GENERAL INFORMATION

Essar Steel Limited, Vizag is planning to use treated water available from Sewage Treatment plant (STP) of Vizag Municipality. A water treatment plant is required to made available water from STP to use as a make up to Steel plant and Power plant. The site climatic conditions are given in annexure I.

ESSAR STEEL LTD., VIZAG TECHNICAL SPECIFICATION FOR WATER TREATMENT PLANT TS No. : 2106-H000-A00390-0006-0601-0001-R0 03.0 03.1 TECHNICAL SPECIFICATION TREATMENT SCHEME DESCRIPTION: Water available from Vizag Municipality STP plant is having higher Dissolved solids and Chlorides. Hence, following scheme is proposed for treatment of STP water. Treated Sewage water from the Vizag Municipality shall be stored in the storage tank. The capacity of the storage tank shall be capable to store at least 8 hrs of the total intake (2500 M3). Further the water from the storage tank shall be pumped through Multi-Grade Filters (MGF) where mostly suspended solids present in the sewage water shall be removed. The outlet of the MGF shall be passed through Activated Carbon Filters where odor and colour of the water shall be removed. The outlet of the ACF is further distributed in Pellet Plant and Power Plant based on the requirement of these units after necessary Chlorine dosing. ESSAR ENGINEERING SERVICES LTD.

DESIGN AND CONSTRUCTION OF PUMPS: The pumps shall be designed, manufactured and tested as per applicable international standards and shall be suitable for the duty conditions and capacities as indicated in the Annexure VI. Pumps with constant-speed drivers shall be capable of at least a 10-percent head increase at rated conditions by replacement of the impeller with one of larger diameter or by variable-speed capability. The required duty range for a pump shall be on stable portion of its head -capacity curve close to the best efficiency point. The installed impeller diameter shall be based on flow condition specified in the Pump Data Sheet. The rotating elements of the pumps shall be checked for critical speed in bending as well as torsion. The critical speeds shall be at least 30% away from the normal

The direction of rotation shall be clearly marked either by incorporating it on the casing or by separate metal plate arrow securely fitted to the casing. A stainless steel nameplate shall be furnished and securely attached by stainless steel pins at an easily accessible point on the pump. The plate shall be stamped with the following minimum information:Buyers item no. or tag - at least 15mm high Serial number of pump Capacity in m3/hr. Pumping head in meter of liquid column Speed in revolutions per minute Pump input power, kW ESSAR ENGINEERING SERVICES LTD.

Casing Casings shall be designed to permit removal of the rotor or inner element without disconnecting the suction or discharge piping or moving the driver (back pullout construction). Casings shall be provided with plugged vent and drain connections. Vent connection may be omitted for self-venting casings.

Impeller Rated impeller diameter shall be selected such that 10% or 10mm (whichever is minimum) margin on both lower and upper diameter is available. Impellers shall be statically and dynamically balanced. Dynamic balancing will be at the operating speed of pump. The impeller shall be securely locked and keyed to the shaft in such a way that it is not loosened due to reverse rotation of pump.

Bearings All bearings will be anti-friction type and will be designed for not less than 25,000 hours minimum life (L-10) in the specific service with continuous operation at maximum radial and axial loads at rated speed. Type of bearings to be used for pumps shall be roller or ball bearing. Bearings shall be grease lubricated. Couplings & Coupling Guards Couplings shall be flexible and of metallic type. They shall be selected for a minimum service factor of 2. For back pull out application, coupling shall be provided with spacer. Coupling guards shall be provided.

03.3

DESIGN AND CONSTRUCTION OF MGF & ACF: Filters shall be designed, manufactured and tested as per approved drawings/ design codes and standards (latest editions). Filters shall be designed as per ASME SEC VIII DIV.I Material of shell & dished end shall be CS as per IS:2062 Gr. B 2mm corrosion allowance shall be considered while selecting the thickness of shell and dished end Radiography of welds shall be considered M.O.C. of Piping from inlet of MGF to Outlet of ACF including frontal piping shall be of CS For chlorination one taping point with valve for chlorination dosing at the outlet of ACF will be provided by Seller. ACF shall be protected by air vent line. ACF vessel will be furnished with necessary lateral, strainer and water distribution headers as per manufacturer norms. MOC of lateral and strainer will be SS304.

Seller shall conduct the necessary shop test for equipments as per test procedure / standard. Paint or ink for marking shall not contain any harmful metal or metal salts such as zinc, lead or copper which causes corrosive attack on heating. Equipments shall be protected from rust, corrosion and any mechanical damage during transportation, shipment and storage. Rust preventive on machined surfaces to be applied shall be easily removable with a petroleum solvent and not harmful to welding. ESSAR ENGINEERING SERVICES LTD.

03.4

DESIGN AND CONSTRUCTION OF CHLORINE DOSING SYSTEM: Chlorine solution shall be dosed in the treated water line (outlet from the ACF). The Chlorination System shall consist of two (2) x 100% vacuum solution feed type cylinder mounted chlorinators and 1x100% chlorine gas filter.

