April 2013.
Its hard to believe 12 years ago I was working on my very first issue. My boys were only one and three years old, and most of my work was done while they napped or played on the floor. Now Isaac is 13 and Killian is 15 years old, growing up so fast. So much in life has happened since beginning this paper. Many of my life changing events have been shared here with all of you. Otis has been an amazing place with amazing people who have become such a part of my life. Its been a blessing to have the Otis Gazette and to have been able to work for myself all of these years. Now with my fianc Tyler with me its like another new exciting chapter in life. With hardships along the way, as so many of us have in our life, it really feels good to persevere and grab onto life and live it to the fullest. Live life, Love life, Prosper, Work Hard, Play Hard, and thank God for all the blessings in my life, no matter how big or small. And thanks to all of you, the readers, my advertisers, friends and family for the blessing of the Otis Gazette. Without all of you this labor of love would not be possible.

Ever wondered what those blue barrels were for at the Otis Transfer Station next to the cardboard compactor? They are the designated Deposit Returnable Soda/Beer Can & Bottle drop off point. Just taking a few extra seconds to drop them into the blue barrels, instead of into the trash compactor or recycling bin, helps fund the Otis Community. Volunteers from the AMVETS, FRRSD PTO, and the Otis Cultural Council dedicate their time to sort and process these returnables. Each of these organizations are non-profit and all proceeds go directly back into the community. Every nickel counts! AMVETS 2013 LOBSTER ROLL: 20 Apr 13 from 6:00pm 9:00pm at the Knox Trail Inn. Come on down for some fun and chances to win succulent lobster, cash, and other prizes. Raffle Tickets also on sale now! Contact Tom Soules at 269-6014. Roberta J. Sarnacki, Chief of Police Otis Police Department, 1 North Main Road, Otis, MA 01253 Last week, members of the Otis and Sandisfield (413)-269-0100, ext. 6 Police Departments, along with members of the MA rsarnacki@gmail.com State Police and the Farmington River School, Office hours: Wed 7 PM-8:30 PM (Or by Appointment) attended a two day Emergency Management conference titled Multi-Hazards
in the Schools. Several towns throughout the county combined their Police, Emergency Managers and School officials onto teams to identify and analyze numerous types of potential hazards. In terms of the town of Otis, we analyzed numerous weather related hazards, pipeline emergencies, as well as volatile individuals. We were encouraged to use this time to identify weaknesses and enhance our current Emergency Operations Plans in relation to each hazard. We concluded the second day of training by participating in a tabletop exercise, where we were faced with the scenario of an earthquake. We were informed that part of the school building had sustained severe damage, that some people were trapped, and that it would be at least several hours before emergency responders could get to our location. The scenario continued to worsen, but on a positive note, the exercise did allow us to take a good look at our current plan to see how well it could be implemented if faced with this type of emergency. On St. Patricks Day, several members of the Otis Police Department participated in the annual Holyoke St. Patricks Day parade. We were invited by the Parade Committee to form a Hilltown Contingent with members of the Blandford, Granville, and Russell Police Departments. We have posted pictures and a video of this event on our Facebook page. Thanks to Officer Beaulieu and Chief Hennessy of the Blandford P.D. for coordinating this event. What a great honor this was! Lastly, the Kops N Kids camp is right around the corner. Forms have gone home with students from Otis, Tolland, Sandisfield and Becket, and the camp is filling quickly. There is a link to sign up on the Otis Police Department Facebook page, and there is also a link from the town of Otis web site. Please leave a message on our department phone if you do not have Internet and would like to sign up your children. . **Please note that the dates were changed to Wednesday, April 17th, Thursday, April 18th, and Friday, April 19th (due to a scheduling conflict).**Plans for camp include the annual Senior Ice Cream Social and visits from the Otis Fire Department and Rescue Squad. We will also be taking a trip to Mystic Aquarium, and have scheduled a visit from Great Barrington Police K9 officer Tim Ullrich and his dog, Jori. Children will also be painting their own tiles to be used on the walls of our new space in the Police garage! We cant wait to see all of the kids again. Be safe, and please feel free to call or email us at the numbers above. Thank you. Chief Sarnacki

