Project Title: Generation of livelihood through Goatery for the tribal women in the Singra khurd Panchayat of Daltongang bocks district of Palamu, Jharkhand.

Duration of project: Four years

Funding required: 38,57,525 (thirty eight lakhs fifty seven thousand five hundred and twenty five only )

INTRODUCTION Jharkhand as a separate State came into being on November 15, 2000. The formation of this new State came as an outcome of more than half a century of active struggles by several disadvantaged groups who articulated the need for a more just allocation of various resources and influence policy processes in their favor. As a separate State carved out of the southern part of undivided Bihar, the current socio-economic structures in Jharkhand continue to be largely influenced by the dynamics of resources and the politics of development. Within Jharkhand, the district of Palamau has distinct features with 25% Scheduled caste population and 10% Schedule tribe population of total 15 lakh population; sharing borders with Chattisgarh state in the west and Bihar in the north. The sex ratio of 929 females per 1000 males is adverse. The highest sex ratio is in Lesliganj Block (965) and lowest in Daltonganj Block (915). The literacy rate in the district is nearly 38 percent; around 50 percent for males and 25 percent for females are literate. This is low not only in comparison to all India average but also to the average of the state. In Palamau district, the lowest literacy rate is in Chhattarpur block followed by Manatu and Panki. Though the state has enormous natural resources, the natives are experiencing diminishing control over it. Nearly 80 percent of the population is directly dependent on agriculture. A significant part of the population depends on forest based economy. 40% of the population in the State is agricultural labour. Another 40% of the population migrates to nearby states. Lack of alternate employment opportunities is one of the key reasons behind this migration in search of livelihood. Consecutive droughts for last four years coupled with above-mentioned factors have failed to create conducive atmosphere where people can claim their entitlements in the State and have made the majority vulnerable to poverty resulting in to chronic hunger. Various research studies have also pointed increasing rate of malnutrition in the state particularly among the schedule caste and tribe families. Panchayat elections were not held since the year 1978 in the State and as a result people are denied the grass root democracy and emergence of local leadership among the poor and marginalized. In summary, inferior status of women, low level of literacy, existence of highly deprived dalit and tribal population, recurring droughts leading to food insecurity and poverty, more number of poor and vulnerable getting in to debt trap due to lack of financial assistance and low health indicators are some of the areas that need immediate attention and mechanism of redress. Livestock in the villages has been an integral part of the culture of the people. Live stocks like cows, buffalos, goats etc. has been a sustainable resource and it also give some extra money to the family. Rearing of animals like goat on a commercial scale will give a sustainable livelihood to the people in these areas. Why goatery? Goat is a multi functional animal and plays a significant role in the economy and nutrition of landless, small and marginal farmers in the country. Goat rearing is an

enterprise which has been practiced by a large section of population in rural areas. Goats can efficiently survive on available shrubs and trees in adverse harsh environment in low fertility lands where no other crop can be grown. In pastoral and agricultural subsistence societies in India, goats are kept as a source of additional income and as an insurance against disaster. Goats are also used in ceremonial feastings and for the payment of social dues. In addition to this, goat has religious and ritualistic importance in many societies. The advantages of goat rearing are : i) The initial investment needed for Goat farming is low. ii) Due to small body size and docile nature, housing requirements and managemental problems with goats are less.

iii) Goats are friendly animals and enjoy being with the people. iv) Goats are prolific breeders and achieve sexual maturity at the age of 10-12 months gestation period in goats is short and at the age of 16-17 months it starts giving milk. Twinning is very common and triplets and quadruplets are rare.

v) In drought prone areas risk of goat farming is very much less as compared to other livestock species. vi) Unlike large animals in commercial farm conditions both male and female goats have equal value.

vii) Goats are ideal for mixed species grazing. The animal can thrive well on wide variety of thorny bushes, weeds, crop residues, agricultural by-products unsuitable for human consumption. viii)Slaughter and dressing operation and meat disposal can be carried without much environmental problems.

ix) Goats are 2.5 times more economical than sheep on free range grazing under semi arid conditions. x) Goat creates employment to the rural poor besides effectively utilising unpaid family labour. There is ample scope for establishing cottage industries based on goat meat and milk products and value addition to skin and fiber. xi) Goat is termed as walking refrigerator for the storage of milk and can be milked number of times in a day.