The water shall be fed to the ejector through booster pumps and chlorine solution shall be dosed to the direct/indirect cooling water basin. Two (2 x 100%) booster pumps each capable of meeting 100% of the requirement shall be provided.

a)

Construction Features Chlorination System i) Chlorine Cylinders

Chlorine cylinders should be mounted on skid. Chlorine cylinders and auxiliary cylinder valves shall be of a design approved by the Chief Controller of Explosives. Each item supplied shall be stamped / approved by CCE.

Chlorinator shall be complete with Rotameter, vacuum regulation valve (automatic), automatic pressure and vacuum relief valve, chlorine feed rate adjuster, adjustable throat ejector with ball check valve, ejector power water supply system, pressure gauges, vacuum gauges, flow rate gauges, etc. iii) Safety Equipment The Seller shall quote separately for Emergency repair kit. iv) Layout Plant layout shall meet the requirements of Chief Controller of Explosive (CCE), Govt. of India and any other relevant statutory regulations. v) Chlorination Booster Pumps Chlorination booster pumps shall be diaphragm type of required capacity and head. The pumps shall be fitted with check and minimum recirculation flow valves on the discharge side and necessary shut-off valves shall be provided on the suction side. Pump materials shall be suitable for the intended service. vi) Valves Valves handling corrosive chemical solution, chlorine under vacuum and chlorine solution shall be of diaphragm type, the main body being made of C-PVC. The diaphragm material shall be of nylon reinforced Neoprene. vii) Piping All piping and fittings coming in contact with chlorine shall be constructed from materials of approved quality as per the recommendations of the Chlorine Institute, USA. The liquid chlorine piping will be arranged so as to avoid the necessity of expansion chambers. The layout, installation and the testing of all piping systems shall follow the recommendations of the Chlorine Institute, USA. C-PVC or similar materials shall not be used in liquid chlorine and pressurized chlorine gas lines. ESSAR ENGINEERING SERVICES LTD.

Operations and Control Philosophy Chlorination System Following interlocks shall be provided: a) At low pressure in booster pump discharge line, electrically operated vacuum regulator shall close. b) At low pressure in suction line to booster pump; pump motor switches off and no vacuum being created, vacuum regulator closes. c) Safety shut-off valve shall be located before the gas filters. On/Off/Trip status of all the pumps and drive motors for equipment shall be displayed.

INSTRUMENTATION AND AUTOMATION SYSTEM: Gas chlorination system shall be operated and controlled from PLC based Control system including necessary process requirement of display/alarm and interlocks. Design, engineering, supply, erection & commissioning of PLC based control system with all field instruments necessarily required for safe and efficient operation of the Gas chlorination system with mounting accessories and erection hardware shall be in Sellers scope of supply. Seller shall have to provide Modbus communication connectivity in their PLC based control system to communicate with third party control system. For Modbus communication all the necessary required software and hardware wil be in Sellers scope of supply. Scope of supply for Instruments is not limited as mentioned in flow diagram. However any other instruments in addition to above required for safe and efficient operation of the system shall be provided by Seller. All the required cables and cable tray will be supplied by Seller. This will include cables and cable tray from Instrument to JB and JB to Control System.

INSPECTION AND TESTING a) Seller shall furnish a QAP which he proposes to follow at the factory within 30 days of LOI. b) Buyer reserves the right to verify the quality program and entire product characteristics during manufacturing to assure the intended and specified quality of the product. c) Inspection & testing of materials shall be carried out by Buyer or an authorized agent of Buyer at the works of Seller during manufacturing and on final product to ensure conformity of the same with the acceptable criteria of technical specification, approved drawings, authenticated manufacturing drawings and reference national / international standards. d) In the absence of standards, procedure for inspection / testing mutually agreed between the Buyer and the Seller shall be followed. Samples of materials and fabrications shall be furnished by the successful Seller to Buyer free of cost, if required. e) In case of defects, prior approval of Buyer shall be obtained before repair. The repair of joints shall be carried out to the satisfaction of Buyers representative. f) Any material declared defective by Buyer during manufacture/ fabrication/erection/testing shall be replaced or repaired without delay at no additional cost.

g) The Seller shall send the intimation to Buyer for inspection along-with his internal inspection certificates at-least three weeks prior to the start of inspection. h) The Seller shall include and provide for in his offer all facilities, which will enable inspection by Buyer or his authorized representatives. i) Inspection at Sellers works shall not relieve the Seller of responsibility for replacing at his own cost any defective part / material and repairing equipment for defective workmanship that may be discovered at site at a later date. Testing of valves,pumps,etc.

Individual items of equipment shall be tested as indicated in the following paragraphs. ESSAR ENGINEERING SERVICES LTD.

