corrected before for the caucus adjourns and people leave.

archive purposes and blue ink does not scan well.

It is very important for you to have sufficient copies of Form B-9 available to record the
information the Credentials Committee will need to certify those from your precinct who
are elected to serve as voting Delegates (and perhaps Alternates) to the Tulsa County
Convention to be held Saturday, March 23rd are registered Republicans.
For example, if you find on Exhibit A your precinct has been authorized 15 votes, you
will need at least two copies of Form B-9 Continuation Sheet and maybe more if you
have more than 15 people elected to serve in an Open Delegation to the County
Convention.

PRECINCT CAUCUS NOTIFICATION TO PRECINCT CHAIRMEN

Dear Precinct Chairman (or Temporary Chairman of precinct w/o officers):
The State Republican Party Rules defines the Precinct Committee as the
Supreme Republican Party authority of each Precinct. The Precinct is the
ultimate grassroots organization and is the life blood of the Republican Party.
Saturday, February 9, 2013 at 10:00 am is the time we would prefer Precinct
Caucuses be held. If this is not convenient, you may hold your caucus prior to
February 9 but we ask that you not hold your caucus sooner than Thursday,
February 7 at 7:00 pm or later than Saturday, February 9 at 7:00 pm. This is
so: (a) we have time to send press releases to local media; (b) the list of
precinct caucus locations posted to our website on Monday, February 4th is
complete; and (c) so you can easily meet the deadline for delivering certain
completed Precinct Packet forms to the Headquarters office not later than 6:30
pm Wednesday, February 13TH.
Enclosed is the Official 2013 Call for Precinct Caucuses together with all
instructions and forms to be filled out. Please do your part to encourage
Republicans in your Precinct to attend, to sign up as a Delegate to the County
Convention on March 23rd and to sign up to serve as a member of a County
Convention Committee, if they are interested. We need your assistance to get
geared up for 2013 and to work on local elections and issues. Victory will come
if Precinct Caucuses are well attended and if the grassroots engage and
become energized.
In the case of inclement weather you will be notified by email and robocall of the
new deadline dates.

On the following page are actions I need you to complete before and after
your Precinct Caucus.

1. Secure a Meeting Place and Notify County Headquarters of the location


you have selected not later than 3:00 pm on Wednesday, January 30th.
Please arrange the meeting place for your precinct as soon as possible and then complete
and ensure I have received Form B-2 by the close of business on Wednesday, January 30th.
We need to know the meeting places for all precincts by not later than January 30th in order
to prepare a list for the media and update the meeting place list accessible to registered
Republicans on the TCRP website. (An email to chairman@tulsagop.org with the information
of the Form B-2 will be considered the same as delivering or faxing the actual Form B-2)

2. Notify registered Republicans in your Precinct of the Caucus Date,


Time and Location as soon as possible.
Please notify as many registered Republican voters in your precinct as possible of the
caucus. You may want to recruit several precinct members to help you do this. Last year
Ted Darr emailed all Chairmen an Excel file containing phone numbers and addresses for all
Republicans in their precinct. If you dont have access to GOPDataCenter, please use the list
you received last year. If you are a new Precinct Chairman and did not receive a contact list
for your precinct, email tdarr@darrsolutions to request a list. If you dont have email, call the
HQ office, at 918-627-5702. Ted will email your list to the office, and they will print it for you.
You may request they mail it to you or ask for a call when the list is ready for you to pick up
at the HQ office.

A good method of publicizing the caucus is to place small signs so


Republicans residing in the neighborhoods in your precinct can see them as
they exit their neighborhoods on to arterial streets. For more ideas on
promoting attendance, see Form B-7.

3. Become thoroughly familiar with the Suggested Caucus Agenda,


Instructions and Forms
To be familiar with the caucus procedure as well as the forms to be completed and returned,
please read the suggested agenda provided on Form B-4 and the instructions appearing on
each form carefully in advance of the precinct caucus. As needed, make copies of
Continuation Sheets of some forms.

In this order, please deliver or ask your Precinct Secretary to deliver the original
Forms B-17, B-6 through B-14, plus Form B-16 and a new B-17 (the Minutes of
the caucus) to the TCRP Headquarters Office not later than 6:30 pm
Wednesday, February 13th. Please bring a stapled copy of all forms with you,
with Form B-17 on top. Form B-17, signed by an office volunteer, will become
your delivery receipt.

