Please read the Handbook carefully and fill up the Application form. By Signing the Application form you will be deemed to have read the Handbook and accepted all terms and conditions for becoming a Franchisee.

Preface
The intent of this document is to provide a detailed understanding and overview of the BSNL Broadband Kiosk and the Franchisee Requirements which would act as a pre qualifying checklist document for the prospective Franchisee prior to becoming one and also as a reference document after becoming a franchisee. This handbook is an attempt to de-mystify the BBK business to the Franchisee. This document would be revised continuously based on the field outcomes.

About the Project


1,143 Rural Broadband Kiosks - BSNL Gramseva Centres - being opened in West Bengal under the Scheme titled Wire-Line Broadband Connectivity to Rural & Remote Areas. Aimed at making information technology work to the advantage of the villagers, the West Bengal initiative is a part of the pan India plan of BSNL to set up of 30,000 such rural broadband kiosks in the next 3 years. The rural Broadband kiosks allow full triple play (voice, video and data) services to the rural customers. The Broadband kiosks will be linked using ADSL2+ technology at speeds as high as 2 Mbps, which has been covered under the BSNLs rural DSL Broadband project across the country.

Service Specific details of first set of services to be rolled out in Phase I


E-Learning
Definition
IL&FS ETS Ltd. has created a database of over 1600 original multimedia lessons in Bengali, Hindi, Urdu, and English that have been mapped to the ICSE, CBSE and State board curriculum. IL&FS ETS LTD. has also licensed content from leading international content publishers. A variety of simulation, animation, audio-video and graphical elements are incorporated into the content in order to enhance interest and motivation of students.

Deployment Process:
IL&FS ETS Ltd. will load the content in the Desktop/ Laptop of the BBK with an subscription based access code specific activation module. The BBK Franchisee will be required to acquire the access code from the BBK portal after paying the relevant subscription fee. The code will be live for next 48 hours and the user will be able to access the content only for the hours subscribed.

Transaction Model:
Customer/ student visits the BBK for viewing the content and requests for the hours of subscription and pays for the number of hours to subscribe. Subscription Fee: To be shared with the Franchisee. BBK Franchisee logs on to the BBK Portal and pays for the hours of subscription from the e-wallet and generates the access code. Once the code is generated, it is punched into the e-content interface and it is activated for the number of hours subscribed.

Revenue Sharing Model:


There will be 50-50 revenue sharing between the Franchisee and IL&FS ETS Ltd.

IT Training

Definition
IL&FS ETS Ltd. has its own curriculum on Basic IT Training. In addition to that IL&FS ETS Ltd. has tie up with reputed institutions for imparting basic IT Training through Interactive online and off line content. The offered courses will be both short term and long term in duration based on the requirement of the client in sync with our offerings.

Deployment Process:
IL&FS ETS Ltd. will load the offline content in the Desktop/ Laptop of the BBK with an subscription based access code specific activation module. The BBK Franchisee will be required to acquire the access code from the BBK portal after paying the relevant subscription fee. In case of online courses the client will subscribe the course through the franchisee and use it till the subscription expires. Once the course is completed, online tests will be conducted and relevant certificates will be sent to the respective kiosks for distribution.

Transaction Model:
Customer/ student visits the BBK for viewing the content and requests for the type of subscription and pays accordingly to subscribe. Subscription Fee: depending on the course type and content. BBK Franchisee logs on to the BBK Portal and pays for the type of subscription from the e-wallet and generates the access code.

Revenue Sharing Model:


There will be 50-50 revenue sharing between the Franchisee and IL&FS ETS Ltd.

BSNL Landline and Mobile Bills Payment

Definition
The BSNL broadband Kiosk will act as the official BSNL Land Line and Mobile bills collection centre where the bills will be paid through online mechanism formalized with BSNL.

Deployment Process:
The BSNL BBK Portal will have restrictive access to the BBK Franchisee through Login Process where the Franchisee will be make the payments against the telephone/ Mobile Numbers using its e-wallet.

Transaction Model:
Customer arrives at the BBK with his/ her bill/ telephone no. The Franchisee logs in to the portal for accessing bill collection console and enters the telephone no/ mobile no of the customer. Once the number is entered, the latest outstanding details against the customers are populated in the console. Once the customer agrees to make the payment, the Franchisee collects the cash and completes the transaction using his/ her e-wallet. Once the transaction completes a receipt is generated. The receipt is saved in the system and the customer is given a choice to take a print or only see the completion of transaction. If the customer chooses to take the printout, an additional printing charges will be applicable. The Franchisee will not charge the customer any additional fee for the bill payment except for the optional printing charges. IL&FS ETS Ltd. Will share the commission with the Franchisee on 50-50 basis as received from BSNL.

Internet Surfing/ Chat/ VoIP/Video Conference etc.