HSE REQUIREMENT All equipment should be designed, listed & certified as per the standards & local jurisdiction requirements. Pollution The Seller shall offer a plant so as to meet the pollution control requirements of statutory authorities. Emissions and discharges of solid, liquid, gaseous and other effluents from the area of the Sellers scope of work shall fully comply with all requirements and limits specified in Environmental (Protection) Act, 1986, Minimum National Standards (MINAS), along with all latest amendments to all of the above requirements, stipulations of the Gujarat Pollution Control Board (GPCB) and Minister of Environment and Forests (MoEF) and any other central or local Statutory requirements regarding environmental pollution and its abatement. The hazardous waste material handling and disposal plan shall be submitted by the Seller as per the pollution control board norms. Noise Control The criterion for environmental noise is that the design of the station and its components shall not exceed, in any continuous mode of operation, the level stipulated by MoEF and/or Pollution Control Board at any point on the site boundary. Presently the norm is such that the noise level shall not exceed 85 dBA at 1 m from the equipment surface and 50 dBA at the plant boundary. DELIVERY a) The delivery of all the equipment covered under this specification shall be delivered at Essar Steel Ltd. Vizag site on door delivery freight pre paid basis within 3 months from the date of placement of order. ESSAR ENGINEERING SERVICES LTD.

b) All material shall be packed properly for prevention of damage during transit and deterioration during storage.

PAINTING The following specification shall be applicable for all equipment covered under this document. a) This specification covers the facilities and quality requirement for surface preparation and painting of structures, equipment, piping, etc. The term "painting" referred herein covers rust preventive and decorative coating along with surface protection. b) Surfaces made of aluminum, brass, bronze, stainless steel, cast iron and other corrosion resistant alloys are not required to be painted unless specified except for aesthetic purposes or for identification bands. c) All machined matching surfaces (e.g. flanges) shall be properly cleaned, greased and protected before dispatch. d) General compatibility between primer and finishing paints shall be certified by the paint Seller supplying the paints. e) The machine finished surfaces shall be coated with white lead and covered before shipment or before being put out into the open air. f) The colour code to be followed for the final coat shall be intimated to the successful bidder.

The warrantee shall cover faulty design/ material / workmanship. All rectifications or replacement under the warrantee shall be done by the Seller free of cost. The Seller should study the specification and satisfy himself regarding the workability of the proposed system and shall take full responsibility for the design, manufacture, quality of the material, workmanship, etc. of the entire system including utilities, electrics, instrumentation etc. The approval of drawings and/or inspection by Buyer or their authorized representative does not absolve or relieve the Seller from any of his obligations under this contract. The Seller is solely responsible and accountable for any defects and subsequent delays in supply due to design/inspection. The Seller shall warrantee for satisfactory performance of the facilities for a period of 18 months from the date of receipt at site by the Buyer or 12 months from the date of commissioning whichever is earlier. SPECIAL INSTRUCTIONS TO SELLER a) The Seller shall design the equipment considering the "site conditions" and for indoor installation. b) The Seller shall satisfy the Buyer that he possesses the necessary technical experience and qualification and that he has at his disposal suitable modern facilities and staff of specialized employees to ensure that his contract work is of best quality and workmanship, according to the latest engineering practice. The seller shall furnish necessary particulars in this behalf with tender. c) The Seller will be fully responsible for both the product and its relevant compliance with the present specification. All provisions included in the present specification will not be limitative to the scope of supply. The Seller will provide for those further activities in order to improve the quality of the product. d) In case the equipment mentioned in this specification use imported equipment, component & / or spares for installation of the equipment, the seller should indicate the foreign exchange component along with the expenditure involved. In case of need, the seller shall make arrangement of foreign exchange for them. e) The successful seller shall communicate, prior to award of contract the names of seller proposed to be engaged by him for approval by Buyer. The successful seller shall also intimate the Buyer the names of his personnel (including sub-contractors/Sellers) and their addresses with telephone/telex number from whom information/data can be obtained by Buyer regarding progress of works, arrangement of inspection, testing and all other work in respect of the contract.

In both cases where the equipment is to be procured from India or abroad, the successful Seller shall be responsible for design, generation of all data and design drawings required by him for manufacture/fabrication. No foreign exchange and import license for import of technical know-how or equipment, components, spares or materials will be arranged or provided by the Buyer.

Safety and other warning notices and installation, maintenance and operating cautions shall be emphasized. The instruction manual shall include list of all special tools and tackles and shall be furnished with complete drawings and instructions for use of such tools and tackles. On completion of work, the successful Seller shall supply one CD and 5 sets of all drawings incorporating all changes that might have been affected during the course of the contract.

QAP shall be prepared and furnished by Seller for all components. Inspection and test requirements shall be decided with due consideration of factors like safety, duty cycle, operating conditions, equipment life, environment conditions, place of installation and statutory regulations, as applicable for a particular equipment. QAP shall clearly indicate the followings through use of codes in the appropriate columns: I. Range of inspection & tests to be carried out by Seller and cross checked during manufacturing of equipment from raw materials to finishing stage. II. Suggestive check / hold points for Buyer inspection and witnessing of tests during manufacturing and final product inspection. III.