Well in advance of your precincts Caucus, please route a copy of these instructions
and a copy of Form B-16 to your Precinct Secretary, or, in the absence of a Precinct
Secretary, the person you have recruited in advance of the caucus to serve in this
important position.
INSTRUCTIONS TO PRECINCT SECRETARY
1. Please bring to the caucus, or ask the Chairman to bring to the caucus, a 9 x 12
clasp-sealable envelope to use when delivering the completed and signed caucus
documents (the Precinct Report) and donations to the Tulsa County Republican Party
Headquarters office not later than 6:30 pm, Wednesday, February 13th.
2. During the meeting make note of guest speakers and significant actions taken, such
as election results, the passage of resolutions, etc. using Form B-16 and additional
pages if needed.
3. The Minutes are not required to be a transcript of every item discussed at the Caucus.
4. After the caucus, assist the Precinct Chairman in checking all forms for legibility and
completeness, making certain your signature and the Chairmans signature appear on
the forms requiring signatures.
5. The original B forms, along with resolutions adopted by the caucus, minutes,
contributions, and other pertinent papers comprise the Precinct Report and are to be
delivered to the County Chairman at the TCRP Headquarters office.
6. Be sure a copy of the Precinct Report is brought to the HQ Office as an office
volunteers signature on From B-17 will serve as your precincts proof of timely
delivery and should be retained in the Precinct Chairmans files.
7. The County Chairman should receive your Precinct Report no later than 6:30 pm,
Wednesday, February 13, 2013.
8. Precinct Reports received after Wednesday, February 13, 2013 will be declared
invalid.
9. The Precinct Report may not be altered by the County Chairman after being received
by him or her.
10. Any corrections of the Precinct Report must be made in writing and signed by both the
Precinct Chairman and the Precinct Secretary.

Well in advance of your precincts Caucus, please route a copy of these instructions to
your Precinct Treasurer, or, in the absence of a Precinct Treasurer, the person who has
volunteered to serve in this important position. (In some precincts, one person serves
as Secretary-Treasurer.)
INSTRUCTIONS TO PRECINCT TREASURER (or Secretary/Treasurer)

1. If the precinct collects and disburses funds in the furtherance of the goals of the
precinct, please provide a written report of the total receipts and disbursement since the
previous caucus to each attendee.

2. Please bring at least a No. 10, sealable envelope with you to the caucus.
(A 5 by 8 clasp-sealed envelope would be even better.)

3. When you or the Precinct Chairman asked for donation to help fund the Tulsa County
Republican Partys headquarters operations, please advise those in attendance to make
checks payable to either the Tulsa County Republican Party or, simply TCRP.

4. When the Stewardship Report forms have been circulated back to you and you have
noted the total donations received on the last page of the form, report to the caucus the
total amount that was donated. Then place the donations in the envelope you brought to
the caucus to await delivery preparation after the meeting.

5. At the conclusion of the caucus, please prepare the donations for delivery to the Tulsa
County as follows.
a.

Count the donations in the presence of the Chairman or Secretary.

b.

Note the Precinct Number [3-digit number] and Total Donated: [$amount] on
the outside of the envelope.

c.

Affix your signature to the outside of the envelope and ask the Chairman or
Secretary to sign the outside of the envelope as well.

d.

Enclose the donations (cash and checks) in an envelope, and seal the envelope.

e.

Give the envelope to the Chairman for delivery to the Tulsa County Republican
Party headquarters office when they deliver the Caucus completed forms.
*The Stewardship Forms will be included with all the other Precinct Report
documents to be turned in by 6:30 pm, Wednesday, January 30th.

Note: When the signed and sealed envelope containing the donations is delivered to the Headquarters
Office, a volunteer will open the envelope, count the contents in the presence of the precinct officer who
delivered the envelope to the office, issue a signed receipt and staple that receipt to the front of the copy
of the forms packet brought to the office by the precinct officer.

SUGGESTED AGENDA FOR 2013 REPUBLICAN PRECINCT CAUCUSES
1.

CALL TO ORDER by Precinct Chairman, if one exists, or other precinct official or host.

2.

OPENING PRAYER AND PLEDGE


(If needed, please bring an American Flag to the caucus location.)

3.

PRECINCT CHAIRMAN READS OFFICIAL CALL (Form B-3), stating the purpose of
the caucus.

4.

