Removing Barriers to Energy Efficiency Project Summary


The EE Project aims at removing barriers for the implementation of economically feasible, energy efficient technologies and measures in residential and public sectors in Croatia, with the final goal to reduce energy consumption and the associated greenhouse gases, as well as rising public awareness about efficient use of energy. Important role of the Project is directed to demand-side market transformation and development of EE segment of the market related to availability of EE products and development of local capacity for EE services, including new "green" jobs. For several years now, the Project is being implemented by the Ministry of the Economyand the United Nations Development Programme (UNDP Croatia), with financial assistance from the Croatian Environmental Protection and Energy Efficiency Fund. The initial six years of project implementation have also been co-financed by the Global Environmental Facility (GEF). Project description Within the initial national project "Removing Barriers to Energy Efficiency in Croatia" abbreviated Energy Efficiency Project or EE Project", two national sub projects were developed and are still being implemented: the "Energy Management System in the Cities and Counties in Croatia" (EMS Project), which encourages implementation of EE and systematic energy management in all public buildings at the local and regional level; and the "House in Order" (HiO) programme which aims to implement EE and systematic energy management in all buildings owned by the central government. The activities of the EE Project are directly related to implementation of Croatian laws and regulations related to energy end-use efficiency and energy performance of buildings, which is fully harmonized with relevant EU Directives; and is related to implementation of Croatian international commitments set by Kyoto protocol. Namely, the project activities directly contribute to establishment of local expet capacities that will implement activities, projects and programmes defined by national legislations (e.g. National EE Programme (2008-2016), National EE Action Plans, Croatian Law on end-use efficiency (ZUKE, NN 152/08) and others). The EMS Project focuses on public buildings owned by cities and counties, but also offers activities like national and local EE-information-education campaign and consulting for citizens and residential sector. The main goal of the EMS Project is to create local expert capacities and implement process of continuous and systematic energy management, to introduce strategic energy planning and sustainable energy and other resource management at the local and regional level throughout Croatia. The national EMS Project has evolved from pilot project called Introduction of systematic energy management in the city of Sisak", which has shown that successfully introduced model of sustainable energy management leads to identification and implementation of EE measures that result in significant financial savings. In the case of City of Sisak the achieved annual savings equal to 10% of the annual municipal budget for energy or roughly 180,000 USD of savings per year.