Definition
The BSNL broadband Kiosk will have a broad band connectivity of 512 kbps to 2 mbps provided by BSNL. The Franchisee will be leveraging the broadband internet connectivity for extending the facilities to the clientele.

Deployment Process:
The broadband connectivity will be established in the Desktop/ Laptop computer systems of the Franchisee.

Transaction Model:
The Franchisee will be charge Rs. 5/- (Strictly set as Maximum) per hour of internet surfing. For other internet related services and downloads the franchisee will be charging the customer additional charges as specified by IL&FS ETS Ltd. A Rate chart for the services will be provided by IL&FS ETS Ltd. which will have to be fixed on the walls of the Kiosk.

Revenue Sharing Model:


The Franchisee will enjoy 100% revenue out of services using internet.

Mobilization for Employability related Skills Training


Definition
IL&FS Clusters, a subsidiary of IL&FS ETS has been working in various employment intensive sectors such as textiles & apparels, footwear, food processing, engineering, etc. on a cluster concept, providing services related to financing, engineering & designing of infrastructure, technology & market linkages and skill development. With the objective of ensuring inclusive growth, skills development initiatives are being undertaken across various sectors, to bridge the gap between the demand for skilled persons from the industry and the availability of unemployed youth of India. Projects on vocational training, linked with placement, are being implemented by IL&FS Clusters in sectors such as textile, leather, engineering, services, etc. The Franchisee will act as a mobilizer of the unemployed youth from his/ her locality interested to be placed in the above sectors across India. After mobilization, the candidates will be sent to the nearest Training centres set up by IL&FS ETS Ltd. Once trained the candidates will be placed at with the employers in different sectors as per their training.

Deployment & Transaction Process:


There will be an online system in the Portal for entering the details of the candidates mobilized. The Franchisee will be able to track the progress of the candidate till placement and will also be able to track the milestone of his payment against each mobilization.

Revenue:
After identification, mobilization, enrollment and bringing the eligible candidate to the training centre: A certain amount per candidate After successful completion of training, placement and after one month on the job : next set of amount per candidate.

The Franchisee will enjoy 100% revenue out of services.

ITZ Cash related services


Definition
IL&FS ETS Ltd. is in tie-up with ITZ Cash for delivery of different services through its portal linked to IL&FS ETS Portal. The services will be:

B2B-MLM (Amway) Air booking, Bus booking, Hotels /packages DTH Connection and Recharge Prepaid, Post paid, VAS New Insurance policy & renewals Gaming Astrology

Deployment & Transaction Process:


There will be an online system in the Portal for making the transactions through the ITZ cash. All the settlements against the transactions will be done by IL&FS ETS at the end of the month.

Revenue:
A Rate chart for the services will be provided by IL&FS ETS Ltd. which will have to be fixed on the walls of the Kiosk.

Revenue Sharing Model:


There will be 50-50 revenue sharing between the Franchisee and IL&FS ETS Ltd.

Service Delivery Obligation and prohibition on competitive Services


The Franchisee will be obliged to deliver services offered by IL&FS ETS Ltd. on compulsory basis and further IL&FS ETS Ltd. reserves the right to impose prohibition on delivering services competitive in nature with respect to the services offered by IL&FS ETS Ltd.

Kiosk Space Requirements


Space required for the Kiosk
Kiosk should have adequate space (Approximately 500 Sq. ft) to accommodate the equipment, franchisee seat, 2-3 visitor seats, other furniture and storage space. The room should be comfortable for users/visitors and should have adequate space outside for display boards etc

Construction
The Kiosk space shall have cement flooring, concrete roof and walls.

Kiosk Security
The Kiosk location should be a secure location to ensure safety of the Infrastructure. Adequate arrangement for fire prevention/fire safety should be made by the Franchisee.

Accessibility
It is preferable to choose a location which is has a open and clear access from the main road and in a market place or most happening place in the locality. It is preferable to have the location on ground Floor to make it accessible to older persons, women and children too.

Visibility
Kiosk location to be chosen which are easily visible having a wider frontage. Preferably at least 2 sides of the location to be visible to public.

Who can apply to become a Franchisee?


1. An ideal Franchisee will be an individual or Organization of the locality with good reputation having a setup or space of approximately 2-3 rooms of 500 Sq. feet within 3 Km radius of the rural BSNL exchange, preferably in the market area. Its also preferable if the prospective franchisee has some training facility running in the locality. 2. The candidate/ organization for Kiosk Franchisee should have been residing in the same district for more than 2 years. 3. Should have no criminal/fraud/default/ other offences registered against him. Necessary reference checks from the respective PS/ Gram Panchayat needs to be submitted along with self declaration as per format specified in Annexure-II 4. The candidate should have an in depth understanding of his locality and its socio-economic conditions and should be able to effectively communicate in the local language. 5. The candidate for Kiosk franchisee must at least be 10th STD pass and should be conversant with the operation of the Computers and allied peripherals. 1. Financial Model between IETS and Franchisee


