May 7; 1971 CECOFUELCONTROLANDGGVERNOREXTERNAL PLUG AND LEVER REPLACEMENT PLANNING INFORMATION: EFFECTIVITY: The following serial number 250-C20 Gas Producer Fuel Control Assemblies, P/N 6875653 (CECO 104OOOAl), and Power Turbine-Fuel Governor Assemblies, P/N 6875654 (CECO 104lOOAl) are to be modified per this bulletin. Fuel Control OAACOl OAAC04 thru OAACO9 lAACl1 thru lAAC15 lAACl7 and lAAC18 lAAC21 lAAC40 REASON : Power Turbine Governor OAADOl and OAAD04 thru OAAD08 thru lAADl5 thru lAAD20 thru OAAD02 OAAD06 OAAD12 lAADl8 lAAD22
This bulletin provides for installation of new and improved external plugs in two places on the fuel control (at AF and BF ports) and three places on the governor (at AD, AG, and AL ports). The new plug includes more screwdriver slot length for greater strength and is designed such that damage to the plug O-ring due to mishandling is held to a minimum. The governor throttle lever must be replaced with a lever having a reduced thickness at the serrations to provide more adequate engagement for the lock nut.

Part One provides instructions for removing the gas producer fuel control, for replacing the applicable plugs, and for reinstallation of the fuels control.
CECOFUELCONTROLANDGOVERNOREXTERNAL PLUG AND LEVER REPLACEMENT Part Two provides for replacing the applicable plugs and the tbrottle lever on the power turbinefuel governor assembly. Part Two does not require removal of the governor assembly. Part Three provides instructions for bleeding air from the fuel system and for making appropriate log book entries. It is estimated that approximately 1.5 man-hours will be required for compliance with this bulletin. These instructions are written inthree parts. Part One provides for removing, reworking, and reinstalling the gas producer fuel control; Part Two provides for rework of the power turbine-fuel governor; and ?art Three provides instructions for bleeding air from the fuel system and making appropriate log book entries. PART ONE I. Gas Producer Fuel Control-Remove A* Remove the P/N 6675653 Gas Producer Fuel Control from the engine per the following instructions. I. Disconnect the following lines from the gas producer fuel control. Cap the control fittings when the lines are removed. . CAUTION: USE CONTAINERS AND RAGS AS NECESSARY TO MINIMIZE FUEL SPILLAGE IN THE ENGINE COMPARTMENT WHEN REMOVING LINES WHICH CONTAIN FUEL. ALSO USE CARE TO PREVENT FOREIGN MATERIALS FROM ENTERING THE LINES OR FUEL CONTROL PORTS. (PC)

CECO FUEL CONTROL AND GOVERNOREXTERNAL PLUG AND LEVER REPLACEMENT IL Rework the P/N 6875653 Gas Producer Fuel Control per the following instructions. Reference Figure 1. A. Remove the two P/N 93497 Plugs from the fuel control as follows. 1. 2. Locate the AF and BF ports on the fuel control. Remove the P/N 93497 Plug and P/N 78115-902 O-Ring from the AF and BF ports. CAUTION: CARE SHOULD BE TAKEN TO PREVENT FOREIGN MATERIALS FROM ENTERING THE AF AND BF PORTS

Replace the plugs in the AF and BF ports as follows: 1. Obtain a P/N 95872 Plug and a new P/N 78115-902 O-Ring and install the two items as sn assembly in the AF port. Plug installation torque shall be 5-8 lb. in. Lockwire the plug after torquing. Obtain a P/N 95872 Plug and a new P/N 78115-902 O-Ring and install the two items as an assembly in the BF port. Plug installation torque shall be 5-8 lb. in. Iockwire the plug after tor quing.

