efore leaving office,
President Clinton came
up with a formula with
which he hoped to put an end to
the Israeli-Palestinian conflict,
something he had hoped to do
since being elected as President of
the United States. Not surpris-
ingly, the ‘Clinton Formula’ dealt
with many major issues including
borders and settlements, security,
Jerusalem and the refugees. Also
not surprisingly, it didn’t take long
for Israel to respond positively to
the proposal. The Palestinian Au-
thority, however, represented by
President Arafat, said that it sup-
ported the proposal as a basis for
peace negotiations with Israel but
that certain changes would have
to be made before it could give it
its full approval.
The Palestinians, obviously,
are far from happy concerning the
contents of the proposal, which is
vague and lacks detail. This is a
major cause for concern, espe-
cially as Palestinian negotiators
have long been suffering from the

I
njustice is something
that most people have to
face at some point in
their lives. The good news is
that in many cases they can
defend themselves and de-
mand their rights. Unfortu-
nately, however, it would ap-
pear that there is one injus-
tice that very few have been
unable to overcome until
now, namely, the way in
which women are regarded
and treated.
True, people may say that
they are not sexist, and that
women are ‘equal’ to men in
every field. It is claimed that
they have the right to do any-
thing men do. In fact, the
world is said to be so fair that
if you were to bring up the
issue of sexism, people
would look down at you! I
was once told, “What Sex-
ism? Name one thing that
you, as women, aren’t al-
lowed to do! On the contrary,
it is men who should be ask-
ing for their rights!”
Women have indeed
come a long way. Not so very
long ago they could not be-
come doctors, engineers, ac-
tors, football players, journal-
ists, or teachers or join the
military. They had no free-
dom of thought, and were
forbidden from voting, being
forced to amuse themselves
by sitting and waiting for the
‘legendary’ prince to come
and sweep them off their feet.
However, as the new age
began, the story changed.
Women actually began to ex-
press themselves and exercise
their right to equality. Never-
theless, we still have to ask

ourselves certain questions.
For example, how would you
react if you were to see a
woman driving a bus or truck?
Would your initial reaction not
be one of shock? “I see no
point in a woman driving a
train,” a friend told me the
other day, going on to express
the belief that any woman who
would want to would merely
be trying to act like a man.
Although there has been a
change in the role of women,
it was not deep enough to af-
fect our traditional beliefs and
misconceptions. The fact that
men have been driving trucks
for a very long time does not
make truck driving a ‘manly’
job! The same thing applies to
all kinds of fields, including
politics. True, we have women
involved in politics, but why
are more of them not running
in the elections? Opinions to-
wards certain issues concern-
ing women have not really
changed, which is why I truly
doubt that we are ready to see
a woman run the country.
In the past, the struggle
was visible and hence, it was
easier to achieve victories,
some minor, some major.
Nowadays, however, it has
moved to a higher level, a
level relating to the way we
think, which makes fighting it
all the more difficult. in addi-
tion, our struggle, nowadays,
is multilayered. Our self per-
ception and our own belief in
our own role and rights are in-
trinsic elements of our strug-
gle. Consequently, the ques-
tion does not concern what
women are allowed or not al-
lowed to do. The question is,
how much have our mentali-
ties and way of thinking actu-
ally changed?