Financials for first 3 years of the Agreement
(i) Kiosk Franchisee shall be entitled to a fee of Rs.2000/- (all inclusive) per month for the first 3 years by IETS subject to the terms and conditions being fulfilled by the Kiosk Franchisee as under: The Kiosk Franchisee will keep the Kiosk open from 8 a.m. to 6 p.m. for all days except National Holidays or any Emergencies. In case of any exception to this prior approval has to be obtained from the concerned IETS authority incharge of the concerned Kiosk. The Kiosk Franchisee will regularly pay the dues against the usage of the electricity, BSNL Broad Band connectivity charges and other utilities to maintain the business continuity of the kiosk as per the service levels. The Kiosk Franchisee shall not indulge into any act against the sovereignty, integrity of the Nation out of its Kiosk premises and with the use of the Kiosk equipments and the BSNL Broad Band Connectivity. Further the Kiosk Franchisee shall not be involved into any fraudulent practices using the public money collected rendering the services aggregate by IETS through the Kiosk. The Kiosk Franchisee shall maintain all the registers, and books of records as may be prescribed by IETS, BSNL and the Government. (ii) Kiosk Franchisee would raise a bill at the end of each month and the same would be paid within 15days upon receipt of the invoice after deduction of applicable taxes..

Financials with effect from year 4 of the Agreement


(jj) IETS shall not be liable to pay any fixed fee or remuneration to the Kiosk Franchisee from Year 4 onwards The Kiosk Franchisee shall remit Rs.500/- (all inclusive) per month to IETS from Year 4 onwards till the completion of the 6th year. The Revenue / Expenses arising out of the Non-Network services shall be retained / incurred by the Kiosk Franchisee. IL&FS ETS Ltd. reserves the right to revise the revenue sharing model after the 6th year based upon the performance of the Franchisee and the business scope.

Operating hour of the Kiosk


The Kiosk shall be open at least for 10 Hrs. in a day preferably from 08:00 Hrs to 18:00 Hrs without fail, except on bank and National holidays. A mechanism shall be developed for the franchisee to electronically log-in to indicate the opening and log-out for closing the kiosk. In case the Kiosk is found to be closed during the working hours, liquidated damages will be imposed for non-adherence to the operating time. In case of non-adherence of the kiosk timing for more than 3 days in a month, Rs.100/- would be deducted from the monthly fee In case the Kiosk is not operational for more than 3 days in a calendar month, the fee shall be given on pro-rata basis for the number of days the kiosk was operational No fee would be extended if the kiosk is found not to be operational for more than 7 days in a calendar month. If the Kiosk remains closed for more than 20 days in a month, then the kiosk would not be eligible for any fee for a period of 3 months If the Kiosk remains closed for more than a month, then IETS reserves the right to terminate the Franchisee Agreement and take appropriate steps to replace the Kiosk Franchisee.

Registration Fee for Application


One time Non-Refundable Registration Fee for application is Rs. 500/- to be paid through DD in favour of IL&FS Education and Technology Services Limited, Payable at Kolkata.

Investment required for a Franchisee


The Franchisee is required to invest in the following which may range from Rs. 1.5 Lac to 2.5 Lac.: Procure the minimum set of Hardware required as per prescribed specification by BSNL. Pay the Onetime non-refundable Franchisee Fee of Rs. 25,000/- + Applicable Service Taxes. to be paid through DD in favour of IL&FS Education and Technology Services Limited, Payable at Kolkata. Deposit a minimum refundable amount of Rs. 5,000/- to be used as e-wallet working capital for conducting the online transactions by the Franchisee. The said amount will be refunded without interest during termination after deductions against the service charges accepted by the franchisee out of the said amount. This amount may be increased based on the business volume of the franchisee, as the Franchisee feels required.

What are the minimum Computer Hardware and Peripherals required for the BBKs?
1. Desktop PC (Essentially 1, however, 3-5 desirable)) as per specification 2. UPS 3. Web Camera 4. Laser Multi Functional Printer 5. 2 kva Gen set 6. Furniture (Table & Chairs) 7. Fire Extinguisher

Process of Procurement of the required Hardware.


IETS will empanel some Hardware Brand and make as per the specification laid down by BSNL. The Franchisee will have to choose the respective hardware from those empanelled OEMs directly. In such case the franchisee will be responsible to maintain the uptime of the hardware against any fault as per the SLA specified by BSNL for business continuity.

Training of Franchisee
Continuous mandatory Training will be imparted to the Franchisee by IL&FS ETS for all the products and services to be delivered through the Kiosks. In addition to that focus of the training will be on developing a higher level of soft skill as well as entrepreneurship skills. Objective of the Training Programme Build a Critical Mass of Rural Entrepreneurs across the rural area through a Comprehensive Training Programme to effectively operate the BSNL Gram Seva Business Training Needs
