IMPORTANT TIPS
To ensure information on the forms is complete and printed legibly, please ask someone to review
the forms as they are completed. This procedure allows missing or illegible information to be
corrected before for the caucus adjourns and people leave.

archive purposes and blue ink does not scan well.

It is very important for you to have sufficient copies of Form B-9 available to record the
information the Credentials Committee will need to certify those from your precinct who
are elected to serve as voting Delegates (and perhaps Alternates) to the Tulsa County
Convention to be held Saturday, March 23rd are registered Republicans.
For example, if you find on Exhibit A your precinct has been authorized 15 votes, you
will need at least two copies of Form B-9 Continuation Sheet and maybe more if you
have more than 15 people elected to serve in an Open Delegation to the County
Convention.

In this order, please deliver or ask your Precinct Secretary to deliver the original
Forms B-17, B-6 through B-14, plus Form B-16 and a new B-17 (the Minutes of
the caucus) to the TCRP Headquarters Office not later than 6:30 pm
Wednesday, February 13th. Please bring a stapled copy of all forms with you,
with Form B-17 on top. Form B-17, signed by an office volunteer, will become

1. If the precinct collects and disburses funds in the furtherance of the goals of the
precinct, please provide a written report of the total receipts and disbursement since the
previous caucus to each attendee.
2. Please bring at least a No. 10, sealable envelope with you to the caucus.
(A 5 by 8 clasp-sealed envelope would be even better.)
3. When you or the Precinct Chairman asked for donation to help fund the Tulsa County
Republican Partys headquarters operations, please advise those in attendance to make
checks payable to either the Tulsa County Republican Party or, simply TCRP.
4. When the Stewardship Report forms have been circulated back to you and you have
noted the total donations received on the last page of the form, report to the caucus the
total amount that was donated. Then place the donations in the envelope you brought to
the caucus to await delivery preparation after the meeting.
5. At the conclusion of the caucus, please prepare the donations for delivery to the Tulsa
County as follows.

Party headquarters office when they deliver the Caucus completed forms.
*The Stewardship Forms will be included with all the other Precinct Report
documents to be turned in by 6:30 pm, Wednesday, January 30th.
Note: When the signed and sealed envelope containing the donations is delivered to the Headquarters
Office, a volunteer will open the envelope, count the contents in the presence of the precinct officer who
delivered the envelope to the office, issue a signed receipt and staple that receipt to the front of the copy
of the forms packet brought to the office by the precinct officer.

precinct polling place the evening before the day of your precinct caucus.

forms and to see that they are in the possession of the County Chairman not later than
6:30 pm Wednesday, February 13, 2013.
6. Be sure all forms are signed by whoever the Precinct Chairman and Precinct
Secretary are after the election of precinct officials and that the precinct number is noted
on all forms. Unsigned forms cannot be deemed valid.
7. The Secretary takes minutes of the caucus and performs other normal duties of a
Secretary. The minutes of the caucus or a copy should be included as the last document
in the Precinct Report, especially if the precinct elects alternate delegates, or if any
resolutions are passed. The Precinct Report is all documents to be turned in.
8. Be sure to enclose receipts and money collected with Stewardship Report (Form B-14)
and other forms you are returning to the County Chairman. Please ask that checks by
made payable to Tulsa County Republican Party.

INSTRUCTIONS FOR ELECTION OF PRECINCT DELEGATES
TO THE COUNTY CONVENTION
1. Our Precinct Caucus must elect delegates to represent our precinct and
our Delegation and cast the delegate votes allocated to our precinct.
2. To determine the number of delegate votes which may be cast by the
delegates from our precinct, we are to refer to Exhibit A and record the
number of authorized delegate votes where indicated on Form B-9. (We
are instructed to refer to Item 6 below for options as to how our precincts
delegate votes may be cast at the County Convention).
3. No person may be elected to fill more than one Delegate position.
If sufficient delegates are not elected at our precinct caucus to fill the
authorized number of delegate positions, delegate votes will be lost.
4. If any Republican registered to vote in our precinct can not attend a duly
called meeting of our Precinct Committee, they may, prior to the point in
time in the meeting where the election of Delegates to the County
Convention is to be held, request the Precinct Chairman, or any other
qualified member of the Precinct Committee who will be attending our
meeting, to enter their name into nomination to be elected to the office of
Delegate to the County Convention. That is, it is not a requirement that
candidates for Delegate attend our Precinct Committee Meeting to be
elected to serve as a Delegate to the County Convention.
While the Rules of the Oklahoma Republican Party do not contain
language requiring that such a request by made in writing, it is highly
recommended the person making the request email or deliver a letter to
the person of whom they are making the request, with a copy to the
Precinct Chairman, if applicable.
Neither the Precinct Chairman nor the County Chairman are authorized
by the Rules of the Oklahoma Republican Party to add to or delete from
the Form B-9 submitted and signed by the Precinct Chairman, and
Precinct Secretary, certifying the Delegates listed on the Form B-9 were
duly elected at our Precinct Committee meeting.

