PRIMARY PURPOSE: Provide leadership to develop and maintain Willamette Valley Community Health as a premier Community Care Organization in the State of Oregon. Provide oversight and monitor and evaluate contracted operations. Establish and promote WVHC reputation with the founding member organizations, State of Oregon, healthcare providers, WVHC membership and the community. Maintain the fiscal integrity, quality standards, and core values of WVHC. ESSENTIAL DUTIES & RESPONSIBILITIES (essential duties to achieving primary purpose) 1. Position reports to the Board of Directors, providing executive leadership that promotes a culture that reflects WVHCs values and standards of care. 2. Collaborate with the board to define and articulate WVHCs vision, strategic plan and annual goals and objectives to support development of strategies for achieving that vision. 3. Create annual operating plans that supports strategic direction set by the board and correlate with annual operating budgets; submit annual plans and updates to the board for approval. Provide quarterly reports on the progress of annual goals and objectives. Develop and monitor strategies for ensuring the long-term financial viability of WVHC. 4. Create and maintain procedures for implementing plans approved by the Board of Directors. 5. Stay abreast of current trends related to WVHCs services and anticipate future trends likely to have an impact. Ensure that board has sufficient and up-to-date information. 6. Act as ambassador to founding entities and work to build trust and creditability among members. 7. Recruit, negotiate and contract with entities necessary to provide an adequate network of services to conduct WVHC operations including but not limited to the following: Healthcare providers including the founding member entities, Administrative and TPA services, Audit and accounting, Actuary and Legal Evaluate contracting entities performance on a regular basis. 8. Oversee delivery, and quality of programs and services that promote and encourage coordination of care. Establish equitable methods to reward transformation and share cost savings. Identify and oversee opportunities for WVHC to promote the triple aim of healthcare reform. 9. Collect and analyze information that measures the success of WVHCs program efforts; refine or change programs in response to that information.

10. Serve as the primary spokesperson and representative for WVHC assuring its mission, programs, and services are consistently presented in a strong, positive image. Actively advocate for WVHC programmatic efforts and successes. Build relationship with peer organizations when appropriate. 11. Organize press releases, promotional and media events as appropriate. 12. Oversee content, production and distribution of all marketing and publicity materials (posters, program, flyers, mail outs, brochures etc.) 13. Oversee the development of annual budgets that support operating plans and submit budgets for board approval. Provide prompt, thorough, and accurate information to keep the board appropriately informed of WVHCs financial position. Ensure that WVHC practices appropriate accounting procedures in compliance with Generally Accepted Accounting Principles (GAAP). 14. Manage internal audit efforts and coordination with Compliance Officer and Committee Oversee the annual financial audit. 15. Develop, document and maintain WVHC policy and procedures, evaluating systems and procedures and streamlining where appropriate. 16. Create / update a business plan for internal clarity and banking needs. 17. Evaluate technology implementation and optimize within budget constraints. 18. Ensure compliance with all Federal and State Regulatory Agencies including the Oregon Health Authority Contract . OTHER DUTIES & RESPONSIBILITIES (not essential to achieving the primary purpose). 1. Facilitate committee and board meeting agendas and schedules, attend as needed. 2. Other Ad-Hoc projects or assignments as requested by the Board. QUALIFICATIONS: Education, Training & Experience (includes licenses or certifications) Bachelors Degree required with preference for Master level education 5-10 years of executive leadership experience preferably in a managed care environment Demonstrated leadership capable of....
