1. Bakosurtanal (Badan Koordinasi Survei dan Pemetaan Nasional) has been established

to conduct governmental duties in the field of surveys and mapping according to prevailing regulation in Indonesia.

The duty of Bakosurtanal is to implement governments duties in surveying and mapping accordance with provisions of the legislation that prevailing at the time. The functions of Bakosurtanal are: 1. To asses and arrange national policies in surveying and mapping 2. To develop national spatial data infrastucture 3. To coordinate fungtional activities in implementing Bakosurtanals duties
4. To monitoring, mentoring, and guiding the government agncies activities in

national surveying and mapping


5. Implementation guidance and public administration services in general planning,

administration, management of organization, personnel, finance, archive, law, coding, equipment, and household.

Vision of Bakosurtanal is to provide integrated geospatial data and information nationally and easily accessible in 2025. Missions of Bakosurtanal are:
1. To actualize the provision of standarized geospatial information.

2. To build basic geospatial data and information and thematic geospatial information according to national needs that can be accounted and easily accessible.
3. To actualize geospatial information network between reabily network nodes.

4. Increasing the human resources capacity, research quality and development in providing geospatial data and information. 2. History of mapping in Indonesia In the reign of the Dutch East Indies, there are many office measurements, which then united as an institution, called Permante Kaarterings-Commissie (Permanent Committee for Mapping), in 1938.

In fact, the agency can not meet its original expectations. Through Gouvernements Besluit van 17 January 1948 (Government Decision No. 3 dated January 17, 1948), the commission was disband and established Raad voor het en Directorium Meet en Kaarteerwezen in Nederlands Indies (Council and Direktorium for Dutch East Indies Measuring and Mapping). After the recognition of Indonesian sovereignty in 1949, the government disband Raad voor het en Directorium Meet en Kaarteerwezwn (Government Regulation No. 71 year 1951), and later established the Council and Direktorium of Map Measurement and Depiction. This instutition has a same pattern with the one that Dutch East Indies established. The Council is in charge of making policy and decision-making, while the executive is the Direktorium. In the other hand, there was establised also a Committee for 'Creation of Indonesia Prosperity Resources Atlas', with the task to support the national development plan. The committee is under the Bureau of Economics and Finance First Minister. In 1964, Atlas Committee status upgraded into the National Atlas (Batnas), based on the Cabinet Work Decision No. Aa/D57/1964, which signed by the Deputy of Prime Minister II, Ir. Chaerul Saleh. Council and Direktorium performance assessed by Soekarno himself (President of Indonesia at that time), he found that their performances is slow and the coordinaton is not working, then it was disband and established an organization in command form, that is the Command of Surveying and National Mapping (Kosurtanal) also Survey Council and National Mapping (Desurtanal), through Presidential Decree No. 263 of 1965 dated 2 September 1965. Until G-30-S/PKI insident in 1965, Desurtanal and Kosurtanal have not working as it should. So specifically for national surveying and mapping was estabished a new organization called BAKOSURTANAL (Survey Coordination Agency and National Mapping). BAKOSURTANAL established based on Presidential Decree No. 63 of 1969 dated October 17, 1969 (celebrated as the BAKOSURTANAL bornday). Considerations of Bakosurtanal establishment are:
1. The need for a coordination in the activities and implementation of surtas duties

(surveying and mapping) so can be achieved an efficiency also saving of the state financial expenditure;
2. Related to that, in the context of controlling the apparatus of government, it is

necessary to review the position of the duties and functions of the agencies that conducted surta activities to be united in a national surta coordinating agency. With the establishment of BAKOSURTANAL therefor the agencies that still exist such as Desurtanal and National Atlas Agency was disband and the functions of these two agencies are accommodated by Bakosurtanal. Until now BAKOSURTANAL has been led by five chiefs (first chair), namely: Ir. Pranoto Asmoro (1969-1984), Prof.. Dr. Ir. Jacub Rais, M.Sc. (1984-1993), Dr. Ir.

Paul Suharto (1993-1999), Prof.. Dr. Ir. Joenil Kahar (1999-2002), Ir. Rudolf Wennemar Matindas, M.Sc. (2002-2010), and Dr.. Asep Karsidi, M.Sc. (2010present). At the time, this coordination agency had offices in several different places. In the begining at Jalan Wahidin Sudirohusodo I/11, and Jalan Merdeka Selatan No.. 11, had also in Gondangdia, and the last (until now) is in Complex Cibinong Science Center. 3. Bakosurtanal use GPS to: 1. Disaster Index 2. Make Topographic Map of Indonesia (RBI map of Indonesia, Peta Rupa Bumi Indonesia) divided into 7 topics, among others : Topic 1: Land cover: Land cover areas such as forests, fields, ect. Topic 2: Hydrographic: include elements of water such as rivers, lakes, coastlines, ect. Topic 3: Hypsography: high-level data such as points and contours Topic 4: Building: buildings, houses and office buildings and cultural Topic 5: Transportation and Utilities: roads, railways, transmission cables and bridges Topic 6: Administrative boundaries: border province, city / county, township and village Topic 7: Toponimi: geographical names such as the island's name, the name of the strait, the name of the mountain 3. Survey of Natural Resources : Land Natural Resources Marine Natural Resources 4. Base Mapping : Geodesy and Geodynamics Base Mapping of Topographic Basic Mapping of marine and aerospace 5. Spatial Data Infrastructure : ATLAS and SPATIAL Network Systems And Spatial Data Standardization
4. Type of Cartesian and geodetic coordinate systems that Bakosurtabal used: 1. CIS (Conventional Inertial System): Cartesian coordinate reference system of

three-dimensional geosentrik and tied the sky, and also called the system ECSF (Earth-Centered Space-Fixed). CIS system is generally used to define the position and movement of the satellite or other celestial objects, and the coordinate system does not rotate with the earth, but evolved with the earth around the sun.
2. CTS (Conventional Terrestrial System): Cartesian coordinate reference system

of three-dimensional geosentrik and earth bound, and also called the system ECEF (Earth-Centered Earth-Fixed). CTS system is commonly used for description of the position and movement of th dots on the surface of the earth, and this

coordinate system rotates with the Earth, and also evolved with the earth around the sun.
3. Datum Geodetic: number of parameters used to define the shape and size of the

ellipsoid references used for defining geodetic coordinates, and the position and orientation in space of the physical world, in this case represented by CTS system.
4. WGS 84 (World Geodetic System 1984): CTS coordinate reference system is

defined, realized and monitored by NIMA (National Imagery and Mapping) United States. WGS 84 is the system currently used by the satellite navigation system GPS (Global Positioning System); Based on the improved quality of the WGS 84 is done on an ongoing basis, is known three WGS 84 system, the WGS 84, WGS 84 (G730) and WGS 84 (G873) is the latest at this time.
