TERMS OF REFERENCE FOR DEVELOPMENT OF IMLU BRAND BOOK AND ADVOCACY AND COMMUNICATIONS STRATEGY 1.

BRAND BOOK The Advocacy and Communications department wishes to engage the services of a corporate communications consultant to develop an organizational brand book under the following terms of reference: a) To provide an insightful, inspirational and imaginative branding roadmap through a brand book that provides direction for the values, personality, behavior, language, and use of words and images that represent IMLU. b) To provide a book that is nuanced, clear and compelling, and essentially capable of directing and informing brand decisions at every level of the organization. c) Clearly outline IMLUs branding strategy in line with universal standards of organizational branding including elements of brand description, color pallet and brand identity. EXPECTED DELIVERABLES a) A process report b) Well articulated IMLU brand book

2. ADVOCACY AND COMMUNICATIONS STRATEGY. The Advocacy and Communications department wishes to engage the services of a communications consultant to develop an organizational communications and advocacy strategy under the following terms of reference:
a) To review the current IMLU strategic plan and to identify key issues for advocacy and b) c) d) e) f)

the target audiences. To review IMLU reports and other relevant literature that will inform the development of the communications and advocacy strategy. To consult key stakeholders, identified in liaison with IMLU on the important advocacy issues that should be included in the communications and Strategy. To clearly identify the target institutions/ groups for advocacy. To facilitate a process of developing an advocacy action plan on the identified issues, messages and targets relevant to IMLU To develop the communications and advocacy strategy with clear objectives and strategies

EXPECTED DELIVERABLES a) Process report b) Well articulated IMLU communications and advocacy Strategy. c) An implementation plan with specific advocacy issues, targets and indicators. d) A monitoring framework for the strategy

Duration The two assignments should be completed by 15th February 2013

METHODOLOGY To encourage ownership of the process by the institutional management and staff and to build internal capacity, it is expected that the consultant will execute this assisgnment in a participatory process. This process will entail, at the minimum, the following stages: a) Prior discussions with IMLU staff and selected board members to identify the branding and advocacy and communications gaps and receive suggestions b) Sharing the draft documents with staff for validation purposes before the final documents are submitted