Suad Ghazal ... Between The Dream and Reality

t was 6 October, and I literally
had to force myself to stop lis-
tening to the news on the radio
and go to bed. When I did finally
fall asleep, I dreamt of 17-year-old
Suad Ghazal, who, in my mind, will
always remain 15 years of age, as it
was at age 15 that she was detained
and then denied a proper trial by the
Israeli Government. At first, I
couldn’t understand why I had
dreamt of Suad that night, but then,
whilst sitting at my desk the next
morning, it hit me: the previous
night, I had been trying to recall the
various violations committed by Is-
rael against the Palestinian people,
especially Palestinian children. It
appears, therefore, that even my sub-
conscious could not ignore the suf-
fering of Suad, who was beaten by
Israeli settlers and then arrested af-
ter a female settler from the settle-
ment of Shavei Shomron claimed
that Suad had tried to stab her.
ÒThe Dream
In my dream, Suad had just been
released from prison and had asked
me to accompany her to her home-
town, Sebastia, near Nablus, where
she intended to surprise her parents
by turning up unannounced. When
we reached her house, I thought how
much more relaxed her mother’s
face appeared than when I had last
seen it, approximately a month ago,
when I visited Suad’s family with -
a colleague of mine, Murad Bustami
to interview her for TYT.
Fears
At that time, it was the face of a
mother who was trying to sleep at
night knowing that her child was be-
ing subjected to psychological and
physical abuse. Now, however, as she
held that same child to her breast, it
really seemed as if the ban on fam-
ily visits and the solitary confinement
that Suad had endured had rapidly
become distant memories.
Yes, it was a lovely dream. The
problem is, I know that when Suad
is eventually released, her reality will
be hard to bear. Whilst visiting her
parents, I listened to her father ex-
press his fears for his daughter: fears
about her education, her mental state,
her ability to marry well, have chil-
dren, and live a normal life. His fears
may prove to be justified if no one
comes to Suad’s rescue in the very
near future, and Suad may find her-
self spending the rest of a life pay-
ing an awful price for a mistake she
committed whilst still a child. After
all, the settler that accused Suad of
attacking her was not even seriously
hurt because Suad used a small
kitchen life and the settler was wear-
ing thick winter clothes. Do not get
me wrong. I am not attempting to
justify what Suad did, I merely want
you to decide for yourselves if the
punishment to which she is being
subjected is appropriate.
Curiosity
When we visited Suad’s family,
we were curious to discover the mo-
tives behind the attack. Suad’s father
to get away from the trials and tribu-
lations of their daily life, and, upon
hearing that Israel was planning to
confiscate some of the land in the
immediate area, Suad had feared that
her family’s safe haven was about to
be lost. In addition, she was having
problems at school, and the father
suggested that perhaps she thought
that by carrying out the attack, she
would be able to put an end to all
her problems.
Can we really blame a ninth-
grader for being scared or for not be-
ing mature enough to find the appro-
priate means to guarantee her fami-
ly’s security, as well as her own? Is
it right that Suad should be put in
solitary confinement, then moved to
a prison where she is surrounded by
older prisoners, deprived of her
physical and psychological integrity,
forbidden family visits and from
studying, and confined for two years
without ever being sentenced? Is it
morally justifiable to steal a child’s
childhood simply because she made
a single misguided decision?
Suad is entitled under Interna-
tional Law to receive proper care and
attention for the duration of her stay
in prison. Israel, however, does not
seem to agree. It has already deprived
her of much-needed medication, in-
sisting that she does not need it. In
the meantime, Suad is forced to en-
tract infection that leaves her in
agony. There is more. Last winter,
for example, the prison authorities
gave the prisoners in Suad’s cell a
heater that did not work, which
meant that they were forced to go
through an entire winter without
heating. As if this were not enough,
they made it practically impossible
for Suad’s family to provide her
with suitable clothing, which re-
sulted in her spending the winter in
nothing but a light blouse.
Democracy
Israel, despite all its violations
of the Palestinians’ human rights, is
still regarded as an honorable state.
It amazes me that the world can con-
sider it so when Suad Ghazal re-
mains in prison along with other
Palestinians whose human rights are
being violated on a daily basis. I am
also amazed by the fact that the in-
ternational community does not in-
sist that investigations be carried out
in regard to arbitrary detentions and
the ill treatment of Palestinian pris-
oners. Just imagine that an Israeli
child was being treated this way!
Would the world remain silent then?
I think not.
Suad Ghazal did something
wrong...but the punishment handed
out to her was immoral and unjust,
no matter which way you look at it.