PRECINCT SECRETARY PASSES THE CAUCUS ATTENDANCE SHEET (Form B-6)


for everyone to sign, making it clear Republican voters should sign in the upper part or
the form and visitors should sign the lower part of the form. Please have sufficient
additional attendance sheets available and provide a clipboard and a black ink pen.

5.

ANNOUNCE THAT LATER IN THE CAUCUS RESOLUTIONS MAY BE PRESENTED


Such as - Later in the caucus there will be a time when you may propose resolutions to
Amend the Tulsa County Republican Party Platform
Endorse a candidate for office
Amend the Rules of the Oklahoma Republican Party or
Other type of resolutions, like issue support or opposition.
If precinct members did not bring written resolutions the Precinct Chairman can provide
form designed for this purpose. (Precinct Chairman to provide a couple of clipboards,
black ink pens, and an adequate number copies of Form B-11, B-12 and B-13.)

6.

STEWARDSHIP Encourage contributions to the Tulsa County Republican Party.


Advise donors to make checks payable to the Tulsa County Republican Party. (Pass
around Form B-14)

7.

VOTE ON THE TYPE OF DELEGATION the precinct will take to the County
Convention. Before electing delegates, read aloud Instructions for Election of Precinct
Delegates (Form B-5). This is a 4-page document. It would be good to pass out
copies to everyone at the meeting before you start reading. These instructions explain
the two types of delegations: (1) delegate-alternate (closed); and (2) open. (Per State
Rule 16h). Important: Indicate the outcome of this vote where indicated on Form B-9.

8.

ELECTION OF DELEGATES TO THE COUNTY REPUBLICAN CONVENTION.


Referring to Exhibit A, enter the number of delegate votes your precinct is allocated
where indicated at the top of the County Convention Delegates Elected Report (Form
B-9). (Please ensure you have sufficient copies of this form available to record all
elected delegates on the official form.) After elections completed and delegates have
noted their contact information on Form B-9, strikethrough all unused lines before
signing as Precinct Chairman.

9.

RECRUIT VOLUNTEERS FOR COUNTY CONVENTION COMMITTEE


Explain committee purposes and time commitment, then and ask anyone who would
like to be considered to serve on a committee to complete the appropriate Form

CONSIDER PASSAGE OF RESOLUTIONS.


This is the time in the caucus where resolutions to add/revise/delete planks in the
County Platform may by adopted. Any other resolutions, like a change to the Rules of
the Oklahoma Republican Party, may be considered during this time as well. If those
attending the caucus did not bring written resolutions with them ask them to complete a
separate Form B-11, B-12 and B-13 - one form for each resolution separately.

11.

DISCUSS CURRENT ISSUES AND VOTE ON ANY QUESTIONS that may have been
asked to be presented to the Caucus by your County Chairman or that any members of
the caucus may wish to address.

12.

ANNOUNCEMENTS AND OTHER BUSINESS.


All upcoming dates, discuss transportation to conventions, recruit people to serve as
Block Captains, etc. (Pass out copies of Exhibit E, Volunteer Form)

IMPORTANT: All forms are to be signed by the Precinct Chairman and, where
required, the Precinct Secretary in office AFTER officer elections.
The reason for suggesting Officer Elections be the last agenda item is to allow
an experienced Precinct Chairman, or Temporary Chairman who has received
this packet in advance of the caucus, to conduct the meeting, then elect,
perhaps, a new Chairman, who will be the Chairman who signs, along with the
Secretary, all forms requiring signatures.

POINTS OF INFORMATION FOR PRECINCT CAUCUSES
1. There is no such thing as a quorum at a precinct caucus. If only one person attends,
he/she conducts all business, including the election of delegates. Caucuses usually
convene for at least one hour.
2. There is only one requirement to be eligible to vote at a caucus or to serve as a
delegate: a person must be a registered Republican voter residing in the precinct. Those
eligible Republican voters in attendance at the caucus comprise the Precinct Caucus.
3. TO BE ELIGIBLE TO SERVE ON A COMMITTEE OF THE COUNTY CONVENTION.
A PERSON MUST BE ELECTED AS A DELEGATE TO THE CONVENTION BY THE PRECINCT
CAUCUS.
PRECINCT CAUCUS DUTIES OF PRECINCT CHAIRMAN AND SECRETARY

4. Please ensure Form B-15, the Polling Place Notice, is posted on the door of your
precinct polling place the evening before the day of your precinct caucus.
5. Precinct Chairman and Secretary, together, are responsible for the completion of all
forms and to see that they are in the possession of the County Chairman not later than
6:30 pm Wednesday, February 13, 2013.