Rationale
After the formation of state the conditions of tribals has not been improved specially women. So there is need of women s empowerment by providing them livelihood opportunities. So this project will able to provide livelihood opportunities at some extent. This project of livelihood will start from the Singra khurd Panchayat of Daltongang bocks of Plamu district. Seeing the success rate this project will further replicated in the other panchayats of the block and then to district level. The calculation of the cost of project is as per one panchayat.

Objectives
1. To create opportunity to sustainable livelihood for tribal womens. 2. To enable them for a good life in their native place through providing them livelihood opportunities. 3. To increase their participation in economic activity for economic empowerment. 4. To provide them animal husbandry training. 5. To increase their social and economic participation. 6. To prepare them for future entrepreneur.

Activity

Selection of SHG The SHG formed under the state livelihood mission will be scrutinized under the following parameters and one selected SGH will be funded for this project. Strength of the SGH in numbers Their financial account of last three years. Their savings for last three years. The minimum saving of the SHG should be 100000 rupees. Providing Training

Animal husbandry training. To equip them with goatery skills. Organizing camps Organizing camps & picture presentation to raise awareness on livelihood issues. Inviting professionals from diverse field to discuss on issues of livelihood and to raise consciousness.

Forming self help groupThe aim of formation of self help group is to formation of future entrepreneur. So the group can be able build goatery and bring awareness among the village regarding livelihood.

Project duration Initially it is decided to run the programme for 4 years but the termination of project will depend upon the proper analysis of annual reports & monitoring report at the end of third year.

Beneficiaries & impact Womans A better living condition. A chance to learn new skills to start a different livelihood nearby there home. Increased purchasing power capacity. Having a better knowledge of rights & duties as being a literate person. Children of womens. Enjoying the childhood with the parents which otherwise hampered due to the migration of mother to earn livelihood. An opportunity for education due to the awareness and economic stability among the parents about it. Public administrators It will provide a chance to address the issue of migration into the big cities. They can give proper training to womens regarding Goatery as opportunities of livelihood..

Target groups The project has prime & secondary target groups. The prime target group is tribal women. Secondary target group is family of women as well as public administrators.

Involvement of the community The involvement of the community is essential for the success of this project. The involvement of community may be in the form of different professionals who could come for participating in training camp. The inclusion of various other stakeholders from community to create a feeling of togetherness as well as to make womens aware about the changes of the world Interface with other organization This organization will try to make a close relation with the different organization working on the same issue. It will be strategically convenient to keep a good rapport with that organization. like Pradan this organization is working on animal husbandry co operatives in Jharkhand. Monitoring plan

The internal monitoring will be done by the director on bi monthly basis. The project will hire accountant to keep all account record. There is also advisor who will monitor the entire project.

Implementation plan Selection of target group The selected members of target group are being selected on the basis of the work experience. The organization will also organize a training camp. So the participation in these training camp will ensure the selection process. Providing insurance The organization is in contact with insurance agents to find out the best insurance policy womens working in goatary. The medical insurance will be group insurance ,while accidental cover will be individual. Training classes A full time goatery expert is being hired to provide training to the target group. The expert will provide training on use of various resources like cow dung. Encouraging savings The womens were encouraged to do savings the vocational training will be provided to womens for saving. The money will be deposited in bank through organization. The money will be returned when they will want to return to their village or to start a different life.

Providing the shelter The shelter place will be provided in the farm for those womens who were employed in farms. The place will be like a single big hall with attached proper sanitation facility.

The rent of shelter will be charged from the inhabitants as Rs 10/day it will help to generate the substantial amount of rent through internal resources. The support staff with the help of inhabitants will be liable for the proper cleaning & maintaining the place. At the day time the place will be used as the office to maintain the records & documents.

Evaluation of the project Time period for the evaluation The evaluation will be done on yearly basis. The termination of the project will depend upon the evaluation report of 3rd year.

Sustainability of the project

Monetary terms-

The project will try to generate through its own source so in future it will more viable.

Importance of the issue The livelihood issue is one of the primary issues. So the involvement of the community is necessary for the sustainability of the project.