Last year there was some confusion with respect to the term Open
Delegation.
An open delegation does not mean delegates may be added to the
precincts delegation by either the Precinct Chairman or the County
Chairman after the precinct caucus has adjourned. No language in the
Rules of the Oklahoma Republican Party grants authority to either the
Precinct Chairman or the County Chairman to add unelected delegates to
the precincts elected delegation; therefore, this authority does not exist.
If a registered Republican who was not elected by the precinct caucus
appears at the County Convention and requests to be seated as a
delegate, the applicant will be granted a hearing by the Credentials
Committees appointed Credentials Appeal Subcommittee. This
committee will attempt to contact the Precinct Chairman for the precinct
involved so they may sit in on the hearing. The subcommittee will then
issue a ruling to the Credentials Committee Chairman to seat or not seat
the person as a delegate for the precinct at the County Convention.
b. Delegate-Alternate (or Closed) Delegation: If our precinct wishes to
elect precisely the number of delegates it has authorized as delegate
votes, the Precinct Chairman would entertain a motion for our precinct to
send its delegation to the County Convention as a Delegate-Alternate (or
Closed) Delegation.
If our Precinct Caucus votes to send our delegation to the County
Convention as a Closed Delegation, then we may only elect a number of
delegates limited to a number equal to or less than the number of
delegate votes our precinct has been authorized. We may also elect a
number of Alternate Delegates (called Alternates) equal to or less than
the number of delegates elected.
Example: If our precinct has been authorized three delegate votes at the
County Convention, we may elect only up to three Delegates and up to
three Alternates. Only three Delegates can be on the convention floor
with Alternates seated in the visitors section unless a Delegate is not in
attendance. Then their Alternate may sit in their Delegates seat and cast
their vote. Delegates or Alternates must be present at the convention to
cast their vote.

DUTIES OF COUNTY CONVENTION COMMITTEE MEMBERS
RULES COMMITTEE
This committee reviews the Order of Business (Agenda) and Rules of the County Convention used last
year to see if revisions need to be made. The two meeting dates scheduled for this committee are as
follows
Saturday, February 23 from 9:30 am to Noon and
Saturday, March 9 from 9:30 am to Noon
Meetings locations will be communicated to the volunteers chosen to serve by the Committee
Chairman.
PLATFORM COMMITTEE
The Committee will consider as revisions to the 2012 Platform as approved by the County Convention
and resolutions passed by precincts and any resolutions submitted by Committee Members.
Meeting #1 will be held March 2nd from 9:00 to 11;30 am
At this meeting you will be asked to choose a section of the Platform you would like to work on and be
broken into workgroups and provided copies of the section of the Platform and resolutions passed in
Precinct Caucuses to consider.
Between Meetings 1 and 2 someone from each sections subcommittee will be responsible to complete
revisions using MS Word software and submit their revised section to the Committees Secretary.
Meeting #2 will be held March 16 from 1:30 to 4:30 pm. In this meeting all members meet
together to adopt or reject Platform Resolutions passed in Precinct Meetings or suggested by
Committee Members in Subcommittee meetings.
CREDENTIALS COMMITTEE
This committee is responsible to see that only those qualified to be voting Delegates to the
County Convention are "seated."
Committee Members will be asked to:
(1) assist with data entry needed to verify the Delegates elected by the precincts are registered
Republicans residing in the precinct that elected them; and
(2) serve at the Registration Tables between 8:00 and 9:00 am on the day of the County
Convention. (We need 12 people with laptop computers to conduct registration.)
(3) serve on an Appeals Subcommittee to resolve issues the morning of the convention.
The full Committee will probably be asked to meet only once, on March 16, to receive training
in their duties on the day of the County Convention. The Credentials Committee Chairman will
to hold a first meeting February 23rd to ask certain members of the committee to help with
preparation for the second meeting on March 16th, the Saturday before the County
Convention.

Job Description
Purpose of the Position
PRIORITY #1: Identify voters in your precinct who will vote Republican and get them to the polls on Election Day.
Professionals in politics agree on at least one point: elections can be won or lost in the voting precincts at the grassroots
level. The Precinct Chairman is a critically important official in the Party organization because he or she represents the
smallest unit of the organization. The Precinct Chairman's performance has a profound effect on the overall strength and
influence of the Republican Party. According to the Rules of Oklahoma Republican Party the Precinct Chairman and Vice
Chairman, along with the County Chairman and other county-level elected officials, constitute the County Committee.
Key Responsibilities and Duties
PRIORITY #2: Recruit, train, and provide support to precinct volunteers necessary to achieve Priority #1.
Organize your precinct by blocks or units within neighborhoods.
Recruit Neighborhood Captains who will serve as a Block Captain and recruit other Block Captains.
Help recruit and coordinate precinct volunteers for general election campaign activities such as voter registration
drives, literature drops, distribution, and posting of yard signs, phone bank, and headquarters operation.
Maintain a list of volunteer workers with addresses, telephone numbers, email addresses, and areas of expertise.
Identify and register all Republicans, and Independents likely to voter Republican, in your precinct.
Canvass your precinct to identify all favorable voters.
Hold a Precinct Caucus as required.
Attend all meetings called by the House District Chairman.
Attend all meetings of the County Committee.
Encourage precinct volunteer workers to financially support the party at the precinct and county level.
Serve as the Republican Partys year round liaison in your precinct.
The Precinct Chairman as part of the Precinct Committee is charged with the duty of promoting the welfare and directing the
affairs of the Republican Party in the precinct.

As the Party's most direct link with the voter, you are responsible for establishing a relationship with the residents in your
precinct. These voters may often seek your counsel as they make elections decisions. A good Precinct leader will try to visit
every home in the precinct, or at least will see that every home has been visited by a Republican volunteer. When a visit
occurs, be sure a calling card of some kind is left behind. There is no single formula for success. Good judgment and
personal knowledge of your individual precinct will be your guide in deciding which suggestions work for you. Your goal is
to inform voters, identify favorable voters and get them to the polls. How you attain this goal is best determined by your
own experience and creativity.