6. Be sure all forms are signed by whoever the Precinct Chairman and Precinct
Secretary are after the election of precinct officials and that the precinct number is noted
on all forms. Unsigned forms cannot be deemed valid.

7. The Secretary takes minutes of the caucus and performs other normal duties of a
Secretary. The minutes of the caucus or a copy should be included as the last document
in the Precinct Report, especially if the precinct elects alternate delegates, or if any
resolutions are passed. The Precinct Report is all documents to be turned in.
8. Be sure to enclose receipts and money collected with Stewardship Report (Form B-14)
and other forms you are returning to the County Chairman. Please ask that checks by
made payable to Tulsa County Republican Party.

INSTRUCTIONS FOR ELECTION OF PRECINCT DELEGATES
TO THE COUNTY CONVENTION

Carefully read these instructions to those in attendance before electing


delegates. (It would be helpful if copies of these instructions were distributed to
everyone in attendance. This is a lot of information.)

1. Our Precinct Caucus must elect delegates to represent our precinct and
our Delegation and cast the delegate votes allocated to our precinct.
2. To determine the number of delegate votes which may be cast by the
delegates from our precinct, we are to refer to Exhibit A and record the
number of authorized delegate votes where indicated on Form B-9. (We
are instructed to refer to Item 6 below for options as to how our precincts
delegate votes may be cast at the County Convention).
3. No person may be elected to fill more than one Delegate position.
If sufficient delegates are not elected at our precinct caucus to fill the
authorized number of delegate positions, delegate votes will be lost.
4. If any Republican registered to vote in our precinct can not attend a duly
called meeting of our Precinct Committee, they may, prior to the point in
time in the meeting where the election of Delegates to the County
Convention is to be held, request the Precinct Chairman, or any other
qualified member of the Precinct Committee who will be attending our
meeting, to enter their name into nomination to be elected to the office of
Delegate to the County Convention. That is, it is not a requirement that
candidates for Delegate attend our Precinct Committee Meeting to be
elected to serve as a Delegate to the County Convention.
While the Rules of the Oklahoma Republican Party do not contain
language requiring that such a request by made in writing, it is highly
recommended the person making the request email or deliver a letter to
the person of whom they are making the request, with a copy to the
Precinct Chairman, if applicable.
Neither the Precinct Chairman nor the County Chairman are authorized
by the Rules of the Oklahoma Republican Party to add to or delete from

6. Open Delegation vs. Closed Delegation


Per Rule 16h of the Oklahoma Republican Party Rules, the Precinct
Committee may send its delegation to the County Convention as an Open
Delegation or as a Delegate-Alternate Delegation (commonly referred to
as a Closed Delegation). As the decision to send our delegation to the
County Convention as an Open or Closed Delegation has an effect on the
number of Delegates that may be elected, a vote on whether to send our
delegation to the County Convention as an Open or Closed Delegation,
must be taken before the Caucus elects Delegates.
These options are usually discussed, a consensus is reached, and a
motion is entertained by the Precinct Chairman for the precinct to send its
delegation to the County Convention as an Open Delegation or a
Closed Delegation. Then more discussion may take place before a vote
is taken to decide the issue.
a. Open Delegation: If our Precinct Caucus wishes to elect more delegates
than it has delegate votes, and thus encourage participation, the Precinct
Chairman would entertain a motion for the precinct to send its delegation
to the County Convention as an Open Delegation. So all delegates from
the precinct possess an equal vote, an Open Delegation must apportion
its delegate votes into fractional votes.
For example: If our precinct is allocated four delegate votes and five
people desire to attend the County Convention as a delegate, then each
person, if elected by vote of our Precinct Caucus, would be authorized to
cast four-fifths or 0.8 of a vote.
At the County Convention, votes shall be announced in one-half or whole
only, and shall not be announced in any other fraction. (Rule 16g.1)
Here is an example of how a vote from an Open Delegation would be
tabulated and reported at the County Convention.