April is Earth Month ~ Tips for keeping both yourself AND the planet healthy By Kathi Casey, ERYT, CPI
April is Earth Month and a lot us are paying more attention to this little planet and how we treat it. I think 2013 may become known in the history of Otis as "Earth Year," hooray for our windmill! Theres a lot of attention being given to alternative energies and reducing our dependence on oil, and according to a recent magazine article that I read, more people are growing their own organic vegetables and purchasing more organic food than any generation before us. Otis is moving toward the top of my Earth Friendly list with the approval of our new windmill. I love windmills, always have! Here are some more ideas to keep both ourselves AND the planet healthy: 1. Starting or bringing back into your life more habits like biking, hiking and walking can save money, reduce air pollution, and decrease your own stress levels! Did you know that walking just 30 minutes a day can reduce your risk for cancer, heart disease, stroke, diabetes, and depression. Many people in other countries walk more, use bikes for transportation, grow more of their own food, and they do not have health issues like diabetes, obesity, heart disease in such high numbers as we do here in the US. Think of the energy well all save when everyone begins carrying cloth bags into the grocery store. No plastic grocery bags (made from petroleum) at all! Many of us do that already and the numbers are growing. And if you are close enough to walk to Katies or Terranovas instead of driving try it! Both your pocketbook AND your body will thank you. Just remember to do some active stretching first, that is, slow walking or maybe a few lunge walks to begin to stretch your muscles. Then after your bike ride or walk, sit on the floor with your legs extended. Bend your left knee and bring it towards your chest, moving your foot to your thigh. Then let that knee relax to the floor. If it doesn't go down to the floor,

rest it on a blanket or pillow. Inhale deeply as you face your right leg and stretch yourself out over that leg with a flat back. Breathe deeply for at least one minute as you stretch. Inhale your body back up, extend the left leg back out and then repeat with the right leg. This helps prevent those muscles from tightening up. 2. Growing your own veggies is another great idea. Many of us have large yards here in Otis. You can start with a small patch of lettuce and spinach or even just a few planters of tomatoes. Home grown tomatoes simply taste better than grocery store tomatoes, dont they? And if you grow them yourself, you can keep those harmful chemicals away good for the planet AND for your health. Or, you can stop at one of our many farm stands. I did that all last summer and the veggies were fresher and less expensive than the supermarket! If you're going to do some gardening, remember that stretching and flexing you spine is a good way to begin. Start by sitting tall in a straight chair with your feet on the floor. Inhale deeply as you slowly arch your spine, bringing your belly forward and head
back. Then exhale slowly as you curl your spine in the opposite direction. Start your movement each time with your tailbone so that you don't strain your neck. Continue for one minute, breathing deeply. Do this before starting your gardening project and repeat afterwards to prevent a nagging back ache after stooping over your plants. Happy planting! 3. Hydration is very important, however, the number of plastic bottles filled with water on grocery store shelves shocks me every time I see it! Its good to know that another Massachusetts town just banned those plastic bottles. Go Concord! Disposable plastic water bottles use precious petroleum resources to make, take up lots of space in landfills if you dont recycle them, and most of these bottles also leach harmful chemicals into the water you're drinking. Sounds like a bad plan all around, dont you think...? Purchasing a water filter for your tap water that attaches to the tap is a much better option. There are several of these on the market that are priced under $30.00 and work very well. The replacement filters are much less expensive than buying all those bottles at over a dollar each. And

