BUILDING DEPARTMENT Dobbie says the Building Department should be self-financing. The Town shouldnt have to put any money into it. Mayor Lewis congratulates the Police Department for reducing its budget. Dobbie discusses staffing. HOW TO SPEND THE UNANTICIPATED REVENUES Carlson questions whether paying down additional liabilities with the unanticipated revenues will help operating expenses. The City Manager makes three recommendations:

Widmer comments on franchise fees from the garbage. Suggested that these fees would be used for roads, because thats the usage is. Lewis asks for clarification regarding the projected decline in Building Department reserves in the 5 year forecast. She observes that revenue for the Building Department appears to be declining. The City Manger stated that a cost allocation study is underway that will move some of the Building Department revenue into the Administration (legal fees, management, etc.) Widmer observes that theres nobody working for the Town in the Building Department.
