Candidates asked to refrain from campaigning during Holy Week


TACLOBAN CITY- Candidates running in this years midterm elections were asked not to campaign during the observance of the Holy Week. Fr. Amadeo Alvero, media coordinator of the archdiocese of Palo, calls for all candidates from local to national and their supporters that instead of using the Holy Week for campaigning, they should use it for reflection and meditation. Holy Week is an annual observance of among Catholic faithful which commemorates the Passion and Death of Jesus Christ and it precedes the great festival of resurrection or the Eastern Sunday. Holy Week formally starts on Ash Wednesday and end on Eastern Sunday. It is observed that during big activities, politicians and even candidates names are rampantly shown everywhere greetings their constituents on every occasion. Samelco I employees union files notice of strike


T A C L O BAN CITY The 105-member of the Samar I Electric Cooperative (Samelco I) Employees Union in Calbayog City has filed a notice of strike on the ground of managements coercion to prevent the formation of a labor group and refusal to enter a collective bargaining agreement. The National Conciliation and Mediation Board (NCMB) officially received the notice on January 31, the first of its kind filed this year, as the region approaches the 10th year of zero strike this 2013. PNP-Tacloban re-launches livelihood program for Taclobans OSY


TACLOBAN CITY - Seen as a move to provide economic perspective to the spare time of the out of school youths in the city, the Tacloban City Police District Office thru its Police Community Relations (PCR) Department has again launched a livelihood program known as the Barbero/Mangangarot Han Barangay which according to the proponents, City Police Director Romulo Cleve Taboso and PCR chief, Police Senior Inspector Ma. Bella Rentuaya, were first introduced in 2010 to 15 barangays in the city, and which is now they are still gaining momentum albeit may not be as popular anymore as when it was first introduced. With the support of the new program partners however, Rentuaya said that they relaunched recently the said project at Barangay 44, this city, with barangay chairman Paterno Mationg Jr. pledging to ensure that the said project acquire sustainability in their community while the other stakeholders such as the Tacloban Bankers Association(TBA) through its president Francisco Barredo and the City DepEd through the City Division Alternative Learning System (ALS) coordinator Antonia Rosanes taking charge of the haircut training aspect and the former in the procurement of the necessary working tools of the recipients. With the re-launching of the said livelihood endeavor at Barangay 44, Quarry District, recipients according to Rentuaya, were glad to receive their free working tools donated by the TBA. Asked how soon this project will be replicated in other areas in the city, Rentuaya clarified that this project may be availed by other areas too, depending upon the formal request of interested parties sent to their office for it to be endorsed eventually for the availability and approval of their program partners as they are currently monitoring the viability and progress of said project at the recipients level.

The residents of Barangays 85, 66 and 88 availed of the giving of free inoculation held last Tuesday at the barangay hall of Brgy.88 in Fishermans Village in San Jose district. The City Health Office initiated the giving of free booster against pneumonia and flu. The vaccine is to last for a year. Angara favors FOI without Congratulations! a right to reply provision


TACLOBAN CITY Liberal Party senatorial bet Sonny Angara said he stands in favor of the Freedom of Information (FOI) bill sans the right to reply provision. Angara, who visited Leyte and other places in Eastern Visayas over the weekend in one of the LP candidate leg of provincial visits, said including the right to reply provision in the FOI may be abused by those concerned. He added that he likewise understand the standpoint of the broadcast stations, publications and other media outlets being commercial businesses. However, he declared that though he is pushing for the FOI bill without the right to reply provision, he would like to appeal to the media outfits and practitioners to provide fair treatment of any issues published or broadcasted. Being fair for both sides of the story is inherent in this kind of profession, Angara said in a press conference held at the Governors Hall of the Leyte Provincial Capitol. The bill, or House Bill 53, implements the constitutional right of the people to information on matters of public concern and the state policy of full public disclosure of all its transactions involving public interest. It requires the posting of wealth statement of public officials, as well as access to information being used for decision-making, or project management, including transcripts and minutes of official meetings. The FOI bill seeks to remove the veil of secrecy that usually covers government data and transactions, and make these more accessible to the public. This is intended to combat corruption and foster good governance and transparency. The proposed right to reply provision, meanwhile, would require a newspaper, or broadcast station to allot the same amount of space or air time for the reply of a person as that used in a news report that may have pictured him in a bad light. But the bill also provides exceptions, and bans easy access to sensitive information and puts in place safeguards to prevent misuse of data. Angara said that the FOI bill still has to go through intensive debates, the usual process in the passage of law, before it could finally be fully realized, The FOI bill needs to hurdle second and third reading before it is sent to the bicameral conference committee and submitted to President Benigno Aquino III for his signature.