Last year there was some confusion with respect to the term Open
Delegation.
An open delegation does not mean delegates may be added to the
precincts delegation by either the Precinct Chairman or the County
Chairman after the precinct caucus has adjourned. No language in the
Rules of the Oklahoma Republican Party grants authority to either the
Precinct Chairman or the County Chairman to add unelected delegates to
the precincts elected delegation; therefore, this authority does not exist.
If a registered Republican who was not elected by the precinct caucus
appears at the County Convention and requests to be seated as a
delegate, the applicant will be granted a hearing by the Credentials
Committees appointed Credentials Appeal Subcommittee. This
committee will attempt to contact the Precinct Chairman for the precinct
involved so they may sit in on the hearing. The subcommittee will then
issue a ruling to the Credentials Committee Chairman to seat or not seat
the person as a delegate for the precinct at the County Convention.
b. Delegate-Alternate (or Closed) Delegation: If our precinct wishes to
elect precisely the number of delegates it has authorized as delegate
votes, the Precinct Chairman would entertain a motion for our precinct to
send its delegation to the County Convention as a Delegate-Alternate (or
Closed) Delegation.
If our Precinct Caucus votes to send our delegation to the County
Convention as a Closed Delegation, then we may only elect a number of
delegates limited to a number equal to or less than the number of
delegate votes our precinct has been authorized. We may also elect a
number of Alternate Delegates (called Alternates) equal to or less than
the number of delegates elected.
Example: If our precinct has been authorized three delegate votes at the
County Convention, we may elect only up to three Delegates and up to
three Alternates. Only three Delegates can be on the convention floor
with Alternates seated in the visitors section unless a Delegate is not in
attendance. Then their Alternate may sit in their Delegates seat and cast
their vote. Delegates or Alternates must be present at the convention to
cast their vote.

7. At the County Convention, votes shall be announced as one-half or whole


votes only, and shall not be announced in any other fraction. Use of
computerized tally methods is acceptable per state party rule 16(g).
8. In most counties, it is customary, but not mandatory, for a person to be
elected as a Delegate to the County Convention and seated at the
Convention in order to be elected as a Delegate to the District and State
Convention.
9. No Proxies are allowed at the County Convention.

DUTIES OF COUNTY CONVENTION COMMITTEE MEMBERS
RULES COMMITTEE
This committee reviews the Order of Business (Agenda) and Rules of the County Convention used last
year to see if revisions need to be made. The two meeting dates scheduled for this committee are as
follows
Saturday, February 23 from 9:30 am to Noon and
Saturday, March 9 from 9:30 am to Noon
Meetings locations will be communicated to the volunteers chosen to serve by the Committee
Chairman.

PLATFORM COMMITTEE
The Committee will consider as revisions to the 2012 Platform as approved by the County Convention
and resolutions passed by precincts and any resolutions submitted by Committee Members.
Meeting #1 will be held March 2nd from 9:00 to 11;30 am
At this meeting you will be asked to choose a section of the Platform you would like to work on and be
broken into workgroups and provided copies of the section of the Platform and resolutions passed in
Precinct Caucuses to consider.
Between Meetings 1 and 2 someone from each sections subcommittee will be responsible to complete
revisions using MS Word software and submit their revised section to the Committees Secretary.

Meeting #2 will be held March 16 from 1:30 to 4:30 pm. In this meeting all members meet
together to adopt or reject Platform Resolutions passed in Precinct Meetings or suggested by
Committee Members in Subcommittee meetings.
CREDENTIALS COMMITTEE
This committee is responsible to see that only those qualified to be voting Delegates to the
County Convention are "seated."
Committee Members will be asked to:
(1) assist with data entry needed to verify the Delegates elected by the precincts are registered
Republicans residing in the precinct that elected them; and
(2) serve at the Registration Tables between 8:00 and 9:00 am on the day of the County
Convention. (We need 12 people with laptop computers to conduct registration.)
(3) serve on an Appeals Subcommittee to resolve issues the morning of the convention.
The full Committee will probably be asked to meet only once, on March 16, to receive training
in their duties on the day of the County Convention. The Credentials Committee Chairman will
to hold a first meeting February 23rd to ask certain members of the committee to help with
preparation for the second meeting on March 16th, the Saturday before the County
Convention.

Meeting #1 will be held on February 23rd from 9:00 to 11:30 am.

