SUBJECT: Estimated FY 2006 State Allocations under the Carl D. Perkins Vocational
and Technical Education Act
I am pleased to provide you with the estimated state allocations for FY 2006 grants under
Titles I (Vocational and Technical Education Assistance to States) and I1 (Tech Prep
Education) of the Carl D. Perkins Vocational and Technical Education Act of 1998
(Perkins 111). These funds will become available beginning on July 1,2006. These
figures will be posted to our Web site shortly (www.ed.~ovlabout/offices/list/ovae/).
Please share these figures with your secondary or postsecondary counterparts, your state
Tech-Prep coordinator, fiscal partners, and other appropriate individuals within your
state.
Funds under Title I will become available at two separate times. A portion of the
funds will become available for obligation on July 1, 2006, and remain available for
15 months through September 30, 2007. The remaining portioil will become
available on October 1, 2006, and remain available for 12 months. Table 1 shows
how each portion will be divided among the states.
Table 1 also reflects the provisions of section 115(a) and (b) of Perkins 111, which
assists the outlying areas of Guam, American Samoa, and the Commonwealth of the
Nortliem Mariana Islands and which designates specific funding for the Pacific
Region Educational Laboratory (PREL). PREL also will award FY 2006 grant funds
competitively to these outlying areas as well as the Republic of Palau. The Republic
of Palau continues to be eligible for FY 2006 funds pursuant to section
105(f)(l)(B)(ix) of P.L.108-188.
The total appropriation for Tech-Prep state grants will be available July 1 , 2006.
Table 2 shows how each portion will be divided ainong the states.
With regard to distribution of secondary funds under section 13l(b)(l) of Perkins 111,
we will accept either enrollment or "membership" data compiled by the National
Center for Education Statistics (NCES) or the Census Bureau's estimate of the
number of individuals aged 5 through 17 who reside in each school district, in lieu of
the data specified by section 131(b)(l).
Updated Census data, reflecting 2003-2004 school district boundaries, must be used
in FY 2006 funding distribution formulas. These data may be accessed at
