A critical mass of national youth civil society organisations in Restless Development countries have significantly increased the quality and scale of their work and outreach Government, Donors and the Private Sector: Strategic partners in the public sector (government, bi- and multi-lateral) and private sector produce a multiplier effect for Restless Development's work. Improved knowledge and skills of young people, particularly those from excluded and marginalised groups that help them achieve their ambitions in life

HOW WE WILL DO THIS

DIRECT DELIVERY

Delivery of evidence based grassroots programmes and services to a critical mass of young people. This approach directly feeds into our shaping practice and policy work. WE WILL Deliver Trainings in SRH, Life Skills, self-assessment tools, leadership skills and advocacy. Train young people in Entrepreneurship skills, resource mobilization (savings groups, linkages to financial support) Provide SRH lessons in schools (4032), School peer advice session (4034), focus Group SRH discussions (4039), Health day events (4038), college training in SRH and Life skills Provide School life skills training (4033), School peer advice session (4034), focus Group SRH discussions (4039), Health day events (4038), college training in SRH and Life skills Over 70% of the students teachers trained indicated that the training adequately prepared them to deliver on the minimum standards during teaching practice and after graduating as teachers. Carry out teacher tracking (external evaluation), teaching practice assessment and track the work of teachers at demonstration schools. OUR WORK IN ACTION We have trained 385 Student Teacher in Advocacy and Policy Engagement, out of this no 217 (56%) were Male and 168 (44%) females in 2012 We carried out a teaching practice assessment on the identified minimum standards in sexual and reproductive health. 390 students are being monitored during the annual college planned teaching practice observation undertaken by the college lecturers. 773 SRH lessons have been given to young people and they have provided young people with knowledge to make health choices. 13 Colleges of Education across Zambia were visited by A4As across Zambia and workshops were held with an aim of equipping student teachers with Policy Engagement skills focusing on the Six Minimum Standards of the Ministry of Education HIV Strategic Plan and the Re-entry Policy. 65 new volunteers were trained and equipped with skills to go and conduct trainings in their communities and schools. KEY LESSONS LEARNT Health day events have been recognised as a key structure to strengthen in the colleges and surrounding communities due to its nature of linking young people to sexual and reproductive health services and providers for referrals. There is need to increase access of reproductive health services to young people as a way of mitigating challenges related to teenage pregnancies, STIs and HIV and AIDS.

SHAPING POLICY AND PRACTICE

Sustained engagement with strategic partners government and nongovernment to work more effectively with and for young people WE WILL Participate in youth consultations, indabas, meetings, presentations, Tikambe events, national level meetings and Parliamentary submissions so as to enable young people lead development initiatives at all levels. Formulate Policy debates and forums to discuss policy Participate in meetings with donors and other correspondences that involve putting young people at the center of development. Work with the Technical working group and media campaigns to bring out the voice of young people. OUR WORK IN ACTION We have undertaken the TIKAMBE policy awareness radio shows focused on 5 policy frameworks and strategies; Re-entry policy, Ministry of Education HIV policy, Anti Gender Based Violence Act, Education Act and the National Financial Education Strategy for Zambia. We have set up radio listener groups at community level as a way of providing a platform for community young people to engage in the discussions during the radio shows. Three Position Papers have been developed and advertised in the National Press 200 Young people in the communities were trained by Advocates for Action (A4As) in the selfassessment processes. The young people were then involved in consultation with the local leaders on issues affecting them.. Zambia is included as a key model in the Bank of Zambia National YOUR COMMITTEE OBSERVES THAT THE Strategy for Financial Education launched in July 2012

KEY LESSONS LEARNT The work under Shaping Policy and Practice is linked with Direct
Delivery and S&L to gather and use evidence at both local and national policy engagement forums.

APPROACH BY RESTLESS DEVELOPMENT WAS UNIQUE IN USING YOUNG PEOPLE TO WORK WITH FELLOW YOUTHS. THE ACTIVE PARTICIPATION OF YOUTHS IN THE WELFARE OF OTHERS WAS VERY ENCOURAGING AND SHOULD BE EMULATED BY OTHER ORGANISATIONS. Youth & Sport Committee Report, Zambian Parliament

There are gaps between the policy being established and how it is being applied at the implementation level and many people at the grassroots do not understand the policies. There is need to make our policies more user friendly (see Baseline Nov 2012 Brief)

SHARING AND LEARNING

Capturing and disseminating good practice, replicable models and learning around youth development in Zambia WE WILL Develop resources, including newsletters, best practice documents, case studies, impact briefs, reports, tool kits as replicable models in youth development in Zambia. Develop a directory of organizations, institutions, networks and individuals who are purposefully suitable to receive the resources and distribute to them. OUR WORK IN ACTION (2012/2013) We developed the HIV & Life Skills Monitoring Tool whose scope has now been widened to go beyond HIV and AIDS and the National Standards Directorate is taking it up as one of their key priorities which will soon be rolled out officially as a standard monitoring tool. An advocacy booklet - Achieving Equity - How Civil Society is contributing to achieving quality education in Zambia has been developed with other coalition partners to address issues of Disability, HIV and AIDS, Gender, Child Protection and Funding And Budget Allocation (Budget tracking) in Zambia Teenage Pregnancy Desk Review was completed and it describes the causes behind teenage pregnancy in Zambia and mapping the resources currently available for addressing the problem as well as identifying the organisations working directly on reducing teenage pregnancy rates. The Know Your Policy toolkit was developed; it demonstrates how young people can engage their communities in development State of Nation Youth Report was completed in 2012 with input from 13 Youth organisations 17 Case Studies were completed over 2011-2012 2 External Evaluations, 1 Internal Endline, 1 Baseline were completed with 2 external mid-line and baselines in the offing for 2013 . KEY LESSONS LEARNT Following a recommendation from IPR regarding the tracking of individuals served, We have a developed database to track activities and beneficiaries and to avoid double counting on the number of beneficiaries.

BUILDING A STRONG YOUTH SECTOR

Provision of targeted technical support to youth civil society organisations in Zambia

WE WILL Establish savings groups established, Enterprise groups gaining resources externally Trainings provided, Internships to transfer skills, Technical advice provided an aim of providing information on entrepreneurship to the student teachers as key skill required in setting up their own entrepreneurship ventures. Partner with civil society organisations receiving capacity building support by Restless Development OUR WORK IN ACTION (2012-2013) We are working with Copperbelt Health Education Programme (CHEP) in training young people to conduct self-assessments (scorecards) i.e. to utilize our current local engagement methodology to monitor government policy implementation on issues affecting young people and orphans on the Copperbelt. 78 series of financial literacy and entrepreneurship activities carried out with the students in the colleges. In Chipata; Malcolm Moffatt and Chalimbana colleges of education have all formed the students saving groups with communities expressing interest in participating in the saving groups. KEY LESSONS LEARNT

Working with other strategic partners helps strengthens our relationships with local decision making structures and representatives and allows us to transfer skills and knowledge in a free and supportive environment. Zambia is now a key member of the National Education Coalition, Project Coordinating Committee and is regularly called upon to provide feedback to co-lead donors on Global Partnership national submissions
