TORs FOR POSITION UNDER PROJECT MONITORING & EVALUATION CELL Project Management Specialist/ Deputy Chief (BS-19)

Qualifications Masters in Project Management, Development Studies or Public Policy Experience Minimum 10 Years of Experience in Development Sector Maximum Age Limit 45 years (Relaxation upto 5 years as per Government Policy) Pay Package Rs.86250/- (per month) alongwith 5% annual increment Description of Duties
a. Project Management Specialist shall facilitate identification of key areas for intervention, selection of Projects and Programs, document analysis, loan/grant negotiations, procurement procedures, financial transactions and project management. He would contribute towards development of systems and procedures for timely start up and smooth implementation of projects to bring Project Cycle in line with the international standards. He shall improve capacity of the MET to coordinate effectively for timely resolution of inter-departmental issues concerning ongoing and pipeline projects by using modern techniques and software. He shall also make efforts: (i) (ii) (iii) (iv) (v) (vi) To streamline procedures for Project Management including project design, project appraisal and approval, implementation, monitoring & evaluation. To prepare and strengthen project related procedures in Ministry of Education & Trainings. To sensitize and prepare projects in MET keeping in view requirements and trends in line with national and professional standards and frameworks. To ensure that the project is implemented with due diligence to achieve planned objectives within approved cost and time frame; To identify problems promptly as they arise, help resolve them, and modify the project if necessary, or as circumstances change; Strengthening the pre-approval project preparation capacity of the attached departments by developing a streamlined and monitor able system of internal clearances with all relevant stakeholders thereby saving time and money. To close the project if it is no longer justified, particularly if it can no longer achieve its developmental objectives and targets; To draw significant lessons for designing future projects; and to prepare completion reports.

To propose reforms at the policy, management and service delivery level to address Project Management Issues and increasing involvement of Ministry and Project Directors under MET by promoting approaches which address development sector outcomes.

M&E Specialist/Assistant Chief (BS-18)


Qualifications Masters in Project Management, Development Studies or Public Policy Experience Minimum 05 Years of Experience in Development Sector Maximum Age Limit 40 years Pay Package Rs.57000/- (per month) alongwith 5% annual increment Description of Duties
a) To ensure that the project is implemented with due diligence to achieve planned objectives within approved cost and time frame; b) To assist Ministry in monitoring the status and performance of projects under their purview. c) To act in line with governments commitment to regular monitor efforts essential for achievement of development impact and outcomes. d) To identify key reasons for start-up delays that are systemic in Project Management Cycle and highlight causal or contributing factors, that cannot per se be addressed through capacity building. e) To propose systemic re-engineering of projects and steps to improve monitoring system for project staff and revisions in procedures. f) To carefully look into important matters pertaining to harmonized project processing and implementation such as financial arrangement, project design, procurements and M&E. g) To ensure full engagement of Executing Agencies and respective Project Directors throughout the project cycle, starting from project approval h) To ensure that all implementation arrangements are in order. He would be responsible for all stages of project implementation including preparation and approval of PC-Is prior to formal submissions so delays in the approval of documents is minimized; and preparation of draft documents and tender documents to minimize subsequent common delays. i) Strengthening the pre-approval project preparation capacity of the attached departments by developing a streamlined and monitor able system of internal clearances with all relevant stakeholders thereby saving time and money. j) Prepare, monitor and drive the development of expansion and growth of Education and TVET Sector Internationals work in Pakistan including taking a proactive role in building relationships with key donors and Government agencies. k) Ensure that Projects under MET comply with all internal financial, HR, security, reporting and planning policies and guidelines.

Financial Expert/ DFA Finance & Accounts (BS-18)


Qualifications Masters in Public Finance, Development Studies or Public Policy Experience Minimum 07 Years of Experience in Development Sector. Maximum Age Limit 40 years Pay Package Rs.57000/- (per month) alongwith 5% annual increment Description of Duties
a. To ensure that the project is implemented with due diligence to achieve planned objectives within approved cost and time frame; b. To ensure that all projects under the ministry have prepared and submitted their financial layout and work plans as visualized and agreed with Planning and Development Division in line with instructions of the Finance Division c. To ensure timely award of contracts and timely procurement of items and services whenever required under the PMEC. d. To assist projects under MET in financial procedures such as opening up of assignment accounts and procurements etc. e. Strengthening the pre-approval project preparation capacity of the attached departments by developing a streamlined and monitor able system of internal clearances with all relevant stakeholders thereby saving time and money. f. To highlight issues pertaining to financial accountability of projects under the purview of MET. g. To ensure transparent and reliable system of finance and accounts for the operations of PMEC. h. To ensure that expenditures in PMEC are not in violation of rules and instructions of the government. i. Design and gain funding for providing education and TVET Sector with the objective of supporting and guiding the operations and acquiring the operational knowledge and experience for informing and influencing activities

j. Ensure that PMEC and the projects under MET comply with all local laws and regulations, particularly with respect to financial responsibilities as laid out in the governments guidelines.

