WORK EXPERIENCE
GENERAL COUNSEL, U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT, , Washington, D.C March 2010 to February 2013. Special Projects Detail August 2012 to February 2013 Legal Responsibilities: Managed and supervised 90 attorneys in Washington and overseas who provide legal advice and guidance to USAID and its 90 Missions overseas. Served as a member of USAIDs senior management team advising the Administrator, Deputy Administrator and other senior management on all matters of law. Represented USAID on development and international legal issues within the US government and in public forums. More specifically the GCs office: Advised on contracts, grants and private/public partnerships; developed model agreements with multilateral institutions and bilateral donors; Developed new legal instruments for implementation of USAID programs; Interpreted and providing guidance on the application of appropriations law; Contributed to the formulation of and compliance with USAID and the Office of Management and Budgets regulations and policies; Handled bid protests and other types of litigation and enforcement; and Provided ethics training to Agency staff.

Implementation and Procurement Reform (IPR) Coordinator Responsibilities: Coordinated major Agency reform which changes the business model of the organization and the way foreign assistance is delivered. The main focus of the reform is to invest in sustainability by building more institutions, systems and capacities in developing countries governments, civil society and private sector capable of confronting long-term development challenges effectively. Highlights of IPR achievements: Revised regulations and procedures to facilitate direct relationships with host governments and local organizations and to simplify and streamline compliance requirements; Developed a Public Financial Management Assessment Framework to determine capabilities of host governments to properly manage donor funds; Carried out over 30 country assessments; Formulated and issued new procedures to facilitate working with multilateral institutions and bilateral donors; and Carried out staff trainings and created Local Capacity Development Teams in USAID Missions worldwide in order to expand outreach and capacity-building initiatives to local organizations.

INTERNATIONAL CONSULTANT, Bangkok, Thailand, and Potomac, Maryland, June 2006 to March 2010 Evaluations: Successfully led and participated in evaluations of the UNDP Mine Action Programme in Cambodia (Team Leader), the UN Mine Action Service Programme in Sudan, and the UNs Rapid Response Programme in South Lebanon and Guinea Bissau. Identified strengths and weaknesses in the relationships, structures and processes of the programs and made recommendations for improving their efficiency and effectiveness. Capacity Building: UNDP Sri Lanka - Conceptualized the establishment of a National Mine Action Centre (NMAC) Carried out a needs assessment and developed a comprehensive Terms of Reference for the NMAC

including draft legislation, an organizational structure, as well as recruitment, gender, resource mobilization and capacity-building strategies. UNDP Afghanistan Provided legal advice on transitioning the Afghan Information Management Services project into an independent legal entity; analyzed Afghan law and recommended preferred legal model, prepared an implementation plan and assisted with the drafting of the legal documentation required. Resource Mobilization: Handicap International (HI) Conducted a study on UN funding modalities and how various UN agencies work with international NGOs; made recommendations on how to improve partnerships with specific UN agencies. UNDP Laos - Drafted a comprehensive funding proposal for the UXO sector covering survey, clearance, risk reduction education and victim assistance for the signing of the Convention on Cluster Munitions. UNITED NATIONS OFFICE FOR PROJECT SERVICES (UNOPS), New York, NY, December 1994 to May 2006 Chief, Global and Interregional Division, May 2004 to May 2006 Created and managed a new division to implement global and interregional projects; managed the divisions annual $6 million administrative budget and $200 project portfolio. Supervised over 50 staff working in six thematic clusters: mine action, environment, small grants, international waters, governance and training/conference services, as well as a support cluster with human resources, procurement and finance specialists. Developed and directed the execution of business plans and acquisitions, established measurable business targets, built a network of key business partners/clients and assessed the performance of each portfolio as well as the overall global and interregional portfolio. .