lthough I have often told people that I
play the bagpipes, I have never been
asked which kind of bagpipes I play,
which just goes to show that when it comes to this
particular musical instrument, the vast majority of
people are ignorant. Consequently, as a proud Pal-
estinian bagpiper, I now feel obliged to provide
our readers with a little information concerning
this marvelous instrument.
The pipes with which most people are famil-
iar are the Scottish Highland bagpipes, easily dis-
cial taxes collected from wealthy families
in the area, to pipe for the townspeople on
various special occasions. Worthy of note
is the fact that in some places, the bag-
pipes were so popular that the piper would
even replace the organist in churches.
As for the history of the bagpipes in
Palestine, they have been widely used by
scout groups and traditional dance groups

“It is the Role of Palestinain Youth to Make Their Voice Heard”

Please introduce yourself.
I originate from France, but I
have been working for the Euro-
pean Commission for 30 years,
working in Brussels, Syria, Tuni-
sia, Egypt and many other coun-
tries. At present, I am the Repre-
sentative of the European Commis-
sion for the West Bank and Gaza
Strip. The reason behind my work-
ing here in Palestine is that I have
always been very interested in the
Middle East Peace Process, as well
as in assisting the Palestinians in
building both their economy and
their independent state. Our work
covers many fields, including in-
dustry, trade, the economy, human
rights, civil society, the judiciary,
and assisting in the elections, and
our current projects are mainly con-
centrated on trying to finance the
building of the state and activating
the various sectors. Of course, we
work with various ministries and
governmental offices as well as
various organizations, including
NGOs.
Some European countries have
displayed indifference in regard
to commenting on the recent
clashes. As a union gathering
many European countries under
one umbrella, how does the Eu-
ropean Union view the new
Intifada?
We are extremely concerned.
Obviously, we would like to see the
parties reach an agreement con-
cerning Jerusalem and the refugees
etc., and it makes us sad to see them
moving further and further away
from doing that, in spite of our own
efforts to be of assistance. The en-
tire future of this region and the fu-
ture generations is directly con-
nected to the achieving of peace,
which is why everybody needs to
work together in order to ensure
that future generations live in peace
and lead peaceful, active, and ‘nor-
mal’ lives.
The former Israeli Prime Minis-
ter, Shimon Peres, talked about
a ‘New Middle East’ and a model
similar to the European one. In
light of the recent events, how do
you regard this vision?
In order to realize this vision on
the ground, the parties to the con-
flict must return to the negotiation