they use carbon filters which do not clog up landfills. A simple water pitcher with a filter is even a cheaper, effective alternative. In addition, most department stores and catalogs now carry a variety of lovely stainless refillable water bottles. I have one which I carry with me in the car or take hiking and feel confident that I know exactly what's in (or not in) the water that I'm drinking. Plus, I can toss it in the dishwasher to clean it. How easy is that?! And remember, sipping slows your metabolism, so dont sip! Drink five ounces or more whenever you are thirsty. A better habit to get into is drinking a full glass of water when you are thirsty and then another when youre thirsty again or a glass before and after exercising to replace the fluids your body used up during exertion. 4. Fresh air is so important to the health of every living thing on the planet. One way to help preserve this gift of nature is to plant a tree. Yes, I have noticed there are a few trees in Otis... But you can never have too many! Many parks, recreation centers, nature preserves have provisions for the planting of trees by school or community groups, in memory of a loved one, or families wanting to give
this wonderful gift to others. You can usually find garden clubs or charities that have spring planting sales this time of year. Find a sale, pick up a small tree and plant it in your yard or a park, and then sit down by your tree and breathe deeply for several minutes. Smell the fresh air and know that you are helping to keep the air fresh for the next generation. The deep breathing will also bring fresh oxygen throughout your whole body, helping your organs, glands and muscles become healthier, reducing the amount of stress hormone floating around inside you and even helps lower your blood pressure. Now, that's multitasking at its best! If everyone agreed to use even two of these simple suggestions this month, to reduce the wear and tear on the planet, ourselves, and our pocketbooks, what a great impact we could make! In honor of the Otis Gazettes 12 year anniversary, Im offering 25% off any of my fitness DVDs. Meeting called to order at 7:08 pm in the Town Hall conference room. Chairman Sarnacki stated the meeting was being recorded. Present: Select Board Chair Roberta Sarnacki, Selectman Don Hawley, Selectman Brian Crandall, Chris Morris, Michael Ernst, Jim Crandall, Lenny Terranova, Jeanne Randorf, Mark Johnson, Hal Kobrin, Walter Engels, Jon Sakata Approval of Minutes: Brian made the motion to accept the minutes as amended for the February 25, 2013 All Boards meeting minutes as well as the amendments to the February 26, 2013 WWTP/Select Board Meeting, Don seconded, and the motion passed unanimously. The All Boards minutes were changed to reference the Bike Rodeo, and the Cultural Council section of the Select Board meeting minutes were also changed to reference the correct 4H group. Transfer Station Recycling Trailer: The AmVets, the PTO, and the Cultural Council presented a proposal for handling the sorting,
finances, and distribution of the recycling duties. Brian moved to accept their proposal, Don seconded, and the proposal was unanimously accepted. Cemetery Sexton: Lenny represented the Cemetery Commission and stated he felt the Sexton should be responsible for selling the plots, laying out the plots for burial, and place the cornerstones, as well as track who is buried where and who has purchased what. Lenny also felt that Maintenance should just be responsible for the upkeep and the Sexton should handle everything else. Lenny also suggested the Sexton be paid hourly as there are only five or six burials a year in town on average. The Select Board was thinking maybe a flat stipend and then collect a fee for each burial. Currently, the amount charged to open a grave goes to the town. The board asked Chris to check with surrounding towns to see how they pay their sextons so we have something to base this on.

Appointment to Historical Commission: Mary Adams applied for appointment to the Historical Commission and since no one from that commission was present at tonights meeting, she was unanimously appointed pending approval from the Historical Commission. Adopting new Provision: Lyn requested the Acts of 2012 Chapter 193 Section 11C to waive dog license fees for residents 70 years or older (also MGL Ch 140 Sec 139) be placed on the Annual Town Warrant and the board unanimously approved this request. Wind Energy Update: The grant money was okayed and we expect it in by the end of the week. We are waiting for WMECo, but SED should be ready to start the interconnection we should know for certain on Thursday of this week. And we have an attorney who specializes in energy law ready to draft an Energy Credit Purchase Agreement. Larry is requesting letters of support from both town boards and from residents. Other: Grant Update: Hal has begun working with
BRPC to create a GIS overlay of the existing sewer system. There will be another meeting in a week or so when BRPC is ready. Hal also noted that Pauls engineer friend, named Bob, has some great ideas for upgrading the sewer plant. Hal presented to the Planning Board at last nights meeting a plan from the Historical Commission that outlines what they would like to do for the East Otis lot. The 100 Acre Park report is 17 megabytes, digitized in 2004, and is available for review. Jim Crandall: He requested we come up with Animal Control regulations for the Town Hall. His maintenance crew had to clean up dog feces found on the floor, and his crew shouldnt have to clean up after dog owners. He wants a rule that will be enforced. The Select Board unanimously decided that there is no reason for pets in the Town Hall unless they are service dogs. Signatures: Lisa got signatures for the Mosquito Control agreement and noted to the board that we need to advertise for an animal inspector for the next fiscal year. The Select Board meeting was adjourned at 8:05 pm.