Reidentify the P/N 6875653 Gas Producer ,Fuel Control by stamping a D after the Allison part number on the nameplate.
Gas Producer Fuel Control-Install A. Reinstall the fuel control per the following instructions. 1. Lubricate the drive spline with Lubriplate 13OA or equivalent and install the replacement fuel control on the gearbox. Retain the fuel control with three washers and three nuts. Tighten the nuts to 70-85 lb. in-

Remove the caps from the fittings on the fuel control and install all the tubes removed in Part One, paragraph I, A, 1. Tighten the fuel line coupling nuts to 150-200 lb. tn. and the air line coupling nuts to 80-120 lb. in. Set the gas producer power lever at the 30 position and install the rigging pin (5/32 in. drill stock). The pin locks the Attach power lever in a fixed position during the rigging. the required linkage and remove the rigging pin. PART TWO I. Rework the P/N 6875654 Power Turbine-Fuel instructions. Remove the three P/N 93497 Plugs from the governor as follows: 1.

Locate the AD, AG, and AL ports on the governor. Remove the P/N 93497 Plug and P/N 78115-902 O-Ring from the AD, AG, and AL ports. CAUTION: CARE SHOULD BE TAEEN TO PREVENT FOREIGN MATERIALS FROM ENTERING THE AD, AG, AND AL PORTS.

Replace the plugs in the AD, AG, and AL ports as follows: 1. Obtain three P/N 95872 Plugs and three new P/N 78115-902 O-Rings. Install one plug and one O-ring as an assembly in the AD, AG, and AL Plug installation torque shall be 5-8 lb. in. Lockwire only the ports. AD and AL plugs after torquing. The AG plug must be lockwired after bleeding the fuel system. Replace the governor throttle lever per the following instructions. 1. 2. Disconnect the power turbine governor linkage. Remove the P/N 93566 Governor Lever (This lever is 0.310 i 0.010 thick at the serrations. See Figure 3) from the governor. Retain the lever retaining nut and the serrated washer. D&card this P/N 93566 Lever.
CECOFUELCONTROLANDGOVERNOREXTERNAL PLUG AND LEVER REPLACEMENT 3. Obtain a new P/N 93566 Governor Lever (This lever is 0.250 i 0.010 thick at the serrations. See Figure 3) and install it at 80 on the quadrant and attach the required linkage. Be sure that the 80 setting is maintained throughout the rigging operation. If the lever requires repositioning, loosen the nut, reposition the lever and/or serrated washer, and tighten the retaining nut to 65-85 lb. in. NOTE: The serrated washer must be installed with the word Wutsider facing out.
Special Installations: Some installations feature an airframe furnished governor throttle lever in lieu of the P/N 93566 Lever. Therefore, the lever change indicated herefn will not be required.in these installations. D. Reidentify the P/N 6875654 Power Turbine-Fuel stamping a D after the Allison part number. PART THREE The instructions herein are provided for bleeding the fuel system and check running the engine after performing Parts One and Two of this Commercial Engine Bulletin. These instructions also provide for making appropriate entries in the engine log relative to this bulletin. L Fuel System Bleeding A. Bleed the engine fuel system per the following instructions. 1.

Disconnect the input to the ignition exciter. Disconnect the fuel line at the fuel nozzle and place the end of the line in a suitable container0

Continue motoring unttl fuel flows in a solid stream. 8top motoring, return the twist grip to Fuel Off, and reconnect the fuel nozzle line. Remove the AG plug from the power turbine governor. NOTE: Be prepared to catch fuel from the AG port if desired. COMMERCIAL ENGINE BULLETIN

With the fuel boost pump pressure applied, move the twist grip to Idle. (DJ not motor the engine.) Observe that a solid stream of fuel flows from the governor AG port. Turn off the fuel boost pump and return the twist grip to Fuel Off. Reinstall the AG plug using a new P/N 78115-902 O-Ring , Tighten the plug to 5-8 lb. in. and lockwire.

Engine Check Run A. Start the engine and check that operation is normal. Make several accelerations and decelerations during operational check. Also inspect to insure that no fuel leaks exist in the engine compartment.
III.
Log Book Entries A. Make an appropriate entry in the White pages, Part III of the Engine Log book relative to compliance with 250 CEB-1002.