table and rebuild the bridges of co-
operation between the various coun-
tries of the Middle East, including,
of course, Israel. It’s imperative that
the peoples, nations and leaders of
the region work together in order to
strengthen the relations between the
countries of the Middle East.
Amongst other things, we must work
together to build and enrich the
economies of the region, especially
the Palestinian and help the various
countries to develop, although I have
to admit that the efforts in that re-
gard are becoming more and more
complicated these days due to the
difficult political situation and the
fact that there is barely any commu-
nication between the PNA and Is-
rael.
How do you regard the Palestin-
ian economy, and how do you re-
gard the formation of a Palestin-
ian state on the economic level?
One of our main concerns is the
alarming rate at which the Palestin-
ian population is growing right now,
namely by four percent per annum.
In order to help alleviate the prob-
lems caused by this high increase,
we are involving ourselves in cross-
national projects and working hand
in hand with the private sector in cre-
ating small companies, the aim be-
ing to improve the external trade sec-
tor and thereby secure Palestine a
place in the global market. It is clear
to everyone, I believe, that the Pal-
estinians need to rely on their own
production instead of that of Israel
and other countries, which means
that they are obliged to improve their
industrial sector.
How do you see the role of youth
in Palestine?
The role of youth is one of great
importance, which is why it is ex-
tremely important that young Pales-
tinians make sure that they get a
good education and the appropriate
training. They must work as hard as
they can in order to reach their goals
and they must be consistent and cou-
rageous in making their voice heard.
What is the European Union do-
ing to help Palestinian young-
sters?
We are mainly involved in help-
ing the educational sector because
we believe that it is important that
the people of a newly created state
are well educated, cultured, and
aware of what is going on in else-
where in the world. Consequently,
we emphasize the importance of ba-
sic education and try to improve
standards through workshops and
various projects. In short, our aim is
to upgrade the level of education
here, whether we are talking about
schools or universities, which is why
we also provide vocational training
to educators working in higher edu-
cation.
Concerning youth programs in
general, we are interested in creat-
ing possibilities for people from dif-
ferent countries, backgrounds and
cultures to meet, interact and try to
make a difference in the world in
which they live, which is why we
conduct youth camps and work-
shops and volunteer exchange pro-
grams. We foresee the formation of
a communal language as a result of
these activities - a language of un-
≤∞∞± wU ÊuU /≤∞∞∞ ‰Ë√ ÊuU e1U* Àu ‰«
derstanding and communication, of
bonding and solidarity and of sup-
port and humanity. Unfortunately,
however, our efforts to promote co-
existence and increase awareness
concerning the importance of dia-
logue are being severely hampered
due to the ongoing clashes.
After coordinating with the Min-
istry of Higher Education, the Eu-
ropean Commission provided
funding to Palestinian universities
and colleges amounting to some
53 million Euro, yet they are still
suffering from some very severe fi-
nancial problems. How would you
comment?
Higher education is extremely
important in regard to the building
and developing of the State of Pal-
estine because a good higher educa-
tion system will help in improving
the capacity-building potential of the
Palestinian society. My advice to
university and college students is
that they should try to be more ac-
tive and to make sure that their
voices are always heard.
The European Commission has
promised to provide a 5 million
Euro to fund the construction of
the PLC’s chambers and another
a 3 million Euro in the form of
technical assistance and equip-
ment. In what way do you believe
the strengthening of the PLC will
help in benefiting the Palestinian
society?
When I met with president
Yasser Arafat in May, I was amazed
to hear that the PLC is asking for
funding for the construction of a
temporary building in Ramallah.
When I asked about this, the Presi-
dent replied that the building could
only be of a temporary nature since
the Palestinians would eventually
want to build a second, permanent
building in the city of Jerusalem.
One of our current tasks in-
volves helping spread democracy,
partly through strengthening the
PLC, and creating a good civil so-
ciety, our belief being that the civil
society is as important as the gov-
ernment.
Kindly tell us a little about the
Commission’s involvement in im-
plementing the Euro-Med Herit-
age Program and, if possible,
about its other projects and pro-
grams related to culture.
In implementing the Barcelona
Declaration with its call for cultural
exchange and cooperation, the Eu-
ropean Commission, for several
years, cosponsored many cultural
events in Jerusalem and elsewhere
in Palestine.
I am proud to say that we have
been involved in the following cul-
tural activities, as well as many oth-
ers:
- The Jerusalem Musical Festival,
organized by Yabous for Art Pro-
duction
- The Jerusalem Basketball Festi-
val (Palestine and Jordan)
- The Kids’ Film Festival, involv-
ing the screening of films in the
refugee camps
- Art galleries (e.g. Yousef Rajabi)
- Two books of photography by
children/youth expressing the pho-
tographers’ feelings and views con-
cerning the environment around
them.
What is the European Union’s
message to the youngsters of the
world in general and to those of
Palestine in particular?
Our message is that they should
get to know each other better and
help facilitate dialogue between
people of different cultures etc.,
putting an emphasis on learning to
understand one another and the dif-
ferences and similarities between
them. They should also attempt to
create strong links and networks
and find new ways to communicate
and interact. Finally, we would like
to see the youngsters of the world -
who are the leaders of tomorrow -
work together closely in making
sure that the future of their children
will be one that is promising and
bright, a future in which war has
no place and peace is given the
maximum opportunity to prevail.