IT Specialist (BS-17)
Qualifications Masters in Information Technology or other Computer related disciplines. Skills in TCP/IP networking, including DHCP, DNS and TCP/IP addressing and subnets, at both a client and server level shall be required. Experience Minimum 03 Years of Experience in Operations concerning Project Monitoring Software and Systems Maximum Age Limit 35 years Pay Package Rs.51750/- (per month) alongwith 5% annual increment Description of Duties
a) IT Specialist shall be a coordinator and manager responsible for the smooth functioning of information technology by serving as the primary liaison between the technical and non-technical personnel. The IT Coordinator tracks all internal help requests and ensures management and monitoring of integrated computer applications (Server-Client) infrastructure between Ministry and other related departments. The IT Coordinator shall be responsible for department network, computers, software, systems and technology integration. b) IT Specialist shall make use of Planning Commissions Project Monitoring and Evaluation Software and connect all the Projects and Project Directors with Ministry as well as Planning Commission for the purpose of monitoring & Evaluation as well as flow of secure and reliable information in real time. He shall support the PMEC to streamline the pipeline and on-going projects and programs by assisting the ministry to run the IT facility established in order to identify the bottlenecks and alert the higher authorities to meet the deadlines. c) He shall be responsible for the computer systems within the Project Monitoring Evaluation Cell, overseeing installation, ensuring backup systems operate effectively, purchasing hardware and software, providing the ICT technology infrastructures for an Department and its branches. d) The IT Specialist shall also evaluate user needs and system functionality providing secure access to the network for officials designated in the ministry as well as remote users; He will ensure the security of data from internal and external attack and provide users with appropriate support and advice by managing crisis situations, which may involve complex technical hardware or software problems and keeping up to date with the latest technologies.

Research Associate/ Research Officer (BS-17)


Qualifications Masters in Economics, Project Management, Development Studies or Public Policy Experience Minimum 03 Years of Experience in Research and Development Sector Maximum Age Limit 35 years Pay Package Rs.51750/- (per month) alongwith 5% annual increment Description of Duties
a) To ensure that the project is implemented with due diligence to achieve planned objectives within approved cost and time frame; b) To provide support to PMES activities as visualized by Project Management Specialist and the Project Director c) Mapping of role and additional responsibilities CDCP stakeholders d) Distribution of information in the light of deliverables e) Lessons learnt/promotion of multi-sectoral approaches to improve the functions of projects under MET f) Scaling up proven and effective interventions to improve PMEC outcomes. g) To provide oversight to the implementation of the currently running programs in Pakistan h) To Prepare, monitor and drive the implementation of annual operations plans and budgets for project work in Pakistan. i) To ensure that development objectives are incorporated in Education and TVET Sector programs in Pakistan j) Understanding the project management practices and Need Analysis keeping in view the target audience k) To conduct four small researches per annum with the help of field surveyors to undertake, anticipate and suggest messages for consideration and incorporation in future PSDP projects and prospective plans l) Development of a innovative concept for highlighting the support of PMES m) Script writing and presentations

Field Surveyors (BS-16)


Qualifications Bachelors Experience Minimum 02 Years of Experience in Marketing or Conducting Baseline Surveys Maximum Age Limit 30 years Pay Package Rs.68000/- (per month) alongwith 5% annual increment Description of Duties
a) To conduct baseline surveys on topics and issues identified by the Project Director and Project Management Specialist; b) To assist Research Associate in conducting and implementing PMES activities; c) In depth interviews with stakeholders and beneficiaries d) Monitor the trends in local, national and international policy and strategy that impact on the situation of older people and their organizations in Pakistan. e) Undertake any other duties as and when necessary to fulfill the objectives of Ministry and PMEC.

Personal Assistants/Stenographers (BS-16)


Qualifications As per Government Rule Maximum Age Limit 30 years Pay Package Rs.34000/- (per month) alongwith 5% annual increment Description of Duties
a) Taking dictation, rendering transcripts and doing other typing work. b) To attend telephone and to keep record of trunk calls. c) To keep proper record and movement of files and other papers. d) To keep record of suspense cases, where ordered, and their submission on due dates. e) Handling of classified papers in accordance with general or special orders. f) To receive and conduct visitors and to maintain officer's engagement diary. g) To keep reference books upto date. h) To attend to work connected with the officers' tours etc. i) Any other routine official duty that may be assigned by the officer, e.g. reproduction of documents, arranging petty office amenities, recording of entries in the Staff Car Movement Register, receiving from or delivering important dak at PIA, etc.

Assistant (BS-14)
Qualifications As per Government Rule Maximum Age Limit 30 years Pay Package Rs.23000/- (per month) alongwith 5% annual increment Description of Duties
(a) Putting up previous papers and other references relating to the case under consideration; (b) Opening of files and keeping a record of movement of files; (c) Keeping a note of all important orders and decisions; (d) Recording, indexing and weeding of files; (e) Watching the necessity of keeping priority or security labels on files. He should bring to the notice of the Section Officer the first opportunity that occurs of removing these labels; and (f) Other clerical duties assigned to him, including casual typing, maintenance of diary register, preparation of statements and putting up of routine reminders.

Naib Qasid (BS-01)


Qualifications As per Government Rule Maximum Age Limit 30 years Pay Package Rs.20700/- (per month) alongwith 5% annual increment Description of Duties
(a) Carrying from one place to another within and without office premises official files/papers. (b) General arrangement and tidiness of the office, furniture including re-dusting of office furniture, record etc. (c) Conducting visitors to the officers. (d) Providing drinking water to the officers and staff. (e) Carriage of steel boxes containing secret/confidential files from one officer to another. (f) Shifting of articles of light furniture e.g. chairs, side racks, small side tables etc., from one place to another within office premises. (g) Any other duty that may be assigned to him by his Officer Incharge during working hours.
Note. Dusting of the office furniture is usually done by the "Farash, before and after office hours. If, however, some articles require redusting during office hours, when the Farash is not on duty this could be done by Naib Qasid attached to the officer or Section concerned.
