I-43 North-South Freeway Corridor Study Overview


The Wisconsin Department of Transportation and the Federal Highway Administration are in the alternatives development stage of the I-43 North-South Freeway Corridor study (the Study). This public information meeting is your opportunity to review the initial alternatives that have been developed and provide comments. Your comments will help us refine alternatives as we enter the next phase of alternatives development.

Project Purpose & Need


The need for the proposed improvements in the Study sets the stage for developing and evaluating possible improvement alternatives. This need for improvements is demonstrated through a combination of factors. Pavement, freeway design and geometric deficiencies - Design standards evolve over time and many features which met design criteria over 50 years ago, when this facility was originally constructed, do not meet todays standards. Furthermore, the pavement has reached the end of its useful life and is in need of replacement. Increasing traffic volumes - Currently, the roadway carries between 49,000 vehicles per day near WIS 60 and 85,460 vehicles per day near Silver Spring Drive. Traffic is expected to increase and cause congestion and delay throughout the entire length of the corridor over the next 30 years. Safety Issues - Between 2006 and 2010, there were 1,087 crashes on the I-43 mainline; 286 of those crashes included injuries and 4 crashes resulted in fatalities. An additional 219 crashes occurred on interchange ramps, with 58 of those resulting in injuries.

Consistency with regional planning - This Study is an integral part of past and ongoing land use and transportation planning initiatives to meet continued population growth and travel demand. Maintain regional transportation linkage - I-43 is part of the National Interstate System and provides a critical commercial/ commuter interstate link to major metropolitan areas in Wisconsin. Enhanced intermodal connections - The corridor provides important connections to airports, passenger rail service, intra-city buses and water transportation (Port of Milwaukee) in southeast Wisconsin.

Alternatives Development
Several alternatives have been developed to address the purpose and need issues listed above. The No-Build (replace in kind) alternative will serve as a base alternative. The impacts of the Build Alternatives will be compared against the No-Build alternative. The Transportation Demand Management and Transportation System Management alternatives will be considered as stand alone alternatives and may be included with a build alternative to help meet the project purpose and need. The range of alternatives is listed below. INITIAL RANGE OF ALTERNATIVES

No-Build: Replace-in-kind (maintain existing highway configuration) Transportation Demand Management (strategies to reduce automobile trips - transit, rideshare, park and ride lots, etc.) Transportation System Management (measures to maximize the efficiency and use of the highway system to help alleviate or postpone the need to expand capacity (ramp metering, closed circuit cameras, HOV lanes on ramps, etc.))

Various build alternatives are presented for your review and comment today. See exhibits and handouts for specific details relating to individual interchanges and mainline locations. Exhibits with voiceover descriptions can also be viewed on the project website at - http://www.dot.wisconsin.gov/projects/seregion/43. IN ADDITION NOISE: The corridor will be evaluated for noise impacts. If mitigation techniques, such as noise barriers, are reasonable and feasible, potential locations will be presented at future public meetings. Noise barrier materials are available for review and discussion at todays meeting. DRAINAGE: Storm water management throughout the corridor will be analyzed and will be a contributing factor in alternative development.

Whats Next
Alternatives will be refined based on comments received from this public meeting and ongoing traffic analysis and engineering. Each alternative will then be evaluated based on comments received, impacts, and on how well it meets the purpose and need for this study. The alternatives will be compared to determine which provide the most benefit while minimizing impacts. Intersections will be evaluated for signals or roundabouts. The retained alternatives will be presented at the third public information meeting in late summer 2013. A recommended alternative will then be presented in the Draft Environmental Impact Statement followed by a Public Hearing in early 2014 for your additional input.