shed some light on the pur-
pose of the site I contacted
the president of ‘Schools
Online’, Mr. Touraj Rahimi.
“Our mission is to help
all teachers and students
have effective access to the
communication and educa-
tional resources of the
Internet,” said Rahimi “One
of the things that we do in
order to achieve this goal is
to build successful models
and showcase the results. It
is not our mission to go into
a country and change its edu-
cation system but rather to
encourage officials to study
our examples.”
In response to a question
concerning whether or not
any school can become a
part of this project, Rahimi
said, “We generally select
schools with limited or no
technology. At the same
time, schools must meet cer-
tain minimum requirements
in terms of having the basic
infrastructure (electricity,
phone lines, a secure room,
etc.)
Said Rahimi, “Quite of-
ten it is the teachers and not

from this project and the way
in which it helps in develop-
ing education techniques,
Rahimi said, “The Internet is
an amazing resource. The
world’s libraries are at the dis-
posal of teachers and students;
the latest research material is
available; museums are on
display; experts are available
online...in short, all this amaz-
ing reference material is now
accessible to even the remot-
est school in the world. Now,
for example, there are online
communities of teachers with
special interests and collabo-
rative projects in which teach-
ers from all over the world can
participate. This is just an ex-
ample; the list goes on and
on.”
Commenting on the Pales-
tinian participation in this
project, Rahimi said, “Ten
Palestinian Authority schools
were selected, five from the
West Bank and five from
Gaza, taking into considera-
tion the gender balance and
geographic diversity. At least

man as well as the family and
tribal identities.
The author then shows
how the Palestinian narrative
intersects with other narratives,
both religious and national,
which focus on Palestine and
Jerusalem. He specifically
deals with the crucial first
years of the British control of
Palestine and focuses on the
shift from the Arab-Ottoman
identity to the Palestinian-
Arab identity. Moreover, he
clarifies the issue of the over-
lapping loyalties in Ottoman
Jerusalem and the shifting of
identities in Palestine by dis-
cussing the lives of two indi-
viduals - Yusuf Diya’ Al-
Khalidi and Ruhi Al-Khalidi -

and a student - have to partici-
pate in a workshop conducted
by World Links. As for equip-
ment, each school has a com-
puter lab with Pentium-class
PCs and leased-line access to
the Internet. As a result, many
Palestinian teachers have

Internet and how to integrate
it into the curriculum.”
Rahimi went on to say,
“We started with ten schools,
and things went very well,
thanks to the direct participa-
tion of the Ministry of Educa-
tion. In fact, things went so
well that during my last meet-
ing with the Ministry, we de-
cided to increase the number
of schools to 50. Assuming the
current crisis is resolved, it is
our intention to increase the
number even further. Schools
will be selected in cooperation
with our partners iEARN and
World Links as well as the
Ministry of Education, the
goal being to make it possible
to have Palestinian schools
work with other schools all
over the world.”
Rahimi concluded by say-
ing, “I believe in the basic
concept that we humans are
finally coming together as one
race, but with many varia-
tions, taking into account the
fact that there are more simi-
larities than differences
amongst us. Our job is to
showcase these similarities
and work on our differences
and several of their compatri-
ots.
In the book, Khalidi pays
a great deal of attention to the
role of Zionism, the non-elite
subaltern elements of Palestin-
ian society, and the Arab press
in the period between 1908 and
1914. He attentively discusses
the three to explain how they
represented an important fac-
tor in regard to the emergence
of a Palestinian identity. For
example, he recognizes the
role played by Jewish coloni-
zation in affirming Palestinian
nationalism, most notably
around Jerusalem. Concerning
the peasants, it was they, ac-
cording to Khalidi, who en-
couraged the urban intellectu-
als to play a prominent role in
opposing Zionism. In talking
about the Arab press, Khalidi
focuses on how newspapers in
Palestine and other parts of the
in order to create a more har-
monious world. I believe that
the Internet, when used by
teachers, can serve as an ex-
tremely powerful tool in
achieving this goal.”
In order to hear the point
of view of the general techni-
cal department at the Palestin-
ian Ministry of Education,
which is in charge of imple-
menting the project in Pales-
tine, we contacted Amjad Al-
Masri, head of the computer
department at the ministry.
“Currently, ten Palestinian
schools are involved in this
project” said Al-Masri, “but
the number will be increased
to include another 40
schools.”
Added Al-Masri,“The
Schools Online project
doesn’t provide schools with
computer sets, but it provides
them with the internet net-
work. So any school to be a
member of this project should
have computers. This project
will enable Palestinian
schools to implement various
projects such as whilst giving
students the opportunity to
communicate with other stu-
dents both in Palestine and
abroad.”

