Harmonised Development Framework (HDF)

The SNDP, JASZ II, VISION 2030, PF MANIFESTO, MDGS and INDIVIDUAL MINISTRERIAL STRATEGIC DOCUMENTS vary in objectives, priorities, implementation plans, Key Performance Indicators (KPIs) and Monitoring and Evaluation (M&E) frameworks. This has resulted in conflicting ministerial pronouncements, uncoordinated and efficient allocation of resources and implementation of programs. PMRC recommends a Harmonised Development Framework (HDF), a single strategic framework for Zambia. The HDF will contain common objectives, goals, SMART KPIs and a single robust M&E framework. Implementation of this harmonised approach equates to harmonized processes by policy makers, government officials, all stakeholders and institutions engrained with ONE clear chorus for Zambia.