Purpose of the Position
PRIORITY #1: Identify voters in your precinct who will vote Republican and get them to the polls on Election Day.
Professionals in politics agree on at least one point: elections can be won or lost in the voting precincts at the grassroots
level. The Precinct Chairman is a critically important official in the Party organization because he or she represents the
smallest unit of the organization. The Precinct Chairman's performance has a profound effect on the overall strength and
influence of the Republican Party. According to the Rules of Oklahoma Republican Party the Precinct Chairman and Vice
Chairman, along with the County Chairman and other county-level elected officials, constitute the County Committee.
Key Responsibilities and Duties
PRIORITY #2: Recruit, train, and provide support to precinct volunteers necessary to achieve Priority #1.
Organize your precinct by blocks or units within neighborhoods.
Recruit Neighborhood Captains who will serve as a Block Captain and recruit other Block Captains.

Help recruit and coordinate precinct volunteers for general election campaign activities such as voter registration
drives, literature drops, distribution, and posting of yard signs, phone bank, and headquarters operation.
Maintain a list of volunteer workers with addresses, telephone numbers, email addresses, and areas of expertise.
Identify and register all Republicans, and Independents likely to voter Republican, in your precinct.
Canvass your precinct to identify all favorable voters.
Hold a Precinct Caucus as required.
Attend all meetings called by the House District Chairman.
Attend all meetings of the County Committee.
Encourage precinct volunteer workers to financially support the party at the precinct and county level.
Serve as the Republican Partys year round liaison in your precinct.
The Precinct Chairman as part of the Precinct Committee is charged with the duty of promoting the welfare and directing the
affairs of the Republican Party in the precinct.
Commitment Expected
As the Party's most direct link with the voter, you are responsible for establishing a relationship with the residents in your
precinct. These voters may often seek your counsel as they make elections decisions. A good Precinct leader will try to visit
every home in the precinct, or at least will see that every home has been visited by a Republican volunteer. When a visit
occurs, be sure a calling card of some kind is left behind. There is no single formula for success. Good judgment and
personal knowledge of your individual precinct will be your guide in deciding which suggestions work for you. Your goal is
to inform voters, identify favorable voters and get them to the polls. How you attain this goal is best determined by your
own experience and creativity.
Qualifications

Job Description

Collect contributions to the Republican Party and be responsible for forwarding them to the County Vice-chairman.
The Precinct Vice-Chairman as part of the Precinct Committee is charged with the duty of promoting the welfare and
directing the affairs of the Republican Party in the precinct.
Assist Precinct Chairman in their efforts to:

Identify and register all Republicans in your precinct.


Canvass your precinct to identify all favorable voters.
Recruit, train, and organize volunteers.
Maintain a list of volunteer workers with addresses, telephone numbers, email addresses, and areas of expertise.

Key Responsibilities and Duties - Secretary
Take minutes at Precinct Committee meetings, forward a copy to the County Secretary, and provide historical documents.
Tally votes for Precinct Committee elections and forward the results to the County Secretary.
Record any resolutions the Precinct Committee may adopt and forward them to the County Secretary.
Be responsible, with the Precinct Chairman, for Precinct Committee meeting notifications and distribution other information
as the chairman may instruct.
Perform such other duties as the Precinct Chairman may direct.
Record the name, address, and telephone number of all registered Republicans who attend Precinct committee meetings and
forward a copy to the county secretary.
The Precinct Secretary as part of the Precinct Committee is charged with the duty of promoting the welfare and directing the
affairs of the Republican Party in the precinct.
Key Responsibilities and Duties - Treasurer
The Precinct Treasurer shall receive, account for, and turn in collected monies to the appropriate organization as directed
and shall submit a financial report at each meeting of the precinct.
The Precinct Treasurer as part of the Precinct Committee is charged with the duty of promoting the welfare and directing the
affairs of the Republican Party in the precinct.
Commitment Expected
As the Party's most direct link with the voter, you are responsible for recording all activity in your Precinct. The suggestions
in the Precinct Operations Manual have proven helpful over the years for precinct leaders, but they are suggestions, not rules
cast in stone. There is no single formula for success. Good judgment and personal knowledge of your individual precinct
will be your guide in deciding which suggestions work for you. Your goal is to inform voters, identify and record favorable
voters, and get them to the polls. How you attain this goal is best determined by your own experience and creativity, coupled
with the guidelines contained in the Precinct Operations Manual.
Qualifications
One person may hold the office of Precinct Secretary-Treasurer or the offices may be held by two different people.
The Precinct Secretary and Treasurer must be a registered Republican voter and a resident of the precinct.