Tawjihi?

ou’ve finished your sen-
ior year in high school,
the past 12 years of hard
labor now safely behind you, and
you’re now looking forward to
starting college. You have so
many hopes and wishes that you
are waiting to fulfill once you en-
ter college...But wait, hold your
dreams and hopes right there, be-
cause the road in front of you
might not be as easy as you think.
Before even arriving for your
first day at college, you have a
long way to go. In fact, you could
be on the verge of entering a
nightmare, a nightmare that could
ruin your whole future. What I
am talking about here is the phase
between the end of your final year
at high school and the beginning
of the new academic year. It may
be relatively short in terms of
time, but when it comes to the
process of actually guaranteeing
a place at college and the steps
you must take to get there, it could
seem like an eternity.
Like most students, you prob-
ably aren’t even aware right now
of how difficult the process is.
Most students focus on finishing
school, and it is only when they
have done that that they start to
ask themselves questions such as,
“What next? What happens after
the Tawjihi? What subject do I
study? Where do I go from here?”
The real problem, as far as I
am concerned, is the fact that as
the end of the last year at school
approaches, many students still
have no real idea of what they
want to do in the future, in addi-
tion to which, unless they are very
fortunate, they probably have no
idea of the types of degrees that are
currently in demand. In addition,
in most cases they have not been
provided with an opportunity to
‘experiment’ in different fields with
a view to seeing which particular
field they find of interest.
Suppose a student decides what
he or she wants to study, and for
the right reasons. Even then, the
nightmare is not over, because now
he/she has to ask himself/herself
some more questions, such as
“What college should I apply to?
Should I study locally or abroad?”
etc. Of course, many students,
mainly for financial reasons, have
no choice but to study inside the
country, but what about those who
do have a choice? Will they opt to
study in the States, for instance,
simply because they have friends
or family there?
There are even more questions
that a new high school graduate has
to deal with. How does he/she ob-
tain the application forms for in-
stitutes of higher learning? How
should he/she word the letter ac-
companying his/her application?
How is he/she to know which col-
lege offers the best courses in law,
for example? How does one obtain
a scholarship? These are only sam-
ples of the numerous questions
with which a would-be college or
university student must deal, ques-
tions for which a wrong answer
could result in the student kissing
his or her first year of college good-
bye and waiting a whole year to
apply again.
The truth of the matter is sim-
ple. The vast majority of our stu-
dents are neither prepared for life
after school in general nor, more
specifically, given any help what-
soever in making the right deci-
sions regarding their academic fu-
ture, and unless students are lucky
and have someone to help and
guide them, they stand a very good
chance of finding themselves in
places they don’t want to be. It is
high time that special counseling
be offered by our authority so that
students’ potentials are acknowl-
edged and a balance can be struck
between our personal needs and the
needs of our country and the job
market.

I address this to an eye that can see, to an ear
that can hear, to a mind that can think, and to a
heart that can feel...
Suddenly, in my dreams, a child appeared in
front of me. His face was turned to the wall, and
he was covering his eyes with his hands. I looked
closely and could see that he was crying. As I
approached him, I noticed that his eyes were red
and that tears were streaming down his cheeks.
Between the fingers of one of the boy’s gen-
tle hands, I saw a photograph of a woman, and
on his angelic face, I found her name...Mother.
In his other hand, the boy held a teddy. I tried to
hold the child between my arms, but it was hard
because he kept trying to run away, just like a
frightened animal, scared of becoming lost in the
jungle.
Wanting to comfort the boy and help, in some
small way, in lightening the heavy burden that
