VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES COMMITTEE MEETING April 25, 2011 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona and Quinn. Mayor Kitching and Clerk Venhuizen. MAYORS REPORT: Mayor Kitching read into the record a Resolution Opposing Reduction of State Collected Revenues Due Municipalities. In summary, this Resolution points out: the importance of municipalities to citizens who depend on local police and fire protection, water and sewer service, snow removal, roads and traffic safety; local citizens pay income taxes to the State for both the State and local municipal budgets; since inception of the State income tax in 1969 municipalities received, relied upon and provided services with those revenues to their local taxpaying citizens; the recent State income tax increase provided new revenues to the State and none to cities; State is contemplating further reductions to municipal revenues; proposal under discussion would take an additional $300,000,000.00 of State-collected income tax from cities and reduce their revenues by $23.40 per capita; Village of Alsip cannot preserve basic services with this tremendous loss of income tax revenues and will see a reduction in police, fire and public works personnel along with reduction in services. The Village strongly opposes further reduction in state collected revenues and demands and demands the General Assembly and Governor take no further action to financially ruin municipalities. Mayor Kitching reported the Southwest Conference of Mayors submitted an application requesting $200,000 in RTA Subregional Planning Program funds in order to create a transportation and economic development plan for the Cicero Avenue Corridor. The planning area is along Cicero Avenue from Midway Airport (City of Chicago) on the north to I-294 (Village of Alsip) on the south. Official notification was received from the RTA that funding was granted for the Cicero Avenue Corridor project. CLERKS REPORT: Clerk Venhuizen presented: a) The 2011-2012 Board Meeting Schedule. PUBLIC FORUM: Mr. Michael Alberts addressed the Board concerning the Villages Sprinkler Ordinance and the high $9,000.00 cost for installation when building a home, and requested modification to the ordinance by possibly limiting the number of sprinkler head locations. Mr. Tom Lia, Northern Illinois Fire Sprinkler Advisory Board (NIFSAB) reported Alsip and 46 communities passed the Sprinkler Ordinance in 2007; since then another 25 communities have passed this ordinance, and this ordinance is now included in the body of the International Code. There are currently an estimated 70 contractors licensed by the State qualified to install the sprinklers and recommended securing several quotes for lower costs. The Ordinance requires sprinklers in the main rooms; bedrooms where 37% deaths occur, kitchens where 15% deaths occur and hallways. This ordinance also provides safety for fire and police personnel by eliminating flashover. Mr. Lia invited builders and Trustees to view a demonstration on the importance of sprinklers. Trustee Quinn addressed the concern of the builder which was the sprinkler installation costs and the affect on sale and resale. Mr. Lia pointed out the savings on homeowners insurance. Chief Geraci reported the sprinkler installation cost is $1.61-$2.00 per square foot; described the long process of changing the Villages code in 2007, and explained the importance of the code update particularly for public safety and legal issues. Mayor Kitching noted that in the not too distant future builders in all Illinois communities will be required to follow this ordinance. Further discussion followed. FINANCE REPORT: Trustee Godfrey presented: a) A list of bills. b) Request for approval of a 6b application for DCT Industrial, 5311 West 123rd Place. c) Request for approval of the renewal of a $1,000,000 line of credit with Fist Midwest Bank. The Village has approved this request for the past 4 years but has never used it. The maturity date will be changed to January and the rate 3.47 rate remains the same. FIRE DEPARTMENT REPORT: Trustee Michaels presented: a) February and March monthly reports based on our National Fire Incident Reporting System (NFIRS).

Board of Trustees Committee meeting April 25, 2011 POLICE DEPARTMENT: Trustee Shapiro presented: a) Request for approval of a Block Party with DJ, scheduled for July 4, 2011, noon-10:00 p.m. at 11722 LeClaire. b) Request for approval of the Alsip Police & Fire Commission recommendation to promote Officer Shawn Schuldt to the rank of Sergeant on May 2, 2011, to fill the vacancy created by Sergeant Ralphsons recent retirement. PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) 2011 Illinois Public Risk Fund Safety Inspection Report. BUILDING DEPARTMENT REPORT: No report. HEALTH & POLLUTION: Trustee Daddona presented: a) Report the mobile vending trucks are undergoing their yearly health inspections. SEWER & WATER: Trustee Godfrey presented: a) Report it was recommended that a meeting be scheduled with the Water Committee, Mr. Behrens and two engineers to review the 3rd and final phase of the 3.2 million gallon reservoir renovation, and tabled this item for another month. LICENSE REPORT: Trustee Quinn presented: a) Request for approval of a list of licenses dated April 25, 2011. PLANNING/ZONING REPORT: No report. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTY: Trustee Michaels presented: a) Request for approval of lease agreements for the two Village houses located at 12204 South 45th Avenue and 12200 South 45th Avenue. INSURANCE COMMITTEE: Trustee McGreal presented: a) ACTION ITEM: Motion by Trustee McGreal to approve the Village Property and Casualty Insurance with Scottsdale and ESIP at a cost of $337,8199; seconded by Trustee Quinn. Roll #1: Voting aye: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona, and Quinn. Motion carried. b) Request for approval of an agreement with Allied Benefits Systems to process Run Off claims for the period May 1, 2011 to April 30, 2012 at a cost of $39,732.96. ORDINANCE & LEGISLATION: No report. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: No report. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. UNFINISHED BUSINESS: None. NEW BUSINESS: On behalf of the Little League Association, Trustee Godfrey invited the Mayor and Board member to opening day parade on April 30, 2011 at 10:30 a.m. ADJOURNMENT: Motion by Trustee Godfrey to adjourn; seconded by Trustee Shapiro.
