiscated items are materials used for making different firearms. Gian allegedly accepted bulk orders of firearm spare parts from different clients in neighboring towns. Five workers in his shop were arrested and were also caught allegedly making firearm spare parts inside Gians compound. The arrested workers were identified as Normanito Gian, Ildefonso Capitan, Benidicto Manulat, Eldebrando Gian and Gomersindo Bayo. During the raid in Antonios compound, the police confiscated different spare parts worth P200,000 and a machine used for molding these materials, worth P800,000. Some one hundred

The Samar First District Engineering Office under the helm of district engineer Virgilio C. Eduarte with the able assistance of assistant district engineer Alvin A. Ignacio has all the more stirred the District Office(DO) to achieve its target for the year in the attainment of the development objectives of the present administration. The DO has continued to generate employment, institute transparency, poverty reduction and most importantly provisions of infrastructure in line with the thrust of the department. For this year, the district receives a budget of P439.253 million. For the year in review, the district has been tasked to implement 79 projects with a corresponding programmed amount of 439,253,400.00. Out of projects from variof the total number ous fund sources, 44 projects are completed while 33 projects are ongoing and two projects unstarted posting an actual accomplishment of 84.04% a little bit higher than the planned accomplishment of 83.99%. Two carry-over projects from CY 2011 amounting to 55,565,149.11 posted a 100% accomplishment as of July 2012. As the district con-