Leyte SP shelves resolution


TACLOBAN CITY The Sangguniang Panlalawigan of Leyte had temporarily shelved the approval of a resolution interposing no objection to the proposed drilling activity of NorAsian Energy Ltd in the area covered by Service Contract 51 under the Department of Energy. This was after second district Board Member Niccolo Villasin proposed that it should be first studied by the joint committees of energy and environment and natural resources, if it is proper for them to provide the resolution. During regular session last week, representatives from the Department of Energy and NorAsian Ltd. made a presentation before the members of the provincial board to inform the provincial legislators on the update of their seismic survey activity held in some parts in the third district of Leyte. Based on their presentation, the seismic survey had found a sufficient amount of oil in the area covered by San Isidro town, which they informed the provincial board that they will secure a resolution so that they can proceed to a drilling program to determine the viability of oil in area identified in the seismic survey. Service Contract 51 of NorAsian Ltd, covers the towns of San Isidro, Palompon, Tabango and Calubian with a total land area of 3, 320 square kilometers covering 20 barangays that are part of the survey. City hall employees told: observe healthy lifestyle


TACLOBAN CITY Starting this February 14, Valentines Day, the city government will enforce a program subjecting all city government employees to comply the anti-smoking ordinance of the city. Dr. Gloria Fabregas, consultant of the city government on special health program, said that they will start their campaign on anti-smoking to all city government employees as they are bound to obey civil service orders. This enforcement was made possible through the institutionalization of Love ko ang Lawas Ko, a health program of the city government which will be observed every 14th day of February. We will start first with employees of the city hall in the campaign of anti-smoking because we want to make the city hall compound and all its offices a smoke free environment, Fabregas said. She added that they had not put a smoking area in any building of the city hall to ensure that no one will smoke inside their office that are mostly air-conditioned rooms. If they want to smoke they can go out and smoke outside but not inside the building, Fabregas stressed. We will start with all city government employees because we want to set a good example to all, she added. Aside from the antismoking ordinance implementation, Fabregas added that they will also push for employees to observe health lifestyle, to make them avoid acquiring communicable diseases. Physical fitness and the harmful effect of alcohol are also subjects of the campaign, she added. All this will be launched this Feb 14, to include Tobacco Free Tacloban, she added.

Insurgency-free should mean free from poverty

In a democracy, respect for laws is a must. When respect is present, there is peace. That leads to sovereignty. In sovereignty there is power. That power includes the power to maintain democracy and to maintain a countrys security from foreign powers. That power to maintain a countrys security should be enough to command respect from other countries. That respect, in turn, must mean that no country can invade or intrude upon the resources of a sovereign country. Those resources are wealth, patrimony, and are properties of the sovereign democratic consent that act of entry or use, which is an attribute of a cause of war, can lead to a war. For that act is an attribute of disrespect. It is disrespect that carries with it the ultimate message that the disrespectful is more powerful than the disrespected. Democracy, thru the years, has assumed different connotations among peoples, nations, and countries. There is for instance national democracy and a communist democracy. The newer versions of de-

There are norms and standards to follow to implement punishment. Even in barbarian communities, and in kingdoms and queendoms, as well as in ancient Philippine sultanate and rajah rulership, there already were procedures to follow before punishment could be inflicted. Relaunching of BarberoMangangarot held in Quarry


TACLOBAN CITY -- The Tacloban Bankers Association, with the presence and full support of Francisco Barredo, president of the BPI, and Police Superintendent Romulo Cleve Taboso, city director, has attended the relaunching of the livelihood program of the (Philippine National Police) dubbed as Barbero/ Mangangarot Ha Barangay, with the out-of-school-youth as beneficiary of the program. The relaunching was held on February 1, 2013, Friday, at Brgy. 44, Quary, Tacloban City. The success for implementing of the program was through the initiative of the PCR Chie,f PSINSP Ma. Father Amadeo Alvero, media coordinator of the archdiocese, said that for them to achieve their eort, they are appealing to the faithful to buy the remaining rae tickets.
